The state of solid waste recycling by scavengers in Onitsha, a heavily commercial city in Anambra State, and some other urban areas such as Nsukka, Enugu, and Port Harcourt was analyzed. Data were obtained through interviews of scavengers who deal with recyclables. Although the activities of scavengers are sub-optimal, they can have a great impact on Nigerian economy with respect to resource conservation, creation of job opportunities, and reduction of the magnitude of waste disposal problems. A cost analysis is presented to compare the different forms of recycling utilized by municipal solid waste management. It is shown that a well-planned recycling program with recycling and composting would result in 18.6% savings in waste management costs and 57.7% in landfill avoidance costs. However, if the compost materials are not recycled, the corresponding savings in cost become 8.6% and 28.6%, respectively. The option with the lowest cost involves encouraging individual households to separate at the source their recyclables, which are bought by scavengers. This results in 78.0% savings in waste management cost and 79.5% landfill avoidance cost. A low-cost approach aimed at the integration of scavenging activities into conventional solid waste management is presented.  相似文献

Solid waste poses a serious problem to government agencies and people in third world cities. Recycling as a way of managing waste has received relatively little attention. This paper examines the role of waste scavengers in the waste recycling process. The preliminary findings reported here indicate that the waste scavenger could be incorporated formally into the recycling process. Using plastic waste as an example, it is demonstrated that such recycling is economically viable.  相似文献

Site selection is an important and necessary issue for waste management in fast-growing regions. Because of the complexity of waste management systems, the selection of the appropriate solid waste landfill site requires consideration of multiple alternative solutions and evaluation criteria. Based on actual conditions of the study area, we considered economic factors, calculated criteria weights using the analytical hierarchy process (AHP), and built a hierarchy model for solving the solid waste landfill site-selection problem in Beijing, China. A geographic information system (GIS) was used to manipulate and present spatial data. All maps are graded from 1 (lowest suitability) to 5 (highest suitability) using spatial information technologies. The candidate sites were determined by aggregation based on the criteria weights. The candidate sites are divided by ‘best’, ‘good’ and ‘unsuitable’ landfill areas. Best landfill areas represent optimal sites; good landfill areas can be used as back-up candidate sites. Our work offers a siting methodology and provides essential support for decision-makers in the assessment of waste management problems in Beijing and other rapidly developing cities in developing countries.  相似文献

In order to meet the recycling and recovery targets set forth by the European Union's (EU) Waste and Landfill Directives, both the Irish and Czech governments’ policy on waste management is changing to meet these pressures, with major emphasis being placed upon the management of biodegradable municipal waste (BMW). In particular, the EU Landfill Directive requires reductions in the rate of BMW going to landfill to 35% of 1995 values by 2016 and 2020 for Ireland and the Czech Republic, respectively. In this paper, the strategies of how Ireland and the Czech Republic plan to meet this challenge are compared. Ireland either landfills or exports its waste for recovery, while the Czech Republic has a relatively new waste management infrastructure. While Ireland met the first target of 75% diversion of BMW from landfill by 2010 and preliminary 2012 data indicate that Ireland is on track to meet the 2013 target, the achievement of the 2016 target remains at risk. Indicators that were developed to monitor the Czech Republic's path to meeting the targets demonstrate that it did not meet the first target that was set for 2010 and will probably not meet its 2013 target either. The evaluation reports on the implementation of Waste Management Plan of Czech Republic suggest that the currently applied strategy to divert biodegradable waste from landfill is not effective enough. For both countries, the EU Waste Framework and Landfill Directives will be a significant influence and driver of change in waste management practices and governance over the coming decade. This means that both countries will not only have to invest in infrastructure to achieve the targets, but will also have to increase awareness among the public in diverting this waste at the household level. Improving environmental education is part of increased awareness as it is imperative for citizens to understand the consequences of their actions as affluence continues to grow producing increased levels of waste.  相似文献

Sanitary landfilling is considered to be the most appropriate means of final disposal of solid wastes. Currently in Tanzania, the cheapest method of developing a landfill is by making use of natural depressions or former borrow pits and mine pits. This paper examines the impacts associated with the relocation of a waste disposal site from a crude disposal site at Vingunguti to a new landfill site at New MECCO quarry in Kunduchi area, both in Dar es Salaam, Tanzania. The paper focuses on the fate of scavenging and solid waste recycling which are currently taking place at Vingunguti site and mining as well as food vending activities at the proposed new landfill site. Scavenging and waste recycling were found to be important sources of income for some individuals in the city. Various items collected for recycling were found to be an important source of raw materials for some industries in Dar es Salaam. A total of 94% of all the miners were entirely dependent on stone mining and crushing as a sole means of income generation, and 68% of the miners had practised this activity for between 1 and 9 years. Finally the paper recommends that, selection of a waste disposal site should favour abandoned mines or borrow pits rather than operational ones. It also recommends that, waste recycling and scavenging be accommodated in other stages of the waste stream since they can not be practised at a sanitary landfill.  相似文献

