Solid waste management (SWM) in many low- and middle-income countries is sometimes driven by the informal sector. Unfortunately, contributions of the sector to SWM are not acknowledged in many developing countries. This situation often arises from inadequate awareness and lack of advocacy for these development contributions. This article reports on the impact of a study conducted by final-year geography undergraduates on the informal waste management sector in Nsukka urban area, Nigeria. The purposes of this exercise were to stimulate development intervention on behalf of the sector to improve perceptions, attitudes and performance, to impart a range of development research skills and to expose the students to the business opportunities provided by SWM and recycling. Informal waste sector workers and government officials responsible for SWM were interviewed, and some commercial data on recycling operations were collected. Findings of this study indicate that such advocacy initiatives were effective in increasing students’ awareness of opportunities and interest in working in the informal waste sector to promote better SWM and development in Nigeria. Lessons from this university case study are also drawn for other developing countries struggling to achieve the poverty reduction and job creation Millennium Development Goals (MDGs).  相似文献

This article outlines some of the latest developments and opportunities for development finance institutions1 (DFIs) to become directly supportive of the Clean Development Mechanism (CDM2) in Africa. In striving to make development financing more environmentally friendly and sustainable, DFIs can play a key role in promoting the CDM on the African continent by providing monetary incentives through their project financing activities; encouraging and facilitating partnerships in support of sustainable development, particularly with reference to the CDM, and; providing technical advice and support to clients with regard to project design, planning and implementation. DFIs have traditionally focused on financing infrastructure and poverty alleviation projects. However, the emergence of the CDM has brought about a shift towards investments in services and products that reduce carbon dioxide emissions and encourage investments in environmentally friendly technologies. This can be ascribed in part to the development of a “carbon market” under the auspices of the Kyoto Protocol that took effect in February 2005. The carbon market and emerging carbon funds are some of the main drivers enabling DFIs to play an increasingly important role in promoting the CDM in Africa.  相似文献

In emerging economies, recycling provides an opportunity for cities to increase the lifespan of sanitary landfills, to reduce the costs of solid waste management, to decrease environmental problems from waste treatment by reincorporating waste into the productive cycle and to protect and develop the livelihoods of citizens who work as informal waste pickers. However, few studies have analysed the possibilities of and strategies for integrating the formal and informal sectors in solid waste management for the benefit of both. This integration is the key, especially in developing countries, to understanding how the recycling population can develop a business despite their social and economic limitations. The aim of this study was to perform a strength, weakness, opportunity and threat (SWOT) analysis of three recycling associations in Bogotá with the aim of examining and understanding the recycling situation from the perspective of members of the informal sector in their transition to becoming authorised waste providers. This issue has rarely been studied in the context of developing countries. The data used in the analysis are derived from multiple sources, including a literature review, Bogota’s recycling database, focus group meetings, governmental reports, national laws and regulations and interviews with key stakeholders. The results of this study show that as the primary stakeholders, the formal and informal waste management sectors can identify the internal and external conditions of recycling in Bogotá. Several strategies were designed based on the SWOT analysis. The participation of recycling associations is important in the design and application of waste policy, the consolidation of recycling through an effective business model, promotional programmes for social inclusion and the development of new transformation processes and technologies to valorise recycling materials. In conclusion, recycling associations can become authorised waste providers through a profitable business that increases recycling rates to create a productive process from waste during the generation of new materials and to decrease environmental problems while improving the welfare and living conditions of recyclers. These findings are important for Bogotá to advance and promote recycling as a key strategy for integrated sustainable waste management in the city.  相似文献

For the development process in the rapidly growing economies, knowledge transfer and technology cooperation are becoming important issues. Research and technological competences are key indicators for the absorptive capacity of sustainability technologies and for the ability to export them. These issues are analyzed empirically for Brazil, Russia, India, China and South Africa (BRICS). Sustainability related research in BRICS is mostly carried out within broader, more sector oriented programmes. Specialization patterns of international patents and in foreign trade indicate various strengths and weaknesses of the BRICS countries. The differences within the countries imply that the analysis must proceed at a technology specific level. China has considerable capabilities in technologies such as photovoltaics, solar thermal or buildings. There is a strong need for strategic positioning of the countries and for coordination of the various policy fields involved.  相似文献

