Free market environmentalists believe that the extension of private property rights and market transactions is sufficient to address environmental difficulties. But there is no invisible hand operating in markets that ensures that environmentally sound practices will be employed just because property rights are in private hands. Also, liability laws and the court systems cannot be relied upon to force polluters to internalize the social costs of pollution. Third, market prices do not provide an objective measure of environmental matters. Finally, there is a right to a livable environment that justifies regulations protecting the public from unreasonable environmental risks.  相似文献

Summary Since the late 1960s concern about the pollution of our physical environment has grown into a social and political issue. In this process of increasing awareness, environmental activists have played a catalysing role in most Western countries. Moreover the environmentalists formulated an alternative set of ideas and strategies concerning the production and use of knowledge. These new knowledge interests were organised around three dimensions: cosmology, technology, and the organisation of knowledge production. On the basis of a case-study of Dutch environmentalism this paper tries to demonstrate how the articulation of these new knowledge interests of international scope actually occurred in the particular Dutch national setting. The analysis shows that many of the ideas brought forward in the course of time by Dutch environmentalists have been imported from abroad, especially from the United States, Great Britain and West Germany. However, the specific ways in which Dutch environmentalists have defined the content of their own knowledge interests have depended very much on the particularities of the political culture and socio-economic climate of the Netherlands, as well as the internal dynamics within the various environmental groups themselves.Dr Jacqueline Cramer was until very recently a member of staff in the Department of Science Dynamics at the University of Amsterdam. Groundwater quality: Responsible agriculture and public perceptions   总被引:1,自引:0,他引:1  
The chief sources of groundwater contamination on farms come from point sources and diffuse sources. Possible point sources are feedlots, poorly-sited manure piles, septic sewage-treatment systems—all of which can release nitrate, phosphates and bacteria— and sites of chemical spills. Diffuse sources are typified by excess fertilizer leaching from a number of arable fields. The basis of quality standards for drinking-water is discussed in relation to common contaminants present on farms. Samples of drinking-water were collected in 1991–1992 from wells on about 1,200 farms in order to study the quality of rural groundwater in Ontario. Analysis showed that approximately one third of wells were contaminated with bacteria, 14% were contaminated with nitrate, two wells were contaminated with pesticide, but 40% were considered unsafe because of the presence of at least one contaminant. These values were similar to those reported for similar regions in the U.S. There was no significant effect of agricultural practice on the proportion of contaminated samples. One response of Ontario's farmers to information on water quality has been to initiate their own program, the Environmental Farm Plan, which has 23 modules by which the risk of environmental contamination can be assessed. Government policies for agriculture can be expected to influence farming practices. However, the literature suggests that the consequences of policies aimed at reducing environmental contamination are poorly understood, not least because the instruments used for implementation can have widely differing impacts. The need for discussions on the ethics surrounding the relationship between food producers and consumers with regard to environmental contamination is identified.  相似文献

A three-tiered structure of land-use and environmental management is here proposed for Australia. The structure is based on the idea that environment means the environment of people, and that environmental problems arise when a change in the interaction between people and their environment leads to conflicts about the use of land and resources. The heterogeneity of society means that a range of human aspirations and value systems must be satisfied by environmental managers. Existing methods of environmental management fail to achieve these objectives, due to inadequate perception of environmental problems by decision-makers, and the inability of currently available impact assessment techniques to resolve human conflicts associated with the use of land and resources. The main work of planning and managing land use and the environment would be carried out by regional authorities, supported by federal and state policy. Examples are given of moves towards regional administration in England and Wales, Western Australia, Australia and New Zealand. Community participation in the decision-making process is essential and can be achieved by electoral representation to the authoritative bodies and through procedures that ensure informed public comment on planning proposals.  相似文献

