农业可持续发展状态评价指标(体系)框架及其分析   总被引:30,自引:0,他引:30  
通过对农业活动、农业政策与农业环境变化关系的研究,提出了反映农业可持续发展状态的指标结构以及面向农业决策的状态指标分析框架,建议采用“离差法”来评价农业系统的可持续发展状态,其评价结果可以用来判断和制定正确的农业政策;同时还论述了状态评价的具体方法,步骤及评价标准。  相似文献

随着全球生态与环境问题的日益严峻,各国政府和公众对生态系统状况的关注程度日益增加,如何度量生态系统状况成为了生态学者和管理者面临的重大课题.生态指标是生态系统的组成、结构和功能方面的可度量的特征,它是监测生态系统状态变化和评价相关生态与环境政策的基础,也是联系生态科学与决策管理的重要纽带.简要回顾了生态指标的概念、应用与研究进展,探讨了生态指标的监测目标与选择标准、指标适用的时空尺度、指标的敏感性与稳定性、指标与社会经济因素的结合等几个重要问题.文章认为,有效地使用生态指标必须符合如下要求:监测目标清楚;时空尺度明确;参考状态清晰;了解指标定量化过程中的精度和准确性;与具体的胁迫因子相联系;与社会经济指标相结合.实际上,由生态学家和决策者共同参与开发出来的生态指标能够以一种易于公众和决策者的理解和交流的方式来提供生态信息,能够使生态科学知识更好地服务于可持续发展的相关决策.这种生态指标不仅可以用于监测生态系统状态变化,而且可以用于评估相关政策的得失.从生态科学到决策管理,生态指标都具有广阔的发展空间和应用前景.可以预见,像经济指标指导经济发展的作用一样,生态指标将在维持生态系统可持续发展方面发挥越来越重要的作用.  相似文献

基于公共政策外部性理论,选择政策评估的侧面影响模型作为农业政策环境评价的基本模型;采用多元线性回归分析方法识别我国不同区域种植业面源污染的农业政策影响因素,研究现有农业政策如何通过调整单位面积化肥使用量而对种植业面源污染产生影响。结果表明,现行的农业土地政策、农业结构政策、农业财政政策和农村人力资源政策均对种植业面源污染有显著影响,农业政策对种植业面源污染风险的缓解有正向、负向2种效应;影响各区域种植业面源污染的农业政策指标组合互有差异,同一个农业政策指标对不同区域种植业面源污染影响的正负效应也有差异。侧面影响模型结合多元线性回归分析适用于农业政策环境评价研究;农业政策对种植业的面源污染影响分析能够为政策层面进行种植业面源污染风险控制与管理提供理论参考。  相似文献

湖泊营养物基准指标变量是可用于衡量水质、评价或预测水体的营养状态或富营养化程度的变量,是构成建立区域和湖泊营养物基准的基础。详细介绍和分析了氮、磷两个营养物变量和有机碳、叶绿素、透明度、溶解氧、大型植物、生物群落结构等生物学指标,以及营养状态指标、自养指数、温度、pH值、电导率以及土地利用等一系列相关变量(度量或指标),并总结了当前美国各州在湖泊营养物基准指标选取方面的基本情况。归纳出选择营养物基准指标时应遵循的若干原则,即综合考虑富营养化控制关键因子和区域差异性,所选指标应具有相对稳定、早期预警和易于监测等特点。最后针对我国湖泊营养物基准指标的选取提出了几点建议。  相似文献

建立国家公园是保护生物多样性和促进地方发展的重要途径之一,开展国家公园效果评价是了解国家公园功能发挥的有效途径。通过查阅大量文献及德尔菲法(Delphi),确定了与国家公园效果相关的28个评价指标,同时以功能为主导,将评价指标归纳为5个功能指标群:保护功能指标群(7个评价指标)、科研功能指标群(6个评价指标)、游憩功能指标群(7个评价指标)、教育功能指标群(4个评价指标)和经济发展功能指标群(4个评价指标),通过对评价指标的赋分(5分制原则)和计算权重,从而达到国家公园效果评价的量化,实现对国家公园建设效果的评价。  相似文献

