Summary Biosphere reserves are protected areas of representative environments internationally recognised for their value for conservation and for their ability to provide the scientific knowledge, skills and human values to support sustainable development. Biosphere reserves — as a part of the UNESCO programme Man and the Biosphere (MAB) — make up a world-wide network sharing research information on ecosystem conservation, management and development. They include strictly protected core-areas — representative examples of natural or minimally disturbed ecosystems. Core areas are surrounded by buffer zones in which research, environmental education and training and recreation can take place. Buffer zones are, in turn, surrounded by transition areas, large open areas where the aim is to ensure rational development of the natural resources of the region. At present, twelve biosphere reserves are designated in Germany, covering in all an area of 11,589 km2. The role of biosphere reserves to support sustainable development in Germany and Europe is discussed.Karl-Heinz Erdmann is a geographer and Deputy Secretary General at the Secretariat of the German National Committee for the UNESCO Programme on Man and Biosphere (MAB), Federal Agency for Nature Conservation. Regulations to implement the National Environmental Policy Act state that environmental impact statements shall be written in plain language. Federal land management agencies operate under this guideline when they prepare plans for their lands. We examined 23 agency plans, using the Flesch Reading Ease Scale, to determine if they met this criterion. The scores show that the plans are written for people with three to six years of college education, far beyond the reading ability of the average person. The results suggest that the plans may limit or bias who participates in agency planning. National policy on the readability of the plans needs to be clarified, and agencies need to evaluate, and defend or revise, their writing programs.  相似文献

We present a comparison of the climate in prospective states or sites under consideration for the eastern repository for high-level nuclear waste in the United States.We found that atmospheric conditions over several south-eastern sites rank lower than the other prospective areas in effective dispersal, as perFederal Register 10CFR 960.5-2-3 (1984). Also, damage rates in North Carolina and Virginia, and death rates in Virginia, from tropical storms and hurricanes exceed those of the other candidate states. These storms, as well as other mechanisms, subject piedmont Virginia and North Carolina to a high frequency of flash flooding. Death rates from all weather-related causes (including winter storms, tornadoes, and weather-related vehicle accidents) are also highest in Virginia and North Carolina. This finding is rather surprising in light of tornado and blizzard frequencies in northern candidate states.Based upon a 20-year study of damage and mortality figures from the US Department of Commerce publicationStorm Data for all weather-related causes, Virginia and North Carolina rank highest. If this is taken as a measure of relative compliance withFederal Register potentially adverse condition 960.5-2-3[c][2] pertaining to the history of severe weather phenomena in relation to repository siting, then these states are the least favorable from a climatic viewpoint.  相似文献

Scholarly critics such as Wendell Berry, as well as the popular media, frequently refer to problems associated with agriculture as the agricultural crisis or the farm crisis. Despite the identification of a problem or problems as symptomatic of this crisis, scant attention is paid to why the situation is a social crisis as opposed to a problem, tragedy, trend, or simple change in the structure of agriculture. This paper analyzes the use of social crisis as applied to the state of modern agriculture and, by extension, other crises such as those in legitimation and morality. It concludes that, although important social values associated with farming as a way of life may be in danger of being lost, the crisis we may be facing with respect to agriculture is more properly understood as a sociopolitical crisis that has broader implications than simply the loss of farms or traditional farming values. Indeed, what is in danger of being lost is our ability to affect a secure and sustainable political-economic system.  相似文献

