‘Energy democracy’ epitomizes hopes in energy transformation, but remains under-defined, a political buzzword rather than a real concept. After presenting its activist roots and mapping its usage, ‘energy democracy’ is positioned in relation to similar normatively derived concepts: environmental, climate, and energy justice, and environmental democracy. Drawing on insights from political theory and political sociology, it is shown what is democratic in energy democracy. Referencing the question of experts and democratic publics in complex technological areas, the paper explains why it is desirable for energy governance to be more democratic. To show what is unique in ‘energy democracy’ beyond increased participation in energy policy, the prosumer is introduced as the ideal-typical citizen, highlighting the importance of the energy transition, the agency of material structures and a new emergent governmentality. ‘Energy democracy’ is conceptualized as an analytical and decision-making tool, defined along three dimensions: popular sovereignty, participatory governance and civic ownership, and operationalized with relevant indicators.  相似文献

The concept of environmental innovation strategies (EIS) is introduced and discussed. The notion refers to the conduct by which non-governmental organisations (NGOs) act as policy entrepreneurs seeking to address environmental issues by going beyond the provisions of public regulations. Environmental innovation is understood as the product of a process of social interactions between heterogeneous types of actors, including NGOs. Three social mechanisms are introduced in order to capture the conditions enabling and motivating NGOs to pursue EIS, as well as the politics through which EIS are produced. These mechanisms are then discussed in the light of two in-depth case studies in Indonesia and Switzerland. The findings highlight the institutional frustration and mix of concerns that push NGOs to engage in EIS, as well as the non-spontaneous nature of environmental innovations. Innovation represents, in the end, a game of power that should be analysed as such.  相似文献

What factors shape the democratic potential of public consultation in environmental policymaking? Here, the motivations, purposes, designs, and outcomes of recent public engagement on land use planning, climate change policy, and water resource management in Alberta, Canada are reviewed in order to show how the power dynamics of the political and economic context shape the democratic potential of public and stakeholder consultations, especially where dominant resource interests are at stake. At the same time, political leadership, interactions between civil society actors and key design elements are shown to be important to democratization.  相似文献

European climate policy faced increasing constraints during the economic and Eurozone crises (2008–2014). The European Commission subsequently refocused policymaking toward integrating climate objectives into other policy areas such as energy and the 2014–2020 European Union (EU) budget. The conditions for successful climate policy integration (CPI) are analyzed, focusing on the compatibility of key actors’ beliefs. In renewable energy policy, CPI was successful as long as the co-benefits and related policy-core beliefs of energy security, rural economic development and climate action coexisted harmoniously. Once conflict among these policy-core beliefs emerged during the biofuels controversy, CPI was weakened as actors with competing economy-focused beliefs controlled the decision-making process. The case of EU budget climate mainstreaming illustrates how actors can add climate objectives into legislation despite meaningful discussion being ‘crowded out’ by other priorities. The findings highlight the importance of low conflict between departments, compatible beliefs and policy priorities for successful CPI.  相似文献

Since the 1970s, European and US regulators have used different varieties of market-based environmental policy, which are rooted in competing types of liberalism: price instruments and quantity instruments, respectively. In the case of climate change, however, the EU and the US have converged on hybrid policy mixes. This convergence in instrument choice is examined in two cases: the emergence of the EU Emission Trading Scheme, i.e. the import of quantity regulation to the EU; and the creation of California’s feed-in tariff, i.e. the import of price regulation to the US. Increasing convergence in instrument choice is the result of international diffusion through learning and shifting domestic coalitions. This demonstrates that the two varieties of market-based environmental policy increasingly blend, and how policy import is driven by domestic government–producer coalitions rather than by policy-maker ideas of ‘best practice.’  相似文献

Scholars have proposed the analytical concept of the environmental state, a state where government actively addresses negative environmental externalities of economic activities. The mapping of environmental regulatory expansion in Western countries has been central in recent attempts to identify the environmental state empirically. Surprisingly little is known, however, when it comes to the environmental regulatory expansions in non-Western countries. Are there similar trends towards the emergence of environmental states in the non-West as well? From analysing data covering 25 policies in 37 countries, it appears that regulatory expansion has also occurred in the non-Western world, and the distinction between the West and the non-West has been reduced over time. There are non-Western countries among environmental pioneers, and there is some evidence for the trend of global convergence. Future research on environmental states should take into account emerging environmental states in the non-West.  相似文献

