Technical assessments of vulnerability and/or risk are increasingly being undertaken to assess the impacts of climate change. Underlying this is the belief that they will bring clarity to questions regarding the scale of institutional investments required, plausible adaptation policies and measures, and the timing of their implementation. Despite the perceived importance of technical assessments in 'evidence-based' decision environments, assessments cannot be undertaken independent of values and politics, nor are they capable of eliminating the uncertainty that clouds decision-making on climate adaptation As such, assessments can trigger as many questions as they answer, leaving practitioners and stakeholders to question their value. This paper explores the value of vulnerability/risk assessments in climate change adaptation planning processes as a catalyst for learning in four case studies in Southeastern Australia. Data were collected using qualitative interviews with stakeholders involved in the assessments and analysed using a social learning framework. This analysis revealed that detailed and tangible strategies or actions often do not emerge directly from technical assessments. However, it also revealed that the assessments became important platforms for social learning. In providing these platforms, assessments present opportunities to question initial assumptions, explore multiple framings of an issue, generate new information, and galvanise support for collective actions. This study highlights the need for more explicit recognition and understanding of the important role social learning plays in climate change vulnerability assessments and adaptation planning more broadly.  相似文献

Fires are critical elements in the Earth System, linking climate, humans, and vegetation. With 200–500 Mha burnt annually, fire disturbs a greater area over a wider variety of biomes than any other natural disturbance. Fire ignition, propagation, and impacts depend on the interactions among climate, vegetation structure, and land use on local to regional scales. Therefore, fires and their effects on terrestrial ecosystems are highly sensitive to global change. Fires can cause dramatic changes in the structure and functioning of ecosystems. They have significant impacts on the atmosphere and biogeochemical cycles. By contributing significantly to greenhouse gas (e.g., with the release of 1.7–4.1 Pg of carbon per year) and aerosol emissions, and modifying surface properties, they affect not only vegetation but also climate. Fires also modify the provision of a variety of ecosystem services such as carbon sequestration, soil fertility, grazing value, biodiversity, and tourism, and can hence trigger land use change. Fires must therefore be included in global and regional assessments of vulnerability to global change. Fundamental understanding of vulnerability of land systems to fire is required to advise management and policy. Assessing regional vulnerabilities resulting from biophysical and human consequences of changed fire regimes under global change scenarios requires an integrated approach. Here we present a generic conceptual framework for such integrated, multidisciplinary studies. The framework is structured around three interacting (partially nested) subsystems whose contribute to vulnerability. The first subsystem describes the controls on fire regimes (exposure). A first feedback subsystem links fire regimes to atmospheric and climate dynamics within the Earth System (sensitivity), while the second feedback subsystem links changes in fire regimes to changes in the provision of ecological services and to their consequences for human systems (adaptability). We then briefly illustrate how the framework can be applied to two regional cases with contrasting ecological and human context: boreal forests of northern America and African savannahs.  相似文献

全球变化及其相关的适应性研究是当前地学领域研究的焦点问题之一。在综述国内外相关研究成果的基础上,辨析全球变化、适应性等相关概念,梳理适应性研究的发展进程和侧重点,将其归纳为依附脆弱性研究和独立研究两大类。其中,依附脆弱性研究将脆弱性看作是适应能力的函数,研究主要集中在脆弱性评价下的适应指数研究、影响子因素分层研究与策略研究等几大部分;而独立适应性研究,通过构建完整的体系,研究集中在以指标评价法为代表的适应能力研究和以情景模拟法为代表的适应策略预测分析上。地学研究强调适应性的尺度问题,未来需加强对不同尺度规模适应性研究的定量分析,建立跨尺度适应性研究框架;深入研究城市适应全球变化的能力与策略;同时加强适应性研究相关技术和工具的开发,以提高适应能力评估的准确性及适应策略的科学性。  相似文献

Climate change is already affecting ecosystems in protected forest areas. The Intergovernmental Panel on Climate Change (IPCC) has predicted its impacts will accelerate rapidly over the coming decades. The components of vulnerability have been defined as exposure, sensitivity and the capacity to adapt to climate change. Vulnerability, however, is not an easy concept for policy makers, local communities and other affected stakeholders to understand. This paper illustrates the use of participatory processes in understanding climate change adaptation and defines indicators for assessing the vulnerability of the Javan rhino's national park habitat in Indonesia. The processes generated local vulnerability indicators, organised hierarchically as principles, criteria and indicators (PCIs). While vulnerability principles and criteria were pre-determined and globally defined, the indicators were designed to address the local context. We found the PCIs to be practical tools for communicating vulnerability and for multi-stakeholder dialogues on vulnerability to climate change.  相似文献

