The emergence of a global water crisis has seen the necessity for a sustainable approach to water management. Policies directed
towards water recycling have been implemented in many regions of the world. In Australia, prolonged drought conditions in
most major cities during the past decade have led to serious national calls for less drinking water to be used (Prime Minister’s
Science Engineering and Innovation Council, 2003), and a strategic policy response from many State Governments, including
bold targets for water recycling. A key consideration to the realisation of these policies is greater understanding of community
attitudes to recycled water use, without which, a number of recycled water projects have failed (Hurlimann and McKay, 2004).
Despite the critical nature of community attitudes, little research has been conducted, especially in relation to perception
of risk, which has been found to be critical in the adoption of new technologies (Cvetkovich and Lofstedt, 1999). This paper
investigates an urban Australian community’s perception of risk involved with using recycled water. Key findings include:
perception of risk increased as the use of recycled water became increasingly personal. Perception of risk was significantly
negatively related to trust, perception of fairness and information. Trust in the Water Authority to manage risk was significantly
related to perception of trust, communication and integrity of the Authority. 相似文献

Recycled water is a valuable resource that has potential to free up potable water supplies and recharge systems while improving the environment. Recycled water for washing machine could be one of the options as new end use of recycled water to alleviate the demand on existing and limited water supplies. This paper summarizes the findings of a research survey in Sydney, Australia to explore the attitudes and opinions of community towards the use of recycled water for different purposes, especially for the washing machine. The survey showed that 97% of the respondents were aware of the persisting water shortage problem while more than 60% of the respondents supported the use of recycled water for washing clothes. This paper exposes the basic concern of participants for using recycled water in washing machine. Health issue was found as the most concerns of the community. The survey also presents the further conditions to be considered for using recycled water for washing machine according to the participants’ opinions. Correlation between knowledge and attitudes of respondents was also found in this survey. 相似文献

The Haitian people are facing serious problems of environmental degradation that threaten the economic livelihoods of many resource-poor farmers. Structures to retard the process of soil loss have been adopted reluctantly and, even when adopted, the management and maintenance have been less than desirable. We evaluate the factors that influence the adoption and management of alley cropping in Haiti. Results of the adoption model show that institutional factors, such as membership in a local peasant organization and training in soil conservation practices, favorably influence adoption. Socio-economic factors such as gender, per capita income, and interaction between education and per capita income also significantly influence adoption of alley cropping in Gaita and Bannate. The management of alley cropping is influenced by demographic, socio-economic, institutional, and physical factors. The relative importance of each factor on the probability of adoption and management of alley cropping varies from one variable to another. The study generates important information for resource allocation in the establishment of alley cropping as a soil conservation structure. 相似文献

Community water systems (CWS) face significant competing forces for change from decreasing water resource availability, stricter water quality regulations, decreasing federal subsidies, increasing public scrutiny, decreasing financial health, and increasing infrastructure replacement costs. These competing forces necessitate increasing consolidation responses among financially stressed CWS. Consolidation responses allow financially stressed CWS to increase levels of service by taking advantage of economy of scale benefits, such as eliminating service duplications across administration and operational functions. Consolidation responses also promote improved financial accountability among consolidating CWS, especially when operating as integral subsystems of a larger regional drinking water supply (RDWS) system. The goal of this paper is to propose a conceptual model for robust performance assessment and evaluation (PAE) among consolidating CWS. The objectives of this paper are to conceptualize methods for: (1) consistent performance assessment and (2) uniform summative performance evaluation among consolidating CWS. The expected outcome from implementing robust PAE among consolidating CWS is increased levels of service through transparent benchmarking and improved financial accountability. The proposed robust PAE model provides the basis for constructing decision support system (DSS) tools that estimate efficient solutions for allocating limited financial resources among consolidating CWS. The paper is a significant departure from current CWS PAE approaches in two ways. First, it provides a goal-oriented approach for robust PAE among consolidating CWS. Second, it constructs efficiency-based performance metrics to temporally and spatially monitor the degree of attainment of the RDWS systems' goal. 相似文献

In this study, we extract factors by using factor analysis and then adopt them in a regression analysis to investigate the public perception and acceptance of hydrogen energy in Taiwan. Six reliable factors were extracted from the exploratory factor analysis of 29 5-point Likert-type items. Our regression results show that the public perception of hydrogen energy as a green energy, public belief in domestic hydrogen industries being able to conform to international safety standards, and public perception of the cost advantage of hydrogen gas over petroleum have significantly positive effects on support for the development of hydrogen energy in Taiwan. While people have a high level of concern about the safety of hydrogen and its associated technologies, the unsafe perceptions of hydrogen and its associated technologies have no significant effects on their support. In particular, public belief in domestic hydrogen industries being able to conform to international safety standards is a powerful factor that enhances support for hydrogen energy development. 相似文献

