ABSTRACTClimate adaptation is a complex policy domain, spanning multiple sectors, scales and actors, and wherein those most at risk have the least power. The influence of linear positivist models of science uptake are proving ineffective in a world with increasingly concentrated wealth and power, institutional barriers, and rapidly growing risks facing the many. A plurality of approaches is needed to better examine those dynamics of climate adaptation which are often invisible in models of science uptake – equity, the value of contestation, path dependency – and to consider how to empower communities to find solutions. In this conceptual paper, we argue that bridging existing positivist and interpretivist methods with insights from post-foundational theory so as to underpin pluralism and re-orient ethical principles of justice, strengthens the capacity of social research to support transformative climate adaptation. This article contributes to the understanding of adaptive capacity within national sectors by utilising two perspectives from institutional theory. Resting on data from 21 interviews the paper analyses the Norwegian electricity sector and the influence on adaptive capacity to climate change from changes in formal structure and institutional culture. The sector underwent transformational change between the beginning of the 1980s and mid-2000s, with the reform from 1991 as a watershed, and gradual consolidation from about 2000. From a self-regulated vertically integrated sector with an emphasis on robustness of supply the sector changed into a liberalised and unbundled structure, with economic efficiency as the guiding principle. These changes reduced adaptive capacity to climate change. After 2000, gradually adaptive capacity has increased somewhat. The paper argues that also social contextual factors need to be taken account of, both to understand adaptive capacity to climate change and to provide practitioners with an ability to increase it. 相似文献

Urban areas worldwide are challenged by climate change and urban flooding. Within the academic literature, adaptive measures that can be integrated into other issues such as recreation, nature reserves, and social issues are considered the way forward. Adaptation has recently become a mandatory planning theme for Danish municipalities, which in the absence of established practices are struggling to find the best institutional set-up to address adaptation as an integrated issue. Based on a case study of an integrated project organised as a partnership, this article identifies and discusses governance challenges that must be addressed if municipalities are to benefit from synergies through integrated projects. The municipality in question has established a partnership with housing organisations, foundations, and a utility company as well as facilitated a dialogue with citizens and institutions to address flooding threats and social issues at the neighbourhood scale. Because of strong political and leadership support, funding from partners, and good project facilitation both partners and politicians are enthusiastic about the project and its potential. Several challenges, however, needed to be addressed, particularly in relation to clashing norms from different governance paradigms. Social innovation represents a social practice that aims to meet social needs by involving communities in dialogues through participatory and collaborative approaches. One new and particular solution of social innovation is represented by Urban Civic Networks. However, considering the novelty of this topic, neither the benefits nor the role of public entities in implementing such practice of social innovation, nor the strengths of the implementation process are known, yet. This study aims to fill this gap through the analysis of a single‐case study, based upon theories of social innovation and social change, referring to the City of Bari. Results show that implementation of Urban Civic Networks generates both tangible and intangible benefits and demonstrate that local government plays a pivotal and leading role in the implementation process. Finally, they show that the strengths of this practice are connected to bottom‐up approaches enabling efficient knowledge management and collaboration. 相似文献

Climate change adaptation strategies that aim to minimize harm and maximize benefits related to climate change impacts have mushroomed at all levels of government in recent years. While many studies have explored barriers that stand in the way of their implementation, the factors determining their potential to mainstream adaptation into various sectors are less clear. In the present paper, we aim to address this gap for two international, six national, and six local adaptation strategies. Based on document analyses and 35 semi‐structured interviews, the 14 case studies also explore in how far the factors facilitating climate change adaptation are similar across levels of government or level‐specific. Although located at three different levels of government, we find that the 14 adaptation strategies analyzed here represent “one‐size‐fits‐all governance arrangements” that are characterized by voluntariness and a lack institutionalization. Since adaptation strategies are relatively weak coordination hubs that are unable to force adaptation onto sectoral policy agendas, they rely mainly on sectoral self‐interest in adapting to climate change, largely determined by problem pressure. We conclude that one‐size‐fits‐all governance arrangements are rarely adequate responses to complex challenges, such as climate change. Although climate change adaptation depends more on framework conditions such as problem pressure than on administrative or governance features, the findings presented here can help to understand under what circumstances adaptation is likely to make progress. 相似文献