Corporate financial statements do not include environmental values. This deficiency has contributed to the criticism that company managers do not include environmental impacts in the internal decision-making process. The accounting profession has not developed effective environmental reporting guidelines. This situation contributes to a second problem: the apparent inability of corporate reports to provide useful information to external parties. It has been suggested that by using nonmarket valuation methodologies, financial statements can be used to measure progress toward sustainable development. Nonmarket valuations are not generally accepted by the accounting profession. They are too subjective to support effective decisions, and too costly to obtain. Furthermore, demand for this sort of information appears small. Some of these issues may be resolved over time. The most serious challenge, however, concerns how enhanced financial reports would be used. Financial statements are supposed to help investors assess the amount, timing, and uncertainty of future cash flows. A substantial portion of environmental value is based on nonuse benefits, much of which will never be realized in company cash flows. In other words, the role of financial statements would have to change. Furthermore, since there is no general agreement as to the meaning of sustainable development, efforts to operationalize the term have been fraught with difficulty. Moreover, monetization of environmental values could jeopardize their preservation, leaving some to question the overall objective of this form of reporting. For these reasons, while it is to be hoped that better reporting of environmental impacts will be forthcoming, the greatest advances will likely be outside the financial statements themselves.  相似文献

Since the term environmental ethics began to be used a generation ago, it has covered many different kinds of environmental notions, problems, ethical systems, and forms of behavior. A variety of cases are presented and examined under two terms,environmental ethics andecological morality, in an effort to illustrate different kinds of ethical objectives. In order to understand the connections between various strands of environmental ethics, personal and social values and subcultural norms of environmental ethics are examined under Christopher Stone's concept of moral pluralism. G. J. Warnock's notion of the general object of morality is proposed to integrate the variegated purposes of environmental ethics.  相似文献

Environmental concerns such as loss of biological diversity and stratospheric ozone depletion have heightened awareness of the need to assess cumulative impacts in environmental documents. More than 20 years of experience with the National Environmental Policy Act (NEPA) have provided analysts in the United States with opportunities for developing successful techniques to assess site-specific impacts of proposed actions. Methods for analyzing a proposed action's incremental contribution to cumulative impacts are generally less advanced than those for project-specific impacts.The President's Council on Environmental Quality (CEQ) defines cumulative impact to include the impacts of past, present and reasonably foreseeable future actions regardless of who undertakes the action. Court decisions have helped clarify the distinction between reasonably foreseeable future actions and other possible future actions. This paper seeks to clarify how past and present impacts should be included in cumulative impact analyses.The definition of cumulative impacts implies that cumulative impact analyses should include the effects of all past and present actions on a particular resource. Including past and present impacts in cumulative impact assessments increases the likelihood of identifying significant impacts. NEPA requires agencies to give more consideration to alternatives and mitigation and to provide more opportunities for public involvement for actions that would have significant impacts than for actions that would not cause or contribute to significant impacts. For an action that would contribute to significant cumulative impacts, the additional cost and effort involved in increased consideration of alternatives and mitigation and in additional public involvement may be avoided if the action can be modified so that its contributions to significant cumulative impacts are eliminated.Managed by Lockheed Martin Energy Research Corporation under contract DE-AC05-84OR21400 with the US Department of Energy.  相似文献

In this short essay it is argued that recent criticisms portraying the activist environmental movement as overly pessimistic are valid and that the communication of this pessimism to the public at large has been largely counterproductive to the objectives of environmentalists. It is argued that, in contrast to historic assumptions of a ‘progress paradigm’ that epitomized the widely held optimism of the past, the shock tactics and pessimistic media campaigns employed by the activist environmental movement, and the media that capitalizes upon those campaigns, have contributed to the creation of a figurative hopeless age. The key characterization of the hopeless age is the widely held assumption that the future will be worse than the present and that the lives of future generations will be diminished relative to our own. It is argued that the creation of this social-psychological phenomenon is counterproductive to the aims of the environmental movement and that the restoration of a collective vision and message of hope would be far more productive. Lastly, some reasons for a hopeful outlook are suggested.