Climate variability and change mitigation and adaptation policies need to prioritize land users needs at local level because it is at this level that impact is felt most. In order to address the challenge of socio-economic and unique regional geographical setting, a customized methodological framework was developed for application in assessment of climate change vulnerability perception and adaptation options around the East African region. Indicators of climate change and variability most appropriate for the region were derived from focused discussions involving key informants in various sectors of the economy drawn from three East African countries. Using these indicators, a structured questionnaire was developed from which surveys and interviews were done on selected sample of target population of farming communities in the Mt. Kenya region. The key highlights of the questionnaire were vulnerability and adaptation. Data obtained from respondents was standardized and subjected to multivariate and ANOVA analysis. Based on principle component analysis (PCA), two main vulnerability categories were identified namely the social and the bio-physical vulnerability indicators. Analysis of variance using Kruskal-Wallis test showed significant statistical variation (P ≤ 0.05) in the perceived vulnerability across the spatial distribution of the 198 respondents. Three insights were distinguished and were discernible by agro-ecological zones. Different vulnerability profiles and adaptive capacity profiles were generated demonstrating the need for prioritizing adaptation and mitigation efforts at local level. There was a high correlation between the bio-physical and social factor/livelihood variables that were assessed.  相似文献

According to the targets set for sustainability, integrating the principles of sustainable development into country policies and programs is one of the main goals for development projects. A major challenge in the development field is cross-sectoral integrated planning and achieving multi-stakeholder consensus for collaborative joint projects, especially when sustainability is a goal. This increases the complexity of the multi-stakeholder interaction in decision making and requires enhanced mechanisms for stakeholder participation, coordination, and commitment beyond narrow self-interest. A critical aspect in the decision making process is to enable stakeholders to not only interpret and make decisions based on expert judgments, but also to appropriately involve the relevant parties in the research and decision making process. Therefore, scientific analyses in multi-stakeholder contexts have to be more transparent, participatory, and stakeholder-based in order to provide useful information to assist responsible decision making.This paper presents an outline of a stakeholder-based life cycle assessment approach that can be used to support sustainable decision making in multi-stakeholder contexts. The framework is discussed and compared to other common methods used to support environmental decision making in development projects. We argue that the fundamental concept of life cycle thinking can be effectively used to incorporate stakeholders in the research and decision making process, which can lead to more comprehensive, yet achievable assessments in collaboration with stakeholders. Life cycle thinking is not just a way to examine environmental impacts of activities, but also a way to comprehend and visualize a broader set of upstream and downstream consequences of decisions in development planning and implementation. A life cycle framework including the mapping of stakeholder involvement at each activity in upstream and downstream stages would give stakeholders a holistic view that they otherwise may not have.  相似文献

Additional finance for adaptation is an important element of the emerging international climate change framework. This paper discusses how adaptation funding may be allocated among developing countries in a transparent, efficient and equitable way. We propose an approach based on three criteria: the climate change impacts experienced in a country, a country’s adaptive capacity and its implementation capacity. Physical impact and adaptive capacity together determine a country’s vulnerability to climate change. It seems both efficient and fair that countries which are more vulnerable should have a stronger claim on adaptation resources. The third dimension, implementation capacity, introduces a measure of adaptation effectiveness. Rough indicators are proposed for each of the three dimensions. The results are indicative only, but they suggest a strong focus of initial adaptation funding on Africa. African countries are highly vulnerability in part because of the severity of expected impacts, but also because of their very low adaptive capacity. However, their implementation capacity is also limited, suggesting a need for technical assistance in project implementation.  相似文献

This paper addresses the combined effects of two sources of disturbance on the boreal forest – climate change and the economic relations of industrial forestry. It describes a theoretical blueprint constructed of concepts from the theory of dissipative structures (derived from the discipline of physical chemistry) and world-systems theory (derived from the discipline of sociology) into a proposed integrated theory pivoting on the concept of social vulnerability. The goal is to examine the key concepts of this theory – vulnerability, resilience and adaptive capacity – as elements of the complex systems perspective provided by dissipative structure principles. The focus on social vulnerability provides the means to establish the role of external economic linkages relevant to industrial forestry – the core/periphery relations of the world-system – as they influence the social vulnerability of the boreal forest SESs. These systems are posited as embedded peripheries, following world-system criteria, and as the focal scale of analysis within a larger hierarchically organized dissipative structure. The goal is to suggest and stimulate ideas for further discussion and exploration, motivated by the premise that any successful climate change mitigation efforts depend on having sound theoretical foundations on which to stand.  相似文献

