Overcapitalisation is one way in which fishing is said to exert a negative externality on the wider economy. Resources invested in fishing could be invested more productively in other sectors of the economy. The logical solution is the shift of resources, in particular scarce capital, from fishing to more profitable sectors. This paper examines the rural economy at Lake Chad and the implications from the results of a socio-economic survey of fishing households for potential fisheries management measures, in particular those which would limit or reduce the level of resources invested in the Lake's fishery. Survey results demonstrate a close link between the farming and fishing activities of many households and suggest that the integration of fishing and farming necessitate consideration of the inter-sectoral impacts of potential fisheries management measures.  相似文献

Wetlands are an environmental feature which deliver a variety of market and non-market goods and services. Established environmental economic theory separates the value of these goods and services into direct-use values, indirect-use values and non-use values. Given appreciation of all three, measurements can be derived to demonstrate the amount of public money that it may be feasible to allocate to the sustainable management of wetlands. However, in many cases, non-use values are ignored and the total economic value of wetlands can be severely undervalued. As a result, inadequate resources are fed into their management and environmental degradation occurs due to inappropriate commercial exploitation of the natural resource. Lake Kerkini, in northern Greece, is one such wetland area threatened by undervaluation and overexploitation for commercial purposes, and a resource whose management would benefit from the realization of non-use values. This study therefore uses the contingent valuation method to place a value on the non-use attributes of Lake Kerkini. It also examines the relationship between the revealed non-use values and the distance people live from the lake, highlights the personal characteristics which appear important in determining total willingness to pay and breaks total non-use value down into its component parts to suggest the most important non-use elements. The paper concludes that sustainable management of the lake is justified and provides evidence that substantial public monies are potentially available to protect and enhance the environmental value of the resource.  相似文献

ABSTRACT: The degradation of many lakes is the result of aging processes which have been accelerated by the activities of man. Where it is too late to prevent sedimentation and eutrophication problems, lake rehabilitation and protection comprise a resource management option warranting serious consideration. A Wisconsin Lake Renewal Demonstration Project has been evaluating several rehabilitation schemes for the past five years. A selected summary of Project lake rehabilitation activities, including nutrient inactivation, dilution, aeration, and several types of aquatic plant management, suggests the present status of lake rehabilitation.  相似文献

This paper presents the results of action research conducted from 2009 to 2015 on the dynamics of resource conflict concerning fisheries and livelihoods in the Tonle Sap Lake, as well as the institutional context and strategies for institutional adaptation to address such conflicts equitably. Over the past 15 years, Cambodia has made significant advances in building the policy framework, regulations and institutions to support community‐based fisheries management and increase the sector's contribution to the rural economy. However, fundamental challenges of increased resource conflict and loss of livelihoods by the most vulnerable remain. Key sources of conflict include destructive and illegal fishing practices, clearing of flooded forests, competing uses of land and water, and overlapping resource claims. Addressing these challenges requires collective action by all key actors: local fishers, the private sector, civil society, development partners, and government from the local to the national level. We identify and elaborate upon four governance priorities: (1) clarify roles and responsibilities in fisheries management; (2) link civil society and government efforts in law enforcement; (3) strengthen partnerships for livelihoods development; and (4) integrate fisheries management into decentralised development planning.  相似文献

ABSTRACT: Since the 1970s, there has been extensive experimentation with new approaches to water and land resources management at the state and local levels. There is a critical need to document, assess, and synthesize lessons learned from the nation's recent experience with subnational institutional changes in environmental management. This paper examines institutional changes aimed at more integrated water and related resources management at the substate level of government. We describe innovative institutional changes in a case study of Dane County, Wisconsin, and assess the implementation and preliminary consequences of these changes. Dissatisfaction with watershed and lake management results and perceptions of institutional inadequacy led to significant changes in the structure and rules for county resources management. A new entity was created to focus watershed management responsibilities. The scope of authority and powers were expanded. However, these changes all occurred within the framework of a general purpose unit of government. The new institutional arrangements have achieved a number of milestones, although it is premature to fully assess resource outcomes. The substantive changes, implementation tactics, and overall experience in Dane County's reforms - especially with regard to addressing intergovernmental tensions and decentralized management, limited authorities and funding, and public and constituency support - have useful implications for other substate efforts at more comprehensive and integrated water resources management.  相似文献

