Soil conservation has been a matter of federal natural resource policy for over a half century in the United States. A variety of federal programs have been undertaken to encourage soil conservation. There are goals which are essential to these programs, and there are related ancillary programs with different goals which often have had an impact on the extent to which the central soil conservation objectives have been effectively implemented. This article analyzes four aspects of federal soil conservation goals and programs: the evolution of the constellation of soil conservation goals, the problems with goal implementation, implementation effectiveness, and the appropriateness of the implementation and administration of federal goals.  相似文献

A recent article in this journal put forward an environmental research policy, organized around the environmental policy cycle The research policy concerned is flawed by a bias generally occurring in the philosophy of science, i e., the inability to include the normative science disciplines in the science and research concepts. This inability results in a biased environmental research effort. Almost all attention goes to physical science research in the problem-identification phase of the environmental policy cycle. Practice shows that it is wise to be more open-minded It may be more efficient to employ normative science research, directly productive for solving environmental problems, than to be able to identify these problems better and better This article describes and underpins a more comprehensive approach to environmental research and exemplifies typical research questions.  相似文献

Over 60% of the USSRs river discharge crosses sparsely settled regions and flows into the Arctic Ocean, whereas the most densely settled and economically developed southern regions possess only 12% of surface flow. Consequently, the Soviets perceive an urgent need to redistribute water resources to avoid future shortages. The Soviet government is diligently pursuing development of schemes for the mass transfer of water from northern to southern drainage basins. Because of their grand scale, these could have major, pervasive, and long-term environmental impacts. Although environmental factors were given minimal attention in earlier designs for interbasin water transfers, present proposals are being subjected to thorough, careful, and thoughtful environmental evaluation. The Academy of Sciences and the Hydrometeorological Service as well as several national ministries have been assigned responsibility for evaluating the potential environmental ramifications of alternative schemes including formulation of systems of mathematical models for quantitative estimation of these effects. Indeed, a guiding principle for the development of an acceptable diversion system is that it be environmentally sound. This requires identification and estimation of the magnitude of significant adverse environmental impacts and, where possible, formulation of mitigative measures; reasonable economic-environmental tradeoffs; and a negligible potential for irreversible catastrophic environmental changes. It appears that environmental factors are of major importance in devising Soviet interbasin water transfer policy and that resolution of key environmental questions is to precede implemention of any large-scale water diversion scheme.This is a revised version of a paper delivered at the Ninth Annual Convention of the American Association for the Advancement of Slavic Studies, Washington, D.C., October 13–16, 1977. Dissipation of sulfometuron (SM), methyl 2-[[[[(4,6-dimethyl-2-pyrimidinyl)amino]carbonyl]amino]sulfonyl] benzoate, in streamflow, sediment, plant tissue, litter, and soil following operational forestry applications at the target rate of 0.42 kg a.i. ha(-1) was monitored. Streamflow samples were collected at a weir on the perimeter and 30, 60, and 150 m downstream from the perimeter of the application site. Sulfometuron was detected in streamflow at low levels up to 29 days after treatment (DAT) on the watershed treated with the 75% dispersible granule formulation (Oust; DuPont Chemical Company, Wilmington, DE) and less than 53 DAT on the watershed treated with the experimental formulation (1% pellet). Twenty-four-hour average SM concentration in water ranged from not detected to a maximum of 49.3 microg L(-1). Sulfometuron was not detected at quantifiable levels (1 microg L(-1)) 150 m downstream. Stream sediment, vegetation, litter, and soil were sampled periodically up to 180 DAT. All samples were analyzed for SM by high performance liquid chromatography. Sulfometuron dissipated from these watersheds with half-lives that ranged from 4 d in plant tissues to 33 d in soil. Acidic soil solution on these treated watersheds contributed to their rapid dissipation. Environmental impacts are discussed for these watersheds in the context of available toxicological data.  相似文献

The current and projected future physical impacts of climate change are most extreme in the northern latitudes. The indigenous peoples in the North American arctic and sub-arctic rely on the availability of natural resources in mixed subsistence economies for nutritional and cultural survival and thus experience disproportionate burdens with respect to our changing climate. Arctic climate impacts exemplify how global phenomena and activities can significantly affect people locally in remote regions. These impacts are largely consistent throughout the region, irrespective of national boarders; however, indigenous peoples in Canada are better positioned than those in the United States to shape policy in a way that would ensure their adaptation to climate change. Political and industrial activity on national and global scales can have significant environmental, social and cultural repercussions on the local scale in remote areas. Remedies for environmental injustice will thus require strong cross-scale political and institutional linkages.  相似文献

The aim of this study is to analyze the environmental agenda in Sweden during the last two decades. A content analysis was made of all articles in a Swedish journal,Miljö-Aktuellt. Further, to elucidate the evolutionary process of problem formulation and reformulation, two cases were investigated, dealing with the impact of plant nutrients and mercury on surface water quality. The transport of heavy metals is an essential component of the ecological process and problem of acidification, and similarly, plant nutrients are part of the concept of eutrophication. Two concepts, the research cycle and the policy cycle, are tentatively applied to the conceptualizations of acidification and eutrophication. Additional data for the latter part of the study is supplied from parliamentary motions during 1973–1989. The substance/media focus of the 1970s was connected to a point-source abatement strategy, which mainly aimed at removing negative effects at a local level. The development of a national preventive strategy is traced in problem formulations related to “processes” going on in the technosphere: wastes, noise, energy production, traffic, and toxic substances. This period lasted from the mid-1970s to the mid-1980s, and the need for improved resource management as a means to control environmental problems has been a generally accepted idea. However, this does not mean that measures actually taken are sufficient in a material balance perspective. Further, in the 1980s there was a strong emphasis upon processes in the ecosphere. This focus also implies source-related policies. To a certain extent, the remedies are within the scope of national capabilities, but the international dimension is becoming increasingly important. Scientific proofs of resource and environment degradation are essential to induce political action and to stimulate international cooperation. From this study, however, it is not possible to assess the existence of any particular policy-triggering information.  相似文献