The use of recycled water is being promoted through policy in many parts of the world with the aim of achieving sustainable water management. However there are some major barriers to the success of recycled water use policies and their instruments, in particular for potable reuse schemes. One of these barriers can be a lack of community support. Despite the critical nature of community attitudes to recycled water to the success of projects, they are often little understood. Further information is required to ensure the successful implementation of recycled water policy and to ensure sustainable management of water resources is achieved. The aim of this paper is to establish the key components of community satisfaction with recycled water. This was investigated through a case study of the Mawson Lakes population in South Australia, where recycled water is used for non-potable purposes through a dual water supply system (the 'recycled water system'). This paper reports results from a survey of 162 Mawson Lakes residents. A structural equation model (SEM) was developed and tested to explain and predict components of community satisfaction with recycled water use (for non-potable use) through the dual water supply system. Results indicate the components of satisfaction with recycled water use were an individual's positive perception of: the Water Authority's communication, trust in the Water Authority, fairness in the recycled water system's implementation, quality of the recycled water, financial value of the recycled water system, and risk associated with recycled water use (negative relationship). The results of this study have positive implications for the future management and implementation of recycled water projects in particular through dual water supply systems. The results indicate to water authorities and water policy developers guiding principles for community consultation with regards to the management of recycled water projects. 相似文献

Water is a scarce resource in many parts of the developed world. Two solutions are possible to address water scarcity: conservation of existing resources, or the further production of water from new sources e.g. through recycling of wastewater or desalination of seawater. However, the main hurdle to implementation of many of these solutions is often viewed as a lack of public willingness to adopt these alternative water behaviours. Research in this area is therefore crucial. Yet, and possibly due to the interdisciplinary nature of such research, there is currently no comprehensive overview of what has been done before. This study fills this gap by (1) choosing a general consumer behaviour perspective as a starting point, (2) developing a conceptual model of research required in the area of water-related public acceptance studies, (3) identifying eight key water-related behaviours which require future research attention, and (4) reviewing which areas of the conceptual model have been investigated in the past by conducting an extensive literature review of water-related social science research.The review established that the majority of work which has been conducted is located at the cross-roads of personal characteristics and behavioural intentions. Significant gaps exist in relation to researching the adoption of a wide range of demand-side water behaviours. This indicates a dominance of supply-side solutions in social-research exploration. The review identifies a number of research needs including: the exploration of actual adoption of water-related behaviours (rather than behavioural intentions); and to widen the scope of water behaviour enquiry to include more demand-side solutions. Given the increasing scarcity of water in many areas of the world, addressing these identified gaps will be of significant importance. Recycled water use in urban areas is viewed as one part of the solution to Australia's water shortage. The effectiveness of policies designed to promote recycled water systems depends on the acceptance by the community of the price, colour, odour and salt content of the recycled water. In Australia and other countries, limited research has been conducted that investigates community attitudes to and willingness to pay for recycled water, especially in urban settings. Community acceptance of recycled water and the economic feasibility of such projects have not been widely evaluated, even though the long-term feasibility of many projects is dependent on such information. This paper examines the attitudes of an urban Australian community living at Mawson Lakes in South Australia, to using recycled water for non-potable domestic purposes. Conjoint analysis (CA) was used to evaluate participant's (n=136) preferences for various attributes of recycled water (colour, odour, salt content and price) for various uses (garden watering, toilet flushing and clothes washing). The analysis was used to estimate the respondent's willingness to pay (WTP) for quality increases for each of the attributes. Differences in WTP were investigated according to various demographic variables including income and education. Results indicate that for garden watering having 'low salt levels' is the most important attribute of recycled water, for clothes washing 'colourless' is the most important attribute, and for toilet flushing a 'low price' was the most important attribute. Respondents were willing to pay for increases in the quality of recycled water. The amount they were willing to pay varied depending on applied use and the attribute in question. Respondents were most willing to pay for an increase in quality of recycled water when used for clothes washing (willing to pay Australian dollars (A$) 0.07/cubic meter (m(3)) for removal of colour, A$0.065 per cubic meter for an increase in quality of recycled water from 'salty' to 'low salt,' and A$ 0.06/m(3) for removal of odour (1A$=0.75 US $ and 0.62 euro, August 24, 2005)). Segmentation of the price attribute by demographic sectors reveals that those in the higher income bracket, higher education sector, middle age group, and who are male, had a higher marginal valuation on price. The results of this study provide important information for recycled water retailers and water policy developers, helping achieve greater economic feasibility for future recycled water projects, to the satisfaction of the communities involved. 相似文献