In Australia, local communities often enact Community-Based Initiatives (CBIs) to respond to climate change through Climate Change Adaptation (CCA). CBIs can also be integrated into the Disaster Risk Reduction (DRR) agenda. The paper explores the extent to which CBIs promote the mainstreaming of CCA into DRR. Primary data were obtained from interviews with representatives of CBIs and supporting organisations in three local governments of the Hunter Valley (New South Wales, Australia). Findings show that CBIs recognise the potential contribution of climate change in modifying the local hazard profile. CBIs mainstream CCA into DRR by following four approaches: environmental and social justice; sustainability and transition; ecosystem-based approach; and adaptive planning. Partnerships were identified both among CBIs and between CBIs and City Councils; however, conflicts between CBIs, City Councils and business actors emerged, and a lack of commitment by multi-level governments in responding to climate change was revealed. The findings show that CBIs consider CCA and DRR within a broad everyday context related to vulnerability and local development. But we argue that assigning responsibility for climate change issues to CBIs is not a panacea and should not be the only local climate change response. Instead, CBIs need to be included in a larger and long-term commitment by actors that possess access to resources, such as higher levels of government. The paper provides a local Australian perspective on the effectiveness of mainstreaming CCA into DRR and furthers the conversation for the benefit of other communities facing similar challenges. 相似文献

This paper introduces the terminology of (mal)adaptation opportunism – a situation in which projects undertaken in the name of climate change adaptation (CCA) are overrun by interests other than the stated or intended objectives of the CCA project. A goal of CCA projects is to reduce poverty and promote social justice. The case of the threat of displacement of the community of Kewunor by the Trasacco Estate Development Company (TEDC), after the construction of the Ada Sea Defense System (AdSDS) of Ghana as a CCA, is illustrative of this concept of (mal)adaptation opportunism. Through a narrative presentation of eight different accounts concerning this issue, I demonstrate how (mal)adaptation opportunism arises and is often motivated by economic interests. This case illustrates how economic interests can take over not only CCA projects but also their maladaptive effects. 相似文献

Climate change can increase societies’ propensity to conflict by changes in socio-structural conditions (e.g., resource scarcity, migration). We propose an additional, subtle, and general effect of climate change threat via increases in authoritarian attitudes. Three studies in Germany and the UK support this suggestion. Reminding participants of the adverse consequences climate change may have for their country increased the derogation of societal groups that may threaten the collective (e.g., criminals) as well as general authoritarian attitudes. Salient climate change threats also led to system justification and approval of system supporting groups (e.g., judges) in those people who were highly identified with their nation. We discuss the implications of these findings for the explanation of authoritarian attitudes and the question of how societies may cope with the subtle social psychological effects of climate change. 相似文献

Despite the apparent failure of international negotiations and renewed criticism of the accuracy of climate science, responses to climate change continue in households, cities, fields, and meeting rooms. Notions of “doing something about”, or “taking action on” or “mitigating and adapting” to climate change inform practices of carbon trading, restoring native forests, constructing wind turbines, insulating houses, using energy efficient light bulbs, and lobbying politicians for more or less of these actions. These expressions of agency in relation to climate change provide the focus of our enquiry. We found that relationships or social networks linked through local government are building capabilities to respond to climate change. However, the framework of “mitigation–adaptation” will need to be supplemented by a more diverse suite of mental models for making sense of climate change. Use of appropriate languages, cultural reference points, and metaphors embedded in diverse histories of climates and change will assist actors in their networked climate change responses. 相似文献

A combination of the urban heat island effect and a rising temperature baseline resulting from global climate change inequitably impacts socially vulnerable populations residing in urban areas. This article examines racial/ethnic and socioeconomic inequities in the spatial distribution of exposure to urban heat in the context of climate justice and residential segregation in the U.S. An urban heat risk index (UHRI) is calculated from measures of land surface temperature, structural density, and vegetation abundance, acquired from summer 2010 remote sensing imagery. Twenty of the largest metropolitan statistical areas (MSAs) in the U.S. are selected and analysed using census tract-level socio-demographic data from the U.S. Census. Multilevel modelling is utilised to examine the statistical associations between urban heat, minority status, socioeconomic disadvantage, and MSA-level segregation of racial/ethnic minority groups. Variables representing socioeconomic status (i.e. household income, home ownership, and education level) are consistently and significantly associated with greater urban heat exposure. Minority status and measures of segregation have a significant but varied relationship with urban heat exposure, indicating that there are inconsistent associations with urban heat due to differing social geographies. Urban heat and social vulnerability present a varying landscape of thermal inequity in different metropolitan areas, associated in many cases with residential segregation. 相似文献

