/ We identified and ranked 108 resident and migratory wildlife taxa on John F. Kennedy Space Center (KSC) that were vulnerable to local, regional, or global extinction. We ranked taxa based on their vulnerability to extinction, their potential role for maintaining faunal integrity, and the relevance of KSC for maintaining their populations in the United States and Florida. Several taxa, not listed by agencies, were vulnerable to regional or global extinction. Many taxa not vulnerable to global extinction were vulnerable to local and regional extinction. Top predators were vulnerable to extinction because of small population size, isolation from other populations, and road mortality. Many taxa were dependent on habitat conditions at different geographic locations so that conservation required greater collaboration among land owners, managers, and researchers at local, regional, and global scales.KEY WORDS: Biological diversity; Endangered species; Conservation  相似文献

Wildlife management is generally carried out under conditions of uncertainty. The exact population size is unknown, its future dynamics are uncertain and clear management objectives are often not formulated. In order to provide management advice in this situation, a framework is presented for combining different sources of information using a Bayesian approach for calibrating a management model. Harvesting strategies can then be explored based on predictions of future populations size and structure which incorporate parameter uncertainty. This method makes it possible to evaluate the probability of achieving certain objectives with different management strategies. The advantage of the approach presented in this paper lies in that both the model and the harvesting strategies are adaptable to any particular population of interest. The approach is illustrated for two Scottish red deer populations for which culling strategies corresponding to different management objectives are explored and their benefits evaluated. It is found that each population requires different culling rates for keeping population number stable, demonstrating the benefits of the population specific calibration of the management model.  相似文献

Bovine tuberculosis (bovine TB) is an important animal health policy issue in Britain, which impacts farmers, the public, domestic farmed cattle and the wild badger population. The Westminster government’s badger culling policy in England, which began in 2013, has caused considerable controversy. This is in part because the Independent Scientific Group advised against culling, based on the Randomised Badger Culling Trial. Those opposed to badger culling support more stringent cattle-based measures and the vaccination of badgers. This paper argues for ethical analysis of public policy options which impact sentient species. It provides a summary Animal Welfare Impact Assessment of (1) a do-nothing approach, (2) badger culling, and (3) badger vaccination. A utilitarian analysis is then applied to these policy options considering human wellbeing and animal welfare. The analysis compares a badger culling policy that achieves a 19% reduction in bovine TB incidence, a badger vaccination model achieving a 12.5% reduction, and a do-nothing approach. Policy options are assessed over 9 years and a longer timeframe, and uncertainty is considered. The analysis finds that non-culling approaches, particularly badger vaccination, result in greater total utility, compared to badger culling. Badger culling causes 30% reduction in the badger population in England as well as substantial harms due to the culling process. Culling is opposed by public opinion and is associated with considerable risks and uncertainty. In contrast, non-culling approaches, such as cattle-based measures and badger vaccination, are supported by public opinion and are not associated with such risks.  相似文献

This paper applies an attribute-based stated choice experiment approach to estimate the value that society places on changes to the size of the badger population in England and Wales. The study was undertaken in the context of a rising incidence of bovine tuberculosis (bTB) in cattle and the government's review of current bTB control policy. This review includes consideration of culling badgers to reduce bTB in cattle, since badgers are thought to be an important wildlife reservoir for the disease. The design of the CE involved four attributes (size of badger population, cattle slaughtered due to bTB, badger management strategy and household tax) at four levels with eight choice sets of two alternatives presented to respondents. Telephone interviews were undertaken with over 400 respondents, which elicited their attitudes and preferences concerning badgers, bTB in cattle and badger management strategies. The study estimated a willingness to pay of £0.10 per household per year per 100,000 badgers and £1.52 per household per year per 10,000 cattle slaughtered due to bTB which aggregated to £22 per badger and £3298 per bTB slaughtered animal for all households in England and Wales. Management strategy toward badgers had a very high valuation, highlighting the emotive issue of badger culling for respondents and the importance of government policy towards badgers.  相似文献

Wildlife conservation policy for endangered species restoration follows a six-phase process. Population viability analysis (PVA) can play a major contributing role in four of these. PVA, as discussed here, is a technique where extinction vulnerabilities of small populations are estimated using computer simulation modeling. The benefits and limitations of using PVA in wildlife decision and policy processes are reviewed based on our direct experience. PVA permits decision makers to set time frames for management, estimate the required magnitude of restoration efforts, identify quantitative targets for species recovery, and select, implement, monitor, and evaluate management strategies. PVA is of greatest value for rare species policy and management. However, a limitation of PVA simulation models is that they are constrained by the amount of biological data available, and such data are difficult to obtain from small populations that are at immediate risk of extinction. These problems may be overcome with improved models and more data. Our experience shows benefits of PVA far outweigh its limitations, and applications of the approach are most useful when integrated with decision analysis and completed within an adaptive management philosophy. PVAs have been carried out for 14 Victorian species and less used elsewhere in Australia. Management and recovery plans are developed from these PVAs. We recommend that PVA be used to guide research programs, develop conservation strategies, and inform decision and policy making for both endangered and nonendangered species because it can significantly improve many aspects of natural resource policy and management.  相似文献