Waste disposal is an issue that is becoming increasingly important in policy terms in the European Union, and in Italy, a country showing strong geographical heterogeneity in waste management. This paper analyses the process of decoupling/delinking between economic growth and landfilling trends in a framework where economic, policy, geographical elements and spatial issues are all considered as drivers behind the phenomenon. We exploit an original and very rich provincial panel dataset over 1999–2005 for the 103 Italian provinces. Evidence shows that the observed ‘absolute’ decoupling between economic growth and landfilling is driven by a mix of structural factors. Among the main factors, population density, more than the provincial income level, emerges as a crucial driver: local opportunity costs and landfill externalities matter in shaping waste policies and local commitment to a transition away from landfilling of waste (landfill diversion). However, not only structural factors are relevant. If on the one hand landfill taxes are not a significant driver of the phenomenon, waste management tools, such as separated collection for recycling, and the tariff system connected to waste services, bring about significant effect on the amount of landfilled waste. Moreover, regarding the analysis of spatial interrelations across provinces, we note that the presence of incinerators in nearby provinces increases landfill diversion, due probably to free riding behaviour or intra-provinces ‘agreements’ on waste management; this is not true for nearby landfill sites, that cause for a given province a strong lock in effect. Future research could strengthen the analysis of policy effectiveness at regional level, focusing on policy endogeneity, and the full investigation of spatial correlations in waste disposal performances.  相似文献

A comparison of the potential risks to human health from municipal solid waste (MSW) incineration and landfill on a generic basis is attempted. For this purpose a 'worst case' approach is adopted and a number of assumptions regarding the size and activities of each waste disposal method are made. The airborne pollutants measured for an incinerator are different from those for a landfill with or without gas collection. However, based on the available information it appears that as far as airborne pollution is concerned, landfill sites without gas collection pose a potentially higher generic risk to human health than MSW incinerators performing to Environmental Agency (UK) standards. This analysis cannot be used to replace specific evaluations for a particular incinerator or a landfill site because local conditions can have a very large impact on the magnitude of risks involved.  相似文献

Despite the use of recyclable materials increasing worldwide, waste disposal to landfill remains the most common method of waste management because it is simple and relatively inexpensive. Although landfill disposal is an effective waste management system, if not managed correctly, a number of potential detrimental environmental impacts have been identified including soil and ground water contamination, leachate generation, and gas emissions. In particular, improper post-closure treatment of landfills or deterioration of the conventional clay landfill capping were shown to result in land degradation which required remediation to secure contaminants within the landfill site.Phytoremediation is an attractive technology for landfill remediation, as it can stabilize soil and simultaneously remediate landfill leachate. In addition, landfill phytoremediation systems can potentially be combined with landfill covers (Phytocapping) for hydrological control of infiltrated rainfall. However, for the successful application of any phytoremediation system, the effective establishment of appropriate, desired vegetation is critical. This is because the typically harsh and sterile nature of landfill capping soil limits the sustainable establishment of vegetation. Therefore, the physicochemical properties of landfill capping soils often need to be improved by incorporating soil amendments. Biosolids are a common soil amendment and will often meet these demanding conditions because they contain a variety of plant nutrients such as nitrogen, phosphate, potassium, as well as a large proportion of organic matter. Such amendment will also ameliorate the physical properties of the capping soils by increasing porosity, moisture content, and soil aggregation. Contaminants which potentially originate from biosolids will also be remediated by activities congruent with the establishment of plants and bacteria.  相似文献