The status of fisheries in Chilika lake on the east coast of India is in a critical state. Local fishing communities feel that catches have reduced significantly and they face more hardships now to sustain their livelihoods. The study presents findings from field research and argues that notions of access are linked to community perceptions of the resource, the extent of authority they have to make decisions related to access and use rights and the traditional management strategies. State interventions through mechanization and new regulations have undermined the traditional management strategies leading to conflicts between different stakeholders and decline in traditional fisheries. There is a growing realization that without traditional fishing community's participation it is not possible to ensure sustainable use of the lake resources. Legitimizing community access and use rights is one of the key factors for successful management of fisheries.  相似文献

The local private sector currently plays an important role in the protection of biodiversity of the Tonle Sap Lake. Large parts of the lake and surrounding floodplain—so-called fishing lots—are auctioned for private exploitation of the rich fisheries. The owners of fishing lots go to great lengths to ensure that there is a maximum amount of fish inside the lot by protecting the area from disturbance and poaching. The core areas of the Tonle Sap Biosphere Reserve are situated inside such fishing lots. Although it is unintended, the fishing lots and the protective measures taken by their owners to maximize extraction of fish provide effective protection for the large colonies of water birds nesting inside the core areas on the floodplain and possibly for other elements of biodiversity. Plans to end the fishing lots system in the core areas and to replace it by more effective, public-sector management and protection are prepared. Will they be counterproductive and put the core areas and their biodiversity further at risk?  相似文献

The conceptual underpinnings for adaptive management are simple; there will always be inherent uncertainty and unpredictability in the dynamics and behavior of complex ecological systems as a result non-linear interactions among components and emergence, yet management decisions must still be made. The strength of adaptive management is in the recognition and confrontation of such uncertainty. Rather than ignore uncertainty, or use it to preclude management actions, adaptive management can foster resilience and flexibility to cope with an uncertain future, and develop safe to fail management approaches that acknowledge inevitable changes and surprises. Since its initial introduction, adaptive management has been hailed as a solution to endless trial and error approaches to complex natural resource management challenges. However, its implementation has failed more often than not. It does not produce easy answers, and it is appropriate in only a subset of natural resource management problems. Clearly adaptive management has great potential when applied appropriately. Just as clearly adaptive management has seemingly failed to live up to its high expectations. Why? We outline nine pathologies and challenges that can lead to failure in adaptive management programs. We focus on general sources of failures in adaptive management, so that others can avoid these pitfalls in the future. Adaptive management can be a powerful and beneficial tool when applied correctly to appropriate management problems; the challenge is to keep the concept of adaptive management from being hijacked for inappropriate use.  相似文献

The fisheries of Lake Victoria have undergone a major transformation over the last three decades. The character of the lake has been subject to the influence of many powerful factors including: substantial increases in fishing effort; growing integration into the global fish market; acceleration of anthropogenic activities in the catchment area; demographic change; the influence of adverse shifts in the climate; and introduction of exotic plant and animal species. The task of managing the lake's resources, therefore, has never been more daunting. This article argues that, in most cases, the authorities charged with achieving the goal of sustainable development for the fishery, have failed to address the symptoms—let alone the origins—of the current unsustainable tendencies embedded in the social, economic and political fabric of Lake Victoria's riparian States. It is these factors that directly impinge upon the success of management initiatives for the lake. The article argues that if sustainable development is to be achieved, then stakeholders must act in concert, eliminate unsustainable practices and reprogramme development plans to focus on realistic goals. A possible way forward will be to develop a participatory management system.  相似文献

The major barriers to successful lake management are institutional. However, in contrast to the technical and limnological dimensions of lake management, the institutional aspects of managing lakes have received little attention. The institutional factors that are important for successful lake management outcomes are: overlapping areal jurisdiction among governmental units, fragmented functional program responsibilities, ineffective coordination, limited authority, financial constraints, private sector roles, and inadequate public awareness and consensus. The range of typical institutional problems confronting lake management are well illustrated through experiences from the state of Wisconsin, USA. Because lake management programs with institutional shortcomings rarely realize their goals, it is critical to assimilate, evaluate, and apply our experience to date with the institutional arrangements necessary to effectively manage lake resources.  相似文献

