气候变化是人类发展过程中遇到的最大全球性环境问题,也是最大的外部性问题。IPCC报告显示,实现本世纪末温度升高不超过2度的目标,需要全球经济和能源系统深度的低碳转型,并在本世纪下半叶达到温室气体的净零排放。应对气候变化因此面临着前所未有的技术创新与合作需求。2015年底达成的《巴黎协定》提出了落实技术开发与转让的长期愿景,主张对气候变化领域的技术创新给予政策和资金支持,使发展中国家在技术周期的早期阶段就能够获取必要的技术,从而为实现全球应对气候变化提供保障。然而,基于工业文明的传统技术创新与合作模式难以满足保护全球气候的技术需求。减缓与适应技术是气候变化挑战下全球命运共同体的公共财富。为保证其足够的供应,必须超越追求私人利益最大化的狭隘,基于生态文明理念构建全球应对气候变化的新型技术合作体系。其核心是:实现多赢的合作目标,遵循"生态人"的合作原则,体现协同的合作内容,基于互信的合作形式,鼓励多元主体的参与,促进合作成果的分享。中国作为新兴发展中大国,对应对气候变化技术国际合作有多元的利益需求。为有效落实《巴黎协定》,亟需以加速国际合作为契机,积极谋划中国应对气候变化技术对外合作的总体方略和具体行动,有针对性地制定与发达国家、其他发展中国家及欠发达国家间优势互补的合作计划,探索并引导"南-北-南"三方技术合作等新形式。  相似文献

拟破解生态文明测度和评价的现存难题:在指标选取方面,评价目标模糊,指标筛选的主观性强,缺乏结构化方法,导致指标泛化,与一般环境经济评价混淆;在测度标尺方面,无法确定生态文明阈值,对不同文明阶段用同一把尺子去衡量,导致一些非生态文明区域的排名反而靠前;在应用价值方面,综合指标值失去生态经济意义,只是一个抽象的排名数字,导致测度结果不便于理解和运用。为此,依据文明演化的共生理论创立指标-指数耦合链方法,用以导出生态文明测度的阈值和绿值二步指数。依次运用扎根理论法、PSIR及SEM结构模型、足迹家族法、Lotka-Volterra模型等工具,构建从生态文明的指标体系到二步指数的结构化耦合链。全过程始终聚焦生态文明的本质属性——产业与生态的互利共生性:以定性科学属性为出发点,以人与自然复合系统的结构模型为纽带,以生态文明阈值和绿值二步指数定量模型为归宿点。其中,阈值用产业受力指数、生态受力指数和共生度指数3项指数进行衡量,合称为阈值指数;而绿值用1项综合反映区域产业与生态的总量、共生程度和均衡程度的绿值指数进行衡量。据此进行区域生态文明的二步测度。第一步,基于阈值指数的阶段或资格判定:通过产业与生态的共生性,考量被测区域是否进入生态文明门槛,"未入门"区域处于哪一个文明阶段。第二步,基于绿值指数的水平判定:通过产业与生态的互利共生程度,考量"入门"区域的生态文明水平。研究表明,指标-指数耦合链方法不仅可以有效克服单纯指标体系综合法或指数函数法的缺陷和难点,而且能够将两者的长处结合起来。如此,不仅能够避免生态文明测度结果与物质文明"成正比"的弊端,而且能够通过从生态文明二步指数回溯至指标体系的逆向解耦,分析出导致生态文明问题的根本原因,便于提出切中肯綮的对策。  相似文献