This paper describes new environmental policies and expanded administrative agencies which in recent years have been adopted by many governments faced with a continuing decline in the quality of their environments. In a number of developed and developing countries, devising a far reaching environmental policy for sustainable development of the natural resources sector is a national priority. Specific environmental policies may be classified according to objectives, timeframe, mechanisms for implementation, whether or not they are binding, and the nature of sanction. This paper provides some generalizations about certain features common to most environmental policies. In the first section an examination is made of some of the most pressing problems which environmental policies relating to natural resources seek to address. The second section discusses environmental policies themselves. The third section, which makes up the main body of the paper, assesses the strengths and weaknesses of a variety of mechanisms available for implementing environmental policies to promote sustainable development in the natural resources sector.  相似文献

Local environmental assessment (EA), mandated by five US states, has introduced complex management issues for practitioners and policy makers. Based on a review of statutes, case law, and prior EA evaluations,this paper outlines three key issue areas for local EA: linking comprehensive planning and EA; making the threshold determination process more certain; and balancing mitigation with public participation. The paper argues that all the issues reflect a central tension in environmentalassessment between procedural consistency and the need for contingent responses to conditions that differ among the projects to be reviewed.  相似文献

Additional research is needed to determine whether restoration of degraded watersheds in the western United States should become large-scale public policy. Numerous small projects have demonstrated that vegetation can be restored, sediment losses halted, and, in some cases, formerly ephemeral streams made perennial. But if all watersheds in a basin were restored, what would be the overall effects both ecologically and economically? For example, if large-scale restoration of small watersheds were conducted in a western river basin, what would be the effects on water yield and quality for the basin as a whole? Would implementing basin-wide watershed restoration be cost-effective? A means of examining this question is to monitor a watershed prior to and during the restoration process and to compare the results to a control watershed. The watersheds would be instrumented such that the ecological processes and water balance could be monitored both instream and within the associated groundwater system. Overall effects would then be subjected to economic and policy analysis, and modeling would be used to extrapolate the new information over the entire basin. These results would then be available to political leaders and government agencies for determining whether large-scale watershed restoration should be public policy.  相似文献

Abstract: This paper provides an overview and summary of United States and Canadian federal, state, and provincial laws that offer some form of legal protection for environmental flows. Special attention is given to the new “second generation” law established in Texas and to ways western states are beginning to encourage transactions that help restore dewatered streams. Progress in the eastern states and some Canadian provinces to provide environmental flow protection is addressed. A trend is presently under way to streamline the compliance requirements of the National Environmental Policy Act of the United States through cooperative assessment procedures. Since the law was enacted in 1970, however, participants in the assessment process have tended to settle disagreements by adversarial rather than cooperative means. This study focuses on a highly acclaimed environmental assessment procedure undertaken by the U.S. Steel Corporation for its proposed $4.0 billion Lakefront Steel Plant. Survey research data were gathered to measure the underlying management philosophy perceived by interorganizational representatives, who attended a series of Technical Team meetings designed to coordinate the assessment effort and to open communication channels. A social psychological scale of behavioral dimensions was adapted from Likert to define the composition and the extent of cooperation at these meetings. A newly constructed scale was used to measure the quantity and quality of representation by each of the major organizations involved. Informal interviews were conducted with project participants to obtain further insight into member interaction. Results indicate that democratic problem solving was in evidence but also suggest a preference by respondents for improved procedures. The paper outlines areas of concern voiced by respondents and offers the means for improving the operating procedures of similar interorganizational environmental assessments.  相似文献

This paper examines the impact of the interplay between market forces and government policy on environmental equity in the vicinity of Amsterdam Airport in the Netherlands. Despite pressure on space and the presence of the international airport, exposure to the higher levels of traffic noise, NO2 and external safety risks, and accumulation of traffic noise and NO2 (‘bads’) was rather limited and generally distributed fairly equally among income categories, probably as a result of environmental regulations. However, lower-income categories had less access to lower levels of traffic noise, NO2 and public green space (‘goods’) than higher-income categories, which may be explained by both historical processes and market forces. Policy makers seem to accept a higher environmental burden on the regional population because of the benefits for the national economy generated by Amsterdam Airport.  相似文献

The development of environmental performance policy indicators for public services, and in particular for the defence sector, is an emerging issue. Despite a number of recent initiatives there has been little work done in this area, since the other sectors usually focused on are agriculture, transport, industry, tourism and energy. This type of tool can be an important component for environmental performance evaluation at policy level, when integrated in the general performance assessment system of public missions and activities. The main objective of this research was to develop environmental performance policy indicators for the public sector, specifically applied to the defence sector. Previous research included an assessment of the environmental profile, through the evaluation of how environmental management practices have been adopted in this sector and an assessment of environmental aspects and impacts. This paper builds upon that previous research, developing an indicator framework--SEPI--supported by the selection and construction of environmental performance indicators. Another aim is to discuss how the current environmental indicator framework can be integrated into overall performance management. The Portuguese defence sector is presented and the usefulness of this methodology demonstrated. Feasibility and relevancy criteria are applied to evaluate the set of indicators proposed, allowing indicators to be scored and indicators for the policy level to be obtained.  相似文献
