This paper introduces a policy-making support tool called ‘Micro-level Urban-ecosystem Sustainability IndeX (MUSIX)’. The index serves as a sustainability assessment model that monitors six aspects of urban ecosystems – hydrology, ecology, pollution, location, design, and efficiency – based on parcel-scale indicators. This index is applied in a case study investigation in the Gold Coast City, Queensland, Australia. The outcomes reveal that there are major environmental problems caused by increased impervious surfaces from growing urban development in the study area. The findings suggest that increased impervious surfaces are linked to increased surface runoff, car dependency, transport-related pollution, poor public transport accessibility, and unsustainable built environment. This paper presents how the MUSIX outputs can be used to guide policy-making through the evaluation of existing policies. 相似文献

This paper investigates the extent and the nature of how the urban planning literature has addressed climate change adaptation. It presents a longitudinal study of 157 peer-reviewed articles published from 2000 to 2013 in the leading urban planning and design journals whose selection considered earlier empirical studies that ranked them these journals. The findings reveal that the years 2006–07 represent a turning point, after which climate change studies appear more prominently and consistently in the urban planning and design literature; however, the majority of these studies address climate change mitigation rather than adaptation. Most adaptation studies deal with governance, social learning, and vulnerability assessments, while paying little attention to physical planning and urban design interventions. This paper identifies four gaps that pertain to the lack of interdisciplinary linkages, the absence of knowledge transfer, the presence of scale conflict, and the dearth of participatory research methods. It then advocates for the advancement of participatory and collaborative action research to meet the multifaceted challenges of climate change. 相似文献

Many cities' municipal governments have made some version of “sustainability” an explicit policy goal over the past two decades. Previous research has documented how the operationalisation and conceptualisation of sustainability in urban sustainability plans vary greatly among cities, particularly with respect to environmental justice. This article reports on whether and how large American cities incorporate environmental justice into their urban sustainability indicator projects. Our findings suggest that while there has been an increase in the number of cities incorporating environmental justice elements into sustainability plans since the early 2000s, their conceptualizations and implementations of sustainability remain highly constrained. The paucity of evaluative tools suggests that environmental justice efforts are potentially losing traction in public debate over macro-scale sustainability concerns (e.g. climate change) or the need for regionally competitive environmental amenities (e.g. parks). This paper concludes with suggestions for revising existing sustainability plans to better reflect environmental justice concerns. 相似文献

This paper reports on the results of a study of the relationship between the nonprofit sector and the pursuit of sustainability in 13 moderate sized US cities with populations between 400,000 and 600,000. Dividing the cities into two groups – those that have been more serious and less serious about adopting and implementing sustainability policies, analysis of a survey of local public officials examines differences in the nonprofit landscape. Analysis shows that the cities that are more serious about sustainability have local public officials who interact more with nonprofit organisations, and are more likely to report the presence of at least one nonprofit group that supports city sustainability policies. Additionally, these reported groups are more likely to be “local”, or homegrown, and to be explicitly dedicated to the environment or sustainability. While far from definitive, the results provide evidence that the nonprofit sector is different in cities with sustainability policies, and suggest that the role of these nonprofit groups in the governance decisions of city leaders warrants more in-depth study. 相似文献

This article examines the “climate gap” in the Southwest US (Arizona and New Mexico), referring to the “disproportionate and unequal implications of climate change and climate change mitigation” for “people of color and the poor” [Shonkoff, S.B., et al., 2011. The climate gap: environmental health and equity implications of climate change mitigation policies in California. Climatic Change, 109 (Suppl. 1), S485–S503]. The climate and poverty relationship is examined using multi-scaled analysis across three indicators of climate vulnerability, focusing on connections to health, food, and energy during the period 2010–2012. We provide an overview of climate-related social vulnerability in the Southwest based on available federal, state, and county-level census data. We then summarise the results from a stakeholder workshop and in-depth interviews about climate vulnerabilities with social service providers in southern Arizona. We identify a significant Southwest climate gap based on census data and interview findings about climate vulnerability especially relating to high levels of poverty, health disparities, and increasing costs for energy, water, and food. We find that grassroots and community organisations have mobilised to respond to climate and social vulnerability, yet resources for mitigation and adaptation are insufficient given the high level of need. Confronting a changing climate that is projected to be hotter, drier, and with the potential to reach new thresholds, we suggest that more research needs to be done to understand the social and spatial characteristics of climate risk and how low-income populations embody and experience climate risk, and adapt to a changing climate. 相似文献