中共中央办公厅和国务院办公厅印发的《生态环境损害赔偿制度改革试点方案》已经明确提出了生态环境损害的赔偿问题,对生态环境本身造成损害需要承担责任将成为中国法治时代又一个崭新的命题,对生态环境造成损害担责因何而生、又因何而立?生态环境损害责任确立的理论根据到底是什么?笔者认为只有明确生态环境损害责任确立的理论基础,才能促进生态损害赔偿制度的有效构建与救济机制的健康运行,才能为"美丽中国"建设提供法治保障。本文以马克思主义生态文明观为研究视角,探讨了生态文明观作为中国生态环境损害责任确立的理论基础之科学性与合理性。本文研究发现,马克思主义生态文明观不仅扫清了环境损害责任确立的思想和认识障碍,而且回应了个别学者对环境损害责任成立的质疑,为环境损害责任的确立奠定了思想和理论基础;不仅如此,生态文明观还为环境损害责任的实施提供了政治、经济、文化、技术和法治保障,是生态文明观孕育了环境损害责任。本文进一步分析了生态文明观之所以能够孕育环境损害责任制度的原因,是因为生态文明观与环境损害责任有诸多内在的共同性:生态文明观与环境损害责任之间同根同源,都起源于生态环境危机的时代背景,直接目的就是为了实现环境保护,共同的手段就是环境法治,最深层次的共同价值追求是实现人与自然的和谐共生。中国未来生态环境损害责任制度的建立与运行,应当自觉坚持以马克思主义生态文明观为指导,自觉将马克思主义生态文明观作为思想指南和理论渊源。  相似文献

We downscale the results of a global tourism simulation model at a national resolution to a regional resolution. We use this to investigate the impact of climate change on the regions of Germany, Ireland and the UK. Because of climate change, tourists from all three countries would spend more holidays in the home country. In all three countries, climate change would first reduce the number of international arrivals—as Western European international tourist demand falls—but later increase numbers—as tourism demand from increasingly rich tropical countries grows. In Ireland and the UK, the regional pattern of demand shifts is similar to the international one: tourism shifts north. In Germany, the opposite pattern is observed as the continental interior warms faster than the coast: tourism shifts south.

A simple model of yield was used along with climate scenarios to assess the impact of climate change on grain maize productivity and associated economic risk in Switzerland. In a first application, changes in the precipitation regime alone were shown to affect the distribution of yield considerably, with shifts not only in the mean but also in the standard deviation and the skewness. Production risk was found to respond more markedly to changes in the long-term mean than in the inter-annual variability of seasonal precipitation amounts. In a further application, yield projections were generated with respect to a full climate scenario, with the emission pathway as specified in the IPCC A2 scenario. Anticipation of the sowing date was found to reduce the negative impact of climate change on yield stability, but was not sufficient to ensure average productivity levels comparable to those observed at present. We argued that this was caused by the reduction in the duration of the growing season, which had a stronger impact than suggested by previous studies. Assuming no change in price relations, the results also revealed a strong increase in production risk with climate change, with more than a doubling in the probability of yield falling short of a critical threshold as compared to today’s situation.  相似文献

The weight of scientific evidence suggests that human activities are noticeably influencing the world's climate. However, the effects of global climate change will be unevenly spread, due to local variations in vulnerability and adaptive capacity. Using downscaled projections of future UK climates over the next 50 years, this paper investigates the impacts of, and possible responses to, climate change in one small area in eastern England, selected as a test-bed for sustainable agriculture. It shows that local agricultural systems are vulnerable to changes in the climate. At present, however, these considerations have a limited effect on agricultural operations, which are mainly driven by short-term events and 'non-climate' policies, such as agricultural price support. The capacity of agricultural systems to adapt successfully to climate change will be determined by the ability of producers to integrate climate change into their planning strategies with a view to ultimately ensuring sustainable agricultural practices in the long term. 技术是应对气候变化的重要手段,关键技术创新差异的扩大将不利于各国应对气候变化的协同发展。以技术产出的专利为数据源,运用大数据挖掘工具、泰尔熵指数及空间计量学的方法和理论,分析了"一带一路"沿线国家应对气候变化关键技术创新差异的时空格局演变情况。研究结果表明:(1)沿线国家应对气候变化关键技术创新差异整体上呈现下降态势,并以初期震荡向后期平稳有升过度。(2)按地理位置划分的区域技术创新差异呈现高的空间集聚效应,且强强集聚与弱弱集聚具有一定时期内的稳定性,部分地区面临陷入技术贫困陷阱风险。(3)沿线各国应对气候变化技术创新差异存在趋同俱乐部现象,个别国家随时间推移可能经历不同俱乐部过度。针对这种趋同特征及各国技术需求特点可划分为4种类别:技术转出区、技术转入区、技术扩散区和技术承接区。技术转出区多集中在东欧某些经济发达、能源依存度高的国家。为此,本文提出如下建议:(1)各国根据自身情况制定减排政策的同时,需要国际社会制定与其相适应的差异化且有侧重的援助方案。(2)技术创新强国在涉及应对气候变化技术转移知识产权等事项上应该给予技术需求国让步。同时,技术转移应考虑区域协同及地理邻近的扩散。(3)中国应发挥好南南合作援助基金的作用,加强特定区域内共性技术的帮扶力度,建立与适宜国家间关键技术联合研发与示范机制,树立大国形象。(4)中国应加快沿线战略布局,根据不同区域各国应对气候变化的现状及其技术能力制定差异化的产业和技术转移的政策,加强与沿线国家的技术合作与贸易往来,形成优势互补的产业链。  相似文献