This paper describes a modified, ecologically based waste treatment technique, where municipal solid waste is anaerobically treated in landfill reactorcells in a way that both bio-energy and nutrients can be recovered. The controlled landfill reactorcell ('bioreactor-cell') serves as an anaerobic filter, where energy is extracted as biogas while nutrients are recovered through the leachates. The leachates can be used as fertilizer in e.g. energy forests within the controlled landfill area, and thus nutrients can be brought back into an ecocycle. At the same time anaerobic conditions result in an effective immobilization of heavy metals and other pollutants, e.g. through complexation to organic matter or as insoluble metal sulphides, which are immobilized in the fermentation residue. The long-lived organic fraction, remaining after the fermentation process has declined, containing a high content of lignine, serves as a water-holding matrix. Thus it helps to enforce a sustainable high moisture level, resulting in sustainable anaerobic conditions with heavy metals retained on a long-term basis. Also non-degradable products, like plastics, help to shield off oxygen and maintain reliable anaerobic conditions. Landfilling of organic matter under anaerobic conditions is a measure to counteract increasing concentrations of CO2 in the atmosphere, resulting from human activities. A small fraction of the organic matter is long-term accumulated in the landfill, and the processes can be compared to those of natural wetlands.  相似文献

Discussions of municipal solid waste (MSW) management are influenced increasingly by the concept of the waste hierarchy which, broadly speaking, places landfill as the least acceptable option for dealing with MSW, followed by incineration, recycling, re-use and reduction at source. In this paper, we want to question the wisdom of applying the waste hierarchy in a region with a low population density. The hierarchy was first developed with reference to the high population density areas such as the core of the EU. However, in low population density areas the economics of the various approaches to MSW is likely to be quite different. As a result, the application of the hierarchy could place an undue economic burden on a region relative to the environmental benefits that might arise. We estimate the costs, both internal and external, of the various methods of dealing with MSW in an area with the appropriate population density, drawing on information from a wide variety of sources. We find that landfill is significantly cheaper than in high population density areas, even when account is taken of the associated externalities. In addition, it is generally cheaper than the alternative methods. As such, we conclude that landfill should not be shunned as a disposal method in low population density areas.  相似文献

The UK Government in October 1996 introduced a Landfill Tax to ensure that landfill waste disposal is properly priced so as to reflect its environmental cost and to help promote a more sustainable approach to waste management in which less waste is produced, reused or recycled. The UK Customs and Excise have recently reviewed the tax and the report indicates that there has been a modest reduction in waste going to landfill by industry but not households. It is submitted that for there to be a significant move towards a more sustainable approach to waste management to meet the targets set in the National Strategy the tax should be higher and the money raised by the tax should be invested to make alternatives to landfill cheaper and more readily available. It is also submitted that the Tax Credit Scheme, introduced as a means of enabling some of the tax to be invested to promote better waste management, is inadequately funded and the money is inappropriately focused. Following an examination of the projects and contributions made under the Scheme it is found that most of the contributions are not made towards projects which will fulfil the UK Government's perceived purposes. Managing municipal solid waste is a pressing environmental and political concern for Canadian municipalities who bear the primary responsibility for waste management (WM). In 2015, Metro Vancouver’s (MV’s) plans to expand their capacity to expand their WM capacity with energy-from-waste technology was abandoned, despite shrinking landfill space and persistent public opposition to new landfills. Using Bulkeley et al.’s [(2005). Governing municipal waste: towards a new analytical framework. Journal of Environmental Policy and Planning, 7(1), 1–23. doi:10.1080/15239080500251700] ‘modes of governing framework’, we analyse MV’s failed attempt to expand their energy-from-waste capacity to better understand the challenges associated with governing WM in Canada. We argue that a history of downloading responsibility for WM to municipalities, regional districts, and industry has fragmented WM governance, posing a challenge for developing new waste infrastructure. We find that this localization of responsibility is incompatible with contemporary WM challenges. The scalar mismatch between waste’s material impacts and the scale at which waste is managed has resulted in co-dependence and conflict between putatively independent municipalities, regional districts, and private companies. This inhibits higher-level WM coordination while the autonomy of individual municipalities is simultaneously undermined.  相似文献

The UK government has recognised the vital contribution that the construction industry has to play in contributing towards sustainable development. While the issue of hardened concrete waste has received considerable attention, process waste arising from the manufacture of ready-mixed concrete is relatively unexplored. It is apparent that initiatives such as the landfill tax have encouraged UK ready-mixed concrete manufacturers to reduce substantially the amount of waste they produce. The location selection for landfill municipal solid waste is an important issue in waste management. Selection of the optimal location requires consideration of multiple alternative solutions and evaluation factors because of system complexity. Further, ranking of the alternative locations and selection of the most optimal and efficient locations for landfill waste are an important multi-criteria decision-making problem. In this study, the candidate locations for landfill are determined based on Political, Economical, Environmental and Social factors are assessed through decision-makers’ opinion and by the methodology that incorporates fuzzy analytic hierarchy process (fuzzy AHP) and fuzzy technique for order preference by similarity to ideal solution (fuzzy TOPSIS). Specifically, the fuzzy AHP technique is applied to determine the weights of selected criteria impacting the location selection process, and the fuzzy AHP is adapted to model the linguistic vagueness and ambiguity, which can also be expressed as triangular fuzzy numbers. Furthermore, fuzzy TOPSIS technique is employed to rank the alternative locations. The applicability of this methodology is demonstrated by a case study of landfill waste location selection in the region of Casablanca, Morocco, and the results are compared with other techniques. Finally, to complete the treatment, a sensitivity analysis is performed to examine the impact of the preferences given by decision-makers to choose the best location.  相似文献