This article assesses the sustainability potential of the urban water systems in Europe (UWSE) following their modernisation. A decade after implementation and close to the first deadlines, modernisation efforts seem to have not been (totally) successful. This article examines the ability of governance to achieve sustainability and poses the question of how modernisation develops a particular “terrain” more or less favourable to sustainability. We use the Institutional resource regimes framework which has been dedicated to determining the potential for sustainability of natural resources regulation. Conclusions show that the modernisation of UWSEs offers a path for progress which though necessary is insufficient due to a lack of coherence between policy design and the regulatory system. Globally, the development of regulation goes hand in hand with increasing inconsistencies that reduce the efficiency of the reform. 相似文献

Community gardens (CGs) in university settings are faced with challenges associated with a transient and inexperienced population of student gardeners, but they also have the potential to have a lasting impact on the food behaviours of many young people. This paper undertakes a systematic critical review of literature about University Community Gardens for Sustainability (UCGS) in order to suggest directions of future research in the emerging field research about CGs within and outside of universities. The literature shows that UCGS have similar benefits to those identified in urban CG literature; but with greater emphasis on both the educational and environmental sustainability benefits, suggesting an under-used potential of CGs in these areas. We argue that a better understanding of the particular challenges and benefits of UCGS could improve outcomes of CGs in all settings. Therefore we recommend that future should explore: (1) participant transience in CGs, thereby helping sustainability projects with large volunteer bases learn to cope with challenges this poses in order to maximise the garden’s impacts; (2) whether/how participating in CGs can contribute to changes in attitudes/behaviours with regards to sustainability and be used as a tool for Education for Sustainability in and outside of university settings and (3) failed cases of CGs to genuinely understand factors that contribute to success. By addressing these areas we can improve our understanding of how community gardening can contribute to our communities, universities and environment, and can begin to make these potential contributions a reality. 相似文献

This study uses a developed plan coding protocol in evaluating the quality of 76 comprehensive plans to examine whether local comprehensive plans have adequately integrated the concepts of sustainable stormwater management. The Chesapeake Bay watershed was chosen for the investigation because degraded stormwater runoff from nearby urban and suburban jurisdictions have critically polluted the watershed. The findings indicate that the majority of local governments have not sufficiently incorporated the sustainable stormwater management principles into their comprehensive plans. Five plan components (factual basis, goals and objectives, inter-organizational cooperation, policies, tools and strategies, and implementation) appear weak in realizing the concepts. The current study concludes by providing policy implications and recommendations to increase awareness and understanding of sustainable stormwater management concepts and to produce better implementation plans that integrate stormwater, ecosystem, and environmental planning comprehensively. 相似文献

Urban green/blue spaces are put under pressure as urban areas grow, develop and evolve. It is increasingly recognized, however, that green/blue spaces provide important ecosystem services, stimulate higher real estate prices and prevent flooding problems. This paper aims to assess and compare the socio-economic impacts of potential green/blue space, urban residential and road infrastructure development scenarios in the Lyon Confluence project area (France), using the Sustainable Urbanizing Landscape Development (SULD) hedonic pricing simulation model. Results show four major tendencies regarding the value-added of green/blue spaces in urban landscapes: (1) cities become more compact; (2) population densities increase; (3) real estate values rise; and (4) demographic distribution patterns change. The magnitude of these impacts depends, however, on the quality and size of the intervention, the social classes attracted to the intervention area and on the location of the intervention relative to existing residential areas, urban centres, road infrastructure and environmental amenities. 相似文献

Urban regeneration policy and projects could facilitate the implementation of spatial policy responses to mitigate climate change and adapt to its consequences in cities. However, the potential role of urban regeneration in creating climate-friendly urban environments is not sufficiently evaluated and understood. Considering this gap, the paper aims to explore the potential linkage between urban regeneration and climate change. The case study analysis focuses on two urban regeneration projects, representing two major approaches of regeneration practices in Japanese cities, namely “project-based” and “plan-based” approaches. Research findings demonstrate that urban regeneration could help in reorganising existing urban areas in a climate-friendly manner. As a cross-cutting field of urban policy, urban regeneration could also help in creating synergies between mitigation and adaptation goals. Yet, achievement of such outcomes via regeneration projects necessitates the existence of an overriding urban development vision, political commitment, and willingness to implement binding and structural measures. 相似文献