The EU Water Framework Directive (WFD) is novel because it integrates water quality, water resources, physical habitat and, to some extent, flooding for all surface and groundwaters and takes forward river basin management. However, the WFD does not explicitly mention risks posed by climate change to the achievement of its environmental objectives. This is despite the fact that the time scale for the implementation process and achieving particular objectives extends into the 2020s, when climate models project changes in average temperature and precipitation. This paper begins by reviewing the latest UK climate change scenarios and the wider policy and science context of the WFD. We then examine the potential risks of climate change to key phases of the River Basin Management Process that underpin the WFD (such as characterisation of river basins and their water bodies, risk assessments to identify pressures and impacts, programmes of measures (POMs) options appraisal, monitoring and modelling, policy and management activities). Despite these risks the WFD could link new policy and participative mechanisms (being established for the River Basin Management Plans) to the emerging framework of national and regional climate change adaptation policy. The risks are identified with a view to informing policy opportunities, objective setting, adaptation strategies and the research agenda. Key knowledge gaps have already been identified during the implementation of the WFD, such as the links between hydromorphology and ecosystem status, but the overarching importance of linking climate change to these considerations needs to be highlighted. The next generation of (probabilistic) climate change scenarios will present new opportunities and challenges for risk analysis and policy-making.  相似文献

Meteorological-driven processes exert large and diverse impacts on lakes and their water quality; these impacts can be hydrologic, thermal, hydraulic, chemical, biochemical, or ecological. The impact of climate change on Lake Tahoe (California–Nevada) was investigated here as a case study of climate change effects on the physical processes occurring within lakes. The already published trends of meteorological variables were used to assess the effects of global warming on Lake Tahoe dynamics. Records from the period 1969–2002 show that Lake Tahoe has became warmer and more stable. A series of simulation years into the future (i.e., 2000–2040) was established using flows, loads, and meteorology data sets for the period 1994–2004. Results of 40-year simulations show that the lake continues to become warmer and more stable, and mixing is reduced. Possible changes in water quality because of global warming are discussed through inference, although these are not specifically simulated. Many existing problems may be exacerbated due to climate change, yet extreme uncertainty depends on the rate and magnitude of climate change. Therefore, shifts in water quality and quantity due to climate change should be integrated into contemporary planning and management in an adaptive manner, and the research and development of impact assessment methodology should focus on approaches that can handle extreme uncertainty. The general alternatives for lake management due to climate change are discussed. Depending on the specific case, further intensive research is suggested to restore lake water quality.  相似文献