In order to improve the livelihoods of communities and make them more sustainable, study of the vulnerability of livelihoods seems necessary. In this paper, participatory vulnerability analysis was used within a sustainable rural livelihoods framework to assess the sustainability of livelihoods in the agroecosystem of Abesard, Iran. In addition, this paper explored vulnerability contexts that affect livelihood assets. Findings revealed that land use change, climate variability, market fluctuations and higher mechanisation were the main reasons of vulnerability. To overcome these problems and to adapt to changes, households have followed livelihood strategies such as agricultural intensification, livelihood diversification, and agricultural biodiversity. The government has also provided some services such as extension programmes, fertilizers, and subsidies to compensate for asset limitations. Overall, implementation of the following development policies are recommended: (1) support of agricultural production by government institutions; (2) moving towards the development of sustainable agricultural practises that integrate a variety of methods in a sustainable manner; (3) development of agricultural intensification in a sustainable way that compensates for any inadequacy of assets; and (4) providing adult vocational training programmes for both men and women related to on-farm and off-farm activities. In the end, results highlighted the need for more emphasis on overcoming the challenges of sustainable agriculture using a participatory approach in assessment of the vulnerability of community livelihoods.  相似文献

This study’s aim is mainly to provide insights into the factors that affect sustainable tourism entrepreneurs’ behavioural intentions, employing data from Greece. Given that intention is a powerful predictor of actual behaviour, to stimulate sustainable entrepreneurial activity in the tourism sector and achieve sustainable development, it is important to study the factors that affect entrepreneur’s behavioural intentions towards sustainability. Findings through this empirical analysis support that entrepreneur’s demographics parameters and firm characteristics have distinctive effects in explaining respondents’ behaviour towards sustainable entrepreneurship and acknowledgement of sustainability options of a community. In particular, results suggest that younger entrepreneurs are probably more informed about the potential of the sustainability for the regions and are more likely to favour sustainable tourism practices. Entrepreneur’s income is also a statistical significant parameter towards sustainable entrepreneurship intentions within the tourism sector. Finally, entrepreneurs reported as important for the promotion of tourism sustainability the creation of knowledge networks and websites to focus on sustainable business and the promotion of environmental labels and certified management systems in tourism businesses.  相似文献

Although sustainable bioenergy development in Africa is critically debated, if projects are developed within a credible framework, opportunities for sustainability arguably can arise. This paper presents research on the characteristics of sustainable biofuel projects as provided in the literature and according to expert opinions obtained by way of a survey involving thirty-eight international experts. Participants were selected for their expertise in the fields of environmental, social and economic sustainability relating to biofuels in Africa. The survey results suggest that projects which display a high degree of transparency, incorporate local stakeholder involvement, and ideally include local villagers as partners are more likely to achieve sustainable biofuel production. Experts also indicated that reconciling diverse stakeholder objectives alongside the principles of sustainable development remains an ongoing challenge. A process is recommended for sustainable biofuel development, which attempts to harmonise efficiency, stakeholder interaction and the integration of diverse stakeholder perspectives. To support the process, it is recommended that an advisory/mediating body that acts according to best practice principles would be of great assistance. Such an advisory/mediating body would be conversant with local land, social, economic and environmental conditions, project sustainability and administration, and also advise on biofuel framework educational needs.  相似文献

In Latvia, the concept of sustainability is only slowly gaining recognition. An analysis of Development Plans prepared by the four largest cities of Latvia indicates that sustainability is presented as one of the guiding principles. However, a comparison of Development Plan policies against the urban sustainability issues reveals a great deal of ambiguity and contradiction.At the municipal level, planners and politicians lack indicators to gauge whether the long-term goals of Development Plans and the principles of sustainable development are being achieved. As a consequence, the broad public is deprived of the opportunity to assess for itself the process of development in relation to Development Plan policies, thus limiting accountability in development decision-making. Relevant statistical data collected on a regular basis are required to create sustainability indicators reflecting sustainability issues, to supplement and replace existing statistical compilations pertaining almost exclusively to economic growth and consumption. Development and utilisation of sustainability indicators can be an effective instrument for promoting the values of sustainable development amongst politicians, planners and the broad public and for enhancing accountability in decision-making.  相似文献