The medicinal and aromatic plants resources of Uttarakhand, India offer significant opportunities of employment and livelihood for rural communities and contribute a large share in the medicinal and aromatic plants trade of India. With the growing trade of medicinal and aromatic plants resources in the global market, the medicinal and aromatic plants business of Uttarakhand is also continuously growing in terms of trade volume, value and market reach. But, considering the ecological importance as well as unregulated exploitations of these resources, the growing business activities in this sector appear incompatible to the sustainability agenda. Through a mini review, this study assesses the medicinal and aromatic plants sector of Uttarakhand and identifies key challenges that seem incompatible for resource and business sustainability and offers some prospective research directions essential for identifying pragmatic solutions to support sustainability in the sector. This review identifies nine key challenges to sustainability in Uttarakhandʼs medicinal and aromatic plants sector. This paper provides a critical overview and analysis of the student-led fossil fuel divestment (FFD) movement and its impact on sustainability discourse and actions within US higher education. Analysing higher education institutes’ (HEIs) divestment press releases and news reports shows how institutional alignment with cultures of sustainability and social justice efforts played key roles in HEIs’ decisions to divest from fossil fuels. Key stated reasons for rejection were: minimal or unknown impact of divestment, risk to the endowment, and fiduciary duty. Participant observation and interviews with protagonists reveal the intricate power structures and vested business interests that influence boardroom divestment decision-making. While some HEIs embrace transformative climate actions, we contend that higher education largely embraces a business-as-usual sustainability framework characterised by a reformist green-economy discourse and a reluctance to move beyond business-interest responses to climate politics. Nonetheless, the FFD movement is pushing HEIs to move from compliance-oriented sustainability behaviour towards a more proactive and highly politicised focus on HEIs’ stance in the modern fossil fuel economy. We offer conceptual approaches and practical directions for reorienting sustainability within HEIs to prioritise the intergenerational equity of its students and recognise climate change as a social justice issue. Fully integrating sustainability into the core business of HEIs requires leadership to address fundamental moral questions of both equity and responsibility for endowment investments. We contend that HEIs must re-evaluate their role in averting catastrophic climate change, and extend their influence in catalysing public climate discourse and actions through a broader range of external channels, approaches, and actors. 相似文献

Payments for ecosystem or ecological services (PES) are voluntary, often market-based approaches to protecting environmental values. In the rural United States, some landowners receive PES through government led conservation programs, but little is known about their involvement in market based arrangements. We analyzed three examples of market based PES arrangements in northwestern Montana: watershed restoration and craft brewing, niche meat production, and certified timber supplies. We find that intermediaries were working between buyers and sellers in each case to set conditions for transactions and undertake the mechanics of implementation. These findings align with existing conceptualizations of intermediaries as crucial links in PES arrangements, but also suggest that intermediaries for market based PES arrangements are not always facilitators or neutral nongovernmental actors; they may actually be from the private sector and drive the process by serving as buyers. This research contributes to stronger understanding of the possibilities for local market based conservation in the rural West. 相似文献

In 2004, as a response to the discovery of Bovine Spongiform Encephalopathy in Canadian cattle and other food scares, the Province of British Columbia (BC) developed a comprehensive set of meat inspection regulations, increasing the requirements for food safety infrastructure. Through a series of interviews with farmers and stakeholders, we highlight some of the unintended consequences for community food security and sustainability that resulted from these stringent safety regulations in rural and remote communities in BC. These include the loss of meat production and processing capacities as well as the erosion of local food practices and traditions through the criminalisation of farm-gate sales. We suggest that food safety regulations intended to protect consumer health may result in negative effects for community food security and rural sustainability and that these consequences should be accounted for when developing food policy. 相似文献

The ecosystem services (ES) concept is being increasingly incorporated into environmental policy formulation and management approaches. The Corporate Ecosystem Services Review (ESR) is a framework used to assess the dependence and impact that a business has on ES. The success of the corporate experience of ES assessment provides an opportunity for adaption for local authority decision making. In this paper, the ESR tool was adapted to the South African setting at a local government level, and tested at two sites in the Msunduzi Municipality, KwaZulu-Natal. In testing the tool and gathering feedback from key stakeholders, it was found that there are both opportunities and challenges to this approach. Overall, however, it provides an opportunity for the systematic inclusion of ES assessment into existing regulatory frameworks for land-use planning and Integrated Environmental Management, whether in a strategic application, at a broader spatial (municipal) scale or in a specific locale within the municipality. 相似文献