The term biodiversity describes the array of interacting, genetically distinct populations and species in a region, the communities they comprise, and the variety of ecosystems of which they are functioning parts. Ecosystem health, a closely related concept, is described in terms of a process identifying biological indicators, end points, and values. The decline of populations or species, an accelerating trend worldwide, can lead to simplification of ecosystem processes, thus threatening the stability and sustainability of ecosystem services directly relevant to human welfare in the chain of economic and ecological relationships. The challenge of addressing issues of such enormous scope and complexity has highlighted the limitations of ecology-as-science. Additionally, biosphere-scale conflicts seem to lie beyond the scope of conventional economics, leading to differences of opinion about the commodity value of biodiversity and of the services that intact ecosystems provide. In the face of these uncertainties, many scientists and economists have adopted principles that clearly assign burdens of proof to those who would promote the loss of biodiversity and that also establish near-trump (preeminent) status for ecological integrity. Electric utility facilities and operations impact biodiversity whenever construction, operation, or maintenance of generation, delivery, and support facilities alters landscapes and habitats and thereby impacts species. Although industry is accustomed to dealing with broad environmental concerns (such as global warming or acid rain), the biodiversity issue invokes hemisphere-wide, regional, local, and site-specific concerns all at the same time. Industry can proactively address these issues of scope and scale in two main ways: first, by aligning strategically with the broad research agenda put forth by informed scientists and institutions; and second, by supporting focused management processes whose results will contribute incrementally to the broader agenda of rebuilding or maintaining biodiversity.  相似文献

Value functions are devices that allow discrete analyses of environmental impacts to be reconciled to a single quantitative scale of preference. The values obtained can then be weighted and combined into measures of the relative desirability of policy alternatives. However, for this methodology to be valid, the set of impacts used must satisfy a number of conditions; and whether or not these are met depends on how the impacts are selected and characterized. This paper generalizes instances where the conditions may be violated and how they may be resolved, and concludes with a few thoughts on how the methodology might be adapted to the routine of bureaucracy.This work was performed under the auspices of the U.S. Department of Energy by the Lawrence Livermore Laboratory under Contract W-7405-ENG-48.  相似文献

Southeastern Utah is a region of world-renowned red-rock sandstone formations, large tracts of federal public land, rural communities centered on agriculture and extractive industries, and is often at the epicenter of environmental protection efforts in the western United States. Environmental groups have proposed formal Wilderness designations for much of the regions public land—proposals that have been actively fought by rural community leaders who do not want large areas locked-up from traditional livelihood and recreational uses. The debate over wilderness designation in the region has been characterized in the media as one that is particularly contentious and polarizing. A survey of southeastern Utah residents was conducted in order to better understand this conflict. The survey focused on attitudes toward wilderness designation and management. We found that residents of southeastern Utah have negative attitudes towards the designation and management of Wilderness Study Areas. We propose that these attitudes should be carefully considered and engaged in future policy and management decisions. We suggest that negative opinions expressed by residents of southeastern Utah are not directed primarily at the concept of environmental protection but rather at the strong perception that these programs and initiatives have been carried out in a heavy-handed manner and dominated by outside influences that have overwhelmed local voices.  相似文献

This article presents a new approach to the analysis and management of large-scale societal problems with complex ecological, economic, and social dimensions. The approach is based on the theory of self-organizing systems—complex, open, far-from-equilibrium systems with nonlinear dynamics. A brief overview and comparison of different self-organization theories (synergetics, self-organization theory, hypercycles, and autopoiesis) is presented in order to isolate the key characteristics of such systems.The approach is used to develop an analysis of the landuse controversy in the South Moresby area of the Queen Charlotte Islands, British Columbia, Canada. Critical variables are identified for each subsystem and classified by spatial and temporal scale, and discussed in terms of information content and internal/external origin. Eradication of sea otters, introduction of black-tailed deer, impacts of large-scale clearcut logging, sustainability of the coastal forest industry, and changing relations between native peoples and governments are discussed in detail to illustrate the system dynamics of the South Moresby sociobiophysical system. Finally, implications of the self-organizing sociobiophysical system view for regional analysis and management are identified.  相似文献

