Federal land managers are faced with the task of balancing multiple uses and goals when making decisions about land use and the activities that occur on public lands. Though climate change is now well recognized by federal agencies and their local land and resource managers, it is not yet clear how issues related to climate change will be incorporated into on-the-ground decision making within the framework of multiple use objectives. We conducted a case study of a federal land management agency field office, the San Juan Public Lands Center in Durango, CO, U.S.A., to understand from their perspective how decisions are currently made, and how climate change and carbon management are being factored into decision making. We evaluated three major management sectors in which climate change or carbon management may intersect other use goals: forests, biofuels, and grazing. While land managers are aware of climate change and eager to understand more about how it might affect land resources, the incorporation of climate change considerations into everyday decision making is currently quite limited. Climate change is therefore on the radar screen, but remains a lower priority than other issues. To assist the office in making decisions that are based on sound scientific information, further research is needed into how management activities influence carbon storage and resilience of the landscape under climate change.  相似文献

This article develops a model of cost and financing strategies for rural and peri-urban water supply and sanitation. It suggests that significant progress towards the World Summit for Children's goal of universal access to water supply and sanitation can be made if a combination of strategies is adopted. On the cost side, significant cost reductions should be possible through efficiency in resource use and reduction of system management costs. On the financing side, it suggests restructuring the financing of the sector with improved efficiency and greater cost recovery in urban services; full recovery of operation and maintenance costs; cost sharing through community contributions in kind such as local labour and financially in rural and peri-urban water supply for basic levels of service depending on willingness and ability to pay and full cost recovery for higher levels of service; a high degree of cost recovery in rural and peri-urban sanitation; development of institutional structures for both collection and management of revenues; development of alternate financing mechanisms such as rural credit schemes and revolving funds, adapted in specific country contexts, including the required institutional mechanisms; and additional allocations from governments and external support agencies. Additional government or external financing alone, while critical, will not of itself lead to effectiveness in the use of resources. Equally, cost recovery alone cannot lead to universal access and sustainable solutions. A composite set of actions is needed within which building capacities of institutions and people is necessary for sustainability .  相似文献

ABSTRACT: At a time when productive water resources research is essential to protecting the quality of and wisely using our limited water resources, pervasive trends toward consumerism, fiscal restraint, centralized management, and using research for other social objectives threaten research productivity. The research prioritization and management structure that these trends have created was examined in the microcosm of its application at the Utah Water Research Laboratory. The result indicated that ephemeral prioritization and the failure of research users to target researchers to their own particular needs is diluting productivity. Incremental research prioritization and greater use of advisory councils in facilitating user-researcher interaction are suggested as corrective approaches, but the only firm conclusion at this point in time must be that empirical studies of the performance of alternatives in research management structure are solely needed.  相似文献

Environmental regulations frequently mandate the use of “best available” science, but ensuring that it is used in decisions around the use and protection of natural resources is often challenging. In the Western US, this relationship between science and management is at the forefront of post-fire land management decisions. Recent fires, post-fire threats (e.g. flooding, erosion), and the role of fire in ecosystem health combine to make post-fire management highly visible and often controversial. This paper uses post-fire management to present a framework for understanding why disconnects between science and management decisions may occur. We argue that attributes of agencies, such as their political or financial incentives, can limit how effectively science is incorporated into decision-making. At the other end of the spectrum, the lack of synthesis or limited data in science can result in disconnects between science-based analysis of post-fire effects and agency policy and decisions. Disconnects also occur because of the interaction between the attributes of agencies and the attributes of science, such as their different spatial and temporal scales of interest. After offering examples of these disconnects in post-fire treatment, the paper concludes with recommendations to reduce disconnects by improving monitoring, increasing synthesis of scientific findings, and directing social-science research toward identifying and deepening understanding of these disconnects.  相似文献

Despite the popularity of marine protected areas (MPAs) as a management tool, increasing evidence shows that many fail to achieve conservation objectives. Although several MPAs exist in Sri Lanka, most are not managed, and resource extraction and habitat degradation continue unabated. At present, the declaration and management of MPAs is carried out without adequate consideration of the ecology, socioeconomic realities, or long-term management sustainability. Managers have focused more toward the creation of new legislation and protected areas rather than ensuring the implementation of existing regulations and management of existing protected areas. Poor coordination and a lack of serious political will have also hindered successful resource management. As in other developing countries, MPA managers have to contend with coastal communities that are directly dependant on marine resources for their subsistence. This often makes it unfeasible to exclude resource users, and MPAs have failed to attract necessary government support because many politicians are partial toward the immediate needs of local communities for both economic and political reasons. A more integrated approach, and decisions based on the analysis of all relevant criteria combined with a concerted and genuine effort toward implementing strategies and achieving predetermined targets, is needed for effective management of MPAs and the sustainable use of marine resources in Sri Lanka.  相似文献

