Summary The June 1992 United Nations Conference on Environment and Development (UNCED) was the largest and most well attended United Nations conference of all time. The litmus test for the long-term will be whether the promises and pledges made at Rio can be taken forward by way of a process that gradually moves human society towards a more equitable and environmentally sustainable form of development. This paper focuses on two organisations that look set to play an important role in that process: the World Bank's experimental Global Environment Facility and the nascent United Nations Commission on Sustainable Development. It is argued that both these bodies must find a way to respond to the conflicting demands of developed and developing nations if their efforts are not to be stymied by the same kind of international disagreements which characterised the negotiations preceding the Summit.The author is a research associate at the Centre for Social and Economic Research on the Global Environment (CSERGE), a UK Economic and Social Research Council funded centre located jointly at the University of East Anglia and University College London. He is currently engaged in a long term research project which seeks to elucidate how governmental, business and other agencies perceive the uncertain threat of global environmental change, and how they are adapting to it.  相似文献

The interpretations of international law vary according to its history and context. Rethinking the concept of international aggression, based on the historical evolution of international law and the teleology that moves the United Nations, it is possible to interpret the environment not only as a cause and effect of aggression, but also as a weapon. This article explores the evolution of international environmental law and the recognition that deliberate harm to the environment during acts of aggression are now considered potentially illegal actions against populations and their economic security.  相似文献

Summary Converging Worlds delineates how environmental events in the developing world can lead to economic and political instability—two major liabilities for US national security and economic interests abroad. Increasingly, US foreign policy analysis will have to include a close scrutiny of environmental events and a country’s natural resource profile to adequately anticipate global hot spots. Three forms of governance beyond the nation state and appropriate case studies are presented here: (1) the Helsinki Convention as an international regime; (2) Baltic 21, the world's first regional Agenda 21, as an international policy network; (3) the Union of the Baltic Cities (UBC) as a transnational network. The achievement of sustainable development in the BSR undoubtedly requires a fruitful combination of national governance and these forms of international and transnational governance. In this respect, international policy networks, such as Baltic 21, and transnational networks, such as the UBC, promise to provide new approaches that can complement international and intergovernmental cooperation between nation states. Furthermore, it must also be taken into account that governance in the BSR will soon become embedded in European governance and lead to the Europeanisation of the Baltic Sea Area.  相似文献

Although there has been a broad acknowledgment that women's local and traditional knowledge is fundamental to guarantee food security and conserve biological diversity, few women are represented at the managerial and decision‐making level of environmental movements and organizations. The United Nations, its agencies and agreements have long promoted the full and effective participation of women in decision‐making processes. So how can commitments contained in international agreements be translated into concrete actions? By using the case of the Convention on Biological Diversity, one of the key agreements adopted at the 1992 Earth Summit in Rio de Janeiro, this article analyses how gender‐equitable initiatives tend to assume an ad hoc character with few governments effectively involving women in their sustainable development strategies. One of the most pressing environmental issues today is the possibility that projected increases in global emissions of greenhouse gases from increased deforestation, development, and fossil-fuel combustion could significantly alter global climate patterns. Under the terms of the United Nations Framework Convention on Climate Change, signed in Rio de Janeiro during the June 1992 Earth Summit, the United States and other industrialized countries committed to balancing greenhouse gas emissions at 1990 levels in the year 2000. Included in the treaty is a provision titled Joint Implementation, whereby industrialized countries assist developing countries in jointly modifying long-term emission trends, either through emission reductions or by protecting and enhancing greenhouse gas sinks (carbon sequestration). The US Climate Action Plan, signed by President Clinton in 1993, calls for voluntary climate change mitigation measures by various sectors, and the action plan included a new program, the US Initiative on Joint Implementation. Wisconsin Electric decided to invest in a Jl project because its concept encourages creative, cost-effective solutions to environmental problems through partnering, international cooperation, and innovation. The project chosen, a forest preservation and management effort in Belize, will sequester more than five million tons of carbon dioxide over a 40-year period, will become economically selfsustaining after ten years, and will have substantial biodiversity benefits.  相似文献