This research deals with the transformation of an anthropomorphous landfill covering composed of a fill soil mixed with mechanically separated municipal waste compost. The study site was a municipal landfill near Perugia, Italy. Throughout the years, waste disposal in the landfill was performed by burial in horizontal layers, each one representing a yearly disposal. The external front of the landfill thus represented the yearly disposal over a 10-yr period starting in 1993. Temporal changes in the anthropomorphous soil over this period were studied by examining and describing soil profiles, and by collecting and analyzing soil samples from the 1993, 1994, 1997, and 2001 disposals. The samples were subjected to a series of physical, chemical, and biochemical analyses. The results obtained suggest that over a 10-yr period the top layer gained a pedological structure (subangular blocky and/or crumb) giving rise to an A horizon. Improved soil structure was confirmed by an increase in macroporosity, particularly for pores larger than 50 microm, measured by image analysis of soil thin sections. Total extractable carbon showed an increase in the content of humic substances, evidenced by parameters of humification. Enzymatic activities in the A and C1 horizons were also indicative of soil evolution and may serve as a valid indicator for monitoring the evolution of anthropogenic soils containing municipal waste compost.  相似文献

Food and food-related waste is a high priority in terms of waste minimisation in New Zealand. Over the summer of 2012–2013, a survey of 147 participants was conducted on a range of views and practices related to environmental challenges and understandings. The survey, undertaken in Palmerston North, New Zealand, captured a wide socio-demographic. This article focuses on respondents’ food practices from purchase, to plate, to disposal and the environmental implications of these practices. The survey data have allowed an enriched understanding of both individual and structural level challenges as well as incentives towards improving environmental practices in relation to household food waste minimisation. The results indicated that, in keeping with other research in this area, food waste increases according to the number of individuals in a household, and in particular the number of younger people. Also, while the majority of participants were at least “somewhat concerned” about their households’ environmental impact, over three quarters of participant households put food waste into their rubbish bin. Some solutions and directions to further progress research, policy, and practice in this area are offered, and include the need for more direct and personalised communication regarding waste minimisation, along with the provision of kerbside food waste collections. It is clear that individual- or household-level changes are important and must be supported systemically by both local body and state level legislation and initiatives, if there is to be any substantial decline in food waste going to landfill.  相似文献

Industrial and medical wastes constitute a larger part on what is known as ‘hazardous wastes’. The production of these wastes is and will continue to be an on going phenomenon as long as human civilization persists. The health impacts of direct and indirect exposure to hazardous wastes include carcinogenic effects, reproductive system damage, respiratory effects, central nervous system effects, and many others. Today, many developed countries have legal provisions with regard to proper management of hazardous wastes. Tanzania, like many developing countries, has little emphasis on the proper handling and disposal of hazardous wastes. There is a serious inadequacy in handling industrial and medical solid wastes in the Dar es Salaam City. Improper waste deposition is increasingly becoming a potential public health risk and an environmental burden. Due to poor control of waste, industrialists and hospital owners are not well checked on how they handle and dispose of the wastes they produce with the result that many hazardous wastes reach the Vingunguti dumpsite without notice. Data on waste generation in Dar es Salaam is also inadequate, making it difficult to plan an efficient solid waste system. Promotion of public awareness, legislation and regulations enforcement and establishment of a proper sanitary landfill are considered to be principal remedial measures to ensure sound environmental maintenance. This paper summarizes the findings of the study on the practices of industrial and medical waste management in Dar es Salaam. The author aims to express the inadequacy in hazardous waste management and suggests possible measures to be applied in order to rectify the situation.  相似文献

