This paper examines the impact of the clean development mechanism (CDM) on China??s progress in building a resource-efficient and environmentally friendly society, referred to as a dual-goal society. It presents China??s CDM activities from the perspective of policy directions, administrative arrangements and capacity building as well as outlines the regional trends and distribution of CDM projects across China??s 30 provinces. Based on regression analysis of 2006?C2009 panel data, the research was able to provide estimates at provincial level of the impacts of CDM activities on China??s CO2 emission intensity, SO2 emission intensity and industrial dust emission intensity. The study concludes that the active CDM projects are mainly located in the less-developed central and west China where they have provided increased opportunities for sustainable development. Furthermore, the successful implementation of CDM projects across the country has significantly decreased the emission intensity of CO2, SO2 and industrial dust, which means that these activities have enhanced China??s ability to build the desired dual-goal society. 相似文献

The contribution of scientific knowledge and innovation to sustainability is demonstrated. Theory, discoveries, programmes and activities in both the natural as well as social sciences fields have greatly helped with the environmental, economic and social challenges of the past and current centuries, especially in the past 50 years or so. Nowadays, we increasingly realize the intimate link between science and society, and the need not only for science to inform policy but also to address requests by governments and the multiple stakeholders confronted with the challenge to achieve sustainable development. Current barriers to how science is conceived and related education is delivered hamper true interdisciplinarity, and the emerging field of sustainability science attempts inter alia to clarify how ‘a new generation of science’ can be designed so as to promote more integrated thinking to tackle complex societal issues. At the international level, and more specifically in the context of the United Nations, the practice of science has always entailed the need to solve problems such as climate change, ozone depletion, disaster risk, lack of food security, biodiversity loss, social instability and ineffective governance—to cite a few. In this regard, science in an intergovernmental context is by definition science that has to assist with the struggle for sustainability. Yet, a higher level of integration and cross-fertilization among disciplines as well as of participation among concerned stakeholders in the design and implementation of science-based programmes and activities carried out by the United Nations (and, in this article, the specific case of its Educational, Scientific and Cultural Organization—UNESCO—is presented) seems to be needed. The debate on sustainability science carried out in the academic circle and the experience of UNESCO in this area can be mutually supportive in further elucidating how, practically, the approach of sustainability science can enhance the achievement of sustainable development at multiple scales. 相似文献

In Southeast Asia, inland fish resources are crucial for small-scale fishing households. Their decline, due to overfishing and a set of socio-ecological factors, jeopardises aquatic ecosystems and the livelihoods of fishing communities. Singkarak Lake (West Sumatra) exemplifies this sustainability challenge. The paper proposes a multi-disciplinary analysis of the situation. First, it identifies and documents the primary livelihood systems and the strategic adaptations involved in fishing communities. Based upon a sample of 200 households and the implementation of multivariate analyses, a typology is developed. Three household types are identified. Type I comprises better-off farming fishers that have high fishing capitals and income but the lowest returns on fishing and land assets. Type II includes poor fishing farmers with higher farming income; they show the highest return on land assets. Type III is composed of poorer, younger fishers with the highest return on fishing assets and fishing costs. They have little land, low farming income, and diversified livelihood sources. Second, the technical efficiency (TE) of fishing households is studied using a data envelopment analysis. The results show that the average TE is low, but marked differences exist between the types. Type I households have the lowest TE in fishing, confirming an extensification and overcapitalisation strategy. Type II households show a high technical fishing efficiency. They have developed on-farm diversification with a combined, balanced livelihood system. Type III households are the most efficient fishers. They developed an intensification strategy together with off-farm diversification. Different livelihood strategies and economic portfolio have been developed as the response to the limited resources, uncertainty, fluctuating environment and other source of vulnerability. The fishers built up their livelihood based on their assets’ ownership, access to other resource out of fishing and their socio-economic status. In this context, understanding livelihood diversity among small-scale fishers, different socio-economic, their efficiency, constraints and opportunities emerge as important factor in policy formulation to enhance support to small-scale fishing communities and improved management of both the resources and local development. Finally, the paper suggests a focus on people and community-related solutions and proposes a threefold approach of resource conservation, livelihood improvements and restructured governance. 相似文献