Over 60% of the USSRs river discharge crosses sparsely settled regions and flows into the Arctic Ocean, whereas the most densely settled and economically developed southern regions possess only 12% of surface flow. Consequently, the Soviets perceive an urgent need to redistribute water resources to avoid future shortages. The Soviet government is diligently pursuing development of schemes for the mass transfer of water from northern to southern drainage basins. Because of their grand scale, these could have major, pervasive, and long-term environmental impacts. Although environmental factors were given minimal attention in earlier designs for interbasin water transfers, present proposals are being subjected to thorough, careful, and thoughtful environmental evaluation. The Academy of Sciences and the Hydrometeorological Service as well as several national ministries have been assigned responsibility for evaluating the potential environmental ramifications of alternative schemes including formulation of systems of mathematical models for quantitative estimation of these effects. Indeed, a guiding principle for the development of an acceptable diversion system is that it be environmentally sound. This requires identification and estimation of the magnitude of significant adverse environmental impacts and, where possible, formulation of mitigative measures; reasonable economic-environmental tradeoffs; and a negligible potential for irreversible catastrophic environmental changes. It appears that environmental factors are of major importance in devising Soviet interbasin water transfer policy and that resolution of key environmental questions is to precede implemention of any large-scale water diversion scheme.This is a revised version of a paper delivered at the Ninth Annual Convention of the American Association for the Advancement of Slavic Studies, Washington, D.C., October 13–16, 1977. Summary In spite of the increased awareness about many environmental problems, degradation and pollution of the natural environment by human actions still continue on a large scale. Some of the main reasons for man's continued abuse of the natural environment are the short-term nature of the economic planning process, which largely ignores the negative long-term effects of economic production on the environment (e.g. pollution), and the fact that the pricing system mainly concentrates on man-made goods and services while considering most natural resources to be free goods.This paper argues that environmental functions (i.e. natural goods are services) are at least as important to human welfare as man-made goods and services and should, therefore, be included in economic accounting procedures. To this end, it is suggested to replace the term natural resources by the concept of environmental functions and, efforts should be undertaken to increase our understanding of the ecological and socio-economic benefits of environmental functions to human society. Soil loss and surface runoff patterns over a four-year period (1997–2000) were studied in erosion plots from three hillslopes under different vegetative covers (Rosmarinus officinalis, Triticum aestivum and natural-spontaneous vegetation) in Lanjaron (Alpujarras) on the south flank of the Sierra Nevada of southeast Spain. The erosion plots were located on the hillslopes at 35.5% incline, at 1,480 m in altitude and with 41.8 m2 (21 m×1.9 m) in area. The vegetative covers were tested for effectiveness in controlling the surface runoff and soil loss production. The highest runoff and erosion values, ranging from 114.1 to 1.7 mmyr–1 and from 14,564.3 to 6.6 kgha–1yr–1, respectively, over the entire study period, were measured under the Triticum aestivum. In the Rosmarinus officinalis, runoff ranged from 7.9 to 1.3 mmyr–1 and erosion from 156.4 to 2.3 kgha–1yr–1, while on the hillslope under natural-spontaneous vegetation, runoff ranged from 4.4 to 0.9 mmyr–1 and erosion from 322.3 to 2.2 kgha–1yr–1. According to the results the vegetative covers of Rosmarinus officinalis and natural-spontaneous vegetation reduced the soil losses by 99 and 98%, with respect to the Triticum aestivum, and the runoff losses by 94 and 96%, respectively. Also, the Rosmarinus officinalis and natural-spontaneous plants influenced infiltration by intercepting much of the rainfall water respect to the Triticum aestivum. Monitoring allowed more direct linkages to be made between management practices and their impacts on runoff and soil erosion, thereby enabling to identify problems and take appropriate preventive measures to improve the management practices.  相似文献