By now, the need for addressing uncertainty in the management of water resources is widely recognized, yet there is little expertise and experience how to effectively deal with uncertainty in practice. Uncertainties in water management practice so far are mostly dealt with intuitively or based on experience. That way decisions can be quickly taken but analytic processes of deliberate reasoning are bypassed. To meet the desire of practitioners for better guidance and tools how to deal with uncertainty more practice-oriented systematic approaches are needed. For that purpose we consider it important to understand how practitioners frame uncertainties. In this paper we present an approach where water managers developed criteria of relevance to understand and address uncertainties. The empirical research took place in the Doñana region of the Guadalquivir estuary in southern Spain making use of the method of card sorting. Through the card sorting exercise a broad range of criteria to make sense of and describe uncertainties was produced by different subgroups, which were then merged into a shared list of criteria. That way framing differences were made explicit and communication on uncertainty and on framing differences was enhanced. In that, the present approach constitutes a first step to enabling reframing and overcoming framing differences, which are important features on the way to robust decision-making. Moreover, the elaborated criteria build a basis for the development of more structured approaches to deal with uncertainties in water management practice.  相似文献

ABSTRACT: A present concern in decision making processes for forest land use is the environmental effects of land use activities on water, air, and the land itself. Criteria for evaluating the magnitude and detriment of environmental impacts are not definite since it is often difficult to isolate a particular activity as the cause of a particular impact. Instead, interactions between various forest practices must be considered along with their integrated impacts. In order to provide an effective decision tool, the College of Forest Resources, University of Washington, is modeling the forest ecosystem of the Snohomish River Basin located in the Cascade Mountains of western Washington. The project consists of a general system model comprised of subsystem models dealing with product conversion processes, forest production processes, recreation supply processes, wildlife and fisheries supply processes, and the interactions of these processes with water and the atmosphere. The system model is interfaced with a computerized multiple player management game which enables land managers, manufacturing managers, and regulation agency personnel to make management decisions and respond to indications of lack of environmental control. Responses of the hydrologic system to various management decisions are simulated by the water subsystem model. The responses being considered include surface flow quantity and water quality. The model emphasizes the monitoring of non-point as well as point source impacts rather than predicting short-term hydrographs. The significance of impacts vary with land use patterns and the goals of the game player. Therefore, the model has flexible resolution and is able to predict hydrologic conditions for both large and small scale. The water subsystem model responds to management decisions by interpreting the effects of management options selected by game players for 40-acre cells within the Basin. The model then determines which streams are immediately affected, defines the watersheds contributing to these streams, and extracts from a resource data bank the information needed to define model parameters. Using these parameters and precipitation inputs, mean flow discharge on a montly and annual basis is calculated for the impactcd sub watersheds as well as 21 major watersheds of the Basin. Water quality responses predicted for these watersheds include suspended sediment concentration, temperature increases due to stream exposure, dissolved oxygen concentrations, the effects of fertilization on nitrogen content, biocide and herbicide effects, and residues from product conversion processes.  相似文献

Simplistic economic objectives such as maximisation of producer profits are of little relevance in generating information to assist in the management of natural resources beyond the individual firm level. To provide data and information to support decision-making in natural resource management, it is necessary to take into account the views of various stakeholder groups and the multiple objectives of each group, through the use of some form of multicriteria analysis (MCA). Important decisions arise in the choice of stakeholder, since this will influence the management advice generated. Many groups and individuals can be affected by resource management decisions, but it would be impractical to attempt to identify the objectives and estimate their importance for each group. Also, questions arise concerning whether or not to include government agencies (which represent the broader community) and researchers as stakeholders. A further issue concerns choosing representative samples of stakeholder groups, from which to obtain preference data. Discussions with modellers and a reading of the literature would suggest that the choice of stakeholder groups and representatives is conducted haphazardly and is perhaps biased, and that a more systematic approach is needed. This article explores the above issues with reference to a number of multicriteria analyses, including local studies.  相似文献

