The good governance of institutions and regimes requires accountability suited to the particular context of each institution and regime. The paper examines the nature of accountability in climate change governance using the Caribbean region as a case study. In doing so, the paper makes two original contributions. First, using insights from the environmental governance literature, it presents a conceptual framework that categorises the types (levels, relationships and mechanisms) of accountability in governance that can be used to test accountability. The accountability framework comprises two levels (internal/external accountability); four relationships (normative, relational, decision and behavioural); and four mechanisms or processes through which accountability can be exercised (certification, monitoring, participation by stakeholders in the overseeing of projects and self-reporting). Second, through an analysis of survey and interview responses from Caribbean climate change experts, it reports on the nature of accountability in climate change governance in the context of Caribbean Small Island Developing States. To do this, first it identifies the actors involved in Caribbean climate governance at the regional and national scales. Then, using the framework, it examines which levels, relationships and processes exist within and between climate governance regional institutions, international partners, government agencies, non-governmental organisations and the private sector for climate change adaptation and mitigation efforts. The paper draws two main conclusions: first, generally actors valued accountability as a good governance norm. Secondly, limited resources and the perception that using the accountability mechanisms will retard policy implementation led to low levels of accountability in practice. Finally, the study examined how accountability can be enhanced in the climate change sector by ensuring that each of the elements of the framework is operationalised for both state and non-state climate change projects.  相似文献

Understanding how future climate periods influence fire behaviour is important for organizing fire suppression strategy and management. The meteorological factors are the most critical parameters affecting fire behaviour in natural landscapes; hence, predicting climate change effects on fire behaviour could be an option for optimizing firefighting resource management. In this study, we assessed climate change impacts on fire behaviour parameters (rate of fire growth, rate of spread and fireline intensity) for a typical Mediterranean landscape of Greece. We applied the minimum travel time fire simulation algorithm by using the FlamMap software to characterize potential response of fire behaviour for three summer periods. The results consisted of simulated spatially explicit fire behaviour parameters of the present climate (2000) and three future summer periods of 2050, 2070 and 2100, under the A1B emissions scenario. Statistical significant differences in simulation outputs among the four examined periods were obtained by using the Tukey’s significance test. Statistical significant differences were mainly obtained for 2100 compared to the present climate due to the significant projected increase in the wind speed by the end of the century. The analysis and the conclusions of the study can be important inputs for fire suppression strategy and fire management (deployment of fire suppression resources, firefighter safety and exposure, transportation logistics) quantifying the effect that the expected future climate periods can have on fire suppression difficulty in Mediterranean landscapes.  相似文献

对国际议程间的关联性分析已经成为全球治理中的重要问题。特别是,由联合国引领的全球发展与应对气候变化问题,已经占据了当前国际政治议程的首要位置,两者的协同直接影响到全球治理的有效性。《2030年可持续发展议程》与《巴黎气候协定》不仅具有共同的规范性基础,而且两者通过议题衔接和叠加已经形成了密切的治理关系,国际制度关联性日益突出。从目前来看,这种关联性体现了以下特点:第一,嵌入关系。可持续发展议程的目标之一是应对全球气候变化,《巴黎协定》的治理目标已经嵌入联合国可持续发展议程之中,但也与一些目标存在矛盾,因此,协同治理具有必要性。第二,指标对应。《巴黎协定》下的“国家自主贡献”细化项目与可持续发展议程中的大部分指标已经形成对应关系,治理具有同质性。第三,制度间倡议交叉与功能外溢。其协同治理关系具体表现在诸多层面上,特别是在联合国系统内的协调、治理模式的趋同、资金渠道的整合、围绕联合国可持续发展议程所进行的发展机构改革,以及联合进行政策倡议、规则建构及政策制定等方面。从制度关系演变的角度来看,两者协同治理的类型正在发生变化,制度互动在不同层次上不断累积,并逐渐转向伙伴型的协同治理模式。  相似文献

Tourism is a vital sector of Cyprus economy, attracting millions of tourists every year and providing economic growth and employment for the country. The aim of this study was to investigate the impacts of projected climate change in the tourism industry in Cyprus (Republic of Cyprus) using both “Tourism Climate Index” (TCI) and “Beach Climate Index” (BCI). TCI refers to tourism activities mainly related to sightseeing, nature-based tourism, and religious tourism etc., while BCI represents beach tourism that constitutes 85 % of tourism activities in Cyprus. The projections of climate change impacts in tourism are performed for 2071–2100 period, using regional climate model output employing the A1B greenhouse gas emissions scenario. The 1961–1990 period is used as the control run to compare the respective results of the future projections. The significant warming anticipated in the distant future (increases in annual and summer temperatures close to 4 °C) will have adverse impacts on Cyprus tourism industry regarding sightseeing tourism. TCI results for the distant future period show only acceptable conditions for general tourism activities during summer in contrast with the good/very good conditions in the present climate. Conversely, this type of tourism seems to be benefited in shoulder seasons, i.e., during spring and autumn; TCI and hence tourist activities improve in the distant future in relation to the present climate. On the other hand, concerning beach tourism, future projections indicate that it will not be negatively affected by future climate change and any changes will be positive.  相似文献