The fisheries of Lake Victoria have reached a critical stage in their development: catches are declining, and there is increasing evidence of hardship amongst the fishing communities. In an effort to countermand the reduction in the flow of economic benefits the lake's riparian states are collaborating with international agencies to develop a fisheries management strategy that would be based on a partnership between stakeholders. One possible area for such collaboration is via the devolution of certain access controls to fishing communities. This paper describes findings from recent research and argues that notions of access are linked to community perceptions of the resource, control over it and their own individual and collective manoeuvrings designed to retain and improve livelihoods.  相似文献

This paper argues that stakeholder capitalism is more appropriate to natural resource management and rural development in Africa than other varieties of capitalism. It examines different management arrangements in Kenyan Lake Victoria fisheries resources to argue that whilst stakeholder capitalism is still far from being the mainstream model of capitalism in Kenya, theoretically and empirically, it is more appropriate to sustainable development than the Anglo‐Saxon variety of capitalism that the country inherited from its British colonizers. The paper demonstrates that the concepts of ownership and management rights are social, economic and political constructs that are continuously contested, with huge implications for sustainable development and natural resource management.  相似文献

Recently, collaborative approaches to natural resource management have been widely promoted as ways to broaden participation and community involvement in furthering the goals of ecosystem management. The language of collaboration has even been incorporated into controversial legislation, such as the US Healthy Forests Restoration Act of 2003. This research examines collaboration and sharing management responsibility for federal public land with local communities through a case study of the Ashland Municipal Watershed in southern Oregon. A policy sciences approach is used to analyze community participation and institutional relationships between the US Department of Agriculture, Forest Service, and local city government in the planning processes of five land management actions occurring over a 7-year period. The knowledge gained from examining differing approaches to planning and decision making in the Ashland watershed is used to suggest future planning processes to develop and sustain the community capacity necessary to support implementation of community-based ecosystem management.  相似文献

Natural resource management has traditionally been organized within discrete land, water, and fishery resource sectors. However, emerging environmental problems often cross these boundaries, and managers have struggled to find effective planning approaches for multi-resource concerns. No case better exemplifies these challenges than efforts to ensure sufficient flows of water for salmon in the Pacific Northwest. In this study, we investigate the organizational experiences of collaborative water and salmon recovery planning groups in the Puget Sound region of Washington. Using conceptual frameworks from organizational sociology, we examine how different regulative, normative, and cultural-cognitive institutional forces shape the structure and behavior of both water and salmon recovery planning groups. Data obtained through content analysis of planning documents and interviews with natural resource planners illustrate that legal structures, shared intra-group norms, and the distinct organizational cultures of water and salmon recovery groups constrain these organizations' ability to address linked water-for-salmon concerns. These findings illustrate that assessing institutional and organizational arrangements may be equally as important as understanding hydrology and biology when attempting to forward an integrated approach to water and fisheries management.  相似文献

Lake Erie water quality has improved dramatically since the degraded conditions of the 1960s. Additional gains could be made, but at the expense of further investment and reductions in fishery productivity. In facing such cross-jurisdictional issues, natural resource managers in Canada and the United States must grapple with conflicting objectives and important uncertainties, while considering the priorities of the public that live in the basin. The techniques and tools of decision analysis have been used successfully to deal with such decision problems in a range of environmental settings, but infrequently in the Great Lakes. The objective of this paper is to illustrate how such techniques might be brought to bear on an important, real decision currently facing Lake Erie resource managers and stakeholders: the choice of new phosphorus loading targets for the lake. The heart of our approach is a systematic elicitation of stakeholder preferences and an investigation of the degree to which different phosphorus-loading policies might satisfy ecosystem objectives. Results show that there are potential benefits to changing the historical policy of reducing phosphorus loads in Lake Erie.  相似文献

