/ The coastal zone of the Indian Ocean is coming under increasing pressure from human activities. Australia may be one of the few countries in this region that can afford to take adequate conservation measures in the near future. As it also has one of the longest Indian Ocean coastlines, Australia has the opportunity, and responsibility, to make a meaningful contribution to the conservation of Indian Ocean biodiversity. Threatened species, including marine turtles, inshore dolphins, and dugongs are an important component of that biodiversity. The dugong has been exterminated from several areas in the Indian Ocean, and it appears to be particularly threatened by mesh netting andhunting. Its long-term survival may depend on adequate protection in Australia, which contains the largest known Indian Ocean populations. This protection will require, in part, an appropriate system of marine protected areas (MPAs). This paper examines the adequacy of MPAs along Australia's Indian Ocean coast. Dugongs occur in two MPAs in Western Australia. The proposed expansion of the system of marine reserves is based primarily on representative samples of ecosystems from each biogeographic region. It is inadequate because it does not take into account the distribution and relative abundance of threatened species. If the conservation of biodiversity is to be maximized, the system of MPAs should incorporate both representativeness and the needs of threatened species. The level of protection provided by MPAs in Western Australia is low. Marine conservation is often criticized for a mono-disciplinary approach, which delivers fragmented solutions to complex problems with differing interpretations of success. As a means of reflecting on the breadth and range of scientific research on the management of the marine environment, this paper develops an analytical framework to gauge the foci of policy documents and published scientific work on Marine Protected Areas. We evaluate the extent to which MPA research articles delineate objectives around three domains: biological-ecological [B]; economic-social[E]; and governance-management [G]. This permits us to develop an analytic [BEG] framework which we then test on a sample of selected journal article cohorts. While the framework reveals the dominance of biologically focussed research [B], analysis also reveals a growing frequency of the use of governance/management terminology in the literature over the last 15 years, which may be indicative of a shift towards more integrated consideration of governance concerns. However, consideration of the economic/social domain appears to lag behind biological and governance concerns in both frequency and presence in MPA literature.  相似文献

With shrinking forest resources and increasing demands for timber, conflicts between forestry and wildlife become more contentious and more frequent. New decision support methods are needed to address complex multiple land use conflicts. Multiple accounts methods linked with GIS and production models enable us to address trade-offs between timber and non-timber values, thus facilitating the evaluation and comparison of different management scenarios in a rapid and spatially referenced manner. The approach is documented in a case study in the trans-boundary zone between two national parks in British Columbia, where caribou/logging conflicts are widespread.  相似文献

Managing Protected Areas Under Climate Change: Challenges and Priorities   总被引:1,自引:0,他引:1  
The implementation of adaptation actions in local conservation management is a new and complex task with multiple facets, influenced by factors differing from site to site. A transdisciplinary perspective is therefore required to identify and implement effective solutions. To address this, the International Conference on Managing Protected Areas under Climate Change brought together international scientists, conservation managers, and decision-makers to discuss current experiences with local adaptation of conservation management. This paper summarizes the main issues for implementing adaptation that emerged from the conference. These include a series of conclusions and recommendations on monitoring, sensitivity assessment, current and future management practices, and legal and policy aspects. A range of spatial and temporal scales must be considered in the implementation of climate-adapted management. The adaptation process must be area-specific and consider the ecosystem and the social and economic conditions within and beyond protected area boundaries. However, a strategic overview is also needed: management at each site should be informed by conservation priorities and likely impacts of climate change at regional or even wider scales. Acting across these levels will be a long and continuous process, requiring coordination with actors outside the “traditional” conservation sector. To achieve this, a range of research, communication, and policy/legal actions is required. We identify a series of important actions that need to be taken at different scales to enable managers of protected sites to adapt successfully to a changing climate.  相似文献