Experience in predicting the state of alpine ecosystems on the basis of empirical-statistical simulation is described using the example of the Central Caucasus. Changes in the frequency and intensity of cyclones and associated windstorms affecting the Mediterranean region simulated under enhanced Greenhouse Gas forcing conditions are investigated. The analysis is based on 7 climate model integrations performed with two coupled global models (ECHAM5 MPIOM and INGV CMCC), comparing the end of the twentieth century and at least the first half of the twenty-first century. As one of the models has a considerably enhanced resolution of the atmosphere and the ocean, it is also investigated whether the climate change signals are influenced by the model resolution. While the higher resolved simulation is closer to reanalysis climatology, both in terms of cyclones and windstorm distributions, there is no evidence for an influence of the resolution on the sign of the climate change signal. All model simulations show a reduction in the total number of cyclones crossing the Mediterranean region under climate change conditions. Exceptions are Morocco and the Levant region, where the models predict an increase in the number of cyclones. The reduction is especially strong for intense cyclones in terms of their Laplacian of pressure. The influence of the simulated positive shift in the NAO Index on the cyclone decrease is restricted to the Western Mediterranean region, where it explains 10–50 % of the simulated trend, depending on the individual simulation. With respect to windstorms, decreases are simulated over most of the Mediterranean basin. This overall reduction is due to a decrease in the number of events associated with local cyclones, while the number of events associated with cyclones outside of the Mediterranean region slightly increases. These systems are, however, less intense in terms of their integrated severity over the Mediterranean area, as they mostly affect the fringes of the region. In spite of the general reduction in total numbers, several cyclones and windstorms of intensity unknown under current climate conditions are identified for the scenario simulations. For these events, no common trend exists in the individual simulations. Thus, they may rather be attributed to long-term (e.g. decadal) variability than to the Greenhouse Gas forcing. Nevertheless, the result indicates that high-impact weather systems will remain an important risk in the Mediterranean Basin.  相似文献

The search for strategies to address ‘super wicked problems’ such as climate change is gaining urgency, and a collaborative governance approach, and adaptive co-management in particular, is increasingly recognized as one such strategy. However, the conditions for adaptive co-management to emerge and the resulting network structures and relational patterns remain unclear in the literature. To address these identified needs, this study examines social relationships from a network perspective while initiating a collaborative multiactor initiative aimed to develop into adaptive co-management for climate change adaptation, an action research project undertaken in the Niagara region of Canada. The project spanned 1 year, and a longitudinal analysis of participants’ networks and level of participation in the process was performed. Evidence of support for climate change adaptation from the process included the development of deliberative and adaptive responses to opportunities presented to the group and the development of a strong subgroup of participants where decision-making was centered. However, the complexity of the challenge of addressing climate change, funding constraints, competing initiatives, and the lack of common views among participants may have contributed to the group, highlighting the finding that beneficial network structural features and relational patterns are necessary but not sufficient condition for the development of an adaptive co-management process. The context of climate change adaptation may require a different social network structure and processes than other contexts for adaptive co-management to occur, and there may be limitations to adaptive co-management for dealing with super wicked problems.  相似文献

On 1 June 2017, the US President Donald Trump officially announced the withdrawal from the Paris Agreement, thus the study on the reasons of withdrawal, the potential impacts, and coping strategies has become a focus among policy circles and of the international community. Based on the self-developed US Policy Assessment Model, this paper systematically evaluates the three potential “major deficits” in terms of mitigation, climate finance, and global climate governance, as a result of the US withdrawal from the Paris Agreement and puts forward policy suggestions for coping with such transformations accordingly. The study shows that the United States ’withdrawal from the Paris Agreement will affect the existence and implementation of successive climate policies and result in an additional 8.8–13.4% increase in the global emissions reduction deficit. The United States’ withdrawal will also deteriorate the existing climate finance mechanism. The Green Climate Fund (GCF)’s funding gap will increase by US$2 billion, while the gap of long-term climate finance will increase by about US$5 billion a year. Either the China–EU or the “BASIC plus” mechanism could fill the governance deficit caused by the United States and the lack of political momentum may continue for a while in the future.  相似文献