Urban gardens are important sources of sustenance for communities with limited access to food. Hence, this study focuses on food production in gardens in the Toledo metropolitan area in Northwest Ohio. We administered surveys to 150 garden managers from November 2014 to February 2015 in our attempt to better understand how neighbourhood racial composition and poverty levels are related to staffing and voluntarism, food production and distribution, the development of infrastructure, and the adoption of sustainability practices in urban gardens. The results from 30 gardens are presented in this paper. We used Geographic Information Systems to map the gardens and overlay the map with 2010 census data so that we could conduct demographic analyses of the neighbourhoods in which the gardens were located. Though the gardens were small – two acres or less – up to 46 varieties of food were grown in a single garden. Gardens also operated on small budgets. Food from the gardens was gifted or shared with friends, family, and neighbourhood residents. Gardens in predominantly minority neighbourhoods tended to have fewer institutional partners, less garden infrastructure, and had adopted fewer sustainable practices than gardens in predominantly White neighbourhoods. Nonetheless, residents of predominantly minority and high-poverty neighbourhoods participated in garden activities and influenced garden operations. The paper explores the impact and sustainability of environmental assistance coming to Russia from EU-based public and private foundations, and its implications for environmental governance. Geographically, the study ’encompassed all the assistance projects awarded in 1991–2016 involving beneficiaries from Pskovskaya Oblast’. This region is potentially an important target for EU investments in environmental infrastructure, due to its location by the EU border and high value of natural capital. The study demonstrates how the assumptions offered by the international aid literature (mostly derived from the global South) apply to Russia. We found major limitations to the assumption that co-financing provided by recipients ensures project effectiveness (demonstrating the acceptance of the donor's agenda) or sustainability (providing interest to the maintenance of outputs). Tangible assets are normally co-financed only if the investment was in agenda anyway (and therefore the donor gets only time gains, although this can be a valid purpose too); soft outputs (plans, surveys, policies, etc.) are usually co-financed in-kind, and therefore cannot secure any additional commitment. Likewise, physical infrastructure often ends up mismanaged due to low or no maintenance budgets available, while maintenance of soft outputs is too much dependent on contextual factors beyond the co-finance paradigm. 相似文献

The provision of green and open space in the face of wider development pressure is a key urban challenge. Despite this, few studies have critically investigated the quality of life implications of such provision. This paper focuses on perceptions of built environment factors and their influence on neighbourhood quality of life. Data are drawn from a household survey questionnaire completed by 483 residents living in three neighbourhoods in Dublin, Ireland – an inner city neighbourhood, a suburb and a peri-urban settlement. Positive perceptions of green and open space were identified as important predictors of high levels of neighbourhood satisfaction, surpassed only by dwelling characteristics. This suggests that development strategies which fail to provide for properly planned green and open spaces may be detrimental to neighbourhood quality of life. Furthermore, the results suggest a need for design solutions which consider neighbourhood typology in achieving improved neighbourhood quality of life. 相似文献

This work presents empirical evidence of the main challenges in managing/leading academic research groups on clean and green technologies in Brazilian universities. We also present evidence about the main barriers to the effective creation of innovation and technology transfer of these clean and green technologies. Empirical evidence come from PhD researchers/academics who lead/manage official research groups on clean (environmental, green) technologies. Results show the following: (a) The main challenges of managing research groups are the lack of an innovative culture, the lack of partnership with an industrial sector, and the necessity of keeping laboratories updated; (b) the main barriers to innovation and technology transfer are difficulties in not having enough researchers and staff members, assessments of academic performance that do not consider innovation, and an uncertain national legislation on clean technology. Based on these and others’ findings, we suggest that policymakers working on clean and green technologies pay attention to act and develop initiatives focusing on the following: providing direct financial support for laboratory improvement, linking academics and practitioners from the industrial sector, and providing training and development programs on clean and green technologies’ legislation and financial issues, such as the payoff of clean and green technologies and opportunities from green investors. 相似文献