/ An approach to evaluating the effectiveness of management of protected areas is proposed. This approach has been used in developing an evaluation strategy for the Fraser Island World Heritage Area in Australia. The main component of the strategy is built upon the desired outcomes specified in the management plan for the area and thus provides a basis for assessing the extent to which the plan's objectives are being achieved. A series of monitoring programs have been proposed to enable this assessment. Examples of monitoring programs developed as part of the evaluation strategy are presented. A second component of the strategy monitors the implementation of the management plan. A management information system has been developed to record and report on the extent to which the specific actions specified in the management plan have been implemented. Hunting is a threat to wildlife within the Hkakaborazi National Park in north Myanmar. We used questionnaire surveys to obtain data on variables such as commonly targeted species, prices of traded wildlife, reasons for hunting and the relative importance of livelihood sources. We examine (a) the significance of hunting and trade for livelihoods and explore (b) the impacts of hunting on targeted species. Ninety per cent of trade records (n = 803) was constituted by seven species commonly targeted by hunters (serow, red goral, muntjac, bear, Assamese macaque, black musk deer and takin). Commercially valuable species previously targeted by hunters (tiger, otter, pangolin) appear to be completely absent from current harvest records and potentially in decline. Although farming is the predominant occupation, hunting (driven by trade) represents a significantly higher source of income than other livelihood activities. Management recommendations include increased investment in enforcement, education and outreach, small livestock development, improved crop productivity, demarcation of no-take areas for wildlife and biological monitoring of targeted species.  相似文献

Using resource-monitoring data from seven protected areas, the effectiveness of three campfire policies—campfire ban, designated campfires, and unregulated campfires—were assessed based on the number of fire sites and the amount of tree damage. Results indicate that unregulated campfire policies permitted substantial numbers of fire sites and tree damage in campsites, although fire bans did not eliminate or even substantially decrease these problems. A designated campfire policy was effective in decreasing number of fire sites, but little difference was found among policies regarding tree damage. Given the importance of campfires to visitor experiences, campfire prohibitions could be viewed as unnecessarily restrictive based on their limited success in preventing resource damage. Conclusions encourage protected-area managers to consider designated campfire policies and prohibitions on axes, hatchets, and saws to better meet resource protection and visitor experience mandates.  相似文献

Economists have tried to estimate the demand for recreation under conditions of congestion, struggling especially with a model that uses observed rather than stated behaviour to obtain results. This paper reports statistical analyses of data on perceptions, mitigating behaviour and management preferences in order to highlight the difficulties related to empirical analysis of congestion. We offer evidence that may be of assistance to those wishing to construct measures of congestion for use in an observed behaviour model. The results may also be useful to recreation area managers who can implement a quota or permit system or change site entry or access fees to control access to the site they manage.  相似文献

Protected areas in Thailand were first established 40 years ago. The total area of existing protected areas covers 18.2% of the country’s land area and the Class 1 Watershed, another form of protection, encompasses 18.1%. The government of Thailand intends to increase protected area systems to 25% of the country in 2006 and 30% in 2016. There are always questions arising about how much is enough protected areas to effectively protect biodiversity. The objective of this article is to assess the representation of ecosystems in the protected area network. This article also recommends which underrepresented ecosystems should be added to fill the gaps in representativeness. The research applies a gap analysis and a comparison index to assess the representation of ecosystems within the protected area network. The spatial analyses were applied to measure three aspects of representativeness, namely forest type, altitude, and natural land system. The analyses indicate that the existing protected area system covers 24.4% of the country’s land area, nearly meeting the 25% target proposed by the National Forest Policy; and 83.8% of these areas are under forest cover. Most protected areas are situated in high altitudes, where biological diversity is less than in lowlands. Mangrove forest and riparian floodplain are extremely underrepresented in the existing system. Peat swamp forest, dry dipterocarp forest, and beach forest are relatively well represented. In addition, these five ecosystems are threatened by human pressures and natural disasters; therefore, they should be targeted as high priorities for the selection of new reserves. Future research should incorporate aquatic and marine ecosystems, as well as animal distributions, which were not included in this research due to data unavailabilities.  相似文献