South Korea and Japan have been unwaveringly committed to a nuclear-focused energy supply system despite the contested nature of that technology and the Fukushima accident in 2011. The socio-political consequences of four nuclear-related facilities (Ulju, Gyeongju, Futaba, and Rokkasho) are explored through the lens of social peripheralisation. This framework suggests that nuclear facilities will migrate to communities that are geographically remote, economically marginal, politically powerless, culturally defensive, and environmentally degraded. Nuclear infrastructures in the four cases are imposed on peripheral regions, impairing not only the structure of local economies and political power, but also creating a discriminative structure in terms of social and environmental inequality. Peripheralisation suggests a deeper dynamic by which pro-nuclear attitudes become ‘locked in’ socially and culturally so that communities come to depend on the very processes that made them peripheral. Community dynamics, subnational struggles, and contests over local power relations may determine the future of nuclear power.  相似文献

Renewable energy (RE) illustrates well the logic of ecological modernisation (EM). This logic has successfully transformed RE from a fringe idea owned by largely environmental actors to a mainstream one embraced by a broader constituency. This mainstream embrace inevitably (re)shapes the renewables enterprise. Not all renewables actors today are driven by environmental goals. Instead, key actors, particularly in corporate or community domains, nurture competing norms and aspirations. How the renewables project is envisaged and the goals it is directed to serve can thus differ considerably. Understanding these differences is important since transformations in the energy domain will not only impact climate protection but shape social futures in significant ways. The analysis proceeds in two interrelated steps: first, empirically – conducting an exploration of some of the main projects and actors in the contemporary Australian RE space; and second, theoretically – considering these empirical developments through an EM lens.  相似文献

The effort to transition energy sources away from dependence on fossil fuels has become highly divided along partisan lines in some countries, but the social-science literature has not yet caught up with this important problem. Policy-adoption studies do not address the specific problem of polarization and gridlock, and the literature on gridlock does not examine conditions for breaking gridlock for renewable energy and energy efficiency (REEE) policy. Qualitative research can help to fill the void by identifying strategies that legislators use for achieving support for REEE policy where there is gridlock, polarization, and/or strong opposition. Interview data from a stratified sample of US states reveals three strategies that state-government legislators use to enhance REEE policy development under these conditions: bring to the process countervailing industrial interests to align REEE with business; transfer decision making to public service commissions; and use extra-legislative consultation processes to develop stakeholder consensus.  相似文献

‘Bringing the state back in’ to research on comparative, inter-, and trans-national environmental politics and policy will contribute to better understanding of the limits and prospects of contemporary approaches to environmental politics and the overall evolution of contemporary states once environmental issues become central. The rationale for the state as an analytical perspective in environmental policy and politics is explained, and an empirically oriented concept of the environmental state is introduced, along with a tentative sketch of its evolution in historical perspective. A research agenda on the environmental state is mapped out, centring around variation and convergence in environmental states across space and time; the political/economic dynamics of contemporary environmental states; and inter-linkages among environmental problems, the constitution of political communities, and the functioning of the public power. In conclusion, the ways in which the contributions to this volume address that research agenda are introduced.  相似文献

Policy forums are lightly institutionalized and stable forms of governance networks that include administrative authorities, interest groups, and scientists. They are said to produce different types of outputs, from simple actor coordination to position papers and implementation documents, but their productivity has also been questioned. Metagovernance strategies can improve the capability of policy forums to produce outputs. To determine how different metagovernance strategies influence the capability of forums to produce joint position papers, 29 policy forums in the Swiss environmental sector are compared through a qualitative comparative analysis. Results indicate that metagovernance strategies such as state actors as forum members or majority decision rules need to be combined with small forum size or low actor heterogeneity. Furthermore, forum foundation by the state complicates the production of position papers.  相似文献

In the space of a few years, China’s global image with regard to environmental matters has significantly improved. Particularly since Xi Jinping’s coming-to-power in 2012 China’s reputation in the global climate change regime has improved markedly and it has gained accolades for a new determination to reverse environmental degradation at home. China’s incipient green transformation is partly due to a new actor constellation in environmental governance, a striking feature of which is the prominence of ad hoc campaigns that offer quick results but that may undermine the creation of law-based enforcement mechanisms in the long term. Another development – China’s increasing use of emerging technologies and big data analytics – has given rise to new forms of government-business alliances. These new players and innovative approaches have injected momentum into China’s environmental governance system and suggest that, contrary to conventional wisdom, authoritarian regimes can be responsive to citizen demands under certain circumstances. Yet it remains to be seen whether long-term environmental goals can be met, due to a pervasive lack of accountability, the weakening of civil society and heavy constraints on public participation.  相似文献

Corporate climate leadership and its relationship with state regulations are discussed. First, a typology defining corporate climate leadership is introduced and distinguished from the other strategic behaviours corporations may adopt in response to climate change. A conceptual framework to explore the mechanisms enabling corporate climate leadership within a given policy system is then presented. This framework is applied to two big Swiss food retailers, considered as typical of corporate climate leaders, firms that showed an early interest in climate protection, as a result of ecological values, third actors’ lobbying and particular market incentives. Most importantly, the two companies were set in motion by a regulatory framework that featured stringent policy goals associated with flexible instruments and economic sanctions. The importance of these findings for understanding the role of corporate leadership in polycentric climate governance is discussed.  相似文献

