This article presents new concepts for the organization of increasingly complex environmental research activities on the institutional, the national, or the international level. An environmental research cycle with four phases, similar to the industrial product cycle, is described, and its implications in managing the interface between research, policy making, and enforcement are depicted. Furthermore, five main themes of future environmental research are proposed, including advanced analytical methods, environmental monitoring, an environmental management information system (EMIS), and the development of ecological targets at a national and a global level. The specific tasks of universities, private organizations, and governmental institutions in the total environmental research area are defined and a structure is proposed to develop collaborative networks.  相似文献

The concern of this paper is with the spatial consequences of development in a given rural setting and the way in which physical planning fits into the revival of a dying rural area, particularly in Third World Countries. It is based on experience derived from Dekinal in Benue State, Nigeria and endeavours to define a rural area by briefly discussing its characteristics and highlighting its problems. The author provides an account of Hungarian regional policy and planning during the last 40 years, describing a socialist state trying to escape from a centrally planned economy. The paper discusses the consequences of the reforms and the problems of conflict resolution which resulted. This paper presents the results of a study on the functioning of regional innovation networks (RINs) in the Netherlands. RINs are designed to achieve sustainable and socially acceptable regional economic development. By focusing on inter-human processes, the study aimed to gain more and deeper insights into the nature, the workings, the potential and the limitations of RINs in processes of innovation. An important insight from the study concerns the role of governments in RINs. Although the intention of the central government was to experiment with a fully bottom-up process, all RINs were eager to involve the government at different levels, at different times and for different purposes.  相似文献

In recent years, water-quality deterioration associated with rapid socio-economic development in the Lake Erhai Basin, China, has acquired more and more attention from the public and the government. An effective planning for the basin's environmental management system is desired for sustainable regional development. In this study, an environmental system dynamics model, named ErhaiSD, is developed for supporting this planning task. The ErhaiSD consists of dynamic simulation models that explicitly consider information feedback that governs interactions in the system. Such models are capable of synthesizing component-level knowledge into system behaviour simulation at an integrated level. This capability is very useful in analyzing and recommending policy decisions. For the study case, interactions among a umber of system components within a time frame of 15 years are examined dynamically. Four planning alternatives are considered. The base run is based on an assumption that the existing pattern of human activities will prevail in the entire planning horizon, and the other alternatives are based on previous planning studies. The contributions of various nonpoint pollution sources to the lake's eutrophication problems, and the effects of industrial activities and wastewater treatment processes on pollution problems in the Xier River are analyzed through the developed modeling system. The exercise draws attention to the implications of different alternatives to the system's environmental and socio-economic objectives. The modeling results are directly useful for simulating and evaluating a variety of decision actions and their dynamic consequences, and answering questions such as 'What should I do?', 'What if I do?' and 'What are the expected consequences?'.  相似文献

During the last few years in the Netherlands an integrated environmental policy has been developed. Solving environmental problems by means of effective and efficient solutions requires that the entire environmental cycle be considered in order to take all relevant compartments and aspects into account. Four different phases can be identified during the treatment of an environmental problem by management: recognition, formulation, solution, and control.Some qualitative and quantitative aspects of the information demand of environmental policy are explored. Special attention is given to the consequences of the integral approach in environmental policy in terms of information requirements. The process of information supply starts with an analysis of the demand. Subsequently data from the environmental cycle have to be selected, aggregated, and presented adequately. Further, integrated environmental policy puts increased demands on the associative power of environmental information systems.  相似文献

The Resource Management Act, passed in 1991, has significantly revised the practice of Environmental Impact Assessment (EIA) in New Zealand. In contrast to a previous emphasis on environmental impact reports of major projects, the new requirements call for environmental impact assessment of all resource consent applications and of all regional, district and city policies and plans. This signals a change directed at incorporating environmental considerations into day‐to‐day planning decisions, with the purpose of achieving sustainable management. The paper identifies and discusses some key issues which are critical for successful integration of EIA within a planning framework.  相似文献

Studies of two samples of 24 selected local planning authorities (LPAs) in the UK were undertaken to determine the effect of environmental assessment (EA) regulations on planning practice during their first 18 months of operation. EA has been integrated into the UK planning system without significant recourse to the courts and many LPAs regarded EA as a worthwhile and helpful procedure. However, several LPAs did not consider whether to request EA for projects that might be likely to have significant impacts and some LPAs did not follow statutory and recommended consultation procedures. LPAs did not evaluate environmental statements systematically and their quality was often unsatisfactory. However, mitigation of environmental impacts took place in many cases though two‐fifths of the 20 determined applications involving EA were refused. Half the decisions took longer than the 16‐week time limit. While practice is evolving as experience is gained, there is obvious scope for further improvement and suggestions are made to enhance the contribution of EA to the planning system.  相似文献