Summary To solve environmental problems a vast amount of manpower, material and financial resources has been spent. Some people consider that this is necessary, and a reasonable price which human beings must pay for development, especially industrialisation. Maybe it is true. But can people solve the environmental problems of developing countries better when they have learned the experiences and lessons of developed countries? One possible way is proposed in this paper, which makes a special reference to the real situation in China. The fundamental idea is to develop and apply appropriate technologies in the phase of national industrialisation. This will help developing countries to achieve desired environmental effects more economically. The appropriate technologies mentioned in the paper are of two kinds: appropriate industrial production technologies and appropriate environmental technologies. The development of the former will help to reduce environmental pollution and other problems caused by industrialisation. The development of the latter will enable developing countries to keep an acceptable environmental quality within a controlled cost. In the paper the definition of appropriate technologies is clarified, and the criteria for the selection and evaluation of appropriate technologies are proposed. The possibility of a realisation of developing the economy and protecting the environment at same time is then analysed. The conclusion is that development and application of appropriate technologies is an optimal strategy when the real conditions of developing countries like China are considered. Bioassessment is used worldwide to monitor aquatic health but is infrequently used with risk-assessment objectives, such as supporting the development of defensible, numerical water-quality criteria. To this end, we present a generalized approach for detecting potential ecological thresholds using assemblage-level attributes and a multimetric index (Index of Biological Integrity—IBI) as endpoints in response to numerical changes in water quality. To illustrate the approach, we used existing macroinvertebrate and surface-water total phosphorus (TP) datasets from an observed P gradient and a P-dosing experiment in wetlands of the south Florida coastal plain nutrient ecoregion. Ten assemblage attributes were identified as potential metrics using the observational data, and five were validated in the experiment. These five core metrics were subjected individually and as an aggregated Nutrient–IBI to nonparametric changepoint analysis (nCPA) to estimate cumulative probabilities of a threshold response to TP. Threshold responses were evident for all metrics and the IBI, and were repeatable through time. Results from the observed gradient indicated that a threshold was 50% probable between 12.6 and 19.4 g/L TP for individual metrics and 14.8 g/L TP for the IBI. Results from the P-dosing experiment revealed 50% probability of a response between 11.2 and 13.0 g/L TP for the metrics and 12.3 g/L TP for the IBI. Uncertainty analysis indicated a low (typically 5%) probability that an IBI threshold occurred at 10 g/L TP, while there was 95% certainty that the threshold was 17 g/L TP. The weight-of-evidence produced from these analyses implies that a TP concentration > 12–15 g/L is likely to cause degradation of macroinvertebrate assemblage structure and function, a reflection of biological integrity, in the study area. This finding may assist in the development of a numerical water-quality criterion for TP in this ecoregion, and illustrates the utility of bioassessment to environmental decision-making.  相似文献

Colorado, USA, developed the Joint Review Process (CJRP) in 1978 to coordinate the application and review of permits required for major development projects. Since then, the state has used the process on over 20 projects. This study examined whether the CJRP has achieved its primary goals—enhanced coordination of agencies, enhanced public participation, and strengthened communication between agencies and project sponsors— and several related secondary goals. The success of the process was measured through a survey of 54 key people who had been directly involved with the process. Those surveyed included federal and state agency staff, local agency managers, corporate officers, private consultants, and environmental leaders. All groups, with one exception, agreed that the process achieved its primary goals and that it should be retained. Environmental leaders were neutral about whether the process enhanced public participation and about retaining the process. The report concludes with a review of recommended improvements to and applications of the CJRP.  相似文献

Summary In part one of this paper (The Environmentalist,1990, pp.301–309) it was shown that conventional economic accounting does not reveal the actual damage to the natural environment, although an ever-increasing share of the Gross National Product is being spent for environmental protection activities. In this, part two of the paper, on the basis of acceptable conventions, the results of an empiric research on defensive expenditures in the GNP are presented, again taking the Federal Republic of Germany as an example. The authors would like to see more research of this type in order to understand better the environmental impacts and the structural deficiencies of modern industrial society. The virtue of trust is often spoken of as central to the work of dietitians working in nutrition counseling, especially in the context of disordered eating/eating disorders nutrition therapy. Indeed, dietitians are purported to be the most trusted source of information on nutrition and food by professional associations such as Dietitians of Canada. Here trust is explored through educational, relational, and virtue theory in order to elucidate trusts meaning and relevance to dietitians work and interactions with each other, including the general public. If dietitians are to continue to be trusted during times of skepticism in expert knowledge, reflexivity, active contestation, and moral testing in the context of our socio-political milieu need be employed so that we as a profession may respond to clients in respectful, authentic, meaningful ways; practices worthy of our trust.  相似文献

Detailed analysis of an energy conservation program implemented on a 46 story government building is presented. Conservation was achieved by reduced lighting, changes in building operating hours, thermostat settings of 20C (68F) in the winter and 27C (80F) in the summer, and the elimination of air conditioning reheat. As a result, energy consumption in the summer was reduced by 54 percent. A survey of the occupants' thermal comfort and the insulating value of thei r clothing was taken. In the summer 68 percent were comfortable compared with 80 percent in the winter. The insulating value of the clothing worn by the women was consistently less than that of the men; the difference was largest in the summer. Though the temperatures in the occupied spaces were not as cold or as warm as the thermostat settings, the survey indicates that comfort could be improved if occupants dressed more appropriately for the expected thermal environment of the work place.An energy analysis with a building simulation program (NBSLD) was also undertaken. The simulated energy consumption was within 5 percent of the measured values. Additional large savings may be achieved in this and similar buildings through a reduction in the energy cost of transporting air and chilled and hot water around the building for the environmental control systems.  相似文献

