Management of public lands occurs today with high levels of scrutiny and controversy. To succeed, managers seek the support, involvement, and endorsement of the public. This study examines trust as an indicator of managerial success and attempts to identify and measure the components that most influence it. A review of trust literature yielded 14 attributes that were hypothesized to contribute to trust, grouped into the three dimensions of Shared Norms and Values, Willingness to Endorse, and Perceived Efficacy. Operationalizing these attributes and dimensions, a telephone survey was administered to a sample of Montana, USA, residents living adjacent to the Bitterroot National Forest (= 1,152). Each of the attributes was measured in the context of federal lands fire and fuel management. Structural equation modeling showed that all 14 attributes were found to be influential contributors to levels of trust. Results suggest that if managers are to maintain or increase levels of public trust, they need to consider each of trust’s attributes as they make social, ecological, and economic resource decisions.  相似文献

Do natural resources reduce social trust? This paper reviews the literature on natural resources and on trust. The existing theoretical and empirical literature suggests that natural resources can reduce trust through several indirect mechanisms. Notably, studies show that natural resources lead to institutional degradation, corruption, inequality, and civil war, all of which have been associated with reduced trust. In addition, game theoretical work on windfall gains suggests that there may be direct effect of natural resources on trust. This paper tests empirically whether there is a direct effect of natural resources on trust (The Pearl Hypothesis), using cross-country data. The results indicate that no such direct effect exists, but we find a significant effect on trust of intermediate variables affected by natural resources, such as institutions, corruption, inequality and/or civil war. Importantly, the relationship between corruption and trust turns out to be non-linear, indicating that the effect of natural resources on trust depends on the initial corruption level of a country. In highly corrupt societies, institutional improvements that reduce corruption may also undermine trust, which poses difficult challenges for anti-corruption policy.  相似文献

This study investigates resident satisfaction with provided involvement activities during highway planning processes, with particular attention given to the planned Southern Ring Road highway project in Groningen, the Netherlands. In-depth interviews with 38 residents living in the project area reveal important themes contributing to satisfaction. Satisfaction with passive information activities is motivated by the extent to which information addresses concerns, but (dis)trust in government and other information sources also plays a role. For residents preferring to obtain additional information, perceived access to such information and the extent to which it reduces concerns are also important to satisfaction. Finally, for residents who would rather participate actively, satisfaction is motivated by their perceived access to participation activities and the sense of being heard. Study results show how residents’ evaluations of the themes underpinning involvement satisfaction are based on their perceptions of actual project team activities and contextual factors.  相似文献

Deepening understanding of public responses to large-scale renewable energy projects is of academic and practical importance, given policies to lessen fossil fuel use in many countries. Although the NIMBY (Not In My Back Yard) concept is commonly used to explain public opposition, the concept has been extensively critiqued. This study applies an alternative approach based upon the notion of disruption to place attachment, and the theory of social representations, with a focus upon the symbolic meanings associated with a proposed project and the places affected by it. Empirical data is provided from a case study of a proposed 750 MW offshore wind farm in North Wales, using group discussions and questionnaires distributed to local residents in two coastal towns (n = 488). Results indicate significant differences between each town's residents in their responses to the project, and how opposition arises from nature/industry symbolic contradictions: between a place represented in terms of scenic beauty that provides a restorative environment for residents and visitors, and a wind farm that will industrialise the area and ‘fence’ in the bay. In one of the towns, the data suggests that contradiction between project and place was experienced as a threat to identity for those with strong place attachment, leading to negative attitudes and oppositional behaviour. Levels of trust in key actors moderated the relation between place attachment and negative attitudes to the wind farm. The results provide further evidence of the role of place attachment in shaping so-called ‘NIMBY’ responses to development proposals, and challenge the assumption that offshore wind farms will prove less controversial than those onshore.  相似文献