High densities of people living around protected areas (PAs) in South Asia require management strategies to balance conservation goals and livelihood needs. Based on a survey of 777 households around five PAs in India and Nepal, this paper provides a comparative perspective of Indian and Nepali households’ views of protected area benefits and costs, their attitude toward conservation in general, and attitude toward protected area staff. Results indicate mixed responses towards tourism, varying from very favorable in Nepal to less favorable in India. The majority (81%) held positive attitudes towards the existence and importance of PAs but had negative perceptions of PA staff (69%). Most residents perceived benefits from access to fuel wood, fodder and other PA resources including benefits from tourism, while crop and livestock losses from wildlife were the main costs. Households overall positive attitudes towards the PAs and conservation despite high losses from living around PAs suggests that local residents may support conservation if their livelihood needs are met. Comparisons of household attitudes and perceptions suggest that locally based strategies rather than top-down approaches are likely to be more effective. Extending PA benefits to smaller landholders, households that are highly resource-dependent or experiencing higher income losses from human-wildlife conflicts, and less educated residents are particularly important to balance costs and losses from living around protected areas.  相似文献

中国是一个农业历史悠久的大国,乡村在社会中具有重要地位。通过近30多年的改革开放,乡村的建设和农业生产水平均有了显著的提高。但是在工业化、城镇化的浪潮下,乡村所受到的冲击十分剧烈。城镇化是经济与社会发展的强大动力,也是历史发展的必然趋势。城镇化进程有其客观规律,而且城市与乡村之间有着密切联系。因此,人为地阻挡城镇化不利于经济发展。然而,若不顾实际条件,不惜代价地加快城镇化进程,不仅难以保持和提高城市的经济发展和生活质量,而且对乡村的影响会更大。本文在论述中国1949年以来几个阶段城镇化特点的基础上,从近年来城乡差距与乡村人口劳动力的变化、土地高速非农化与粮食安全、乡村生态环境、乡村文化四个方面论述快速城镇化对乡村的冲击,并在此基础上讨论乡村的发展问题。根据上述乡村发展问题,本文提出若干意见,其中最要顾及的是新型城镇化进程中的乡村建设和农业生产。由于我国的自然条件、资源禀赋、各地的经济区位差异很大、发展的起点不同、进程有快慢、水平有高低,所以,以人为本的新型城镇化,特别要在城乡发展一体化的进程中,构建平等协调的城乡关系。各地城镇化的发展时序可有所不同,但必须因地制宜、同时做好乡村发展规划,力求农业现代化与工业化、信息化、城镇化同步,从而使农业和乡村经济得到持续发展。  相似文献

Worldwide, the implementation of marine protected areas (MPAs) offers opportunities for delivering fisheries and biodiversity management objectives. In Australia however, the primary function of an MPA is that of biodiversity conservation. Nonetheless, the management of Indigenous customary fisheries is one area where fisheries and biodiversity issues converge. This article examines the relationship between biodiversity and customary fisheries in an MPA context by investigation of the role and importance of Indigenous social contexts. Using case study examples from Australia, I explore the role of Indigenous social contexts in two dimensions: (i) management of traditional fisheries and (ii) Indigenous contribution to fisheries within an MPA. Findings demonstrate two narratives concerning social contexts, one of recognition and the other concerning Indigenous involvement in management. I conclude with a survey of Indigenous management initiatives within MPAs. The article ends with a discussion of the utility of understanding social contexts in any marine management endeavour, specifically other social contexts within an MPA.  相似文献

Marine protected areas (MPAs) provide place-based management of marine ecosystems through various degrees and types of protective actions. Habitats such as coral reefs are especially susceptible to degradation resulting from climate change, as evidenced by mass bleaching events over the past two decades. Marine ecosystems are being altered by direct effects of climate change including ocean warming, ocean acidification, rising sea level, changing circulation patterns, increasing severity of storms, and changing freshwater influxes. As impacts of climate change strengthen they may exacerbate effects of existing stressors and require new or modified management approaches; MPA networks are generally accepted as an improvement over individual MPAs to address multiple threats to the marine environment. While MPA networks are considered a potentially effective management approach for conserving marine biodiversity, they should be established in conjunction with other management strategies, such as fisheries regulations and reductions of nutrients and other forms of land-based pollution. Information about interactions between climate change and more “traditional” stressors is limited. MPA managers are faced with high levels of uncertainty about likely outcomes of management actions because climate change impacts have strong interactions with existing stressors, such as land-based sources of pollution, overfishing and destructive fishing practices, invasive species, and diseases. Management options include ameliorating existing stressors, protecting potentially resilient areas, developing networks of MPAs, and integrating climate change into MPA planning, management, and evaluation.  相似文献