Under the Clean Development Mechanism (CDM) of the Kyoto Protocol, industrialised countries may finance greenhouse gases mitigation projects in developing countries. The Kyoto Protocol explicitly requires that the CDM shall assist developing countries to achieve sustainable development. However, a clear definition of sustainability for CDM projects is still debatable. MATA-CDM (Multi-Attributive Assessment of CDM Projects) is an approach that facilitates a quantitative assessment of potential projects regarding their contribution to sustainable development. This paper presents applications of MATA-CDM in two different countries. In South Africa, the application was done mainly for academic and demonstrative purposes, whereas in Uruguay it was implemented together with the responsible Designated National Authority (DNA). The work in both countries included the selection of sustainability criteria and measurable indicators. Experts weighted the criteria using personal interviews and a multi-stakeholder workshop. This method was applied to three potential CDM projects in South Africa and one in Uruguay. Results show that under the conditions of this study, the MATA-CDM approach yet fails to yield a perfect quantitative overall sustainability assessment of CDM projects but that several findings could be useful to further develop the approach with the aim to translate the vague term sustainable development to a mainstream project level. China-Africa development cooperation in the rural sector has received an increased attention by researchers and policy-makers given the advantages and disadvantages of China’s contribution to the local economy. However, there is a lack of more reliable and nuanced findings to provide greater insights into the major issues concerning rural development and resource use. This paper aims to position land tenure and foreign investments linkages as a new research angle for understanding the role of land in sustainable resource use and investments. The paper provides a brief overview of China-Africa cooperation in rural development especially concerning agriculture to illustrate the neglect of critical land and resource use issues in policy and practice. The paper briefly discusses the ongoing land tenure reforms in Africa and the policy gaps to be filled through further research. It also discusses how China’s own development model, especially concerning land tenure reform, shares similar trajectories with Africa, which has important implications for the effectiveness of Chinese investments in African land. The paper concludes that there is an urgent need for lesson learning among Chinese and African policy-makers and investors towards tailoring development cooperation to more appropriate land tenure systems for sustainable resource use to the mutual benefit of Chinese and African stakeholders.  相似文献

The new English regional governance framework presents fresh opportunities to direct regional development in a more sustainable direction. However, for the North West region it is yet to be seen how these aspirations can be reconciled with the strong 'pro-growth' aims of the regional economic strategy. Within this context, the nature and findings of two interlinked projects which aimed to investigate and model regional development processes are presented. The first, 4-sight, is a resource flow audit for the promotion of sustainable resource management. Focusing on mineral flows, a mass balance methodology is used to facilitate a clearer connection between the use of resources and the generation of waste. Findings from 4-sight were then used in a second project, AtlasNW, involving the development of a digital atlas and future scenario model. Both the Aalborg Commitments and the guidance on integrated urban environmental management and sustainable urban transport plans proposed by the EU Thematic Strategy on the Urban Environment foresee a baseline review as the first step in developing integrated urban management plans and systems. A baseline review of urban sustainability undertaken in Riga reveals significant discrepencies between the sustainability criteria of the Aalborg Commitments and the: responsibilities and competencies of the municipal government and administration as defined by statutes; policy goals and measures defined in municipal planning documents; policy goals and measures defined in the Riga Development Plan. To better orient the mandate of the municipality towards sustainable development, municipal statutes should be supplemented to more fully reflect the issues defined by the Aalborg Commitments and should include sustainability as a goal. In order to strengthen the implementation of sustainable development specific policy goals, measures and targets should be formulated for all the Aalborg Commitments issues when revising existing municipal planning documents or developing a municipal sustainable development management plan. An analysis of the European Common Indicators and the State of the Environment in Riga 2001 indicators indicates that they can only partially fulfill a monitoring function for the implementation of the Aalborg Commitments. This highlights a need to better coordinate sustainable development initiatives at the European level. The methodology used for the baseline review in Riga is useful for assessing the status of urban sustainability when preparing integrated urban management plans or systems, but requires testing elsewhere. Water is a precious yet non-renewable resource. Yet in Africa, the same water can be a source of life and death. Water is not only the most basic of need but also at the centre of sustainable development and essential for poverty eradication. Water is intimately linked to health, agriculture, energy and biodiversity. Without progress on water, reaching other Millennium Development Goals (MDGs) will be difficult if not impossible. The fight against poverty will remain a pipe dream.A lot of activities have been undertaken with the aim of highlighting the importance of water, linking water with sustainable development and indeed developing strategies for resolving the ever-increasing problems of water. These include the adoption of the Africa Water Vision in The Hague, Netherlands in March, 2000.In order to address the many problems of water in Africa especially related to the coordination of the increasing number of initiatives in the Water sector in Africa, the African Water Task Force (AWTF) was established.As part of developing solutions to the African water crisis, the AWTF held a regional conference in Accra Ghana. Some of the emerging issues from the Accra Conference are highlighted in the Accra declaration.This paper highlights the linkages between water and sustainable development, water and poverty and the many facets that relate to water. It mainly addresses issues of water from the African perspective. A number of key events that have taken place and which have served as a basis for many policy pronouncements have been given.The last section concentrates on what happened to water at the World Summit for Sustainable Development (WSSD) held in Johannesburg in September 2002.  相似文献