Managing Protected Areas (PAs) is a challenging task, and globally many instruments have been utilised for this purpose. Existing research demonstrates that the effectiveness of these instruments is highly dependent on their social acceptability among local communities resident within PAs. Consequently, investigating local attitudes and perceptions of Protected Area (PA) policies has been emphasised in recent studies. Drawing on empirical work conducted in two National Parks including river delta ecosystems designated as Ramsar wetlands in northern Greece, this paper examines local residents' perceptions of three hypothesized policy options (regulatory, market-based and participatory) for Park management. The influence of social capital elements (social trust, institutional trust and social networks) on residents' perceptions is explored. The findings reveal a high degree of importance attached by resident communities to Park designation in both PAs, though residents' perceptions of the proposed management options varied. The regulatory option was regarded as the least restrictive, while the most restrictive was perceived to be the market-based option. However, greater benefits were identified by residents from the market-based option, while the fewest benefits were considered to arise from the proposed regulatory option. Furthermore, local residents' perceptions were significantly shaped by the proposed management and decision-making structure offered under each policy option. The influence of different social capital elements on residents' perceptions also varied in the study sample, with social trust and institutional trust positively correlated with the benefits that were perceived to arise from the different policy options. Moreover, when social capital was measured as an aggregate indicator at the level of the individual, it was positively correlated with perceived environmental benefits.  相似文献

Recent concerns over a crisis of identity and legitimacy in community-based natural resource management (CBNRM) have emerged following several decades of documented failure. A substantial literature has developed on the reasons for failure in CBNRM. In this paper, we complement this literature by considering these factors in relation to two successful CBNRM case studies. These cases have distinct differences, one focusing on the conservation of hirola in Kenya on community-held trust land and the other focusing on remnant vegetation conservation from grazing pressure on privately held farm land in Australia. What these cases have in common is that both CBNRM projects were initiated by local communities with strong attachments to their local environments. The projects both represent genuine community initiatives, closely aligned to the original aims of CBNRM. The intrinsically high level of “ownership” held by local residents has proven effective in surviving many challenges which have affected other CBNRM projects: from impacts on local livelihoods to complex governance arrangements involving non-government organizations and research organizations. The cases provide some signs of hope among broader signs of crisis in CBNRM practice.  相似文献

Odors emitted from US Midwest hog production facilities present farmers, residents, and state regulatory agencies with a set of complex challenges. To predict odor exposure from multiple swine production sources simultaneously, and to determine siting recommendations for proposed new or enlarged hog facilities, researchers at Iowa State University designed the community assessment model for odor dispersion (CAM). A three-county citizen survey conducted in Iowa examined the level of hypothetical social acceptance of the modeling process, and level of trust in CAM results. While 69 % of respondents approved of modeling as a way to determine the most socially appropriate location for production sites, only 35 % would trust the results if potential odor exposure from a new facility were proposed to be built near their home. We analyzed approval of the CAM model, and level of trust, across a number of demographic, attitudinal, and belief factors regarding environmental quality and the hog industry. Overall, trust in CAM was uneven and varied across respondents. Those residents who would not trust CAM tended to be more concerned with environmental quality and less inclined to believe that the hog industry is critically important economically. Those who would not trust CAM results also had significantly more direct experience with odors. Findings point to predominantly positive, yet equivocal acceptance of CAM results among the citizenry, which is not unexpected given conflict typical of siting decisions in industry and waste disposal arenas. Recommendations are offered regarding the interaction of trust, beliefs and attitudes and the utility of CAM.  相似文献

This paper describes tools developed through a community consultative process to help decision makers manage electrical and magnetic fields (EMF) health risk. The process involved in‐depth interviews with experts (N=12) and focus group discussions with seven different stakeholder groups. The results reveal commonly held intense public concerns about the long‐term health effects of EMF. These concerns were further reinforced by the lack of public trust in both government and industry with regards to EMF risk management. Overall, the participants wanted tools that can be used to manage EMF information, scientific uncertainty about EMF and the complex environment in which EMF issues are embedded. The findings contributed to a mapping out of response formats to address public concerns related to risk, hazard, trust, accountability and fairness across a range of stakeholder groups. These tools and their roles in the management of complex and variable risks, involving new circumstances (e.g. privatization) and information (e.g. new scientific studies) are presented. The importance of recognizing and working with uncertainty through adaptive management strategies, using qualitative approaches, is also discussed.  相似文献