This article attempts to analyse the social interface between formal institutions and local fishing communities along the Pamba‐Achankovil River Basin in Kerala, India. It examines primarily the nature of the relationship between state agencies and traditional fishing communities in the context of (i) enforcing certain formal regulations of resource use and (ii) implementing resource enhancement programmes. The article also analyses the nature of social interfaces that emerge when local level formal organizations, such as cooperatives and gram panchayats, take up resource management or community welfare schemes on behalf of the traditional fisherfolk in the study region. Social interfaces can be understood in terms of social processes, such as cooperation, accommodation and conflicts between various actors involved in fisheries management. The article is based on ethnographic fieldwork. Interview guides and focus group discussions were the primary tools of data collection. The findings show that the relationships between formal institutions and traditional riverine fishing communities lack mutual trust. Conflicts between fishing communities and state agencies emerge when the formal institutions threaten or contradict those elements of local culture that sustain livelihood needs. Conflicts and discontent with a particular formal institution can also lead to the modification or violation of coexisting institutional arrangements.  相似文献

In France, freshwater recreational fishing management does not sufficiently satisfy anglers. Fishing effort is too high creating congestion costs and environmental quality is low while there is a positive willingness-to-pay for improvements. These inefficiencies are explained by three phenomena. First, private property rights are attenuated under institutional pressure. Second, recreational fishing is managed as an open access resource over the whole territory. Finally, halieutic policies focus on the protection of environmental resources and are inefficient at maximizing the social rent provided by recreational fisheries. Fishing effort regulation and environmental services provision following the beneficiary-pays principle could improve collective welfare. Social pricing could ensure equity in access to the resource.  相似文献

Lake water eutrophication has become one of the most important factors impeding sustainable economic development in China. Knowledge of the current status of lake water eutrophicatoin and determination of its mechanism are prerequisites to devising a sound solution to the problem. Based on reviewing the literature, this paper elaborates on the evolutional process and current state of shallow inland lake water eutrophication in China. The mechanism of lake water eutrophication is explored from nutrient sources. In light of the identified mechanism strategies are proposed to control and tackle lake water eutrophication. This review reveals that water eutrophication in most lakes was initiated in the 1980s when the national economy underwent rapid development. At present, the problem of water eutrophication is still serious, with frequent occurrence of damaging algal blooms, which have disrupted the normal supply of drinking water in shore cities. Each destructive bloom caused a direct economic loss valued at billions of yuan. Nonpoint pollution sources, namely, waste discharge from agricultural fields and nutrients released from floor deposits, are identified as the two major sources of nitrogen and phosphorus. Therefore, all control and rehabilitation measures of lake water eutrophication should target these nutrient sources. Biological measures are recommended to rehabilitate eutrophied lake waters and restore the lake ecosystem in order to bring the problem under control.  相似文献

Adopting a new paradigm for natural resource and environmental policy that emphasises continuous change, adaptation and learning demands a new approach to evaluation to enable improvements in the way these initiatives contribute to sustainable resource use. Evaluation is fundamental to identifying change, supporting an adaptive approach that is flexible enough to meet the challenge of change, and enabling learning at individual, community, institutional and policy levels. Based on a consideration of changing approaches to natural resource management (NRM) policy and observations and experiences in the practical assessment of on-the-ground initiatives, the authors develop a set of principles for evaluation in NRM that: (a) addresses evaluation from a systems perspective, (b) links objective to consequence, (c) considers the fundamental assumptions and hypotheses that underpin core policy or program objectives, (d) is grounded in the natural resource, policy/institutional, economic, socio-cultural and technological contexts of implementation in practice, (e) establishes practical and valid evaluation criteria by which change can be monitored and assessed, (f) involves methodological pluralism including both quantitative and qualitative methods to ensure rigour and comprehensiveness in assessment, and (g) integrates different disciplinary perspectives (i.e. social, economic, environmental, policy and technological). The paper develops a systems-based evaluation framework that incorporates these principles and also recognises the multiple levels and nested nature of NRM policy, namely: problem characterisation, policy formulation and intent, program logic, and on-ground implementation. Finally, we demonstrate its utility through application to three contrasting Australian case studies: a community-based Integrated Catchment Management policy implementation; a resource information delivery system; and the development of a Decision Support System.  相似文献
