计算机模拟训练是增强抢险救灾应急保障能力的重要手段,在联合仿真建模技术的基础上分析并设计了抢险救灾物资保障模拟训练系统。提出了系统功能需求,主要包括物资保障业务、分布交互式协同、模型管理与优化、数据管理、过程推演与保障流程控制等;分析了三层系统结构,基础平台层由指挥系统、导调控制系统、RTI等组成,资源层由模型库、知识库、数据库等组成,应用层则由生活、野营、医疗、工程、装备等五个模拟训练子系统组成;给出了基于联合仿真建模技术的仿真模型设计流程,并完成了基于HLA的分布式系统设计,构建了抢险救灾物资保障的四类联邦成员,设计了FOM与SOM模型,完成了Agent-DEVS联邦模型与RTI的接口。以上研究为开展抢险救灾应急保障模拟训练奠定了基础。  相似文献

简要分析了转移、安置在应急管理与救灾实践中的重要意义。在分析转移、安置要素的基础上,结合灾害脆弱性分析提出了转移、安置规模和程度模型,讨论了人为决策影响因素对模型的影响,较好地体现了自然因素和人为因素的综合作用。根据对转移、安置的发生进程的分析,提出了转移、安置分级的概念并进行了简单的分级,阐述了转移、安置中的资源需求。在这些工作的基础上,进一步分析了我国当前转移、安置财政补助机制的优缺点,提出了基于上述模型和分级标准的改进建议。  相似文献

利用黑龙江省81个站夏季6-8月的气温、降水资料,计算了其变异系数,并进行了正态化处理,求得了Z指数。确定了重旱、轻旱、重涝轻涝和特低、偏低、温度指标,求出了其发生概率,对所得结果进行了灾害风险3级区划,即大、中、小风险区划;另外,还进行了黑龙江全省的主旱区和主涝区区划。  相似文献

根据历史数据,分析了松花江干流(哈尔滨段)水位变化的历史规律和典型洪水年洪水的成因,计算和分析了其与松花江、嫩江、二松流域面雨量的相关性,统计和分析了其与拉尼娜、厄尔尼诺、太阳黑子等的关系.利用方差周期和均生函数方法,建立了2004-2013年拉尼娜、厄尔尼诺、太阳黑子及松花江、嫩江、二松流域面雨量的预测方法,并进行了预测,建立了松花江干流(哈尔滨段)最高水位趋势的综合预测方法,得出了2004-2013年的预测值.提出了相应治理的对策建议.  相似文献

回顾了岩溶塌陷危险性评价研究进展,分析了鞍山市区岩溶塌陷的主要影响因素,选取了“盖层结构、盖层厚度、含砾石粘土厚度、构造影响距、构造组合、灰岩富水情况、降落漏斗影响距、地下水径流强度、基岩类型、岩溶填充率、线岩溶率、居民点分布和人口密度“作为岩溶塌陷危险性评价指标;结合实际情况阐述了人工神经网络的应用过程,得到了每个指标的权重;利用地理信息系统作为评价手段对鞍山市岩溶塌陷危险性进行了区划。通过与历史岩溶塌陷点分布图的比对,验证了区划结果是可信的。  相似文献

Superstorm Sandy made landfall in New Jersey on 29 October 2012, leaving tens of thousands homeless, businesses destroyed, and 90% of New Jersey residents without electricity. Widespread infrastructure and property damage, health-related issues, and social dislocations still remain among the challenges. We interviewed 756 people in central and coastal New Jersey to ascertain damage levels, what they would do differently next time, and what governments should do differently. To deal with future events, people thought that they should prepare, buy generators and other supplies, and evacuate sooner. Their actions dealt with preparedness, rather than recovery or resiliency. However, the subjects felt that governmental agencies also had a responsibility for emergency actions, recovery, and resiliency. Preparedness included better warnings and helping to prepare homes for the impending storm. During the storm, people thought government should have faster evacuations, communications, and provide shelter, security, and supplies. Recovery included providing gas and generators, restoring electricity, providing money, and quicker response by FEMA and insurance companies. People thought the government should ensure resiliency of their communities by allowing no beach-front homes, having better building standards, and restoring dunes. Coastal people suffered greater damage for longer, and voiced a higher sense of wanting government actions.  相似文献