Climate change is increasing the variability of rainfall, and thus the availability of water supplies in many areas of the world. These impacts are already being felt in the state of Victoria, Australia where a 12 year drought period was recently experienced. Restrictions to water use have been implemented, as one component of a broad policy approach to manage the drought. While anecdotal evidence suggests that the substitution of centralised water supplies is occurring, this has not been proven empirically. This paper reports results from a survey of households in Victoria regarding their use of alternative water sources. The study found that substitution is occurring. Garden watering is the purpose which has the highest rate of alternative water source use. In total 41.6% of respondents always, and 33.2% sometimes use an alternative water source for garden watering. The most commonly used alternative source of water for garden watering is water previously used in the laundry (30.7%). The alternative source of water used was found to vary depending on the purpose of the water use. High levels of satisfaction were found for all alternative water sources used. Several barriers were found to the use of alternative water sources, the main of which were: inflexibility of existing infrastructure, cost, policy, and housing status. The results have implications for water retailers, policy makers and governments in locations facing water shortage. 相似文献

In the environmental conflict that surrounds the sighting of hazardous waste facilities there is usually a volatile mix of disparities in power, expertise and information access as well as differing views on risk, which are all played out amidst commercial arrangements and environmental justice concerns. In recent times, the volatility of this mix has been further compounded by the growing climate of public concern and distrust surrounding scientific developments and technology. While there is no 'quick fix' to the complex conflict that this entails, community information systems (CISs) based on participatory models can help address the outstanding issues of capacity, information access, power inequities and environmental justice. CISs are an effective response to the five crucial elements of a toxic dispute, that is, the dialogue, capacity building, information access, evaluation of hazards and risk, and expertise. This paper will review the role of community accessible information systems in the dispute in Botany over the management and destruction of Orica Australia's stockpile of the persistent organic pollutant, hexachlorobenzene (HCB). Environmental degradation, competition for resources, increasing food demands, and the integration of agriculture into the
international economy threaten the sustainability of many food production systems. Despite these concerns, the concept of
sustainable food production systems remains unclear, and recent attempts to appraise sustainability have been hampered by
conceptual inconsistencies and the absence of workable definitions. Six perspectives are shown to underpin the concept. Environmental
accounting identifies biophysical limits for agriculture. Sustained yield refers to output levels that can be maintained continuously.
Carrying capacity defines maximum population levels that can be supported in perpetuity. Production unit viability refers
to the capacity of primary producers to remain in agriculture. Product supply and security focuses on the adequacy of food
supplies. Equity is concerned with the spatial and temporal distribution of products dervied from resource use. Many studies
into sustainable agriculture cover more than one of these perspectives, indicating the concept is complex and embraces issues
relating to the biophysical, social, and economic environments. Clarification of the concept would facilitate the development
of frameworks and analytical systems for appraising the sustainability of food production systems.

Community water supply programmes are seen as instrumental in achieving the goal of ‘safe’ water for all. Women, a principal target group of these programmes, are to be benefited with greater convenience, enhanced socio‐cultural opportunities and better health for themselves and their families, provided through improved water facilities. Water supply programmes largely consist of three essential components, namely: technology, people and institutions. Although such programmes are intended to benefit women members of local communities, scant attention is paid to the impacts of the socio‐cultural context of the community on these programmes. This article explores the influence of social and cultural intricacies on the implementation of community water supply programmes, and assesses their effectiveness. The article offers important lessons for the design and implementation of this type of programme. It concludes that the local socio‐cultural context sets the stage for programme implementation, being a dynamic factor that determines actual access to water sources, more so than mere physical availability, which is often used as a criterion for programme performance. The article stresses the urgent need to integrate socio‐cultural factors as a fourth dimension in designing community water supply programmes, and suggests practical measures for enhancing the effectiveness of such programmes. 相似文献

The paper provides a review of available information on the impact of recreation and tourism on environments, particularly on vegetation and soil, in Australia, with an emphasis on forests. Efforts have been made to compare the current research and development situation in Australia with some overseas countries such as the United States and the United Kingdom. While many documents reveal that Australia has been experiencing an increasingly high level of recreation and tourism use in its environments, only limited studies of environmental impacts of recreation and tourism have been published. Compared with other developed countries, particularly the United Kingdom and the United States, Australia lags behind in undertaking research in this area. The results of these limited studies and some observations indicate that the most common recreational and tourist activities (such as bush walking, camping, horse-riding) can, if not well managed, adversely affect the values of Australian natural and semi-natural resources. Overall, they can affect the vegetation and other recreational sites physically and biologically. Physical effects include track formation, soil loss and/or compaction and an increase in fire frequency. Littering and water pollution are also seen as impacts associated with bush walking and camping. Biological effects include causing damage to vegetation, increasing risk of myrtle wilt disease and the spread of the soil pathogen,Phytophthora cinnamomi, as well as assisting weed dispersal. Based on the information reviewed, the authors suggest the following areas as priorities for future research into the environmental impact of recreation and tourism in Australia: determine the type of natural features that attract recreation use; determine the quantitative relationship between the impact and the level of recreation and tourism use for different activities within major vegetation habitats; ascertain site carrying capacity or environment thresholds for major vegetation habitats and recreation activities; and determine the impacts of recreation and tourism for major regions and major vegetation habitats where there have been considerable nature-based recreation and tourism activities.1998 Academic Press 相似文献