广东省农业现代化科技示范区的能值分析与评价指标研究   总被引:2,自引:0,他引:2  
为了从生态经济学角度揭示农业现代化示范区园区的生态经济运行质量,探索一条能更客观、更简单地评价农业科技园区的新途径,文章运用能值理论和方法,分析和评价了广东省农业现代化科技示范区的能值投资率、能值产出率、能值密度、人均能值用量、环境负载率、能值生产率、每万元产值消耗能值和基于能值分析的可持续发展指数等指标,并从中筛选出其能值评价的主要指标。主要结果如下,(1)从2000—2004年,广东省农业现代化科技示范区的总投入能值和总产出能值呈现快速增加的趋势,能值密度和环境负载率持续增加,人均能值使用量,能值投资率和能值生产率呈波动增加的趋势,而能值产出率,可持续发展指数和每万元产值消耗能值呈波动下降的趋势。这说明该示范区总体上呈现快速发展的趋势,经济实力和科技竞争力不断增加。(2)本研究运用主成分分析法、因子分析法和实证对比研究法提出评价农业现代化科技示范区的最佳指标是人均能值使用量和环境负载率。  相似文献

土壤微生物、植物和动物的生理学和遗传学指标被广泛用于评价土壤中多环芳烃(Polycyclic Aromatic Hydrocarbons,PAHs)污染程度、毒性以及修复效果等,对指标本身的研究也在不断取得新认识和新进展.首先,许多研究对不同的指标进行比较,以检验它们在灵敏度上的差别;其次对指标的选择也越来越突出对PAHs污染的预警能力,因而普遍采用亚致死效应指标,且对指标的研究不断向基因、分子水平深入,力求通过早期的响应特征对PAHs污染程度做出及时判断;再次,PAHs污染土壤评价指标正不断朝着更加宏观和更加微观两个方向扩展,目前的指标体系已经覆盖了分子、细胞、个体、群落和生态系统等不同层次.论文依据PAHs毒性作用机理,从生理生化和遗传学角度综述了国内外评价PAHs污染土壤毒性时较为常用的生物指标及其研究进展,为国内进行相关研究工作提供参考.  相似文献

Past decades have witnessed the rise of sustainable agriculture movements throughout the world. In parallel with this international trend, ecological agriculture (with essential goals of food security, rural employment, poverty alleviation, natural resource management and environmental protection) has been advocated as a workable approach for the realization of sustainable agriculture in China. Two decades of ecological agricultural development have shown that it not only gained legitimacy at the senior policy level but also became a focus of scientific research in fields such as ecological economics, ecology, and agricultural and environmental sciences. However, this endeavour is hardly known in the West and little attention has been paid so far to examining the broader politico-economic and sociocultural contexts within which it has evolved. This paper attempts to provide a general review of the emerging background, development history, policy initiatives and recent tendencies of ecological agriculture. In addition, the extant problems and potential contributions of this alternative practice to China's sustainable agricultural development are discussed. The purpose of this study is to identify the gap between the policy rhetoric and practical implementation of Chinese ecological agriculture and therefore to facilitate its moving towards sustainable development.  相似文献

基于农业可持续发展状况建立江西省农业生态安全评价指标体系,采用聚类分析法将江西省农业生态安全度划分为不安全、较不安全、较安全和安全4个等级。从地域分异特征来看,环鄱区域生态系统遭受一定程度的破坏;赣南区域农业生态问题突出,农业生态安全性较差;赣中区域农业生态系统结构基本完整,农业生态安全状况较好。在11个地级市中吉安等6个地级市处于较安全等级,鹰潭等5个地级市处于较不安全等级。针对江西省农业可持续发展状况,探讨了农业生态安全体系建设问题。  相似文献