Delivering access to sufficient food, energy and water resources to ensure human wellbeing is a major concern for governments worldwide. However, it is crucial to account for the ‘nexus’ of interactions between these natural resources and the consequent implications for human wellbeing. The private sector has a critical role in driving positive change towards more sustainable nexus management and could reap considerable benefits from collaboration with researchers to devise solutions to some of the foremost sustainability challenges of today. Yet opportunities are missed because the private sector is rarely involved in the formulation of deliverable research priorities. We convened senior research scientists and influential business leaders to collaboratively identify the top forty questions that, if answered, would best help companies understand and manage their food-energy-water-environment nexus dependencies and impacts. Codification of the top order nexus themes highlighted research priorities around development of pragmatic yet credible tools that allow businesses to incorporate nexus interactions into their decision-making; demonstration of the business case for more sustainable nexus management; identification of the most effective levers for behaviour change; and understanding incentives or circumstances that allow individuals and businesses to take a leadership stance. Greater investment in the complex but productive relations between the private sector and research community will create deeper and more meaningful collaboration and cooperation.  相似文献

Abstract

The Clean Development Mechanism, a flexibility mechanism contained in the Kyoto Protocol, offers China an important tool to attract investment in clean energy technology and processes into its electricity sector. The Chinese electricity sector places centrally in the country's economy and environment, being a significant contributor to the acid rain and air pollution problems that plague many of China's cities and regions, and therefore a focus of many related energy and environmental policies. China's electricity sector has also been the subject of a number of economic analyses that have showed that it contains the highest potential for clean energy investment through the Clean Development Mechanism of any economic sector in China. This mechanism, through the active participation from investors in more industrialized countries, can help alleviate the environmental problems attributable to electricity generation in China through advancing such technology as wind electricity generation, clean coal technology, high efficient natural gas electricity generation, or utilization of coal mine methane. In this context, the Clean Development Mechanism also compliments a range of environmental and energy policies which are strategizing to encourage the sustainable development of China's economy.  相似文献

Understanding how cities can transform organic waste into a valuable resource is critical to urban sustainability. The capture and recycling of phosphorus (P), and other essential nutrients, from human excreta is particularly important as an alternative organic fertilizer source for agriculture. However, the complex set of socio-environmental factors influencing urban human excreta management is not yet sufficiently integrated into sustainable P research. Here, we synthesize information about the pathways P can take through urban sanitation systems along with barriers and facilitators to P recycling across cities. We examine five case study cities by using a sanitation chains approach: Accra, Ghana; Buenos Aires, Argentina; Beijing, China; Baltimore, USA; and London, England. Our cross-city comparison shows that London and Baltimore recycle a larger percentage of P from human excreta back to agricultural lands than other cities, and that there is a large diversity in socio-environmental factors that affect the patterns of recycling observed across cities. Our research highlights conditions that may be “necessary but not sufficient” for P recycling, including access to capital resources. Path dependencies of large sanitation infrastructure investments in the Global North contrast with rapidly urbanizing cities in the Global South, which present opportunities for alternative sanitation development pathways. Understanding such city-specific social and environmental barriers to P recycling options could help address multiple interacting societal objectives related to sanitation and provide options for satisfying global agricultural nutrient demand.

The 15 years up until 2008 have seen an escalating growth in corporate or industrial sustainability programmes to a current level of about 25% of the Fortune 1000 firms. This preliminary study of corporate sustainability programmes yielded a repeatable structure of these programmes that may be unique to industry in the broader sustainability field. These corporate sustainability programmes are different from the prior corporate social responsibility programmes and also are a subset of the vast current use of the word sustainable. The corporate sustainability model is built on four pillars (business excellence, innovation, human contribution and environment) that offer important directions for long-term decision making. In-depth sustainability programme studies revealed recurring principles that reflect current industry or corporate sustainability programmes.  相似文献

This research proposes for the introduction of a recycling system in the Gambia to enhance sustainable municipal solid waste management. Poor infrastructures, coupled with inadequate resources and lack of funding, work against the optimization of a MSW disposal service. In the authors’ view, authorities in charge of waste management need to change not only behaviors, but modernize their processes. Recycling technology is a key part of the solution. A model has been developed which suggest the involvement of stakeholders to achieve meaningful sustainable MSWM. This can be achieved by recognizing the role of the informal sector through community-based organizations, Non-Governmental Organizations (NGOs), and the private sector. The open dump approach is leading to severe environmental consequences as the groundwater and soil within the dump is been contaminated. In this study, an integrated municipal solid waste management approach was developed with a model to help achieve sustainable municipal solid waste management. Resource recovery, not waste disposal, must be the ultimate goal with clearly defined end user markets so that the recovery loop is complete. Mandatory sorting of waste at household level would help greatly in making recycling activity successful.  相似文献
