How science and policy interact has been a major research focus in the International Relations (IR) tradition, using the epistemic community (EC) concept, as well as in the alternative perspective of Science and Technology Studies (STS). Should science be autonomous and as apolitical as possible in order to ‘speak truth to power’, as suggested by EC or should the inevitable entanglement of science and politics be accepted and embraced so as to make advice more conducive to negotiating the explicit travails of political decision-making as suggested by STS? With this point of departure, we compare similarities and differences between science–policy interactions in the issue areas of eutrophication and fisheries management of the Baltic Sea. To examine how knowledge is mobilised, the concepts of ‘uncertainty’ and ‘coherence’ are developed, drawing on both EC and STS thinking. We then reflect on the explanatory value of these approaches in both cases and discuss how a separation of science and policy-making in the pursuit of achieving scientific consensus leads to ineffectual policies. Drawing on STS thinking, we urge for a re-conceptualisation of coherence in order to accommodate a more reflexive practice of science–policy interactions.  相似文献

In December 2010, the German government increased the maximum ethanol content that can be blended with petrol from 5% to 10%, which facilitated the introduction of the ethanol–petrol blend E10. The revised ethanol–petrol blend was introduced with ambitions towards decarbonizing the transport sector as well as to support energy security and rural development. While usually supportive of actions aimed to combat climate change, the great majority of German motorists have refused to buy E10. The lacking demand for E10 is the empirical phenomenon addressed by this study. How did the fuel suppliers comply with the policy provisions? Which actors made attempts to influence the motorists’ demand for the new ethanol–petrol blend? Which actor was assigned the responsibility for the problems that occurred upon the rollout of the new fuel type? These research questions guide this study, which concentrates on the behaviour of transport fuel suppliers and consumers in mandated markets, that is, markets created by policy provisions.  相似文献

We examined the effect that value orientation to forests and wildland fire management has on an individual’s decision to create defensible space around his or her residence in the wildland–urban interface. Using data from a mail-back questionnaire, respondents in north central Minnesota were clustered by basic value–laden beliefs toward forest and wildland fire management and compared across a number of perceptions and behaviors related to creating defensible space around residences. Value orientation groups differed in attitudes, subjective norms, and perceived behavior control toward creating defensible space. In addition, relative effects of these perceptions on intention to create defensible space differed across groups. Implications lie in (a) understanding differences in motivations and reasons for support of strategies for managing fires near the wildland–urban interface, (b) developing information designed to address the perspectives of different groups related to creating defensible space, and (c) contributing to an improved integration of land management and public concerns and interests.  相似文献

Ecosystem-based approaches to aquaculture integrate environmental concerns into planning. Social–ecological systems research can improve this approach by explicitly relating ecological and social dynamics of change at multiple scales. Doing so requires not only addressing direct effects of aquaculture but also considering indirect factors such as changes in livelihood strategies, governance dynamics, and power relations. We selected the community of Puerto Morazán, Nicaragua as a case study to demonstrate how the introduction of small-scale aquaculture radically transformed another key livelihood activity, lagoon shrimp fishing, and the effects that these changes have had on lagoons and the people that depend on them. We find that shrimp aquaculture played a key role in the collapse, in the 1990s, of an existing lagoon common-property management. Shrimp aquaculture-related capital enabled the adoption of a new fishing technique that not only degraded lagoons but also led to their gradual privatization. The existence of social ties between small-scale shrimp farmers and other community members mitigated the impacts of privatization, illustrating the importance of social capital. Since 2008, community members are seeking to communally manage the lagoons once again, in response to degraded environmental conditions and a consolidation of the shrimp industry at the expense of smaller actors. This research shows that shrimp aquaculture intersects with a complex set of drivers, affecting not only how ecosystems are managed but also how they are perceived and valued. Understanding these social–ecological dynamics is essential to implement realistic policies and management of mangrove ecosystems and address the needs of resource-dependent people.  相似文献

6+ ), copper (Cu), lead (Pb), mercury (Hg), nickel (Ni), selenium (Se), zinc (Zn), and polychlorinated biphenyls (PCBs). Water-column, bed-sediment, and fish-tissue (fillets) data collected by five government agencies comprised the ambient data set; effluent data from five registered facilities comprised the compliance data set. The nonparametric Mann-Kendall trend test indicated that 33% of temporal trends in all data were statistically significant (P < 0.05). Possible reasons for this were low sample sizes, and a high percentage of samples below the analytical detection limit. Trends in compliance data were more distinct; most trace elements decreased significantly, probably due to improvements in wastewater treatment. Seven trace elements (Cr, Cd, Cu, Pb, Hg, Ni, and Zn) had statistically significant decreases in wastewater and portions of either or both ambient water and bed sediment. No trends were found in fish tissue. Inconsistency in trends between ambient and compliance data were often found for individual constituents, making overall similarity between the data sets difficult to determine. Logistical differences in monitoring programs, such as varying field and laboratory methods among agencies, made it difficult to assess ambient temporal trends.  相似文献

Large-scale public infrastructure projects have featured in China’s modernization course since the early 1980s. During the early stages of China’s rapid economic development, public attention focused on the economic and social impact of high-profile construction projects. In recent years, however, we have seen a shift in public concern toward the environmental and ecological effects of such projects, and today governments are required to provide valid environmental impact assessments prior to allowing large-scale construction. The official requirement for the monitoring of environmental conditions has led to an increased number of debates in recent years regarding the effectiveness of Environmental Impact Assessments (EIAs) and Governmental Environmental Audits (GEAs) as environmental safeguards in instances of large-scale construction. Although EIA and GEA are conducted by different institutions and have different goals and enforcement potential, these two practices can be closely related in terms of methodology. This article cites the construction of the Qinghai–Tibet Railway as an instance in which EIA and GEA offer complementary approaches to environmental impact management. This study concludes that the GEA approach can serve as an effective follow-up to the EIA and establishes that the EIA lays a base for conducting future GEAs. The relationship that emerges through a study of the Railway’s construction calls for more deliberate institutional arrangements and cooperation if the two practices are to be used in concert to optimal effect.  相似文献

While in many cases the benefits of ecosystem services (ES) can be enjoyed on different scales, the provision of ES requires engagement and commitment at the local scale. Therefore, the local level becomes important when thinking about compensation schemes or payments for ecosystem services (PES) as an approach to managing ES. The difficult task of bringing together different actors and institutions at different scales for specific conservation projects at the local level often remains in the hands of intermediaries. In this paper, we investigate the role of a civil society organisation (CSO) as an intermediary organisation in a PES scheme, the Community Blue Carbon Project (CBCP) in Costa Rica. To assess the role of intermediaries in a PES scheme, we rely on social network analysis and examine the position and role of the intermediary organisation. Based on Net-Map interviews, which is an interview-based mapping tool that helps people understand, visualise, discuss and improve situations in which many different actors influence outcomes, we find that the intermediary organisation in the CBCP is composed of several institutional and individual intermediaries who create both formal networks for connecting the international to the local level and informal networks for creating trusting relationships among the actors. Different spatial levels are reflected within the CSO’s organisational structure, and the CSO mitigates the distributional, procedural, recognition and contextual aspects of environmental justice.  相似文献