The physicochemical characteristics of the recipient environment into which chemical contaminants are deposited may influence their chemical speciation, mobility, bioavailability, and toxicity. In formulating Water Quality Criteria, the Environmental Protection Agency of the United States (EPA) considered the modifying effect of abiotic environmental factors on pollutant toxicity in an innovative regulatory approach. Scientific knowledge of the interactions and correlations between pollutant toxicity and abiotic factors remains limited. Recognition of the influence of the physicochemical characteristics of the recipient environment on pollutant toxicity has implications for the eventual formulation of regional, rather than uniform and national, criteria. In addition, in developing Water Quality Criteria that incorporate the effects of pollutants on aquatic life, EPA primarily focused on toxicity to aquatic animals and plants (including unicellular algae). The effects of pollutants on microbe-mediated ecological processes that are necessary for maintaining the state and quality of the ecosphere (such as biogeochemical cyclings, litter decomposition, and mineralization) were not included in the formulation of the Water Quality Criteria. To facilitate the recognition and quantification of adverse effects of pollutants on these ecological processes, the development of a computation, termed the ecological dosage 50% (EcD50) is recommended. Such a formulation could also be applied to setting environmental quality criteria for terrestrial ecosystems.  相似文献

The Chemical Accidents Response Information System (CARIS) was developed at the Center for Chemical Safety Management in South Korea in order to track and predict the dispersion of hazardous chemicals in the case of an accident or terrorist attack involving chemical companies. The main objective of CARIS is to facilitate an efficient emergency response to hazardous chemical accidents by rapidly providing key information in the decision-making process. In particular, the atmospheric modeling system implemented in CARIS, which is composed of a real-time numerical weather forecasting model and an air pollution dispersion model, can be used as a tool to forecast concentrations and to provide a wide range of assessments associated with various hazardous chemicals in real time.This article introduces the components of CARIS and describes its operational modeling system. Some examples of the operational modeling system and its use for emergency preparedness are presented and discussed. Nature quality in relation to farming is a complex field. It involves different traditions and interests, different views of what nature is, and different ways of valuing nature. Furthermore there is a general lack of empirical data on many aspects of nature quality in the farmed landscape. In this paper we discuss nature quality from the perspective of organic farming, which has its own values and goals in relation to nature – the Ecologist View of Nature. This is in contrast to the Culturist View characteristic of much conventional agriculture and the Naturalist View characteristic of the traditional biological approach to nature quality. This threefold distinction forms a framework for exploration of nature quality criteria in the farmed landscape. The traditional work on nature quality has mainly focused on biological interests based on a Naturalist View of Nature. In this paper we will explore how criteria for nature quality based on the Ecologist View can be developed and thereby feed into the ongoing discussion of the development of the organic farming practices. We suggest additional criteria for nature quality based on an Ecologist View of Nature: biodiversity, habitat diversity, extent and structure, functional integrity of habitats and agro-ecosystems, landscape integrity, accessibility, and experientiality. The larger set of Naturalist and Ecologist criteria can provide a wider and more balanced basis for developing nature quality indicators that are relevant in the farmed landscapes. This broader approach to nature quality is also expected to benefit the general societal discussions and decisions on farming and nature.  相似文献

Military installations provide important native habitat for songbirds, including many species that have experienced population declines in recent decades. As part of the Land Condition Trend Analysis (LCTA) program to monitor animal populations on military lands, we surveyed small (<250 g) breeding landbirds on 60 permanent plots on the Fort Riley Military Installation in northeastern Kansas from 1991 to 2002. During this period, species richness averaged 39.0 species (SE 0.9)/year and mean species richness per plot ranged from 3.6 species (SE=0.2)/plot (1999) to 7.5 species (SE=0.3)/plot (1992). Turnover (the appearance and disappearance of species on all plots from one year to the next) ranged from 5 species (2000–2001) to 16 species (1992–1993) and was driven primarily by turnover of woodland species. We developed an index of relative difference (C) to evaluate relative trends of local populations and found that 25 species declined, 15 species increased, and 7 did not change. Based on migration assemblages, more resident species (6 of 10) and more short-distant migrants (9 of 12) decreased than long-distance migrants (10 vs. 11). Our analysis of major vegetation communities on plots showed few changes in the quantity of habitats (grassland vs. woodlands) during the study. Our results indicate that Fort Riley provides important habitats for many landbirds, particularly those that require grasslands for breeding. Several species exhibited local declines when compared to the regional Breeding Bird Survey routes. We offer an approach that evaluates population changes of small landbirds and provides objective inputs for conservation directives. These can be adopted easily for use on military installations (that use LCTA), parks, and wildlife refuges that have data from annual breeding bird surveys.  相似文献

