Urban stormwater systems traditionally used “grey” infrastructure to manage runoff. Contemporary designs now incorporate “green” infrastructure, which offers additional potential benefits such as urban amenities and health. Understanding how green and grey infrastructure investments are distributed across urban areas is important for new goals of promoting environmental justice in planning. In California, for instance, public investments increasingly require a percentage of funds to be spent in disadvantaged communities. Recent advancements in the availability of high-detail geographic data in cities can support prioritising investments to fulfil these multiple benefits. This paper analyses the distribution of stormwater infrastructure in Los Angeles (LA) County in relation to design criteria, urban structure and sociodemographic information. It demonstrates an approach for identifying projects that simultaneously address engineering needs and promote equity. Statistical analysis of high-detail sewer locations reveals geographic correlations with key local design parameters, urban characteristics and sociodemographic indicators. Watershed areas in LA County were identified that support multi-benefit projects, meeting dual criteria for infrastructure improvements and disadvantaged community status. As stormwater systems are increasingly designed for multi-benefit outcomes, new design frameworks can emphasise both performance and social equity.  相似文献

ABSTRACT

Concepts of ecological and environmental democracy seek to reconcile two normative ideals: ensuring environmental sustainability while safeguarding democracy. These ideals are frequently conceived as being in conflict, as democracy is perceived as too slow and cumbersome to deliver the urgent large-scale collective action needed to tackle environmental problems. Theories addressing the democracy-environment nexus can be situated on a spectrum from theories of ecological democracy that are more critical of existing liberal democratic institutions to theories of environmental democracy that call for reforming rather than radically transforming or dismantling those institutions. This article reviews theoretical and empirical scholarship on the democracy-environment nexus. We find continued theoretical and empirical diversity in the field, as well as vibrant debates on democratising global environmental politics, local material practices, and non-human representation. We argue for stronger dialogue between environmental political theory and empirical, policy-oriented research on democracy and sustainability, as well as further exploration of complementarities between ecological and environmental democracy. We identify four main areas of challenge and opportunity for theory and practice: public participation and populism; technocracy and expertise; governance across scales; and ecological rights and limits.  相似文献

Management of natural resources and infrastructure systems for sustainability is complicated by uncertainties in the human and natural environment. Moreover, decisions are further complicated by contradictory views, values, and concerns that are rarely made explicit. Scenario analysis can play a major role in addressing the challenges of sustainability management, especially the core question of how to scan the future in a structured, integrated, participatory, and policy-relevant manner. In a context of systems engineering, scenario analysis can provide an integrated and timely understanding of emergent conditions and help to avoid regret and belated action. The purpose of this paper is to present several case studies in natural resources and infrastructure systems management where scenario analysis has been used to aide decision making under uncertainty. The case studies include several resource and infrastructure systems: (1) water resources (2) land-use corridors (3) energy infrastructure, and (4) coastal climate change adaptation. The case studies emphasize a participatory approach, where scenario analysis becomes a means of incorporating diverse stakeholder concerns and experience. This approach to scenario analysis provides insight into both high-performing and robust initiatives/policies, and, perhaps more importantly, influential scenarios. Identifying the scenarios that are most influential to policy making helps to direct further investigative analysis, modeling, and data-collection efforts to support the learning process that is emphasized in adaptive management.  相似文献

Changing environment, uncertain economic conditions, and socio-political unrest have renewed interest in scenario analysis, both from theoretical and applied points of view. Nevertheless, neither the processes for scenario analysis (SA) nor evaluation criteria and metrics have been regularized. In this paper, SA-reported applications and implementation methodology are discussed in the context of an extensive literature review covering papers published between 2000 and 2010. Over 340 papers were identified through a series of queries in the web of science database. The papers were classified based on the North American Industrial Classification System and SA application goals (environmental, business, and social). SA methodology used in each paper was assessed based on four main criteria: coverage, consistency, uncertainty assessment, and efficiency. We find a significant increase in SA applications, especially in the environmental field. Theoretical developments in the field represent a small fraction of published studies and do not increase in time. The methods used to develop different scenarios vary widely across the academic literature and applications reviewed. Similarly, the methods and data used to characterize the scenarios and develop response strategies are extremely diverse and are limited by factors such as computational tractability and available time and resources. Based on this review, we recommend a regular process for scenario analysis that includes the steps of analysis, scenario definition, and evaluation.  相似文献