Bovine tuberculosis (bovine TB) is an important and controversial animal health policy issue in England, which impacts humans, cattle and badgers. The government policy of badger culling has led to widespread opposition, in part due to the conclusions of a large field trial recommending against culling, and in part because badgers are a cherished wildlife species. Animal rights (AR) theorists argue that sentient nonhumans should be accorded fundamental rights against killing and suffering. In bovine TB policy, however, pro-culling actors claim that badgers must be culled to avoid the slaughter of cattle. The first part of the paper compares AR theories of Regan, Francione, Cochrane, Garner and Donaldson and Kymlicka in the context of wildlife species. The second part of the paper applies these AR theories to bovine TB and badger control. AR theories are applied to badger control policy options of (1) do nothing, (2) badger culling, and (3) badger vaccination. We conclude that AR theories are strongly opposed to badger culling. In general, culling is prohibited due to a badger’s right to life and its rights against suffering. The AR theories support a do-nothing, i.e. non-culling, non-vaccination approach to badger control. In the case of the AR theories of Regan and Francione, this is based on abolitionist positions with respect to farming. For Cochrane, Garner, and Donaldson and Kymlicka, the do-nothing policy option is preferred because badger vaccination causes a degree of suffering which generally is not for the individual’s benefit.  相似文献

The Western Forest Complex (WEFCOM) of Thailand is comprised of many protected areas and has one of the highest wildlife populations in the country. Populations of wildlife in the WEFCOM have decreased dramatically over recent years. Rapid economic development has resulted in the conversion of forest into agricultural and pastoral land, which has directly and indirectly impacted the wildlife community. This research aimed to evaluate populations of domesticated cattle (Bos indicus) and buffalo (Bubalus bubalis) in the WEFCOM and their possible impacts on the wildlife community. Domesticated cattle and buffalo keepers from 1561 (or 3.3%) of houses in and near WEFCOM were interviewed. The average number of animals per household was 15.6 cattle and 8.5 buffalo. Most villagers released domesticated cattle and buffalo to forage in the protected areas. This tended to have a high impact on the wildlife community in Huai Kha Khaeng Wildlife Sanctuary and Tungyai Naresuan Wildlife Sanctuary. The least impacted areas were Luam Khlong Ngu National Park, Thong Pha Phum National Park and Chaleam Ratanakosin National Park. With a high risk to the wildlife community, law enforcement should be used in combination with a certain level of co-management with local communities.  相似文献

ABSTRACT: This paper brings together spatially and temporally explicit mechanistic models of hydrodynamic, water quality, and ecological processes with an economic model to examine water management alternatives for California's Sacramento River and Delta ecosystem, a large‐scale watershed. Overallocated water supplies in most years, combined with increasing demand for water for environmental purposes, have created a politically charged atmosphere and a need for quantitative assessment of the implications of policy alternatives. By developing and analyzing a common set of policy scenarios, this integrated framework allows us to consider tradeoffs between agricultural economic factors, water quality, and population dynamics for two at‐risk fish species. We analyze two rather extreme types of policy options; one involves structural modifications to change the flow of water within the watershed but no change in water diversions, while the other reallocates water from agricultural users to fish and wildlife. Results suggest that substantial environmental improvements could be made at a relatively modest cost to farmers (1 to 4 percent reductions in revenues) but that those costs could be significant locally. In addition to tradeoffs between farmers and environmental interests, results suggest that policy makers may need to balance competing environmental objectives.  相似文献

ABSTRACT: Under the Clean Water Act (CWA) program, the Texas Commission on Environmental Quality (TCEQ) listed 110 stream segments in the year 2000 with pathogenic bacteria impairment. A study was conducted to evaluate the probable sources of pollution and characterize the watersheds associated with these impaired water bodies. The primary aim of the study was to group the water bodies into clusters having similar watershed characteristics and to examine the possibility of studying them as a group by choosing models for total maximum daily load (TMDL) development based on their characteristics. This approach will help to identify possible sources and determine appropriate models and hence reduce the number of required TMDL studies. This in turn will help in reducing the effort required to restore the health of the impaired water bodies in Texas. The main characteristics considered for the classification of water bodies were land use distribution within the watershed, density of stream network, average distance of land of a particular use to the closest stream, household population, density of on‐site sewage facilities (OSSFs), bacterial loading from different types of farm animals and wildlife, and average climatic conditions. The climatic data and observed instream fecal coliform bacteria concentrations were analyzed to evaluate seasonal variability of instream water quality. The grouping of water bodies was carried out using the multivariate statistical techniques of factor analysis/principal component analysis, cluster analysis, and discriminant analysis. The multivariate statistical analysis resulted in six clusters of water bodies. The main factors that differentiated the clusters were found to be bacterial contribution from farm animals and wildlife, density of OSSFs, density of households connected to public sewers, and land use distribution.  相似文献