Increasing worldwide concern about global warming has led to intensified international efforts to reduce emissions of greenhouse gases. The most important outcome of these efforts is the United Nations Framework Convention on Climate Change, which came into force in March 1994. Although its signatories are expected to draw up plans to curb greenhouse gas emissions, the Convention does not specify how these emissions should be controlled. Since market-based mechanisms for emissions control have been increasingly emphasized at both national and international levels, this paper discusses both their advantages over regulation and the main obstacles to their implementation. The ultimate aim of the paper is to propose possible baseline criteria for the formulation of a global tradable permit system to control carbon dioxide emissions .  相似文献

In January 2011, the idea of Millennium Consumption Goals (MCGs) was first proposed at the United Nations, because unsustainable patterns of consumption and production have led to multiple problems threatening the future of humanity. The global economy driven by consumption already uses natural resources equivalent to almost 1.5 planets earth, with the world's richest 1.4 billion consuming almost 85% of global output, which is over 60 fold the consumption of the poorest 1.4 billion. The consumption of the rich is not only ecologically unsustainable, but also “crowding out” the prospects of the poor and exacerbating inequalities that increase the risk of conflict and global unrest. The MCGs provide an innovative future vision and complement the Millennium Development Goals (MDGs) that aim to help the world's poor. First, the MCGs seek to address the issues of global poverty and inequality by ensuring that the basic consumption needs of over 2 billion poor people are met. Next, the MCGs will provide benchmarks for the consumption of the rich, which will reduce the burden on the world's natural resource base. Instead of viewing the affluent as a problem, the novel approach of the MCGs would persuade them to contribute to the solution without having to reduce their quality of life. The MCGs apply even‐handedly to the rich in all countries. The concept enjoys broad support worldwide and is being promoted by a global coalition called the MCG Initiative (MCGI). A bottom‐up approach has already been started by many pioneering individuals, communities, organizations, firms, cities, regions and nations. They prefer not to wait for broad multilateral agreements and are acting now, to voluntarily pursue their own specific MCGs. A parallel top‐down path is being pursued through mandatory agreements at the United Nations/international level, starting with the Rio+20 Earth Summit and beyond. The MCGs fit in with other major UN initiatives like Agenda 21, the MDGs, green economy, SCP and the Sustainable Development Goals.  相似文献

The United Nations Interregional Seminar on Computerized Mineral Title Management and Associated Databases which was held in North Africa from 26 November-7 December 1990, was convened by the United Nations Department of Technical Cooperation for Development (UN/DTCD), in conjunction with the United Nations Development Programme. The seminar was hosted by the Government of Morocco. More than forty participants from thirty-one developing countries in Africa, Asia, the Middle East, Central and Latin America, as well as international lecturers took part in the seminar. With the beginning of the new millennium, the longstanding need for reform of the United Nations system has gained new momentum. Efficiency gains and better coordination are desirable, though not sufficient to bring about improvement in international relations. There is need, therefore, to look for institutional innovations that would upgrade the pressing tasks of environmental and development policy in the eyes of national governments, international organizations, and non-governmental organizations, improve the institutional setting for the negotiation and implementation of new agreements and action programs, and strengthen the action capacity of the developing countries on these matters. The present article points to and elaborates on the need for a World Environment and Development Organization within the United Nations system, and outlines the shape it might be given.  相似文献

This article examines the environment and habitat management experiences of Ethiopia and Ghana in the postindependence period (1960–2000). Based on extensive archival research, semistructured focused interviews of environment and habitat officers of the World Bank, the United Nations System and the International Union for the Conservation of Nature (IUCN) and personal professional field experiences, the paper argues that the uncritical adoption of externally generated discourses, narratives, policy guidelines, and strategies of environmental and habitat management has structured thought and action in both countries. The experience of both countries in defining and responding to environmental and human settlement management is explored from a political ecology perspective. The analysis indicates that both countries have essentially adopted a technocratic, state-centered, and unsustainable management strategy framework based on population control, poverty reduction, sustainable development, and capacity-building. It also suggests that international organizations such as the World Bank, INCN, and the United Nations system have been important sources of thought and action in both countries. Conversely, regional international organizations such as the Economic Commission for Africa, the Organization of African Unity and the African Development Bank have largely served as conduits for the diffusion of global discourses, narratives, policies and strategies. The need for adopting management policies and strategies that are based on principles of multiple engagement, decentralization, incentives, public education, and participation is underscored.  相似文献