Households in hurricane-prone regions respond to hurricane threat in numerous ways. Perceptions about their risk and other factors are thought to influence individuals’ decisions to take protective actions for hurricanes. This research investigates the perceptions, behavioral intentions, and actual protective actions of a sample of residents in Miami-Dade County, Florida. We use unique data collected via a telephone survey to investigate a set of factors including risk perception, perceived local government readiness for a hurricane, past hurricane experience, hazard information exposure, and demographics, which have been posited to influence perceived hurricane preparedness, intent to evacuate under hurricane threat, and actual hurricane preparedness. The analytic results show that risk perception was positively associated with perceived preparedness, intent to evacuate, and one of the actual preparedness measures. Perceived local government readiness for a hurricane also was positively related to perceived preparedness and an actual protective measure. The results for other factors, including socio-demographics, varied by dependent variable. Following a report of the results, we discuss the research and policy implications of our findings.  相似文献

This paper presents the results of primary research with 40 survivors of the 2004 Indian Ocean tsunami in two communities: Khao Lak (n=20) and Koh Phi Phi Don (n=20), Thailand. It traces tsunami survivors' perceptions of vulnerability, determines whether residents felt that the tsunami affected different communities differently, identifies the populations and sub-community groups that survivors distinguished as being more vulnerable than others, highlights community-generated ideas about vulnerability reduction, and pinpoints a range of additional vulnerability reduction actions. Tsunami survivors most consistently identified the 'most vulnerable' community sub-populations as women, children, the elderly, foreigners, and the poor. In Khao Lak, however, respondents added 'Burmese migrants' to this list, whereas in Koh Phi Phi Don, they added 'Thai Muslims'. Results suggest that the two case study communities, both small, coastal, tourism-dominated communities no more than 100 kilometres apart, have differing vulnerable sub-groups and environmental vulnerabilities, requiring different post-disaster vulnerability reduction efforts.  相似文献

Disasters and environmental degradation create serious problems all around the world. They are inherently linked, but little attention is paid to their interaction, particularly at local levels. The degree of integration of disaster management and risk analysis with environmental management programs in relation to human vulnerability has been examined in Thua Thien Hue Province, Central Viet Nam. Unsustainable agricultural practices, and inappropriate development programs have contributed substantially to the increase of disaster risks. On the other hand, disasters damage natural resources and reduce environmental quality, indirectly contributing to increasing poverty which in turn, adds to the vulnerability of both natural and human systems, so further increasing disaster losses. Notwithstanding, in Viet Nam, there is a big gap between disaster and environment management policies and programs. In order to bridge the gap, an integrated approach in which environment-disaster linkage, rural—urban linkage, and poverty are brought into focus as core aspects of disaster management.  相似文献

The land borders of Evros, Greece, have been a common entry point for undocumented migrants on their way to Europe through Turkey. Adverse conditions, however, have resulted in many human casualties over the years. On the Greek side, 334 cadavers were retrieved between 2000 and 2014. This study provides a detailed forensic account of the humanitarian disaster in Evros to create an official scientific record of the situation. It showcases the gravity of the global issue of migration relating to health and mortality, and encourages communication and continual improvement of the approach and patterns of practices surrounding the subject. A retrospective statistical research review was conducted of border‐related fatalities between 2000 and 2014, assessing the age and gender of victims, the cause of death, the location of bodies, identification rates, and country of origin. Age ranged generally from 24 to 29 years, but infants and children were among the deceased.  相似文献

A rockslide-debris avalanche destroyed the remote village of Guinsaugon in Southern Leyte, Philippines, on 17 February 2006. Although search and rescue procedures were implemented immediately, the scale of the landslide and a lack of information about its nature resulted in unfocused and imprecise efforts in the early days of the operation. Technical support was only introduced five days after the event, provided by a team of volunteer geologists, geophysicists, and meteorologists. By the time search and rescue operations were transferred to specific target sites, however, the chances of finding survivors trapped under the rubble had diminished. In such critical situations, speed, accuracy, and the maximum appropriation of resources are crucial. We emphasise here the need for a systematic and technically informed approach to search and rescue missions in large-scale landslide disaster contexts, and the formulation of better disaster management policies in general. Standard procedures must be developed and enforced to improve how civil authorities respond to natural calamities.  相似文献

This study documents the long-term gendered impact of the 2005 Pakistan earthquake on women and men who were rendered paraplegic as a result of spinal cord injuries sustained during the disaster. Coping mechanisms are also mapped. The findings show that three years after the disaster, paraplegic women are socially, emotionally, and financially isolated. The small stipend they receive is a significant source of income, but it has also led to marital distrust, violence, and abuse. In contrast, men receive full social and emotional support. Their key concern is that the government is not providing them with opportunities to be economically productive. Contemporary discourse and post-disaster policies, while acknowledging the importance of incorporating a gender perspective in the immediate post-disaster period, have failed to acknowledge and address the longer-term gendered impact of disasters, in terms of the different types of impact and strategies adopted by women and men.  相似文献