The field of climate change is full of uncertainties that are limiting strategic disaster risk reduction planning. In this paper, however, we argued that there is lot to do before we get our hands on reliable estimates of future climate change impacts. It includes bringing together different stakeholders in a framework suggested in this paper, developing case studies that reflect long-term local impacts of climate change, capacity building of local stakeholders that enables them to take decisions under uncertainty etc. We proposed a simple scheme that brings together climate, disaster and policy community together to start a dialogue in a run-up to understanding wider aspects of long-term risk reduction at local level. Strategic thinking, which has only been restricted to national and regional planning to date, needs to be inculcated in local level disaster risk reduction and policy personnel as well. There is a need to move from the attitude of considering local level players as ‘implementers’ to ‘innovators’ for which developing a network of self learning and evolving organizations are required at the local level.  相似文献

Local governments and communities have a critical role to play in adapting to climate variability and change. Spatial vulnerability assessment is one tool that can facilitate engagement between researchers and local stakeholders through the visualisation of climate vulnerability and the integration of its biophysical and socio-economic determinants. This has been demonstrated through a case study from Sydney, Australia where a bushfire vulnerability assessment was undertaken as the first-step in a project to investigate local government perceptions of climate vulnerability and adaptive capacity. A series of relevant biophysical and socio-economic indicators was identified that represented the region’s exposure, sensitivity and adaptive capacity with respect to bushfires. These indicators were then combined to develop maps of net landscape vulnerability to bushfire. When presented in a workshop setting, vulnerability maps were successful in capturing the attention of stakeholders while simultaneously conveying information regarding the diversity of drivers that can contribute to current and future vulnerability. However, stakeholders were reluctant to embrace representations of vulnerability that differed from their own understanding of hazard, necessitating the demonstration of agreement between the vulnerability assessment and more conventional hazard assessment tools. This validation opened the door for public dissemination of vulnerability maps, the uptake and use of the assessment in local government risk assessment and adaptation planning, and more focused case-studies on barriers to adaptation.  相似文献

Social Vulnerability to Climate Change and the Architecture of Entitlements   总被引:5,自引:0,他引:5  
The objective of this paper is to outline a conceptual model of vulnerability to climate change as the first step in appraising and understanding the social and economic processes which facilitate and constrain adaptation. Vulnerability as defined here pertains to individuals and social groups. It is the state of individuals, of groups, of communities defined in terms of their ability to cope with and adapt to any external stress placed on their livelihoods and well-being. This proposed approach puts the social and economic well-being of society at the centre of the analysis, thereby reversing the central focus of approaches to climate impact assessment based on impacts on and the adaptability of natural resources or ecosystems and which only subsequently address consequences for human well-being. The vulnerability or security of any group is determined by the availability of resources and, crucially, by the entitlement of individuals and groups to call on these resources. This perspective extends the concept of entitlements developed within neo-classical and institutional economics. Within this conceptual framework, vulnerability can be seen as a socially-constructed phenomenon influenced by institutional and economic dynamics. The study develops proxy indicators of vulnerability related to the structure of economic relations and the entitlements which govern them, and shows how these can be applied to a District in coastal lowland Vietnam. This paper outlines the lessons of such an approach to social vulnerability for the assessment of climate change at the global scale. We argue that the socio-economic and biophysical processes that determine vulnerability are manifest at the local, national, regional and global level but that the state of vulnerability itself is associated with a specific population. Aggregation from one level to another is therefore not appropriate and global-scale analysis is meaningful only in so far as it deals with the vulnerability of the global community itself.  相似文献

Developing generalized theories about adaptation to climate change requires common concepts to map different adaptation situations. The paper aims to contribute to this endeavor by presenting a novel framework that conceptualizes adaptations to climate change as actions. The framework is intended to systematically analyze the actor relations involved in adaptations and the barriers to their implementation. By combining established scientific action theories with terminology from the Intergovernmental Panel on Climate Change (IPCC) in an innovative way, it can be used to clarify the notion of adaptation used in adaptation assessments. The framework’s potential is illustrated by a case study on cooling water management in the river Rhine catchment and by the elucidation of some prominent concepts in adaptation research. We show that by framing adaptations as actions, the purpose of adaptations and how they tend to connect up in means-ends-chains becomes crucial. Actors can take different functional roles as exposure unit, operator and receptor of adaptation. A mismatch of these roles can lead to barriers to adaptation, of which we deduce four types: complex actor relations, missing operators, missing means and unemployed means. The case study yields a complex bundle of adaptations, and shows that the potential barriers involved are quite diverse. There is thus no blueprint solution. Although we identify entry points for adaptation, the analysis leads to a skeptical conclusion for adapting cooling water management in the whole Rhine catchment.  相似文献

