Severe rainfall events have become increasingly common in Europe. Flood defence engineering works are highly capital intensive and can be limited by land availability, leaving land and communities exposed to repeated flooding. Any adaptive drainage structure must have engineered inlets and outlets that control the water level and the rate of release. In Scotland, there are a relatively high number of drinking water reservoirs (operated by Scottish Water), which fall within this defined category and could contribute to flood management control. Reducing the rate of runoff from the upper reaches of a catchment will reduce the volume and peak flows of flood events downstream, thus allowing flood defences to be reduced in size, decreasing the corresponding capital costs. A database of retention basins with flood control potential has been developed for Scotland. The research shows that the majority of small and former drinking water reservoirs are kept full and their spillways are continuously in operation. Utilising some of the available capacity to contribute to flood control could reduce the costs of complying with the EU Flood Directive. Furthermore, the application of a previously developed classification model for Baden in Germany for the Scottish data set showed a lower diversity for basins in Scotland due to less developed infrastructure. The principle value of this approach is a clear and unambiguous categorisation, based on standard variables, which can help to promote communication and understanding between stakeholders. 相似文献

This paper describes tools developed through a community consultative process to help decision makers manage electrical and magnetic fields (EMF) health risk. The process involved in‐depth interviews with experts (N=12) and focus group discussions with seven different stakeholder groups. The results reveal commonly held intense public concerns about the long‐term health effects of EMF. These concerns were further reinforced by the lack of public trust in both government and industry with regards to EMF risk management. Overall, the participants wanted tools that can be used to manage EMF information, scientific uncertainty about EMF and the complex environment in which EMF issues are embedded. The findings contributed to a mapping out of response formats to address public concerns related to risk, hazard, trust, accountability and fairness across a range of stakeholder groups. These tools and their roles in the management of complex and variable risks, involving new circumstances (e.g. privatization) and information (e.g. new scientific studies) are presented. The importance of recognizing and working with uncertainty through adaptive management strategies, using qualitative approaches, is also discussed. 相似文献

The relation of age to perceived quality of neighborhoods is examined. For a large sample of persons age 18 and older (N: 1520), 15 factor scales of perceived quality of neighborhoods were developed and confirmed on a second sample (N: 1021). The scales are reliable (internally consistent and cross-validated) and ‘age fair’ in the sense that the internal structure of the set of scales is constant across age groups. The hypothesis of a positive, linear relationship between age and perceived quality of the neighborhood is supported in both exploratory and confirmatory samples. Some gender differences in scale level are also observed and cross-validated. No evidence of age-gender interaction is found for the age range: 21–69. 相似文献

The modern environmental management literature stresses the need for community involvement to identify indicators to monitor progress towards sustainable development and environmental management goals. The purpose of this paper is to assess the impact of participatory processes on sustainability indicator identification and environmental management in three disparate case studies. The first is a process of developing partnerships between First Nations communities, environmental groups, and forestry companies to resolve conflicts over forest management in Western Canada. The second describes a situation in Botswana where local pastoral communities worked with development researchers to reduce desertification. The third case study details an on-going government led process of developing sustainability indicators in Guernsey, UK, that was designed to monitor the environmental, social, and economic impacts of changes in the economy. The comparative assessment between case studies allows us to draw three primary conclusions. (1) The identification and collection of sustainability indicators not only provide valuable databases for making management decisions, but the process of engaging people to select indicators also provides an opportunity for community empowerment that conventional development approaches have failed to provide. (2) Multi-stakeholder processes must formally feed into decision-making forums or they risk being viewed as irrelevant by policy-makers and stakeholders. (3) Since ecological boundaries rarely meet up with political jurisdictions, it is necessary to be flexible when choosing the scale at which monitoring and decision-making occurs. This requires an awareness of major environmental pathways that run through landscapes to understand how seemingly remote areas may be connected in ways that are not immediately apparent. 相似文献

The CO2SINK pilot project at Ketzin is aimed at a better understanding of geological CO2 storage operation in a saline aquifer. The reservoir consists of fluvial deposits with average permeability ranging between 50 and 100 mDarcy. The main focus of CO2SINK is developing and testing of monitoring and verification technologies. All wells, one for injection and two for observation, are equipped with smart casings (sensors behind casing, facing the rocks) containing a Distributed Temperature Sensing (DTS) and electrodes for Electrical Resistivity Tomography (ERT). The in-hole Gas Membrane Sensors (GMS) observed the arrival of tracers and CO2 with high temporal resolution. Geophysical monitoring includes Moving Source Profiling (MSP), Vertical Seismic Profiling (VSP), crosshole, star and 4-D seismic experiments. Numerical models are benchmarked via the monitoring results indicating a sufficient match between observation and prediction, at least for the arrival of CO2 at the first observation well. Downhole samples of brine showed changes in the fluid composition and biocenosis. First monitoring results indicate anisotropic flow of CO2 coinciding with the “on-time” arrival of CO2 at observation well one (Ktzi 200) and the later arrival at observation well two (Ktzi 202). A risk assessment was performed prior to the start of injection. After one year of operations about 18,000 t of CO2 were injected safely. 相似文献

Due to increasing empiricalinformation on farm animal welfare since the1960s, the prospects for sound decisionmakingconcerning welfare have improved. This paperdescribes a strategy to develop adecision-making aid, a decision support system,for assessment of farm-animal welfare based onavailable scientific knowledge. Such a decisionsupport system allows many factors to be takeninto account. It is to be developed accordingto the Evolutionary Prototyping Method, inwhich an initial prototype is improved inreiterative updating cycles. This initialprototype has been constructed. It useshierarchical representations to analysescientific statements and statements describingthe housing system. Welfare is assessed fromwhat is known about the biological needs of theanimals, using a welfare model in the form of atree that contains these needs as welfarecomponents. Each state of need is assessedusing welfare relevant attributes of thehousing system and weighting factors.Attributes are measurable properties of thehousing system. Weighting factors are assignedaccording to heuristic rules based on theprinciple of weighting all components(attributes and needs) equally, unless thereare strong reasons to do otherwise. Preliminarytests of the prototype indicate that it may bepossible to perform assessment of farm-animalwelfare in an explicit way and based onempirical findings. Organic farming is expected to contribute to conserving national biodiversity on farms, especially remnant, old, and undisturbed small biotopes, forests, and permanent grassland. This objective cannot rely on the legislation of organic farming solely, and to succeed, farmers need to understand the goals behind it. A set of indicators with the purpose of facilitating dialogues between expert and farmer on wildlife quality has been developed and tested on eight organic farms. “Weed cover in cereal fields,” was used as an indicator of floral and faunal biodiversity in the cultivated land, and “uncultivated biotope area” on the farm was used as a general measure of wildlife habitats. Functional grouping of herbaceous plants (discriminating between “high conservation value” plant species and “competitive”/“ruderal” species) and low mobility butterflies were used as indicators of conservation value, especially focusing on the few sites left with considerable remnant conservation value. The dialog processes revealed that the organic farmers’ ideas and goals of conservation of wildlife quality were not necessarily the same as for biologists; the farmers expressed very different opinions on the biological rooted idea, that wildlife quality is related to the absence of agricultural impact. However, farmers also stated that the information given by the indicators and especially the dialogue with the biologist had influenced their perception and awareness of wildlife. We conclude that, combined with a dialogue process, using these indicators when mapping wildlife quality could be an important key component of a farm wildlife management advisory tool at farm level. 相似文献