China’s technological efforts to tackle climate change have lasted for many years. It is necessary to test the effect of these efforts with quantitative method. To be exact, whether and how China’s low-carbon technology innovation responds to climate change should be tested. Based on the 2004–2015 panel data of 30 provinces in China, we use the method of ESDA analyzing the spatial correlation of China’s low-carbon innovation technology. Furthermore, we use the spatial Durbin model empirically analyzing the spatial spillover effects. The results obtained are as follows: first, supply and demand of Chinese low-carbon innovation has some deviation in the spatial distribution. The low-carbon technology innovation as the supply factor shows the characteristics of expanding from the east to the west. Innovation in eastern China has always been the most active, but innovative activities in the middle and western China are gradually decreased. However, carbon emissions have the characteristics of moving westward, implying the change of technology demand different from technology supply. Second, China’s low-carbon innovation actively responds to the trend of climate change, indicating China’s technological efforts have paid off. However, the spatial spillover effects are not significant, showing that the efforts in each region of China still work for himself. Third, environmental regulation and market pull are important factors for low-carbon technology innovation. Among them, both supporting policy and inhibitory policy have significant impact on the local low-carbon technology innovation, but no significant spatial spillover effects. It shows that environmental policies in different regions are competitive and lack of demonstration effects. Economic growth and export as market pull have higher level of effect on low-carbon technology innovation for both local and adjacent areas. Adverse consequences to the ecological system and human health caused by impacts potentially attributable to climate change have already drawn great and widespread concern of many scientists and international organizations. However, we still have a hard time determining exactly the impact of climate change on the environment or the damage that climate change inflicts on countries comprising small islands or low-lying lands in light of today’s science and technology. The progress for dealing with the issue of loss and damage has been struggling for a long time from the beginning to the present. In this paper, the author begins by summarizing talks on the concept and the positions of commentators. The author is proposing that the development of future climate negotiations and rule-making process be based on global climate justice as a standard for measuring value. Also, the author proposes that a holistic view of climate justice be established. Generally, three aspects of climate justice can be derived. First, the dimension of human rights protection shows that protection of fundamental human rights is a logical precondition if small-island and low-lying countries are able to achieve climate justice. Second, the definite and traditional concepts of distributive justice and corrective justice hold the view that the principle of common but differentiated responsibilities should be upheld as a basic standard of allocating rights and duties associated with climate change. Third, climate justice requires that any state follow the “no-harm principle,” which is regarded as an international customary rule. According to the principle, the obligation of states to prevent the use of their territory for causing trans-boundary harm to the environment shall be a violation of state responsibility, which incurs international punishment. Then we put forward three remedial approaches in light of climate justice, including the approach of State Responsibility (SR) based on the principles and rules of international human rights law and international environmental law. Based on clear rules, the judge can determine whether the damaging behavior or the damage perpetrated by a state party constitutes a state responsibility. The International Environmental Regulation (IEB), which means solving the problems within the framework established by the Conventions on Climate Change, takes advantage of the market mechanisms and incentives such as fund and insurance support system to relieve or compensate the loss and damage. International Environmental Dispute Settlement Mechanism (IEDSM), which includes the means such as consultations, negotiations, nonmandatory ways and international arbitration, international judicial ways to solve these disputes, functions as a procedural safeguard. As an active promoter of global climate governance, China should no doubt stand by the principle of Common But Differentiated Responsibility (CBDR) and take it as a basis for negotiations, actively strengthen the work of South-South cooperation, fulfill her international climate commitments without reservation, vigorously develop a low-carbon economy, and actively promote international negotiations on the subject of loss and damage.  相似文献

Besides climate change impacts on water availability and hydrological risks, the consequences on water quality is just beginning to be studied. This review aims at proposing a synthesis of the most recent existing interdisciplinary literature on the topic. After a short presentation about the role of the main factors (warming and consequences of extreme events) explaining climate change effects on water quality, the focus will be on two main points. First, the impacts on water quality of resources (rivers and lakes) modifying parameters values (physico-chemical parameters, micropollutants and biological parameters) are considered. Then, the expected impacts on drinking water production and quality of supplied water are discussed. The main conclusion which can be drawn is that a degradation trend of drinking water quality in the context of climate change leads to an increase of at risk situations related to potential health impact.  相似文献