Substantial declines in farmland biodiversity have been reported in Europe for several decades. Agricultural changes have been identified as a main driver of these declines. Although different agrienvironmental schemes have been implemented, their positive effect on biodiversity is relatively unknown. This raises the question as to how to reconcile farming production and biodiversity conservation to operationalize a sustainable and multifunctional agriculture. We devised a bioeconomic model and conducted an analysis based on coviability of farmland biodiversity and agriculture. The coviability approach extended population viability analyses by including bioeconomic risk. Our model coupled stochastic dynamics of both biodiversity and farming land‐uses selected at the microlevel with public policies at the macrolevel on the basis of financial incentives (taxes or subsidies) for land uses. The coviability approach made it possible for us to evaluate bioeconomic risks of these public incentives through the probability of satisfying a mix of biodiversity and economic constraints over time. We calibrated the model and applied it to a community of 34 common birds in metropolitan France at the small agricultural regions scale. We identified different public policies and scenarios with tolerable (0–0%) agroecological risk and modeled their outcomes up to 2050. Budgetary, economic, and ecological (based on Farmland Bird Index) constraints were essential to understanding the set of viable public policies. Our results suggest that some combinations of taxes on cereals and subsidies on grasslands could be relevant to develop a multifunctional agriculture. Moreover, the flexibility and multicriteria viewpoint underlying the coviability approach may help in the implementation of adaptive management. Sustainable agricultural development is a perennial issue for agricultural researchers, government managers, and policy makers worldwide, but especially in developing countries. In China, farms in Shandong Province epitomize modern agriculture and play a vital role in providing food for the burgeoning population. However, Chinese agriculture is being challenged by declining resources and environmental deterioration resulting from modern farming practices. China must establish an efficient agricultural sustainability index (ASI) to evaluate agricultural conditions and offer recommendations for sustainable development. Here, we use Huantai County, Shandong Province to test a regionalscale ASI from social, economic and ecological factors that includes 11 sustainability indicators. To further evaluate the complex agroecosystem, we employed the analytic hierarchy process (AHP) and AMOEBA methods to assess agricultural sustainability from 1982 to 2003. The results show that environmental problems, especially groundwater depletion, are limiting regional sustainable development.  相似文献

Sustained growth in agricultural productivity has become an ideal model and a political goal of agricultural development in China. Local participation is essential for the implementation of sustainable agriculture strategy. We conducted a case study in Hailun County, an important grain production base in China, to find ways to motivate farmers to participate in sustainable agriculture. We obtained data from semi-structured interviews of 98 households using participatory rural appraisal methods. Logistic regression models were used to explore factors that underlie farmers' attitudes towards agricultural production and their environmental awareness. Results indicated that low agricultural economic efficiency could result in less enthusiasm for agriculture among local farmers. This is a potential risk for China's food security and sustainable agricultural development. The backward development of the rural economy limited improvement of farmers' environmental awareness. Moreover, poor rural labour quality implied a lack of local participation in sustainable agriculture. Suggestions for sustainable agricultural development include establishment of a reasonable market and agricultural subsidy mechanisms, basic and vocational education for young adults, effective agricultural instruction and environmental education agencies and two-way communication mechanisms.  相似文献

Although sustainable development has already been promulgated as one of its fundamental strategies by the national government since 1993, sustainable development, as an exotic new paradigm characteristic of profound philosophical and ethical thinking initiated in developed countries, is still not familiar to the Chinese people. Fortunately, in parallel to the evolution of sustainable agriculture, mainly in developed countries, since the beginning of the 1980s, Chinese agricultural scientists and technicians have already innovated their own unique form of Chinese Ecological Agriculture (CEA), on the basis of traditional agriculture that has been sustained for more than 4000 years. The basic principle of CEA emphasizes the obeying of both ecological rules and economic rules, as well as the approach of systematics and ecological engineering exactly corresponding to those adopted by sustainable development. The major difference between the two is that CEA has already been executed on a very large scale and has served as an effective and popularized way to implement sustainable agriculture in most parts of China. Also, as an active way of intensifying agriculture in terms of more inputs of skills, knowledge and labour, CEA is contributing much to all-round rural development throughout China.  相似文献