This paper summarises the views of a number of experts, who met under the auspices of the United Nations Environment and Development, UK Committe (UNED-UK), on the subject of freshwater. The views are expressed in terms of a number of issues raised by the United Nations General Assembly in 1997, namely: integrated watershed management; the strengthening of regional and international co-operation for technological transfer and finance for projects; the participation of local communities and women; the provision of an enabling environment for investment; economic pricing; strengthening the capability of governments and international institutions to collect-and manage information; transformation to less water-intensive modes of agricultural and industrial production; sustainable management of international water courses and additional financial resources for a programme of action. This research paper is an attempt to define and analyse the concept of the blue economy (BE) and its implications for achieving Sustainable Development Goals (SDGs). This study covers aspects such as building a blue economy to achieve SDGs, the importance of a healthy ocean for current and future generations, maintaining the momentum to save the ocean, achievements of the United Nations (UN) conference on the Sustainable Blue Economy, and the highlights of the UN World Water Development Report 2020. This study specifically analyses the health effects and threats to biodiversity, adaptation and mitigation, improved wastewater management, prioritizing water, accessing climate funds, water and climate change, and the relationship between the blue economy and UN SDGs as well as identification of key stakeholders. This is achieved through a detailed literature review on the blue economy that identifies global organizations working on creating a blue economy, elements of the blue economy and current development efforts, United Nations Convention on the Law of the Sea, sustainability and equity, ocean governance, international law and frameworks, and improvement in governance frameworks among other issues. The methodology used attempted to develop a macro, comprehensive, and systematic aggregate database at the country level on macro parameters, namely blue economy, blue finance, BE-SDGs linkages, water development, marine sector, SDGs data on SDG-14 (life underwater), SDG-6 (access to safe drinking water and sanitation), SDG-3 (good health and well-being), and optimal management of water resources through scientific techniques, such as building several small reservoirs instead of mega projects, develop small catchment dams and protect wetlands, soil management, micro catchment development, recharging of underground aquifers thus reducing the need for large dams, which has encountered challenges due to data limitations. The results of this research study emphasize broader stakeholder consultations at the global level to resolve the issues relating to blue economy, blue finance, and ocean governance. The most important conclusion and policy implications of the study are that international organizations including the United Nations, the Asian Development Bank, and the World Bank are working towards achieving the SDGs in general, and the blue economy, blue finance, and ocean governance in particular.  相似文献

This article summarizes the proceedings of a United Nations organized international Seminar on Guidelines for Development of Small- and Medium-scale Mining, held in Harare, Zimbabwe, in February 1993. The meeting assessed progress in promoting and developing small- and medium-scale mining operations worldwide since the last United Nations conference on small-scale mining (Ankara, 1988). The meeting produced a set of guidelines for developing countries intended to provide a framework for encouraging development of small- and medium-scale mining as a sanctioned sustainable activity with recognizable contributions to economic and social goals.  相似文献

On the basis of the cross-section and time-series data of the Lower Mekong Basin (LMB)—including large sections of Thailand, Lao PDR, Vietnam, and Cambodia, we find little evidence in support of the environmental Kuznets curve (EKC) hypothesis. Instead, our regressions support the general views that water pollution had been positively related to income level and that, as a result of the end of the Cold War era, it had been significantly reduced in the 1990s vis-à-vis the 1980s. In most circumstances, water resources were more seriously polluted in the transnational border areas than in the other areas. Specifically, the estimated coefficients on the political boundary dummies show that political influence on transnational water pollution was more significant in areas near the international border along which the river runs (denoted by BORDER2) than in places near the international border across which the river runs (denoted by BORDER1). The estimated coefficients on the ASEAN dummy present some information about the positive role of the Association for Southeast Asian Nations (ASEAN) membership in the reduction of transnational water pollution. Finally, the country-specific dummies are found to present conflicting information about the transnational differences of water pollution, although Thailand is found to have the least water pollution in the LMB.  相似文献

The changing status of the global environment, in both developed and developing countries, and our perception of these changes since the convening of the United Nations Conference on the Human Environment in Stockholm in 1972 are reviewed.