European Union (EU) climate/energy targets and policies are poised for the first full climate policy cycle – from adoption and implementation of the policy package for 2020, to reform for 2030. A dynamic approach to the ways in which EU policies affect policy development is developed by applying theories of domestic implementation, policy feedback and integration. Implementation experiences in Poland – the ‘least climate ambitious’ EU member state – affected Polish preferences for reformed EU policies. Existing EU policies, their ‘fit’ with Poland’s energy interests and change in anticipation of future EU policies explain much of the variation in preferences. Second, policy feedback from Poland significantly affected the EU 2030 climate and energy framework. As yet, the EU has succeeded only partly in gathering momentum through a ‘snowball’ effect whereby positive policy feedback from implementation generates further steps.  相似文献

There is a growing ‘energy democracy’ (ED) movement which regards the transition to renewable energy as an opportunity for socio-economic transformation, as well as technological innovation. The literature on ED tends to associate greater democratic control of energy systems with increased community control over the means of energy generation and distribution. Nonetheless, this literature often assumes rather than demonstrates that the forms of governance it promotes are more democratic than the status quo. This analysis contributes to the emerging field of ED by assessing the complex and varied ways in which communities in Scotland practise energy governance. By focusing on three key governance processes (decision-making, accountability and dispute resolution), the importance of local contexts for the establishment and negotiation of democratic practices is demonstrated. This local specificity, however, also raises further questions regarding the universal applicability of the ED concept.  相似文献

Which organisations saw their positions on two contentious issues reflected in the Irish climate law of 2015, and what role did advocacy coalitions play in the policy process? These questions are answered drawing theoretically from the Advocacy Coalition Framework (ACF) and by conducting a network analysis of survey data collected from the organisations involved in the national climate policy process. The study finds that several institutionally important or economically powerful organisations, particularly those involved in the agricultural sector, as well as the government parties saw their preferences reflected in the law. This resulted in legislation that excluded binding emission reductions targets, differentiating it from similar laws introduced in other European countries. Organisations in favour of stronger regulation formed a coalition to advocate for their positions, but they largely failed to get their way.  相似文献

Environmentalists have struggled with how to mobilize people to act in the face of widespread and now inevitable consequences of climate change. Significant responses to this challenge, such as incentivizing individual Green choices in the market and avoiding the rhetoric of catastrophe, continue the philosophical and political trends, identified by Hannah Arendt, that contribute to world alienation and the decline of politics. Environmental thinkers are invited to use Arendt’s theories of the turn to the self and political action to think critically about contemporary strategies to address climate change.  相似文献

A framework is presented for thinking about state intervention in developed capitalist economies in two domains: social policy and environmental policy (and, within that, climate-change policy). Five drivers of welfare state development are identified, the ‘five Is’ of Industrialisation: Interests, Institutions, Ideas/Ideologies, and International Influences. Research applying this framework to the postwar development of welfare states in the OECD is summarised, distinguishing two periods: up to 1980, and from 1980 to 2008. How far this framework can contribute to understanding the rise and differential patterns of environmental governance and intervention across advanced capitalist states since 1970 is explored, before briefly comparing and contrasting the determinants of welfare states and environmental states, identifying common drivers in both domains and regime-specific drivers in each. The same framework is then applied to developments since 2008 and into the near future, sketching two potential configurations and speculating on the conditions for closer, more integrated ‘eco-welfare states’.  相似文献

The European Union (EU) has had a profound effect upon its members’ environmental policy. Even in the United Kingdom (UK), the EU’s most recalcitrant member state (historically labeled the ‘Dirty man of Europe’), environmental policy has been Europeanised. As the UK moves to the EU’s exit door it is timely to assess the utility of Europeanisation for understanding policy dynamics in the UK. Drawing upon interviews and extensive engagement with stakeholders, this article analyses the potential impact of Brexit upon environmental policy and politics. The analytical toolkit offered by de-Europeanisation is developed to identify the factors that drive and inhibit de-Europeanisation processes, thereby providing insights that may be applicable in other settings. Disengagement and policy stagnation are presented as more likely environmental outcomes of Brexit, with capacity emerging as a central explanatory variable.  相似文献

The core themes and research questions of this volume, centred on the nature of environmental policy change in the European Union (EU), are laid out. An original heuristic framework to capture different dimensions, mechanisms and processes of policy change is presented. In order to contextualise the current situation, where EU policy scope has reached maturity and faces an uncertain future trajectory, EU environmental politics is divided into particular eras, looking closely at the nature of change in each period. This volume interrogates the extent to which change has occurred, the conditions or context within which it did/did not take place and the implications arising from stasis or change. The contributions to the volume are introduced and placed into the context of the broader trajectory of EU environmental policy.  相似文献