ABSTRACT The patterns of land use and their relationship to urban water resources are examined from the point of view of population growth, consumer behavior, and preferences of price, income, and land use controls. The changes that need to be made in present social attitudes or water resources laws to satisfy the desired new developments are examined. Several implementation methods that are feasible and effective for changing urban development patterns are considered as well as models for assessing alternate development plans. The methodology of operations research is judged in relation to its utility to water resource management in an urbanized arid environment and to the study of worth of data for such management. Conditions for existence of a managerial problem are reviewed as is the multilevel structure of the decision process, including decisions on social goals for Western water use. Worth of data can only be judged in relation to a particular use to meet a social or managerial objective. ABSTRACT As availability of funds in the federal budget for water development has decreased recently, pressure has increased for state and local governments to pay a larger share of the costs. In this situation a difficult question immediately arises-what is the capability of state and local governments to pay a larger share? Of course, there is no easy answer. Expenditures of public funds are policy outcomes of a government's political process in which political, economic, legal and other factors are involved in complex relationships. The traditional sources of capital funds for state and local governments include bond proceeds, tax revenues, and federal financial aid (state aid is also a major source of local government funds). The issuing of bonds is hampered by a variety of legal debt limitations, but there are means for circumventing the limitations. State and local governments vary widely in amounts of taxable resources available and in the extent to which these resources have been tapped. More effective use of revenue resources could be made in some cases. New sources of capital funds for water development ought to be considered-a fee on the use of water per se, for example. Costs associated with water use currently are imposed to cover development costs, but a state might impose additional use fees earmarked for a state water development fund.  相似文献

The status of fisheries in Chilika lake on the east coast of India is in a critical state. Local fishing communities feel that catches have reduced significantly and they face more hardships now to sustain their livelihoods. The study presents findings from field research and argues that notions of access are linked to community perceptions of the resource, the extent of authority they have to make decisions related to access and use rights and the traditional management strategies. State interventions through mechanization and new regulations have undermined the traditional management strategies leading to conflicts between different stakeholders and decline in traditional fisheries. There is a growing realization that without traditional fishing community's participation it is not possible to ensure sustainable use of the lake resources. Legitimizing community access and use rights is one of the key factors for successful management of fisheries.  相似文献

Information about the net benefits of land degradation treatment is required at the relevant management level, such as regional, local or site-specific, to assist decision makers in the allocation of funds to soil conservation. In this paper, estimates of regional opportunity costs of erosion and costs of treatment are used to derive benefit-cost ratios to assess the profitability of gully erosion treatment for localities in the wheat-sheep zone of New South Wales. These results are then used to develop site-specific models which predict benefit-cost ratios of treatment from land attributes including gully length, slope, soil type and land use. These predictive models form the basis of a rapid appraisal method to aid soil conservation decisions.  相似文献

ABSTRACT: Concentrations of atmospheric CO2 and other radiatively active trace gases have risen since the Industrial Revolution. Such atmospheric modifications can alter the global climate and hydrologic cycle, in turn affecting water resources. The clear physical and biological sensitivities of water resources to climate, the indication that climate change may be occurring, and the substantial social and economic dependencies on water resources have instigated considerable research activity in the area of potential water resource impacts. We discuss how the literature on climate change and water resources responds to three basic research needs: (1) a need for water managers to clearly describe the climatic and hydrologic statistics and characteristics needed to estimate climatic impacts on water resources, (2) a need to estimate the impacts of climate change on water resources, and (3) a need to evaluate standard water management and planning methods to determine if uncertainty regarding fundamental assumptions (e.g., hydrologic stationarity) implies that these methods should be revised. The climatic and hydrologic information needs for water resource managers can be found in a number of sources. A proliferation of impact assessments use a variety of methods for generating climate scenarios, and apply both modeling approaches and historical analyses of past responses to climate fluctuations for revealing resource or system sensitivities to climate changes. Traditional techniques of water resources planning and management have been examined, yielding, for example, suggestions for new methods for incorporating climate information in real-time water management.  相似文献

Environmental justice arguments focused on improving the quality of life of the poor contend that environmental 'bads' are more often located in areas of social disadvantage. In relation to waste facilities such claims of distributional outcomes have been enhanced by epidemiological analyses of apparent disease clusters in the vicinity. While politically engaging these arguments have been supported rarely by robust evidence. However, if repositioned in more structural issues related to the unequal societal distribution of power, resources and environmental burdens, they do prompt questions about the processes by which equitable decisions are made in a sustainable waste management context. The paper discusses the scientific and institutional barriers affecting the effective balancing of equity issues, arguing that while deliberative processes potentially challenge 'expert black-boxing' they also challenge current political and regulatory structures for waste management.  相似文献