Energy consumption is fundamentally necessary for human well-being. However, although increasing energy consumption provides substantial improvements in well-being for low and intermediate levels of development, incremental increases in consumption fail to provide improvements for “super-developed” countries that exhibit the highest levels of development and energy consumption. The aim of this note is, therefore, to quantitatively explore the global emissions debt and climate change commitment associated with the gap in energy consumption between the energy-saturated super-developed countries and the rest of the world. Adopting Kates’ identity, I calculate that elevating the current populations in the non-super-developed countries to the energy and carbon intensities of the United States is akin to adding the fossil-fuel CO2 emissions of more than 15 United States to the global annual total, implying cumulative emissions of almost 4000 GT CO2 from 2010 through 2050. The inevitability of continued emissions beyond 2050 suggests that the transition of non-super-developed countries to a US-like profile between now and 2050 could, by itself, plausibly result in global warming of 3.2 °C above the late-twentieth century baseline, including an extremely high likelihood that global warming would exceed 1.2 °C. Global warming of this magnitude is likely to cause regional climate change that falls well outside of the baseline variations to which much of the world is presently accustomed, meaning that a US-like energy-development pathway carries substantial climate change commitment for both non-super-developed and super-developed countries, independent of future emissions from the super-developed world. However, the assumption that all countries converge on the minimum energy intensity of the super-developed world and a carbon-free energy system between now and 2050 implies cumulative CO2 emissions of less than 1000 GT CO2 between 2010 and 2050, along with a less than 40 % probability of exceeding 1.2 °C of additional global warming. It is, therefore, possible that intensive efforts to develop and deploy global-scale capacity for low-carbon energy consumption could simultaneously ensure human well-being and substantially limit the associated climate change commitment.  相似文献

ABSTRACT

Scholars and practitioners have focused in recent years on the potential for achieving cooperation in small “clubs” of countries. While solutions to global climate change will eventually require widespread cooperation, club strategies could help to catalyze that outcome. Unlike the Paris Agreement, which has achieved widespread but relatively shallow cooperation, it could be easier to tailor agreements that allow deep cooperation within smaller groups. This essay extends that logic to clubs whose geometry varies two-dimensionally across countries but also along a third dimension: within countries. Most of the key elements of international relations and international law theory that explain how clubs achieve cooperation are directly applicable to three-dimensional clubs. Most of the relevant experience for these clubs has occurred in the west; overdue is a close assessment of how key units – such as provinces and firms – within China and other emerging economies.  相似文献

Recent concerns about potential climate-change effects on coastal systems require the application of vulnerability assessment tools in order to define suitable adaptation strategies and improve coastal zone management effectiveness. In fact, while various research efforts were devoted to evaluate coastal vulnerability to climate change on a national to global level, fewer applications were carried out so far to develop more comprehensive and site-specific vulnerability assessments suitable to plan possible adaptation measures at the regional scale. In this respect, specific indicators are needed to address climate-change-related issues for coastal zones and to identify vulnerable areas at the regional level. Two sets of coastal vulnerability indicators were selected, one for regional and one for global studies, respectively, concerning the same features of coastal systems, including topography and slope, geomorphological characteristics, presence and distribution of wetlands and vegetation cover, density of coastal population and number of coastal inhabitants. The proposed set of indicators for the regional scale was chosen taking into account the availability of environmental and territorial data for the whole coastal area of the Veneto region and was based on site-specific datasets characterized by a spatial resolution appropriate for a regional analysis. Moreover, a GIS-based segmentation procedure was applied to divide the coastline into linear segments, homogeneous in terms of vulnerability to climate change and sea-level rise at the regional scale. This approach allowed to divide the Veneto shoreline into 140 segments with an average length of about 1 km, while the global scale approach identified four coastal segments with an average length of about 66 km. The performed comparison indicated how the more detailed approach adopted at the regional scale is essential to understand and manage the complexities of the specific study area. In fact, the 25-m DEM employed at the regional scale provided a more accurate differentiation of the coastal area's elevation and thus of coastal susceptibility to the inundation risks, compared to the 1-km DEM used at the global level. Moreover, at the regional level the use of a 1:20,000 geomorphological map allowed to differentiate the unique landform class detected at the global level (e.g., fluvial plain) in a variety of more detailed coastal typologies (e.g., open coast eroding sandy shores backed by bedrock) characterized by a different sensitivity to climate change and sea-level rise. Accordingly, the information provided by regional indicators can support decision-makers in improving the management of coastal resources by considering the potential impacts of climate change and in the definition of appropriate actions to reduce inundation risks, to avoid the potential loss of valuable wetlands and vegetation and to plan the nourishment of sandy beaches subject to erosion processes.  相似文献