Procedures that increase the sustainability of agriculture often result in animals being treated more humanely:both livestock in animal and mixed farming and wildlife in arable farming. Equally, procedures ensuring humane treatment of farm animals often increase sustainability, for example in disease control and manure management. This overlap between sustainability and humaneness is not coincidental. Both approaches can be said to be animal centered, to be based on the fact that animal production is primarily a biological process. Proponents of both will gain from recognition of commonality and development of cooperation. A collaborative approach to humane sustainable agriculture will benefit animals, people, and the environment.  相似文献

A number of options are available to those professionals interested in pest management through an integrated approach. The components of this approach are manipulation of vegetation; manipulation of population structure, dynamics, and interaction; and manipulation of the values associated with animal and plant crop production. Each component has numerous methods, which when used alone or in combination, offer a nearly infinite number of alternatives to the successful use of pesticides.Dr. Giles has taught a course in integrated plant pest management at Virginia Tech since 1977. One of the major values of animal ethical theory can be found in the light it sheds on practical ethical problems involving animals. McCulloch and Reiss’ paper does precisely this regarding the culling of badgers in England to limit the spread of tuberculosis. Perspicaciously realizing that societal ethics represents a combination of utilitarian and rights-based theorizing, the authors apply both of these perspectives to the issue, noting that both theoretical approaches generate a rejection of culling in the presence of other viable alternatives. In addition, the authors suggest and defend the use of an Animal Welfare Impact Assessment (AWIA) tool to assess the impact of various management approaches on the animals, and demonstrate its congruence with both the ethical theories considered, and with societal moral attitudes. In this way, they show that their conclusion is directly compatible with the societal ethic, in my view a major prerequisite for effecting social change.  相似文献

Bovine tuberculosis (bovine TB) is the most important animal health and welfare policy issue in Britain. Badgers are a wildlife reservoir of disease, although the eight-year Independent Scientific Group (ISG) Randomised Badger Culling Trial concluded with a recommendation against culling. The report advised government that bovine TB could be controlled, and ultimately eradicated, by cattle-based measures alone. Despite the ISG recommendation against culling, the farming and veterinary industries continued to lobby government for a badger cull. The 2005–2010 Labour government followed the ISG advice and decided against a cull. The 2010–2015 Coalition and the 2015-present Conservative governments have followed a badger culling policy. This paper investigates whether a virtuous government would cull badgers. It provides an overview of virtue theory in the context of government animal health and welfare policy. Bovine TB and badger control policy options are then analysed in the context of the virtues of justice, wisdom, integrity, loyalty, curiosity, trust, empathy, compassion and aesthetics. Justice is the first virtue of government, and badger culling is seriously problematic from a virtue perspective given that five badgers are culled per cow that avoids slaughter as a result. Analysis based on other virtues strongly suggests that government should not cull badgers. The paper concludes that a virtuous government would not cull badgers as part of policy to control bovine TB in cattle.  相似文献

The population of red deer (Cervus elaphus) in Scotland has doubled over the last 30 years and there is increasing concern among conservationists about the long-term impact of increased grazing on native woodlands and other sensitive nature conservation sites. Currently, the government relies on a voluntary approach to deer control, but landowners seem unable or unwilling to shoot sufficient numbers to meet cull targets. The aim of this paper is to examine alternatives to the 'voluntary approach' supported by insights from a mail questionnaire of landowners and recreational hunters. In principle, subsidies or taxation is possible but the Deer Commission for Scotland, the government agency responsible, has neither the necessary funding or the legislative power to introduce such a scheme. A tradable culling 'obligations' system on the other hand would build on the voluntary principle by allowing individual landowners to 'trade' culling obligations to neighbouring estates. Compared to traditional regulatory approaches, they are less bureaucratic and inefficient and have the potential to meet environmental targets at least cost as landowners can trade their culling obligation to another estate or hunting club should they wish to do so. Overall, the State's role would be restricted to setting the annual cull and the administration of the permit system for which a small charge could be levied per deer.  相似文献