There are several claims in the literature that social desirability concerns affect people’s response to self-reported measures of environmental attitudes and ecological behaviour. However, only a few empirical studies have indirectly evaluated the impact of social desirability on environmental issues measures, and those who did have found only a low impact. This article describes two studies that explicitly address whether socially desirable responding has direct and moderating effects on self-reported environmental attitudes and ecological behaviour. Results from correlational and moderated multiple regression analyses from both studies showed that social desirability had only a weak direct effect on environmental attitudes (but not ecological behaviour), and had no moderating effect on the environmental attitudes–ecological behaviour relationship. Implications of these findings for research on environmental issues are discussed.

This paper examines how some of the principles of environmental education have been taken up in environmental strategies and activities in Victoria, Australia. The focus is upon the efforts of the State Government-funded Victorian Environmental Education Council (VEEC) to encourage the development of environmental education in sectors and organizations outside the formal education sector and not usually associated with either the environment or education. The relative success of initiatives fostered in marginalized community sectors and in the private industry sector are discussed. Following the abolition of the VEEC (late 1993) with a change of government, questions are raised about the sustainability of environmental reform agendas in the public political domain. In view of the fragility of sympathetic political environments, it is argued, that for environmentally sustainable development a broader commitment to social justice and social change must be fundamental to environmental education principles and processes to both include all sections of the community and, also, to actually change who makes decisions and how and where they are made.Jeannie Rea lectures in environmental policy and polities at Victoria University of Technology, Victoria, Australia. Development projects are rapidly changing the landscape in Brazilian Amazonia. Environmental impact assessments have been required since 1986, and the regulatory system is evolving as precedents are set by each new development project. The Jatapu Dam in Roraima provides an illustration of underlying impediments to assessment of environmental costs and to due consideration being given to these assessments when decisions are made. The high priority placed on the dam by the Roraima state government is unexplainable in terms of economic returns. The place of the dam in a long-term political strategy provides the best of several possible explanations, any one of which is incompatible with a rational weighing of economic and environmental costs and benefits. A number of lessons can be drawn from the experience of Jatapu, but some of the problems have no solution. The barriers to rational decision making illustrated by Jatapu apply to development projects in many parts of the world.  相似文献

Summary Environmental education is currently fashionable. However, some educators are viewing it with suspicion as a trendy subject which will disrupt their carefully planned syllabii which are geared largely towards the passing of examinations. In the South Pacific there have been a number of attempts to increase people's awareness of their surroundings and to build up a respect for what is loosely termed our physical environment. These programmes have included, increasing the amount of environmental examples in a range of primary and secondary school subjects, formal courses in environmental planning at the tertiary level, and conservation messages through the media.Dr Jenny Bryant is a Lecturer in Geography at the University of the South Pacific, and recently Secretary, now Acting Chairperson, of the South Pacific Action Committee for Human Ecology and the Environment (SPACHEE).  相似文献

A method is presented which combines environmental indices and estimates of inputs from various land uses to aid in environmental impact assessments. Unweighted pair/group cluster analyses are used to obtain relationships between easily observable environmental indices, such as vegetation types, soils, and geology, based on their mutual recurrence. These relationships are shown by using an ordination technique which shows the nature of complex impacts on a natural system. Results are used to develop anenvironmental effects sequence diagram based on known scientific and engineering principles and observed natural relationships. The diagram may be used in conjunction with land use data to estimate the possible magnitude of impacts on the pre-existing system which may result from such land use. Several examples are developed which quantify inputs from various land uses and which compare them with environmental inputs including point source and non-point source liquid and atmospheric emmissions, land modifications, and resource consumption. Known average values are used and a separate comparison is made in describing the vast differences between the project phases of construction versus longterm operation. A hypothetical environmental impact assessment is given for a small residential development in Chambers County, Texas, U.S. of A.  相似文献