Developing a more widespread diffusion of sustainable agricultural practices as part of progressing rural sustainable development is being hampered by different modes of environmental social thought. This introduction to this special issue on ‘Reconstituting of nature through rural development practices’ argues for a realignment of social theory and empirical practice in considering the real potentiality of alternative and emergent rural development cases. Advocates of the green infrastructure (GI) concept claim it offers a progressive planning approach that facilitates synergies between economic growth, environmental conservation and social development. Although widely endorsed by both planning practitioners and academics, little academic literature exists critically evaluating what GI entails or the potential implications of its institutionalisation within planning practice. This paper addresses this deficit by critically examining the interpretation and representation of the GI concept in planning policy. The paper first critically analyses international interpretations of GI. Following this, the particular attributes of GI's interpretation in the Republic of Ireland are investigated. The paper demonstrates how the emergence of GI in Ireland relates to broader debates on attempts to reconcile environmental concerns with development aspirations in planning policy. It is deduced that GI may represent an approach to planning policy formulation wherein habitat conservation initiatives are primarily designed and justified relative to the ecosystems services they are seen to provide to society. The paper also cautions against the risks posed by confining GI debates to the deliberations of technical specialist. The paper concludes by identifying some issues that may arise in the implementation of a GI approach and suggests ways to enhance the potential benefit of the concept's use in spatial planning.  相似文献

In ten years, more than half the world's population will be living in cities. The United Nations (UN) has stated that this will threaten cities with social conflict, environmental degradation and the collapse of basic services. The economic, social, and environmental planning practices of societies embodying urban sustainability have been proposed as antidotes to these negative urban trends. Urban sustainability is a doctrine with diverse origins. The author believes that the alternative models of cultural development in Curitiba, Brazil, Kerala, India, and Nayarit, Mexico embody the integration and interlinkage of economic, social, and environmental sustainability. Curitiba has become a more livable city by building an efficient intra-urban bus system, expanding urban green space, and meeting the basic needs of the urban poor. Kerala has attained social harmony by emphasizing equitable resource distribution rather than consumption, by restraining reproduction, and by attacking divisions of race, caste, religion, and gender. Nayarit has sought to balance development with the environment by framing a nature-friendly development plan that protects natural systems from urban development and that involves the public in the development process. A detailed examination of these alternative cultural development models reveals a myriad of possible means by which economic, social, and environmental sustainability might be advanced in practice. The author concludes that while these examples from the developing world cannot be directly translated to cities in the developed world, they do indicate in a general sense the imaginative policies that any society must foster if it is to achieve urban sustainability.  相似文献

This paper provides a broad evaluation of the implications of market‐based conservation (MBC) strategies from economic, social and ecological perspectives. After reviewing the economic theory that underlies MBC initiatives, we develop a list of approaches that have been labeled as “market‐based”, and categorize them according to the degree to which they are free‐standing markets or require the intervention of the state. A multidisciplinary critique reveals the potential problems and pitfalls of MBC are due to a lack of ability to deal with dynamic systems in the real world. The dynamics of these three systems can undermine the intended goals of MBC.  相似文献

The paper introduces the theory of graceful extensibility which expresses fundamental characteristics of the adaptive universe that constrain the search for sustained adaptability. The theory explains the contrast between successful and unsuccessful cases of sustained adaptability for systems that serve human purposes. Sustained adaptability refers to the ability to continue to adapt to changing environments, stakeholders, demands, contexts, and constraints (in effect, to adapt how the system in question adapts). The key new concept at the heart of the theory is graceful extensibility. Graceful extensibility is the opposite of brittleness, where brittleness is a sudden collapse or failure when events push the system up to and beyond its boundaries for handling changing disturbances and variations. As the opposite of brittleness, graceful extensibility is the ability of a system to extend its capacity to adapt when surprise events challenge its boundaries. The theory is presented in the form of a set of 10 proto-theorems derived from just two assumptions—in the adaptive universe, resources are always finite and change continues. The theory contains three subsets of fundamentals: managing the risk of saturation, networks of adaptive units, and outmaneuvering constraints. The theory attempts to provide a formal base and common language that characterizes how complex systems sustain and fail to sustain adaptability as demands change.  相似文献