In human dominated landscapes, ecosystems are under increasing pressures caused by urbanization and infrastructure development. In Alpine valleys remnant natural areas are increasingly affected by habitat fragmentation and loss. In these contexts, there is a growing risk of local extinction for wildlife populations; hence assessing the consequences on biodiversity of proposed land use changes is extremely important. The article presents a methodology to assess the impacts of land use changes on target species at a local scale. The approach relies on the application of ecological profiles of target species for habitat potential (HP) assessment, using high resolution GIS-data within a multiple level framework. The HP, in this framework, is based on a species-specific assessment of the suitability of a site, as well of surrounding areas. This assessment is performed through spatial rules, structured as sets of queries on landscape objects. We show that by considering spatial dependencies in habitat assessment it is possible to perform better quantification of impacts of local-level land use changes on habitats.  相似文献

Multiple-species reserves aim at supporting viable populations of selected species. Population viability analysis (PVA) is a group of methods for predicting such measures as extinction risk based on species-specific data. These methods include models that simulate the dynamics of a population or a metapopulation. A PVA model for the California gnatcatcher in Orange County was developed with landscape (GIS) data on the habitat characteristics and requirements and demographic data on population dynamics of the species. The potential applications of this model include sensitivity analysis that provides guidance for planning fieldwork, designing reserves, evaluating management options, and assessing human impact. The method can be extended to multiple species by combining habitat suitability maps for selected species with weights based on the threat faced by each species, and the contribution of habitat patches to the persistence of each species. These applications and extensions, together with the ability of the model to combine habitat and demographic data, make PVA a powerful tool for the design, conservation, and management of multiple species reserves.  相似文献

The Carpentarian rock-rat (Zyzomys palatalis) is a critically endangered endemic rodent known from only four sandstone gorges in the southeast Gulf of Carpentaria, Northern Territory, Australia. These gorges harbour thickets of monsoon rainforest and broadleaf woodland, surrounded by a Eucalypt savanna matrix. The long-term persistence of Z. palatalis is threatened by altered fire regimes, grazing by feral animals and stock, weed intrusion, and the stochastic hazards associated with small, fragmented populations. To assess the relative importance of these threats and develop practical management options, a population and habitat simulation model was developed, based on the best existing data. Population viability was predicted to be highly sensitive to the frequency of hot, late dry-season fires. Progressive habitat degradation (due predominantly to intense late dry-season fires) is likely to substantially reduce population size and lead to the probable extinction of the species within the next 100 years. The most effective management strategy to counteract this threat would be regular, controlled, fuel reduction burns in the vegetation around the gorge entrances during the early dry season. Establishing a new population (through translocation of captive-bred individuals) would not appreciably reduce extinction risk, but could provide valuable additional data on the impact of threats, if conducted as an adaptive management experiment.  相似文献

A major problem facing environmental managers is the necessity to effectively evaluate management alternatives. Traditional environmental assessments have emphasized the use of economic analyses. These approaches are often deficient due to difficulty in assigning dollar values to environmental systems and to social amenities. A more flexible decisionmaking model has been developed to analyze management options for coping with beach erosion problems at the Sandy Hook Unit of Gateway National Recreation Area in New Jersey. This model is comprised of decision-making variables which are formulated from a combination of environmental and management criteria, and it has an accept-reject format in which the management options are analyzed in terms of the variables. Through logical ordering of the insertion of the variables into the model, stepwise elimination of alternatives is possible. A hierarchy of variables is determined through estimating work required to complete an assessment of the alternatives for each variable. The assessment requiring the least work is performed first so that the more difficult evaluation will be limited to fewer alternatives. The application of this approach is illustrated with a case study in which beach protection alternatives were evaluated for the United States National Park Service.Portions of this paper have been excerpted from Sherman and Garès (1978).  相似文献

The concept of minimum populations of wildlife and plants has only recently been discussed in the literature. Population genetics has emerged as a basic underlying criterion for determining minimum population size. This paper presents a genetic framework and procedure for determining minimum viable population size and dispersion strategies in the context of multiple-use land management planning. A procedure is presented for determining minimum population size based on maintenance of genetic heterozygosity and reduction of inbreeding. A minimum effective population size (N e ) of 50 breeding animals is taken from the literature as the minimum shortterm size to keep inbreeding below 1% per generation. Steps in the procedure adjustN e to account for variance in progeny number, unequal sex ratios, overlapping generations, population fluctuations, and period of habitat/population constraint. The result is an approximate census number that falls within a range of effective population size of 50–500 individuals. This population range defines the time range of short- to long-term population fitness and evolutionary potential. The length of the term is a relative function of the species generation time. Two population dispersion strategies are proposed: core population and dispersed population.  相似文献