Environmental distribution conflicts (EDCs) related to the construction and operation of waste incinerators have become commonplace in China. This article presents a detailed case study of citizen opposition to an incinerator in the village of Panguanying, Hebei Province. Drawing on in-depth fieldwork, we show how this case was notable, because it transcended the local arena to raise bigger questions about environmental justice, particularly in relation to public participation in siting decisions, after villagers exposed fraudulent public consultation in the environmental impact assessment. An informal network between villagers and urban environmental activists formed, enabling the Panguanying case to exert influence far beyond the village locality. This network was critical in creating wider public debate about uneven power and substandard public participation in siting disputes, a central feature in many Chinese EDCs. By transcending local specificities and exposing broader, systemic inadequacies, this case became instrumental in supporting “strong sustainability”. 相似文献

Drought is a part of the normal climate variability and the life and livelihoods of the Western United States. However, drought can also be a high impact or extreme event in some cases, such as the exceptional 2002 drought that had deleterious impacts across the Western United States. Studies of long-term climate variability along with climate change projections indicate that the Western United States should expect much more severe and extended drought episodes than experienced over the last century when most modern water law and policies were developed, such as the 1922 Colorado River Compact. This paper will discuss research examining regional socio-natural climate vulnerability and adaptive response capacities to the 2002 drought in the Yampa–White Basins region of Colorado across sectors and will demonstrate how a bottom-up or “toad’s eye” approach to understanding drought is paramount to complement top-down, instrumental data-driven analyses of drought. The results of empirical observations through interviews and participant observation in combination with analysis of drought indicators will be presented. Implications for adaptation research and planning for climate variability and change will be discussed. 相似文献

Using methods of geometric morphometrics, significant differences have been revealed in manifestations of variability and morphological disparity in allochronous samples from the population of model species, the bank vole (Clethrionomys glareolus Schreb. 1780), in the Middle Urals at different levels of rodent community (taxocene) completeness in different years. Two states of the taxocene—oligospecific (two species) and polyspecific (five species)—and the level of relative abundance of bank voles (high or low) have been taken into account. Comparative analysis of variation in the size and shape of the mandible in same-aged (late-summer) young of the year has shown that significant morphogenetic differences exist between the animals sampled from the rodent taxocene at its different states (oligospecific and polyspecific) and, to a lesser extent, at high and low levels of abundance. The level of variation and the parameter of intragroup morphological disparity (MNND) in the mandible shape reach a maximum when the community has a reduced composition and decrease to a minimum when its composition is complete (i.e., in the oligo- and polyspecific taxocene). A parallelism is observed in the manifestation of morphofunctional changes of the mandible in male and female voles under conditions when the taxocene has high abundance and oligospecific composition or low abundance but polyspecific composition. Different morphogenetic responses of the population to oligo- and polyspecific composition of the community are considered as a compensatory increase of morphological disparity in the dominant species (the bank vole) under conditions of incomplete composition of the taxocene and low population density, in accordance with Chernov’s ecological compensation principle. 相似文献

In 2014, there was virtually no summer in northern and central-southern Italy. Storm after storm battered the peninsula, triggering floods and landslides from Veneto to Puglia. We studied the coverage of “the year without a summer” in Italy by analyzing the content of 171 news articles from two influential online newspapers. Our software-based analysis enabled us to observe that the two newspapers hardly ever mentioned climate change in their coverage of the weather anomaly that affected Italy in the summer of 2014. This type of coverage is in line with climate science, according to which there is no evidence of a climate change-related influence on summer precipitation patterns in Southern Europe—whereas such influence has been documented for northern Europe. We compared our results with a recent paper, which documented that the same online dailies chose to represent the particularly hot summer of 2012 in Italy as a direct consequence of climate change. We corroborated this comparison also on the basis of a preliminary analysis we performed on the media coverage of the exceptionally hot and arid summer of 2015 in Italy. 相似文献