This study analysed the importance of physical forces on land-use change, on the planning framework in a Portuguese periurban area. A temporal matrix showing the trajectories of land transformation was obtained. A multivariate redundancy analysis explored the importance of physical parameters on temporal and spatial land-use change. A content analysis on urban or municipal master plans was made framing the importance of physical parameters on the planning process. The results highlighted a consistent trajectory of profound land-use changes with distinctive trajectories, with increasingly complex patterns with a limited dependence on physical variables. The trajectories were more related to the planning framework, where political actors and planning managers seemed to be most important. A theoretical model balancing three main components – physical forces, actors, and land transformation (DFA-C model) is proposed, reflecting the informal relationships between physical parameters and actors during the planning process.  相似文献

Summary The grave shortage of land suitable for development has always been a major constraint on urbanisation in Hong Kong. Rather lax or inappropriate planning controls in the past have resulted in haphazard city growth, leaving extensive areas of densely-packed tenement slums. Recent sluggish attempts at urban renewal have brought little relief. The objectives of environmental planning to rejuvenate the old districts are assessed in relation to their limitations and potential. The problems and opportunities of employing comprehensive redevelopment to upgrade environmental quality with reference to building stocks in the pre-war and post-war private residential, public housing and obsolete industrial sectors are evaluated. The prospects of environmental improvement through new institutional framework and legislative measures are discussed.  相似文献

Regional environmental risk assessment can be defined as risk assessment which deals with a spatial scale that contains multiple habitats with multiple sources of many stressors affecting multiple endpoints. The characteristics of the landscape also affect the estimated risk. In this paper, an information diffusion method based on a grid system is proposed to assess regional environmental risk. The risk information on a single environmental risk source can be diffused effectively by using fuzzy set theory. Regional environmental risk values obtained from information diffusion can be clustered on classification criteria and different environmental risk levels can be depicted in a spatial partition map. Huangge Town and Nansha Town located in the Nansha Area of Guangzhou City in China were selected as model cases. The results derived from this information diffusion method will help the local government to optimize the distribution of industrial areas and establish risk prevention measurements and emergency management procedures.  相似文献

Summary It is usually assumed that a strategy should be considered to be a quality of an environmental organization. The organization would either employ a characteristic strategy with respect to a problem over time or at least it would use the same strategy regarding different problems at a certain point in time.The purpose of this study was to investigate whether strategies of environmental organizations concerning acidification change over time; and are the same as those in respect of ozone depletion. The results show that strategies regarding acidification changed over time and that they were different from those concerning ozone depletion (obtained from an earlier case study). In the ozone depletion case only environmentally-oriented organizations were actively involved with the problem. The definition in society of acidification as a dying forest issue attracted, however, attention from nature-oriented organizations as well. The resulting broad spectrum of organizations mutually influenced each other's strategies. These findings indicate that the definition of a problem in society is very important for determining the strategies pursued by environmental organizations. New approaches to forest planning are needed to support the transition of European forests to sustainable management. The aim of this study is to review forest planning systems already in place throughout Europe by exploring a set of case-study countries reflecting the main silvicultural schools of Western Europe, including Belgium, Finland, France, Italy, Portugal, and Slovenia.

A literature review and case-study data were used to assess the scale factors (vertical logic) as well as the relationships between forest planning and other environmental/land-use planning sectors (horizontal logic). The influence of EU policy on the development of forest planning is also discussed. As assessed using the vertical logic, the multi-scale and multi-topic planning approaches adopted in the countries studied here are highly heterogeneous. The horizontal logic shows that despite the importance of an inter-sectoral and harmonic relational framework between forest planning and the planning efforts of other sectors such as landscape and urban planning, the various plans are barely consistent with each other across the European countries studied here. Although interest is growing in the multi-functionality of forests, their sustainable management calls for the development of better integrated planning approaches across Europe.  相似文献

Landscape is equated with the term scenery and is considered as an environmental resource. The need for an evaluation of scenery in environmental assessment statements is outlined. Three established methods of landscape evaluation are tested in a section of the Niagara Peninsula of southern Ontario. The methods are compared in terms of the nature of results produced and the time/manpower requirements for field data collection. The amenability of the methods to analysis from a cartographic data base is also considered. The simpler Newkirk and Linton methods produce readily useable data quickly, whereas the Leopold method not only yields data on scenic resources but can also be used to relate such results to other environmental attributes and processes.  相似文献

This study investigates resident satisfaction with provided involvement activities during highway planning processes, with particular attention given to the planned Southern Ring Road highway project in Groningen, the Netherlands. In-depth interviews with 38 residents living in the project area reveal important themes contributing to satisfaction. Satisfaction with passive information activities is motivated by the extent to which information addresses concerns, but (dis)trust in government and other information sources also plays a role. For residents preferring to obtain additional information, perceived access to such information and the extent to which it reduces concerns are also important to satisfaction. Finally, for residents who would rather participate actively, satisfaction is motivated by their perceived access to participation activities and the sense of being heard. Study results show how residents’ evaluations of the themes underpinning involvement satisfaction are based on their perceptions of actual project team activities and contextual factors.  相似文献
