Climate change-related risks encompass an intensification of extreme weather events, such as fluvial and pluvial flooding, droughts, storms, and heat stress. A transparent and comprehensive division of responsibilities is a necessary—but not the only—precondition for being prepared for climate change. In this paper, we present, and preliminarily test, a method for the ex-ante assessment of the division of public and private responsibilities for climate adaptation in terms of comprehensiveness, transparency, legitimacy, and effectiveness. This method proofs particularly suited for the assessment of adaptation responsibilities in combination with a sectoral approach. It helps identifying a number of shortcomings in divisions of responsibilities for climate adaptation. We conclude that this method is useful as a diagnostic tool for identifying the expected climate change preparedness level, and recommend to combine this with ex-post analyses of real-life cases of extreme events in order to assess the actual preparedness for climate change. Besides the scientific purpose of providing a generally applicable assessment method, with this method, we also intend to assist policy-makers in developing and implementing adaptation plans at various levels.  相似文献

In countries like India where multiple risks interact with socio-economic differences to create and sustain vulnerability, assessing the vulnerability of people, places, and systems to climate change is a critical tool to prioritise adaptation. In India, several vulnerability assessment tools have been designed spanning multiple disciplines, by multiple actors, and at multiple scales. However, their conceptual, methodological, and disciplinary underpinnings, and resulting implications on who is identified as vulnerable, have not been interrogated. Addressing this gap, we systematically review peer-reviewed publications (n = 78) and grey literature (n = 42) to characterise how vulnerability to climate change is assessed in India. We frame our enquiry against four questions: (1) How is vulnerability conceptualised (vulnerability of whom/what, vulnerability to what), (2) who assesses vulnerability, (3) how is vulnerability assessed (methodology, scale), and (4) what are the implications of methodology on outcomes of the assessment. Our findings emphasise that methods to assess vulnerability to climate change are embedded in the disciplinary traditions, methodological approaches, and often-unstated motivations of those designing the assessment. Further, while most assessments acknowledge the importance of scalar and temporal aspects of vulnerability, we find few examples of it being integrated in methodology. Such methodological myopia potentially overlooks how social differentiation, ecological shifts, and institutional dynamics construct and perpetuate vulnerability. Finally, we synthesise the strengths and weaknesses of current vulnerability assessment methods in India and identify a predominance of research in rural landscapes with a relatively lower coverage in urban and peri-urban settlements, which are key interfaces of transitions.  相似文献

Undoubtedly, climate change is one of the greatest problems facing today’s world. Despite this, traditional research has ignored the market response to, and accountability for, climate change reporting in developing countries. Hence, this study critically examines climate change reporting practices in the most affected countries in the world, with specific reference to Bangladesh. In the study, 32 semi-structured interviews and 71 annual reports are evaluated. Using legitimacy theory, the study contributes to building an understanding of companies’ attitude toward stakeholder accountability regarding climate change. The study finds that Bangladeshi companies are reporting climate change information on an average of 2.23 %. More specifically, the study demonstrates that large companies are reporting on more climate change issues than others because of their legitimized positions in the market. Again, a lack of regulation and a culture of low social accountability among the companies contribute to a very low level of disclosure on climate change. Surprisingly, multinationals are not providing satisfactory disclosure. The study has policy implications in developing countries for both local policy makers (the government) and international policy makers (the Intergovernmental Panel on Climate Change, the European Union, the World Bank, the UN Environment Programme, the International Energy Agency and the World Economic Forum) as to how to engage local companies so that they become more socially accountable to climate change reporting.  相似文献

The agriculture industry is significantly exposed to the impacts of climate change, and is also responsible for contributing extensive greenhouse gas emissions. As a way of responding to both adaptation and mitigation challenges within the industry, this article examines how community-based climate change adaptation initiatives might provide mitigation outcomes in the agriculture sector in Timor-Leste. Beginning with an exploration of nation-wide institutional responses to climate change, the study utilises interviews, field observations and document analysis to examine an extensive community-based adaptation program in two districts in Timor-Leste focused on increasing the resilience of the agriculture sector and the livelihoods of poor rural farmers. Analysis of this program reveals a largely synergistic relationship between adaptation measures focused on land and water management and agriculture and their corresponding greenhouse gas mitigation potential, including co-benefits such as soil/atmospheric carbon sequestration, reduced emissions, soil nitrification and reduced use of inorganic fertilisers. Community-based adaptation programs in the agriculture sector have a significant influence on mitigation outcomes, which is often overlooked in community-based programs. The adaptation program in Timor-Leste has provided useful insights into the inter-relationships between adaptation and mitigation at the community level, which could be further supported and scaled-up in other Southeast Asia countries and elsewhere.  相似文献