The policy intervention to enforce property rights and control deforestation frontiers is often undermined in the Brazilian Amazon, and this intervention problem is considered to be stemming from weak frontier governance. However, little has been understood how this governance can be strengthened in the context of social change. Drawing on a literature review of the Amazon development and sociological studies of space, this article argues that frontier governance is characterised by the co-generation of two territorial processes: the official settlement implementation (physical spacing) and the spontaneous settlers' shaping of the vernacular community (production of place). The co-generation process opens new deliberative space where both state and non-state actors claim authority over the intervention. Therefore, strengthening frontier governance involves empowering this emerging authority to be able to promote public engagement with sustainable development on the frontier. The article uses the regional history and ethnographic material collected in the southeast of Pará to illustrate the discussion. 相似文献

ABSTRACT This study examined the vulnerability of smallholder livestock farmers in North-West Ghana to climate change using data obtained from 200 livestock farmers obtained through the administration of a semi-structured questionnaire. The Livelihood Vulnerability Index (LVI) approach was used to examine the levels of vulnerability. The study compared the vulnerability between the Nandom district and the Lawra district. The empirical results revealed that livestock farmers are more vulnerable to climatic extremes in the Nandom district than the Lawra district. The study highlights the critical role of the government regarding education and construction of water resources, among others. 相似文献

This paper examines how local communities adapt to climate change and how governance structures can foster or undermine adaptive capacity. Climate change policies, in general, and disaster risk management in mountain regions, in particular, are characterised by their multi-level and multi-sectoral nature during formulation and implementation. The involvement of numerous state and non-state actors at local to national levels produces a variety of networks of interaction and communication. The paper argues that the structure of these relational patterns is critical for understanding adaptive capacity. It thus proposes an expanded concept of adaptive capacity that incorporates (horizontal and vertical) actor integration and communication flow between these actors. The paper further advocates the use of formal social network analysis to assess these relational patterns. Preliminary results from research on adaptation to climate change in a Swiss mountain region vulnerable to floods and other natural hazards illustrate the conceptual and empirical significance of the main arguments. 相似文献

Environmental justice sheds light on the distributive and procedural aspects of planning and decision-making. We examined the challenges arising from the perspective of environmental justice on multi-level and participatory environmental governance by exploring the governance of aquatic environments in the Helsinki Metropolitan Area. We found three main challenges and potential responses to them. First, even though most of Helsinki’s shoreline is free and/or accessible by road and accordingly used actively by people for recreational purposes, many parts of the shoreline are perceived as inaccessible, reflecting a need to combine factual and perceived accessibility of aquatic environments in detail during the planning processes and to discuss reasons for possible discrepancies between these two. Second, there was a remarkable seasonal variation in the use of aquatic environments, so more attention should be paid to social-demographic factors explaining the distribution of the use of urban nature. Third, it seems to be difficult to capture the variety of perceptions of people and to integrate them into planning and decision-making processes even on a local scale, and this challenge is likely even more pronounced on higher levels of planning and governance. Thus, better integration of regional and local-scale planning procedures should be encouraged. Building on these observations, we conclude that integration of procedural and distributive environmental justice into the practices of the governance of aquatic environments could remarkably decrease unwanted trade-offs and potential conflicts in their use and management. 相似文献

Remote island communities in the Caribbean are known to be disproportionately vulnerable to the impacts of climate change. As a result, there is a need to better understand the factors that contribute to increasing local-scale adaptive capacity through large-scale adaptation projects. While it has been argued that strong institutional networks are highly influential in a community’s ability to leverage funds and to implement tailored adaptation projects, limited empirical research has been undertaken. Social Network Analysis was used to retrospectively evaluate the importance of institutional integration for enhancing adaptive capacity in the small island community of Paget Farm in St. Vincent and the Grenadines. Paget Farm successfully adapted to a lack of fresh water through the implementation of a funded solar-powered desalination plant – and as a result the community represents an ideal case study for analysis. Results reveal that while the level of vertical integration varied throughout the temporal phases of the adaptation project, horizontal integration was consistently low. These findings suggest that high integration between institutions may not be required during all project phases in order to ensure success and that more consistent rather than high levels of integration between sectors may be more meaningful for enhancing adaptive capacity. 相似文献