Waste management activities contribute to global greenhouse gas emissions approximately by 4%. In particular the disposal of waste in landfills generates methane that has high global warming potential. Effective mitigation of greenhouse gas emissions is important and could provide environmental benefits and sustainable development, as well as reduce adverse impacts on public health. The European and UK waste policy force sustainable waste management and especially diversion from landfill, through reduction, reuse, recycling and composting, and recovery of value from waste. Energy from waste is a waste management option that could provide diversion from landfill and at the same time save a significant amount of greenhouse gas emissions, since it recovers energy from waste which usually replaces an equivalent amount of energy generated from fossil fuels. Energy from waste is a wide definition and includes technologies such as incineration of waste with energy recovery, or combustion of waste-derived fuels for energy production or advanced thermal treatment of waste with technologies such as gasification and pyrolysis, with energy recovery. The present study assessed the greenhouse gas emission impacts of three technologies that could be used for the treatment of Municipal Solid Waste in order to recover energy from it. These technologies are Mass Burn Incineration with energy recovery, Mechanical Biological Treatment via bio-drying and Mechanical Heat Treatment, which is a relatively new and uninvestigated method, compared to the other two. Mechanical Biological Treatment and Mechanical Heat Treatment can turn Municipal Solid Waste into Solid Recovered Fuel that could be combusted for energy production or replace other fuels in various industrial processes. The analysis showed that performance of these two technologies depends strongly on the final use of the produced fuel and they could produce GHG emissions savings only when there is end market for the fuel. On the other hand Mass Burn Incineration generates greenhouse gas emission savings when it recovers electricity and heat. Moreover the study found that the expected increase on the amount of Municipal Solid Waste treated for energy recovery in England by 2020 could save greenhouse gas emission, if certain Energy from Waste technologies would be applied, under certain conditions.  相似文献

This study presents the results of a comparative life cycle assessment (LCA) on the energy requirements and greenhouse gas (GHG) emission implications of recycling construction and demolition (C&D) rubble and container glass in Cape Town, South Africa. Cape Town is a medium sized city in a developing country with a growing population and a rising middle class, two factors that are resulting in increased generation of solid waste. The City is constrained in terms of landfill space and competing demands for municipal resources.The LCA assessment was based on locally gathered data, supplemented with ecoinvent life cycle inventory data modified to the local context. The results indicated that recycling container glass instead of landfilling can achieve an energy savings of 27% and a GHG emissions savings of 37%, with a net savings still being achieved even if collection practices are varied. The C&D waste results, however, showed net savings only for certain recycling strategies. Recycling C&D waste can avoid up to 90% of the energy and GHG emissions of landfilling when processed and reused onsite but, due to great dependence on haulage distances, a net reduction of energy use and GHG emissions could not be confidently discerned for offsite recycling. It was also found that recycling glass achieves significantly greater savings of energy and emissions than recycling an equivalent mass of C&D waste.The study demonstrated that LCA provides an important tool to inform decisions on supporting recycling activities where resources are limited. It also confirmed other researchers’ observations that strict adherence to the waste management hierarchy will not always result in the best environmental outcome, and that more nuanced analysis is required. The study found that the desirability of recycling from an energy and climate perspective cannot be predicted on the basis of whether such recycling conserves a non-renewable material. However, recycling that replaces a virgin product from an energy-intensive production process appears to be more robustly beneficial than recycling that replaces a product with little embodied energy. Particular caution is needed when applying the waste management hierarchy to the latter situations.  相似文献

Platinum is increasingly used intentionally and non-intentionally in several applications. This has raised the concern about its future resources, emissions and losses during its life cycle. On the one hand, increasing platinum emissions might affect human health. On the other hand, the accumulated platinum in mineral waste, soil, landfill sites and construction materials as a result of the emissions, losses and the utilization of secondary materials can be seen as potential resources for platinum. This paper is aimed at (1) analyzing the long term impacts of the use of platinum intentionally and non-intentionally on its future demand and supply, release to the environment and accumulation in mineral waste, soil, landfill sites and construction materials and (2) quantifying the amount of platinum in secondary materials that would be available for platinum future supply. The analysis is carried out on a global level using a system dynamic model of platinum intentional and non-intentional flows and stocks. The analysis is based on four scenarios for the introduction of fuel cell vehicles (FCVs). The results show that platinum demand is increasing overtime in all scenarios at different rates and its identified resources are expected to deplete before the end of the century with or without the introduction of FCVs. The release of platinum to the environment and the accumulation in soil are expected to decrease when conventional ICE vehicles is replaced by FCVs. The amount of platinum accumulated in mineral waste, soil, landfill sites and construction materials by the time platinum is depleted are more than double its identified resources and would be potential resources for platinum that are available in different parts of the world. The methodology presented in this paper can be used in the assessment of other technologies and other metals.  相似文献