This essay contends that the ascendancy of Western liberalism after the Enlightenment worked catalytically on the development of both the Industrial Revolution and a modern agrarianism based on the widespread dispersal of small-scale property ownership. Due to power dynamics, however, as well as the liberal faith in inevitable progress, agrarian thought has remained a marginal concern in Western politics, economics, and education. Although the agrarian philosophical tradition in the United States was created by the same liberal rhetoric and argumentation that gave birth to industrialism, the two world views hinged on vastly different interpretations of the same concepts. One aim of this essay is to sort out these differences and examine their implications for a contemporary reconsideration of agrarian thought.  相似文献

Arsenic levels in seawater, microplankton (diatoms and dinoflagellates), shrimp (Penaeus semisulcatus), mollusc (Cerithium scabridum) and five types of fish (Maid, Nakroor, Nuwaiby, Suboor and Sheim) in five sampling stations (I–V) off the Kuwait coast were determined during the years 1995 to 1999. The maximum mean concentration of arsenic was observed in the order; the five fish (0.50–0.78 g g–1)> mollusc (0.26 g g–1)> shrimp (0.23 g g–1)> particulate matter (0.03 g g–1)> water and phytoplankton (0.02 g g–1) from all the sites of the Kuwait coast. Station II possessed the maximum arsenic levels. In comparison with the arsenic levels in other parts of the globe, low arsenic levels were observed in most of the marine organisms off the Kuwait Coast. However, an increasing trend in arsenic concentrations was anticipated due to rapid local industrialization and on account of recent spills of arsenic compounds.  相似文献

Due to assimilation of recycled CO2 from litter decomposition and photosynthetic changes in carbon fractionation at low light levels, the foliage at the base of a forest is often more depleted in13C compared to that exposed to the atmosphere in either the canopy or in open clearings. This is referred to as the canopy effect. African research has indicated that these habitat differences in foliar 13C can be substantial enough to affect the carbon isotope ratios of resident fauna. Previous work documenting a 30-year chronology on moose teeth from Isle Royale National Park indicated a progressive depletion in13C and suggested that this could be due to forest regrowth following extensive burning. The present study examined the assumption implicit in this hypothesis that foliar 13C varies between open and closed boreal forest sites. I found a marginal canopy effect of 2 13C difference between upper canopy and ground flora for a forest in northwestern Ontario and an average difference of 1.2 in under- and mid-story vegetation between closed forests and open clear-cuts. Because of these small differences, the utility of carbon isotope analysis in quantifying temporally integrated exploitation of deforested habitats will be low for northern boreal locations. In denser forests, such as those in the tropics or western North American where the canopy effect can be expected to be much greater, 13C analysis may still offer some promise for determining selection by wildlife of disturbed habitats.  相似文献

It is commonly believed that we humans are justified in exploiting animals because we are higher beings:persons who have highly complex, autonomous lives as moral agents. However, there are many marginal humans who are not and never will be persons. Those who think it is permissible to exploit animal nonpersons but wrong to do the same to human nonpersons must show that there is a morally relevant difference between the two groups. Speciesists, who believe that membership in a species whose normal adults are persons is sufficient for a right to life, attempt to do just this. As the failure of the best arguments which can be marshalled on their behalf indicates, they are unable to justify their view. I conclude that, although there is a morally relevant difference between human nonpersons and most animal nonpersons, this difference is not an indication of superior moral status. We would do better to abandon speciesism and the assumption thatpersonhood is morally paramount for a view which implies that both human and nonhuman nonpersons are morally considerable and have a right to life.  相似文献

This paper suggests a way of classifying human physical environment according to its location and function. Environmental science is viewed as a branch of ecology, and the concept of the complex ecosystem is introduced. By using differential equations, the author draws attention to four factors that must be considered when evaluating the effect of any environmental agent on a human subject: the agent's extensive quality of rate of flow, its intensive quality of concentration or intensity, duration of the subject's exposure, and the uniformity of agent's stress in space and time. The environmental agents, individually or in jointly acting groups, produce environmental stress, which acts on the subject to produce strain and its contingent symptoms. The microclimate in this setting can be classified according to the type of stress involved. The human physical environment may be evaluated in three ways: objectively, subjectively, and from the standpoint of regulations or standards. The benefit or advantage of using this equation in evaluating or measuring the human physical environment is discussed.  相似文献