The savanna region of Africa is a potential breadbasket of the continent but is severely affected by climate change. Understanding farmers’ perceptions of climate change and the types of adjustments they have made in their farming practices in response to these changes will offer some insights into necessary interventions to ensure a successful adaptation in the region. This paper explores how smallholder farmers in the Nigerian savanna perceive and adapt to climate change. It is based on a field survey carried out among 200 smallholder farm households selected from two agro-ecological zones. The results show that most of the farmers have noticed changes in climate and have consequently adjusted their farming practices to adapt. There are no large differences in the adaptation practices across the region, but farmers in Sudan savanna agro-ecological zone are more likely to adapt to changes in temperature than those in northern Guinea savanna. The main adaptation methods include varying planting dates, use of drought tolerant and early maturing varieties and tree planting. Some of the farmers are facing limitations in adapting because of lack of information on climate change and the suitable adaptation measures and lack of credit. The study then concludes that to ensure successful adaptation to climate change in the region, concerted efforts are needed to design and promote planned adaptation measures that fit into the local context and also to educate farmers on climate change and appropriate adaptation measures.  相似文献

We used a stochastic production function method together with a farm-level dataset covering 18 farms over a 23-year period to assess the role that soil and water conservation practices play in affecting the climate change impacts on potato yield in northwestern New Brunswick, Canada. Our analysis accounted for the yield effects of farm inputs, farm technologies, farm-specific factors, seasonal climatic variables, soil and water conservation practices, and a series of interaction terms between soil and water conservation practices and climatic variables. Regression results were used in combination with three climate change scenarios developed by the Intergovernmental Panel on Climate Change (A2, A1B, B1) and four general circulation model predictions over three 30-year time periods (2011–2040, 2041–2070, and 2071–2100) to estimate a range of potato yield projections over these time periods. Results show that accounting for soil and water conservation practices in climate–yield relationships increased the impacts of climate change on potato yield, with yield increases of up to 38 % by the 2071–2100 period. These findings provide evidence that adoption of soil and water conservation practices can help boost potato production in a changing Canadian climate.  相似文献

The shape of the non-linear relationship between temperature and mortality varies among cities with different climatic conditions. There has been little examination of how these curves change over space and time. We evaluated the short-term effects of hot and cold temperatures on daily mortality over six 7-year periods in 211 US cities, comprising over 42 million deaths. Cluster analysis was used to group the cities according to similar temperatures and relative humidity. Temperature–mortality functions were calculated using B-splines to model the heat effect (lag 0) and the cold effect on mortality (moving average lags 1–5). The functions were then combined through meta-smoothing and subsequently analyzed by meta-regression. We identified eight clusters. At lag 0, Cluster 5 (West Coast) had a RR of 1.14 (95% CI: 1.11,1.17) for temperatures of 27 °C vs 15.6 °C, and Cluster 6 (Gulf Coast) has a RR of 1.04 (95% CI: 1.03,1.05), suggesting that people are acclimated to their respective climates. Controlling for cluster effect in the multivariate-meta regression we found that across the US, the excess mortality from a 24-h temperature of 27 °C decreased over time from 10.6% to 0.9%. We found that the overall risk due to the heat effect is significantly affected by summer temperature mean and air condition usage, which could be a potential predictor in building climate-change scenarios.  相似文献

We characterized the differences in warm-season weekday and weekend aerosol conditions and cloud-to-ground (CG) flashes (1995–2008) for an 80,000 square kilometer region around Atlanta, Georgia, a city of 5.5 million in the humid subtropics of the southeastern United States. An integration of distance-based multivariate techniques (hierarchical agglomerative clustering, multiresponse permutation procedures, fuzzy kappa statistics, and Mantel tests) indicated a greater concentration of CG flash activity within a 100 km radius around Atlanta under weekday aerosol concentrations. On weekends, these effects contracted toward the city. This minimized any weekly anthropogenic cycle over the more densely populated urban center even though this location had a higher flash density, a higher percentage of days with flashes, and stronger peak currents over the course of a week compared to the surrounding region. The sharper contrasts in weekday and weekend lightning regime developed outside the perimeter of the city over nonurban land uses. Here, lightning on weekend and weekdays differed more in its density, frequency, polarity, and peak current. Across the full extent of the study region, weekday peak currents were stronger and flash days more frequent, suggesting that weekly CG lightning signals have a regional component not tied to a single city source. We integrate these findings in a conceptual model that illustrates the dependency of weekly anthropogenic weather signals on spatial and temporal extent.  相似文献

Between 2000 and 2007 pooled muscle tissue samples of the European eel (Anguilla anguilla) from 48 sites in Flanders (Belgium) were analysed for 30 polychlorinated biphenyl (PCB) congeners. There was a large variation between individual sites (range 11-7752 ng/g wet weight (ww) for the sum of the ICES 7 PCBs), eels from the River Meuse basin (mean 1545 ng/g ww) being considerably more polluted than those from the River Scheldt (615) and IJzer (61) basins. Overall, PCB 153, PCB 138 and PCB 180 were the most prominent congeners, however PCB patterns varied between the monitored locations. Analysis of the weight percentage of congeners demonstrates obvious differences in PCB composition between sites, indicating differential sources of pollution. Due to the variation in patterns, atmospheric fallout does not seem to be the main source of the PCB spread, but instead both local and upstream sources linked to industrial activities seem to be the main cause for PCB presence in Flanders. Considering the levels of the Sum 7 PCBs, eels are not compliant with the Belgian legal limits for consumption (75 ng/g ww) in 71% of the sites. Regular consumption of eels from polluted sites leads to a considerable excess of the WHO Acceptable Daily Intake value. Consumption of wild eels should by all means be prevented, as it presents risks for human health, especially for local anglers consuming their catch.  相似文献