Science has always been tightly associated with environmental ethics in a way traditional ethics has not. However, despite this proximity, science has had a merely informational role, where it must inform ethics but not intervene in ethical judgment. Science is seen as an amoral enterprise, requiring an ethics rather than recommending one. In this paper I try to go against this common view. First, I give a critique of the naturalistic fallacy following the lines of Frankena. Then I go on to describe the two possible roles science can have in ethical though, and in environmental ethics in particular. As it turns out, science does not only inform ethics, but can actually have moral import and intervene in moral judgment. Finally, from an ecocentric point of view, I try to illustrate this last point by construing the ecological notion of resilience as a moral boundary—a scientifically determined boundary between right and wrong.  相似文献

Many cities today face challenges related to urban growth. This is also the case in Oslo, currently one of the fastest growing capitals in Europe. In order to prepare for the population growth, a new municipal master plan has been prepared. In this, sustainable development is a prominent concept, and the urban district is going to be densified as part of the strategy. This paper examines some obstacles of turning planning theory into practice. There is a lack of coherence between municipal goals and the actual outcome. The analysis indicates that the official strategy is not able to cater for social sustainability partly due to institutional constraints. Moreover, there is no concise understanding of what sustainability means, which in turn hampers the ability to operationalise the concept in urban planning.  相似文献

China's EIA Law came into effect in 2003 and formally requires road transport infrastructure development actions to be subject to Environmental Impact Assessment (EIA). EIAs (including project EIA and plan EIA, or strategic environmental impact assessment, SEA) have been being widely applied in the expressway infrastructure planning field. Among those applications, SEA is applied to provincial level expressway network (PLEI) plans, and project EIA is applied to expressway infrastructure development 'projects' under PLEI plans. Three case studies (one expressway project EIA and two PLEI plan SEAs) were examined to understand currently how EIAs are applied to expressway infrastructure development planning. Through the studies, a number of problems that significantly influence the quality of EIA application in the field were identified. The reasons causing those problems are analyzed and possible solutions are suggested aimed at enhancing EIA practice, helping deliver better decision-making and ultimately improving the environmental performance of expressway infrastructure.  相似文献

Flood resilience has been rising up the political, economic and social agendas. Taking an integrated systems approach, using the right design guidance and tools and ensuring that education is in place for all stakeholders are three themes which are intrinsically linked to delivering flood resilience. This paper reviews these themes across the academic research, policy landscape and practitioner approaches, drawing conclusions on the way forward to increase our societies resilience to floods. The term ‘flood resilience’ is being increasingly used, however, it remains to be clearly defined and implemented. The UK, USA and Australia are leading the way in considering what flood resilience really means, but our review has found few examples of action underpinned by an understanding of systems and complexity. This review investigates how performance objectives & indicators are currently interpreted in guidance documents. It provides an in-depth exploration of the methods, that although developed through European and US expertise, can be used for worldwide application. Our analysis highlights that resilience is often embedded in engineering education and frequently linked to risk. This may however, mask the importance of resilience and where it differs from risk. With £2.6 billion to be spent in the UK over the next 6 years on strengthening the country’s flood and coastal defences, this is the opportunity to rethink resilience from a systems approach, and embed that learning into education and professional development of engineers. Our conclusions indicate how consolidating flood resilience knowledge between and within critical infrastructure sectors is the way forward to deliver flood resilience engineering.  相似文献

Phosphorus losses in runoff from cropland can contribute to nonpoint-source pollution of surface waters. Management practices in corn (Zea mays L.) production systems may influence P losses. Field experiments with treatments including differing soil test P levels, tillage and manure application combinations, and manure and biosolids application histories were used to assess these management practice effects on P losses. Runoff from simulated rainfall (76 mm h(-1)) was collected from 0.83-m2 areas for 1 h after rainfall initiation and analyzed for dissolved reactive P (DRP), bioavailable P, total P (TP), and sediment. In no-till corn, both DRP concentration and load increased as Bray P1 soil test (STP) increased from 8 to 62 mg kg(-1). A 5-yr history of manure or biosolids application greatly increased STP and DRP concentrations in runoff. The 5-yr manure treatment had higher DRP concentration but lower DRP load than the 5-yr biosolids treatment, probably due to residue accumulation and lower runoff in the manure treatment. Studies of tillage and manure application effects on P losses showed that tillage to incorporate manure generally lowered runoff DRP concentration but increased TP concentration and loads due to increased sediment loss. Management practices have a major influence on P losses in runoff in corn production systems that may overshadow the effects of STP alone. Results from this work, showing that some practices may have opposite effects on DRP vs. TP losses, emphasize the need to design management recommendations to minimize losses of those P forms with the greatest pollution potential.  相似文献