Community participation, ownership and cost sharing are key components of Tanzania's water policy, in common with the broad international consensus on water governance. However these policy goals are difficult to achieve, beset with paradoxes and their benefits may be overstated, both in terms of efficiency of resource management and equality of outcomes. This article draws on longitudinal ethnographic research of a village water supply in Tanzania to explore two issues: the contested nature of community ownership and the complex evolution of a ‘community‐owned’ institution. The evidence from the Uchira Water Users Association leads us to question some of the simplistic assumptions made concerning the capacity of local communities to manage service delivery and to balance equity and sustainability principles. The limitations of ‘bottom‐up’ and demand led approaches need to be recognised without discrediting their potential for challenging inequalities. The article concludes with a consideration of some of the tensions in community‐driven development, which raises some important questions about the role of the State and external agencies in setting and enforcing equity criteria in community‐managed initiatives. 相似文献

To demonstrate the benefits of water conservation at the household level in regional Victoria in Australia, a family house “Sharland Oasis” was designed and built according to an ecologically sustainable design for improved water and energy efficiency. This study has demonstrated that the combined use of alternative water supplies together with water efficient appliances can save up to 77% of total potable water use compared to the average 1990s household water use in the same region considering the location and differing in water use approach. The use of rainwater inside the home alone saved up to 40% of potable water use. In addition to the water savings, there is a significant wastewater discharge saving achieved through the use of water conservation strategies and greywater reuse. A community survey undertaken in regional Victoria revealed that community receptivity for reusing greywater is highest for uses, such as watering gardens and flushing toilets; but it progressively decreased with increasing personal contact with greywater. Positive perception of greywater reuse needs to be encouraged through programs targeted at developing resources, skills and motivation for new water reuse practices and technologies, across a diverse range of social groups. 相似文献

Capacity Factor Analysis is a decision support system for selection of appropriate technologies for municipal sanitation services in developing communities. Developing communities are those that lack the capability to provide adequate access to one or more essential services, such as water and sanitation, to their residents. This research developed two elements of Capacity Factor Analysis: a capacity factor based classification for technologies using requirements analysis, and a matching policy for choosing technology options. First, requirements analysis is used to develop a ranking for drinking water supply and greywater reuse technologies. Second, using the Capacity Factor Analysis approach, a matching policy is developed to guide decision makers in selecting the appropriate drinking water supply or greywater reuse technology option for their community. Finally, a scenario-based informal hypothesis test is developed to assist in qualitative model validation through case study. Capacity Factor Analysis is then applied in Cimahi Indonesia as a form of validation. The completed Capacity Factor Analysis model will allow developing communities to select drinking water supply and greywater reuse systems that are safe, affordable, able to be built and managed by the community using local resources, and are amenable to expansion as the community's management capacity increases. 相似文献

The purpose of every water utility is to provide consumers with drinking water that is aesthetically acceptable and presents no risk to public health. Several studies have been carried out to analyze people's perception and attitude about the drinking water coming from their water distribution systems. The goal of the present study is to investigate the influence of water quality and the geographic location of consumers within a distribution system on consumer perception of tap water. The study is based on the data obtained from two surveys carried out in municipalities of the Quebec City area (Canada). Three perception variables were used to study consumer perception: general satisfaction, taste satisfaction and risk perception. Data analysis based on logistic regression indicates that water quality variations and geographic location in the distribution system have a significant impact on the consumer perception. This impact appears to be strongly associated with residual chlorine levels. The study also confirms the importance of socio-economic characteristics of consumers on their perception of drinking water quality. 相似文献

Within the research field of urban water demand management, understanding the link between environmental and water conservation attitudes and observed end use water consumption has been limited. Through a mixed method research design incorporating field-based smart metering technology and questionnaire surveys, this paper reveals the relationship between environmental and water conservation attitudes and a domestic water end use break down for 132 detached households located in Gold Coast city, Australia. Using confirmatory factor analysis, attitudinal factors were developed and refined; households were then categorised based on these factors through cluster analysis technique. Results indicated that residents with very positive environmental and water conservation attitudes consumed significantly less water in total and across the behaviourally influenced end uses of shower, clothes washer, irrigation and tap, than those with moderately positive attitudinal concern. The paper concluded with implications for urban water demand management planning, policy and practice. 相似文献