Assessment of vulnerability is an important step in building long-term resilience in the forestry sector. The objective of this paper is to present a methodological approach to assess inherent vulnerability of forests at landscape level. The approach involves use of vulnerability indicators, the pairwise comparison method, and geographic information system (GIS) tools. We apply this approach to assess the inherent vulnerability of forests of the Western Ghats Karnataka (WGK) landscape, which is a part of the Western Ghats biodiversity hotspot in India. Four vulnerability indicators, namely biological richness, disturbance index, canopy cover, and slope, are selected. We find that forests in 30, 36, 19, and 15 % grid points in this region show low, medium, high, and very high inherent vulnerability, respectively. The forest showing high and very high inherent vulnerability are mostly dry deciduous forests and plantations located largely on the eastern side of the landscape. We also find that canopy cover is one of the key indicators that determine the inherent vulnerability of forests, and natural forests are inherently less vulnerable than man-made plantations. Spatial assessment of inherent vulnerability of forests at landscape level is particularly useful for developing strategies to build resilience to current stressors and climate change in future.  相似文献

While there is a growing body of knowledge on potential impacts of climate change on water availability, there has been much less empirical research on exploring the viability of particular adaptation options. The participation of stakeholders in defining appropriate adaptation strategies is increasingly recognized as a critical element in the translation of climate change impact research into effective actions to reduce future vulnerability, yet the process by which stakeholders are included in such initiatives is not well-defined. This article presents the results of a pilot project in which a participatory approach was employed to identify and evaluate adaptation options to climate change scenarios for Sonora’s capital city, Hermosillo. In an iterative process, stakeholders representing different water users and managers in the city met to discuss climate change scenarios, identify specific adaptation options, and evaluate a subset of options for possible future implementation. This process enabled the focus of the investigation on those adaptations that addressed not only concerns with the potential future impacts of climate change but also the immediate and pressing concerns about development patterns and water use in the city. Two of the adaptations to climate change identified by stakeholders would also reduce energy demand. The simplicity of the approach makes it a feasible model for adaptation initiatives in other regions of Mexico and in other countries in Latin America.

To prepare agricultural systems for climate change, scientists need to be able to effectively engage with land managers and policy makers to explore potential solutions. An ongoing challenge in engagement is to distil the complexity of climate-change-management-change interactions in agro-ecological systems to identify responses that are most important for adaptation planning. This paper presents an approach for selecting climate change scenarios to provide a focal point for engaging with stakeholders to evaluate adaptation options and communicate assessment outcomes. We illustrate how scenarios selected with the approach can be used by evaluating climate change impacts and an adaptation option for livestock industries in the north-east Australian rangelands. Climate change impacts on forage production, animal liveweight gain and soil loss are found to track projected climate changes in four pasture communities; increasing by up to 50% and declining by up to 110% in response to doubled atmospheric carbon-dioxide (CO2), 4°C warming, and +20% to ?40% changes in mean annual rainfall. The effectiveness of reducing grazing pressure as an adaptation option shows a similar response; resulting in higher forage production (up to 40%), animal liveweight gains (up to 59%) and gross margins (up to 40%), and reduced soil erosion (down by 91%) per hectare relative to the baseline management. The results show that a few key scenarios may be selected to represent the range of global climate model (GCM) projections for use in assessing and communicating impacts and adaptation; simplifying the assessments and allowing limits to the effectiveness of adaptation options to be explored. The approach provides a framework for capturing and communicating trends in climate change impacts and the utility of options, which are required for successful engagement of stakeholders in finding viable adaption responses.  相似文献

Marine protected areas (MPAs) are increasingly regarded as socio-ecological systems. In addition to their reported ecological effects, MPAs may have important social, economic and cultural effects on local communities and marine and coastal stakeholders. Those effects should be considered within an ecosystem approach to MPA planning, designation and management. Here we present a new framework to monitor and assess the socioeconomic effects of MPAs saliently and soundly: the Integrated MPA Socio-Economic Assessment (IMPASEA). The IMPASEA considers and analyses those factors deemed most important for marine and coastal stakeholders in a spatially referenced, sound and cost-effective manner. The development of the IMPASEA followed a mixed-methods research design in 3 phases: literature review, stakeholder survey and geo-statistical analysis using a Multiple-Paired-Before-After-Control-Impact design (MPBACI). The framework was tested on a set of 6 multiple-use MPAs on the French side of the English Channel. Of the eight socioeconomic variables analysed at the scale of ‘commune’ in the geo-statistical phase, only one variable (‘number of hotel rooms’) might have been affected by the designation of MPAs. Factors such as MPA designation category and management status are likely to have contributed to the non-significant differences shown at the scale of commune for the selected MPAs. In contrast, most of the six variables related to fishing showed differences between ports inside and outside MPAs, although these results need further ground truthing to discriminate attribution of effects. The characteristics of the IMPASEA make it a sound monitoring and assessment framework that could be applied in different contexts and to different types of sustainability assessments involving protected areas or other spatially-defined entities under certain conditions: existence of consistent time series of fine-scale socioeconomic data and avoidance of overlap of designation categories over single spaces.  相似文献