ABSTRACT: Brazil is currently facing the challenge of implementing a new water resources management system to promote the rational and sustainable use of the country's waters. This system is based on the following principles of water management: (2) stakeholders' participation; (2) the watershed as the planning and management unit; and (3) the economic value of water. Stakeholders' participation and the involvement of civil society in the decision making process is guaranteed by permanent seats in the watersheds' management committees. These committees are the highest decision level for the establishment of water policy and for planning its use. The executive branch of the committees is the watershed agency or the water agency. This paper presents the recently approved Brazilian water resources management system and discusses the participatory approach followed to validate and to ensure prompt response to decisions regarding water use by all stakeholders. The formulation of the National Water Law (January/1998) was also supported by extensive consultation with civil society, professional associations, state and municipal governments as well as with federal governmental agencies and private sector organizations. It also presents an overview of the formulation of the National Water Law. Finally, as watershed committees have been created and are already operating in a limited number of watersheds, some of the major obstacles to the success of the new system are discussed along with alternatives for overcoming such obstacles.  相似文献

Management of natural resources is becoming a complex problem. To ensure sustainability of the resources, the manager must have better tools with which to make decisions. The development of simulation models that make use of GIS data bases is an emerging area of resource management. This paper examines several grid-based models and addresses the use of GIS programs to construct spatial dynamic models. Some considerations for the implementation of modeling using GIS data bases are provided. The capability to simulate ecosystem processes such as fire, erosion, and other factors will allow the resource manager to make more informed decisions by evaluating potential consequences on the computer.  相似文献

Sensors and enabling technologies are becoming increasingly important tools for water quality monitoring and associated water resource management decisions. In particular, nutrient sensors are of interest because of the well‐known adverse effects of nutrient enrichment on coastal hypoxia, harmful algal blooms, and impacts to human health. Accurate and timely information on nutrient concentrations and loads is integral to strategies designed to minimize risk to humans and manage the underlying drivers of water quality impairment. Using nitrate sensors as the primary example, we highlight the types of applications in freshwater and coastal environments that are likely to benefit from continuous, real‐time nutrient data. The concurrent emergence of new tools to integrate, manage, and share large datasets is critical to the successful use of nutrient sensors and has made it possible for the field of continuous monitoring to rapidly move forward. We highlight several near‐term opportunities for federal agencies, as well as the broader scientific and management community, that will help accelerate sensor development, build and leverage sites within a national network, and develop open data standards and data management protocols that are key to realizing the benefits of a large‐scale, integrated monitoring network. Investing in these opportunities will provide new information to guide management and policies designed to protect and restore our nation's water resources.  相似文献

Reservoirs are important for various purposes including flood control, water supply, power generation, and recreation. The aging of America's reservoirs and progressive loss of water storage capacity resulting from ongoing sedimentation, coupled with increasing societal needs, will cause the social, economic, environmental, and political importance of reservoirs to continually increase. The short‐ and medium‐term (<50 years) environmental consequences of reservoir construction and operation are well known and include an altered flow regime, lost connectivity (longitudinal, floodplain), an altered sediment regime, substrate compositional change, and downstream channel degradation. In general, reservoir‐related changes have had adverse consequences for the natural ecosystem. Longer term (>50 years) environmental changes as reservoirs enter “old” age are less understood. Additional research is needed to help guide the future management of aging reservoir systems and support the difficult decisions that will have to be made. Important research directions include assessment of climate change effects on aging and determination of ecosystem response to ongoing aging and various management actions that may be taken with the intent of minimizing or reversing the physical effects of aging.  相似文献

Adaptive management is a policy framework within which an iterative process of decision making is followed based on the observed responses to and effectiveness of previous decisions. The use of adaptive management allows science-based research and monitoring of natural resource and ecological community responses, in conjunction with societal values and goals, to guide decisions concerning man's activities. The adaptive management process has been proposed for application to hydropower operations at Glen Canyon Dam on the Colorado River, a situation that requires complex balancing of natural resources requirements and competing human uses. This example is representative of the general increase in public interest in the operation of hydropower facilities and possible effects on downstream natural resources and of the growing conflicts between uses and users of river-based resources. This paper describes the adaptive management process, using the Glen Canyon Dam example, and discusses ways to make the process work effectively in managing downstream natural resources and biodiversity.  相似文献