This paper develops a conceptual model to examine the vulnerability of Inuit food systems to food insecurity as a consequence of climate change. The model illustrates that food system vulnerability is determined by the exposure and sensitivity of the food system to climate-related risks and its adaptive capacity to deal with those risks. The model is empirically applied using a case study from Igloolik, Nunavut. Specifically, the paper focuses on how extreme climate-related conditions in 2006 interacted with the food system to affect food security, using 2006 as a lens to identify and characterize some of the processes and conditions shaping vulnerability, and establishing a baseline for identifying and characterizing processes that are likely to shape future vulnerability. There is a high level of adaptive capacity among Igloolik Inuit, with food sharing mechanisms, hunting flexibility, and store-food access moderating the impact of climatic-risks on food security. However, high fuel and commodity prices, the increasing economic burden of adapting to back-to-back years with unfavorable climatic conditions, underlying community vulnerabilities, and the nature to the climate extremes in 2006, overwhelmed the adaptive capacity of many community members. Those dependent on traditional foods and having limited access to financial resources were particularly vulnerable.  相似文献

Climate change has in the past led to shifts in vegetation patterns; in a future, warmer climate due to enhanced greenhouse-gas concentrations, vegetation is also likely to be highly responsive to such warming. Mountain regions are considered to be particularly sensitive to such changes. In this paper we present an approach to assess the impact of climate change on long-term vegetation plots at the high-elevation site of the Schynige Platte, 2000 m above sea level, in the Bernese Alps (Switzerland). Records of vegetation spanning the period from 1928 to today at two different sites, each with several plots, were considered. The observed change in the species composition was then related to changes in land use and climate. We used daily values of temperature, snow and precipitation from several high-elevation weather stations to conduct these analyses. The correlation between climate and vegetation patterns revealed that species that prefer low thermal conditions move out of the plots, i.e., their frequency of occurrence is negatively correlated with the average number of degree-days over the last six decades. On the other hand, species with higher thermal demands are seen to be invading the plots, i.e., their frequency of occurrence is positively correlated to the average number of degree-days. On the basis of the GISS prognostic climatic model, landscape-ecological scenarios concerning the immediate future of the region are considered in the forms of cartographic and analytical models. These scenarios predict a growing thermoarid bioclimatic trend accompanied by a general northward displacement of zonal boundaries, with corresponding acceleration of the biological cycle and increase in the productivity of boreal forests.  相似文献

在中国应对气候变化政策体系中,目标责任制和淘汰落后产能这两项行政手段具有核心地位。充分认识其作用机制,阐述其优势与不足,对于中国碳减排政策的优化设计意义深远。本文遵循气候变化评估报告的原则和方法,以国内外公开发表的相关文献为基础,评估了这两项政策的作用机制、政策有效性以及存在的问题。结果显示:目标责任制和淘汰落后产能这两项行政手段具有高度的有效性。这些行政手段顺应了中国的各项体制机制,确保了中国应对气候变化目标的实现。具体来看,节能降碳目标责任制通过明确地方政府作为节能降碳政策执行主体的责任,改变了原有的官员激励体系,强化了政府对既有政策的执行,还促进了地方政府和企业各项节能降碳制度的形成。淘汰落后产能以目标责任考核为基础,结合各种激励政策,在节能降碳、化解产能过剩等方面发挥了巨大效应。尽管行政手段在温室气体减排中的作用非常有效,但是这种自上而下的压力传递机制难以真正内化为地方政府和企业开展节能降碳工作的自发性力量。此外,由于节能降碳目标的层层分解,县级及以下政府承担了与其行政管理权限并不匹配的责任。在压力体制下,过剩产能的市场退出障碍和地方政府、企业产能扩张的冲动依然存在。未来应结合行政和市场手段的优缺点,综合施策,促进温室气体减排长效机制的形成。  相似文献

建立反映维护基本生态系统服务和生态安全的考核指标体系,量化生态环境保护绩效评估,形成环境污染控制和环境质量改善的倒逼机制,对于促进环保目标从单一目标向双目标的实现具有重要的战略意义。文章从解析生态底线的内涵和表征着手,基于环境介质,选取大气、水体、植被、土壤、能源5个方面共17项指标,构成生态底线指标体系的基本框架。提出评估模型和方法,通过测量值与底线值的比较,反映环境保护和生态建设的实际绩效,考虑到各行政区各功能区的生态特点及环境初始状态的差异,引入历史数据进行修正,对单个指标及综合绩效分为优良、改善、恶化、极差四个基本等级进行考核鉴定。不同于以往许多以污染物排放控制作为指标体系的思路和地方实践,所建立的生态底线指标体系更关注生态环境的本底条件,指标测度从常规的过程和终端标准转向自然生态环境的质量状况,有效化解污染排放都达标,但环境质量日益恶化的难题。建议各地结合当地特点明确本地区的生态底线,加强各参与部门的交流协调以提供全面而一致的统计与监测信息,加强信息发布平台的建设等基础工作;处理好底线考核机制与原有年度考核机制的关系,生态底线考核结果与相应的奖惩制度和晋升制度等挂钩,将其作为领导干部选拔任用及"五好"班子评选的重要依据;加强配套制度的建设;建立公众参与的相关机制。  相似文献