ABSTRACT

Community-based initiatives and collective learning practices are key themes in sustainability transition processes. This paper presents the results of a participatory study that investigated a local initiative in the community of Lomba do Pinheiro in south Brazil to examine social learning processes in the context of socio-ecological vulnerability. In this community, a group composed of local residents and members representing the public sector and local educational institutions has promoted several learning-oriented actions aimed at restoring a degraded local watershed and improving residents’ livelihoods. This study used social learning as a lens through which the initiative enacted by this group may be understood, and analysed how local conditions, determined by a context of vulnerability, have influenced local processes. We applied a multi-dimensional analytical framework that included individual, collective, and territorial dimensions. The analysis focused on the leading group, the individuals who comprise it, and their actions in the territory, while considering local constraints. Our findings highlight the importance of (1) shared values, mutual trust, and affective bonds for group cohesion as well as concerted action, equalisation of diverse languages within the group, knowledge integration, and initiative persistence; (2) a practical-reflexive approach based on a sequence of actions that catalyses group learning and facilitates advancement within the wider community; and (3) the role of inter-sectoral articulations and the establishment of partnerships to support actions. This paper raises questions about the limits of an exclusively bottom-up approach to solve complex problems in the context of extremely precarious conditions.  相似文献

Building trust between resource users and natural resource institutions is essential when creating conservation policies that rely on stakeholders to be effective. Trust can enable the public and agencies to engage in cooperative behaviors toward shared goals and address shared problems. Despite the increasing attention that trust has received recently in the environmental management literature, the influence that individual cognitive and behavioral factors may play in influencing levels of trust in resource management institutions, and their associated scientific assessments, remains unclear. This paper uses the case of fisheries management in the northeast to explore the relationships between an individual’s knowledge of the resource, perceptions of resource health, and participatory experience on levels of trust. Using survey data collected from 244 avid recreational anglers in the Northeast U.S., we test these relationships using structural equation modeling. Results indicate that participation in fisheries management is associated with increased trust across all aspects of fisheries management. In addition, higher ratings of resource health by anglers are associated with higher levels of trust of state and regional institutions, but not federal institutions or scientific methods.  相似文献

This paper aims to investigate factors affecting public attitude towards the siting of locally unwanted land uses (LULUs) and to explore the possible strategies to resolve such conflicts. Three questionnaire surveys were undertaken in communities with different siting experiences and socio-economic profiles. Over 750 individuals were successfully interviewed in each study district. The three communities were found to share similar risk beliefs but show variations in the level of awareness of and response to LULUs. In communities with a disproportionate share of LULUs, many residents did not trust the government in handling LULU issues and thought that the siting process was unfair. The results of the binary logistic regression analysis show that people are likely to oppose the siting of a LULU in their community if they have a negative siting experience, do not perceive the need, accord a high risk to the facility and have a low level of trust in government. The resolution strategies preferred by the public are greater public participation and effective mitigation of risks and impacts, rather than provision of compensation and incentives. All these call for policy-makers to be sensitive to local concerns, engage the public in the process, communicate risks effectively and foster trust building.  相似文献

The emerging challenge of managing increasing volumes of urban sewage has resulted in municipalities pursuing sustainable ways to manage urban biosolids and their by-products. Using content analysis of public debates, and situating the debate within science, policy and facility siting literature, this study examines claims and counterclaims relating to the siting of a biosolid processing facility in rural Ontario. The equivocal evidence on the health and environmental effects of biosolids resulted in a heated “expert versus lay” debate. The study critically evaluates the importance of trust and the shifting role of scientific evidence in politicised settings, while making relevant policy recommendations.  相似文献