The Gallocanta Basin represents an environment highly sensitive to climate change. Over the past 60 years, the Laguna de Gallocanta, an ephemeral lake situated in the closed Gallocanta basin, experienced a sequence of wet and dry phases. The lake and its surrounding wetlands are one of only a few bird sanctuaries left in NE-Spain for grey cranes on their annual migration from Scandinavia to northern Africa. Understanding the impact of climate change on basin hydrology is therefore of utmost importance for the appropriate management of the bird sanctuary. Changes in lake level are only weakly linked to annual rainfall, with reaction times between hours and months after rainfall. Both the total amount of rainfall over the reaction period, as well as individual extreme events, affect lake level. In this study the characteristics and frequencies of daily, event, monthly and bi-monthly rainfall over the past 60 years were analysed. The results revealed a clear link between increased frequencies of high magnitude rainfall and phases of water filling in the Laguna de Gallocanta. In the middle of the 20th century, the absolute amount of rainfall appears to have been more important for lake level, while more recently the frequency of high magnitude rainfall has emerged as the dominant variable. 相似文献

The imperative of climate justice has been gaining political and discursive power in international climate negotiations. Yet scholars are just beginning to investigate how climate policies are impacting social equity in practice. This paper contributes concrete examples and a multiscalar analysis to this emerging understanding. As cities are increasingly important players in global climate governance, it examines cases from three cities in the global North that have made notable attempts to reduce greenhouse gas emissions in a socially just way: Chicago, Illinois; Birmingham, England; and Vancouver, British Columbia. These cases show that there is significant potential for cities to further global climate justice through emission reductions while enhancing social justice locally. However, they also demonstrate the importance of understanding just carbon mitigation as a multiscalar phenomenon. In each of these cities, leaders’ abilities to mitigate climate change in a just way are shaped by larger processes of changing global markets, political opportunities and constraints, and inconsistent national regulatory environments. To the extent that cities continue to act as important sites of the carbon mitigation necessary to achieve global climate justice, this research highlights the necessity of creating national and global political conditions that enable the implementation of just climate mitigation in urban areas. 相似文献

This article examines the “climate gap” in the Southwest US (Arizona and New Mexico), referring to the “disproportionate and unequal implications of climate change and climate change mitigation” for “people of color and the poor” [Shonkoff, S.B., et al., 2011. The climate gap: environmental health and equity implications of climate change mitigation policies in California. Climatic Change, 109 (Suppl. 1), S485–S503]. The climate and poverty relationship is examined using multi-scaled analysis across three indicators of climate vulnerability, focusing on connections to health, food, and energy during the period 2010–2012. We provide an overview of climate-related social vulnerability in the Southwest based on available federal, state, and county-level census data. We then summarise the results from a stakeholder workshop and in-depth interviews about climate vulnerabilities with social service providers in southern Arizona. We identify a significant Southwest climate gap based on census data and interview findings about climate vulnerability especially relating to high levels of poverty, health disparities, and increasing costs for energy, water, and food. We find that grassroots and community organisations have mobilised to respond to climate and social vulnerability, yet resources for mitigation and adaptation are insufficient given the high level of need. Confronting a changing climate that is projected to be hotter, drier, and with the potential to reach new thresholds, we suggest that more research needs to be done to understand the social and spatial characteristics of climate risk and how low-income populations embody and experience climate risk, and adapt to a changing climate. 相似文献

In the mining industry, both the types of social conflict and the best practices to deal with them are diverse. However, best practices tend to be considered separately, and there is no integrated tool combining all relevant types of social conflicts and respective best practices for overcoming them. Therefore, this paper aims to devise a framework that integrates all best practices for preventing the main types of social conflict in the mining industry. For this purpose, a framework is formulated based on a comprehensive literature review and then tested in two mining companies in Peru. The resulting framework can be used in the mining industry to evaluate social conflict management and create strategies to improve outcomes. 相似文献