Three soil carbon models (RothC, CANDY and the Model of Humus Balance) were used to estimate the impacts of climate change on agricultural mineral soil carbon stocks in European Russia and the Ukraine using detailed spatial data on land-use, future land-use, cropping patterns, agricultural management, climate and soil type. Scenarios of climate were derived from the Hadley Centre climate Version 3 (HadCM3) model; future yields were determined using the Soil–Climate–Yield model, and land use was determined from regional agricultural and economic data and a model of agricultural economics. The models suggest that optimal management, which entails the replacement of row crops with other crops, and the use of extra years of grass in the rotation could reduce Soil organic carbon (SOC) loss in the croplands of European Russia and the Ukraine by 30–44% compared to the business-as-usual management. The environmentally sustainable management scenario (SUS), though applied for a limited area within the total region, suggests that much of this optimisation could be realised without damaging profitability for farmers.  相似文献

Possible climate change will modify snow-cover depth and change the characteristics of winter tourism and skiing districts. Our model describes seasonal snow-cover depth related to altitude in six Alpine climate regions as the best fit of all snow stations. Data cover 30 winter seasons (November to April values) from 1965 to 1995. We modified the data according to a scenario of temperature and precipitation change (2 °C warming, no precipitation change) and achieve a new simulated snow-cover depth. The indicators MARP (mean altitude of resident population) and MASPSL (mean altitude of starting point of ski lifts) serve as references for “critical altitudes” of Austrian districts. A warming implies a reduction of snow in all districts, but the loss is overproportional in lower altitudes. The direction of economic impacts is clear – income losses and adaptation costs – but magnitude and time frames remain uncertain. Received: 24 February 1999 · Accepted: 15 May 1999  相似文献

海洋生态系统为人类提供了环境友好型海产品、可持续海洋原材料、可持续基因资源、生态旅游产品、海景观房地产等海洋生态标签生态产品和减缓温室效应产品、净化环境要素产品、灾害控制产品等海洋关键环境要素生态产品。本文以海洋生态产品理论为基础,将海岛旅游绿色发展含义界定为旅游目的地环境友好型海产品的生产与消费,旅游目的地海洋生态系统与森林生态系统持续稳定地提供核心生态系统服务和旅游业低碳排放;并运用海洋渔业生态标签制度(MFELS)、生态系统服务付费(PES)和市场替换法(MRM),以山东省长岛县为案例地,以问卷调查和访谈调查获取的数据为基础,对海岛旅游绿色发展经济激励额度进行了评估。结果表明:(1)运用MFELS可获得0.207 0×10~8元/a的经济激励资金,其中山东省短途客源地游客、京津冀晋豫中途客源地游客和其他省市区长途客源地游客平均每人次分别承担13.26元、17.57元和17.56元;(2)运用PES可获得0.673 6×10~8元/a的经济激励资金,其中短途游客、中途游客和长途游客平均每人次分别承担43.44元、57.89元和54.42元;(3)运用MRM可获得0.154 1×10~8元/a的经济激励资金,其中各类游客平均每人次分别承担0.00元、14.59元和34.58元;(4)运用MFELS、PES和MRM可获得1.034 7×10~8元/a的经济激励资金,其中各类游客平均每人次分别承担56.70元、90.05元和106.56元。研究建议:各客源地游客承担海岛旅游绿色发展经济激励资金应考虑区域的差异性特征。  相似文献