The sociocultural and socioeconomic situation of sanitation in Dar-es-Salaam (Dsm), Tanzania, was studied with explicit emphasis on pit-latrines. Without considering the sociocultural conditions, the so-called best solution might not be the right one. Therefore, in order to achieve the intended goal, a literature review, a questionnaire survey, and personal visits to the chosen study areas were done. In total, 207 household questionnaires were filled in 16 areas of the city. Interviewers did house-to-house visits and questionnaires were filled out on the spot. Results indicated that the city population is about 3.8 million at present, with over 80% of the dwellers using pit-latrines; some 3% use septic tanks with soakage pits, about 6% are connected to the sewerage system, and 1% have no excreta disposal facility. Difficulties faced include dismal budget allocations, fragmentation of sanitation activities among subsectors, lack of or poor sanitation record keeping, unsatisfactory machinery for septic tank and pit-latrine emptying, lack of a clear policy on pit-latrine handling and, in competition for resources, low priority is accorded to an excreta disposal system among the people. City residents will continue to use the pit-latrines for a long time to come. Reusing the fecal sludge is not known by most city dwellers and is influenced by sociocultural habits. To prevent groundwater pollution and to recover useful products in human excreta and urine, ecological sanitation toilets and anaerobic digesters offer a good option.  相似文献

This study examined domestic energy usage and its health implication on residents of Ese‐Odo and Okitipupa Local Government Areas (LGA), of Ondo State. Systematic random sampling was used to select 103 and 156 respondents in Ese‐Odo and Okitipupa LGA, respectively. It was established that environmental and socio‐economic related attributes influenced residents' choice of domestic energy type. Similarly, burns, blindness, stroke, cataract and pulmonary diseases were the most prevalent self‐reported ill‐health. A relatively weak correlation between domestic energy usage and ill‐health is experienced by the residents. Therefore, the study concluded that the use of traditional energy types had significant adverse effects on the health of the residents in Okitipupa and Ese‐Odo LGAs of Ondo State.  相似文献

ABSTRACT: The major objectives are (1) to identify the problems involved in measuring the environmental impacts of public projects from selected perspectives, and (2) to elaborate a sociological approach used in an empirical investigation in that respect. The construct of environmental impact of a planned action is generally operationalized from different perspectives and with different methodological emphases in the various disciplines. Even the term environment does not elicit agreement among users as to its exact meaning. Although there has been a steady increase in the number of studies from a sociological perspective concerning environmental problems, there is lack of sociological counsel in writing environmental impact statements. Overall, we lack sociological methodology and operational procedures for that purpose. In an attempt to bring some empirical focus to this field, attitudinal measures employed to discover how residents of a river basin perceived negative and positive environmental impacts of a proposed watershed development project are reviewed. These come from a study of creation of the Cooper Reservoir and Dam in Texas. Data on 343 heads of households m the selected areas were collected through structured questionnaires with items on personal information, a vested interest scale, a knowledge of the project scale, and an environmental impact scale. Data show that perception of impacts by residents is influenced significantly by degree of their vested interests involved. Variables for inclusion in a sociological model of environmental impact are suggested.  相似文献

The aim of this paper is to understand how local residents participate in the construction of local environmental problems and to evaluate a particular analytical approach in environmental sociology to study this phenomenon. The paper is based on an interview study with a sample of local residents. The analysis demonstrates how the local residents attempt to construct a local environmental problem. In particular, the study focuses on how involved actors are positioned, how different sorts of knowledge claims are used, and how the neglect the residents perceive from the authorities affects the attempt to construct a local environmental problem. The study shows that the local residents play a central role in the construction of the situation and that the evaluated model could be very helpful as an analytical tool in the investigation of local residents' participation in the construction of environmental problems.  相似文献