Comanagement has recently become the most popular approach for reconciling land claims and biodiversity conservation in South Africa and beyond. Following the resolution of land claims on protected areas in South Africa, comanagement arrangements have been created between the relevant conservation authorities and the land claimant communities who are legally awarded tenure rights to the land. However, it is doubtful that these partnerships constitute success for the former land claimants. Using the case of a “resolved” land claim in Mkambati Nature Reserve, Eastern Cape Province, as well as insights from comanagement literature, this paper identifies and discusses three key possible reasons for the unimpressive performance of comanagement in reconciling land restitution and conservation. The first one is the origins of the comanagement idea in the conservation of high value natural resources (e.g., fisheries, forestry), rather than in or including concerns for resource rights. The second reason is the neglect of key conditions for successful comanagement, as discussed in the comanagement literature. The final reason is the ambiguity in settlement agreements, including the use of terminology and concepts that reinforce unequal power relationships, with the state emerging as the powerful partner. This paper concludes that, unless there is a serious reassessment of the comanagement idea as a way of reconciling land reform and conservation, and a possible review of settlement agreements that have relied on comanagement, both the integrity of the “successful land claimant’s rights” and that of conservation remain under threat.  相似文献

The article analyses the possibilities of developing an integrated indicator and a model of the assessment of forests naturalness using the data from the database of mountainous spruce forests situated in the Western Carpathians of Slovakia. The article presents two variants of such a model, one based on discriminant analysis, while the second one using an additive approach. The analysis of the data from mountainous spruce forests revealed significant indicators of forest naturalness degree: the arithmetic mean of the ratio between crown length and tree height, the deadwood volume, the coverage of grasses, the coverage of mosses and lichens, and the aggregation index. In addition, the coefficient of variation of tree diameters was included in the final model, since its presence in the model had a positive influence on the correctness of the classification of the forest naturalness degree. The correctness of the classification of the proposed discriminant model was 74.5%. For the additive model, the ranges of the values of the integrated indicator were defined for every degree of forest naturalness by taking into account the error ranges of the arithmetic mean values and the percentiles of the values in individual degrees of forest naturalness. The overall correctness of the classification with the additive model was 63.4%. In the second step, the scheme how to apply the classification model of the forest naturalness degree in the decision-making process of designating as a forest protected areas was proposed. In this scheme, the degree of forest naturalness is considered as a basic criterion for the determination of nature-conservation value of forest ecosystems. As further decision-making criteria we identified the possibility to restore, or the possibility to improve the naturalness of less natural forest ecosystems, which are designated as protected; the occurrence of the endangered species; and the occurrence of other natural values.  相似文献

Throughout the wider Caribbean, marine protected areas (MPAs) are rapidly gaining momentum as a conservation tool, but management performance of existing MPAs is considered low. To enhance MPA management performance, stakeholders are increasingly being invited to discuss, debate, and develop rules about how people should interact with marine ecosystems. Using social and ecological data from a rapid assessment of 31 MPAs and their associated communities in the wider Caribbean, this study investigates stakeholder participation in MPA planning and management, and how participants' views of process quality relate to MPA performance. Findings indicate that (1) participants tended to be male, resource users, participate in community organizations, and have lived fewer years in the community associated with an MPA than non-participants; (2) simply participating was not associated with perceptions of the social and ecological performance of MPAs, however, perceptions of process quality were positively related to views of performance; and (3) resource users' perceptions of an MPA's ecological performance were likely shaped by a variety of factors. Conservation practitioners should be aware that participatory MPA processes are complex and require careful planning if they are to contribute positively to marine conservation efforts.  相似文献