The planning process for wind farm projects appears to be a complicated matter in many cases. Despite the positive attitude towards wind power in general, local wind farm projects often face strong opposition. The aim of this study is to shed more light on residents’ perceptions of participation in the planning process of wind farms. This study is based on interview data (N?=?22) and survey data (N?=?291) collected from residents living near two Finnish large-scale onshore wind farms built about 1.5 years before the data were collected. The results indicate that residents’ participation in the planning process was rather passive and the vast majority of the respondents perceived that they did not have an opportunity to participate. Quite interestingly, perceived participation in the planning process resulted in a decrease in acceptability in terms of perceived well-being. Furthermore, the results indicate that the need for participation does not expire after the planning process for a wind farm has concluded. Thus, project developers should be prepared to continue communication with residents after the planning phase.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00670.x Abstract: Data collected by citizen scientists, including K‐12 students, have been validated by the scientific community through quality assurance/quality control tests and publication of results in peer‐reviewed journal articles. However, if citizen science data are to be used by local communities, research is needed to determine which factors contribute to local community member trust in citizen science data, and how to increase the benefits and use of citizen science programs. This article describes the Groundwater Education Through Water Evaluation & Testing (GET WET!) program that employs middle and high school students, state and local government employees, environmental nongovernmental organization leaders, business representatives, college faculty and students, and other volunteers as citizen scientists to create a database of groundwater quality for use as a baseline for local water resources management. Data were gathered through semi‐structured interviews pre‐ and post‐involvement from 40 participants in this citizen science program conducted in five states in the northeastern United States. Results indicate that factors of trust are largely based on interpersonal trust and familiarity. We conclude with recommendations and future research that may improve local community member willingness to trust citizen science data generated by students.  相似文献

This study examined the environmental and social effects of large‐scale mining in Chingola, Zambia. Data was collected through semi‐structured interviews with 164 residents living close to Zambia's largest open pit mine, key informants and desk analysis of secondary data. Quantitative data was analysed using the chi‐square test, one sample T‐test and two sample Z‐proportions test, while qualitative data was analysed using content analysis. Results show that the residents reported being most affected by sulphur dioxide air emissions and noise pollution due to the proximity of the copper smelter and heavy moving machinery to their residences. The residents received domestic water containing rust and copper ore particles from the water utility company which draws raw water from the mine. Although the mine was a source of employment for locals, over 4,000 jobs (representing a 33% decrease) have been lost over a period of 4 years, negatively affecting the local economy. Mine management attributed the job losses to high production costs and mechanization of mining processes. The residents perceived the job losses to have led to crime, alcohol abuse and prostitution among youths as well as a general increase in poverty levels. Analysis of air emissions data from the mine found elevated levels of dust, cadmium, copper and lead pollutants. Key informants from Nchanga Mine reported implementing bioremediation to reduce soil contamination by the heavy metals and recycling SO2 to produce sulphuric acid. The study recommends an increase in social corporate responsibility from the mine management to ensure residents derive more substantive benefits from their proximity to the mine.  相似文献

The aim of our study was to analyse the results of controlled series of professional insecticide treatments on feral cockroach populations in council flats in three similar multi-family buildings, and to try to understand why control success could be so low. Cockroach abundance and six general environmental characteristics were recorded after each treatment for each flat treated. Cockroach abundance was divided into five levels. The environmental characteristics recorded for each flat were: nationality of residents, duration of occupation, number of residents/m2, application of domestic pesticides, reactions of residents to the presence of cockroaches, and degree of cleanliness. This series of treatments, proposed every two months, did not improve the situation as greatly as expected. The presence or the absence of cockroaches in flats can be explained at least partly by some environmental factors like human density in the flat, building effect and cleanliness, but no single factor explains the size of the cockroach population. The usual reasons evoked to explain pest control failures, such as cockroach insecticide resistance, inefficiency of treatments due to formulation, proportion of constituent in compound, periodicity of application, etc., all influence the result of a treatment, of course, but our data show that the part played by the residents in a given dwelling has been greatly underestimated so far. When the results of treatments were analysed, the results depended largely on the residents» attitude.  相似文献
