城市水污染物排放信息是城市水环境保护决策和管理的依据,但城市水污染控制的外部性使城市水污染物排放信息产生失真风险,需要对城市区域水污染物排放信息核查。通过高质量数据对低质量数据的核查,用基于监测的水污染物入河量数据核查基于环境统计申报与排污系数的水污染物入河量数据,完善了城市区域水污染物排放核查方法。案例分析结果显示,环境统计COD入河排放量明显偏小。建议水污染物排放统计以入河量为核心,建立入河排污口监测体系,编制核查技术规范,实施区域污染物排放核查。  相似文献

The most interesting economic instruments for the control of environmental pollution belong to the categories of taxes (or charges) and of tradeable pollution permits. After the basic theoretical propositions of the seventies and their early applications, the search now is for practical methodologies and for a correct and effective use of such instruments. This study evaluates the socioeconomic risk that extreme El Niño event-related road damages present to Peru by combining an environmental modelling of events’ occurrences in the country with a quantitative modelling of their effects on its economy. The dynamic of occurrence of events is modelled as a stochastic process with a vector autoregressive representation based on historical climatic data, and simulated over a 10-year period with a non-parametric bootstrap procedure. The indirect consequences of events’ related road damages are addressed with a multiregional dynamic computable general equilibrium model through an increase in interregional transportation costs and, more originally, a negative externality effect on activities’ output, which is estimated beforehand using a firm database. We find that extreme El Niño events constitute a significant one-off disaster risk for the country, threatening shifts of???2.8% in GDP and?+?1.9% in poverty rates with an annual probability p?=?1.4%. We further show that they also present a longer-term risk, leading to average annual deviations from normal trend by???0.8% in GDP and?+?0.4% in poverty rate with a probability p?=?12.6% over a 10-year period. However, we finally show that Peru might reduce these socioeconomic risks associated with these non-frequent but recurrent climatic shocks in constructing more disaster-resilient road infrastructure.

A quantity-quality problem in which pollution generates production externalities is analyzed empirically. Water is pumped by farmers from a common access aquifer, and deep percolation resulting from the irrigation causes accumulation of pollutants in the aquifer. Pollution negatively affects the production of the agricultural output through the deterioration of the groundwater quality. By comparing the cooperative with the noncooperative solution, an optimal policy scheme in the form of water taxes is determined. The scheme induces farmers acting noncooperatively to follow policies that correspond to the regulator's optimum. The model is applied to the case of groundwater management in the Iraklio prefecture of Crete. Agricultural production functions are estimated using an externality variable as explanatory variable. An optimal control model that corresponds to the cooperative solution is solved using multiple shooting methods. Paths for water stock, salinity stock, and water use at the regulator's optimum are derived. The optimal water tax is calculated in the final stage.  相似文献

我国环境统计数据质量不高、质量保障体系缺乏、数据综合分析不足等问题都与环境统计人才队伍的规模、稳定性和综合素质密切相关。文章从环境统计持证上岗制度内部条件的规范化管理,到外部环境制度的推行等方面进行了SWOT分析。制定了以加强环境统计岗位管理、设置获取证书的缓冲期限、建立激励配套机制和完善培训考核机制4条途径为核心的环境统计持证上岗制度综合发展策略,对提高环境统计人员的综合素质,实现环境统计体系的制度化和规范化均具有良好的促进作用。  相似文献

Nitrate pollution from agriculture is an important environmental externality, caused by the excessive use of fertilizers. The internalization of this problem, via a tax on mineral nitrogen, could lead to a second best solution, reducing nitrate emissions. Several authors suggest that a reduction in agricultural support could produce similar results. In this paper, we examine the effects of different levels of a uniformly implemented nitrogen tax in France under two policy scenarios, corresponding to post Agenda 2000 and 2003 Luxembourg reforms of European Union’s Common Agricultural Policy, in order to reveal the synergies and conflicts between the tax and the policy scenarios in terms of nitrate emissions abatement. The analysis is performed at different geographical scales, from the national to the regional and is based on a bioeconomic approach that involves the coupling of the economic model AROPAj with the crop model STICS. Results show that the efficiency of the N-tax varies according to the geographical scale of the analysis and the type of farming. Furthermore, we prove that a uniform implementation may lead to perverse effects that should always be taken into account when introducing second-best instruments.  相似文献

We present data on the distributional changes within an order of macroinvertebrates used in biological water quality monitoring. The British Odonata (dragonflies and damselflies) have been shown to be expanding their range northwards and this could potentially affect the use of water quality metrics. The results show that the families of Odonata that are used in monitoring are shifting their ranges poleward and that species richness is increasing through time at most UK latitudes. These past distributional shifts have had negligible effects on water quality indicators. However, variation in Odonata species richness (particularly in species-poor regions) has a significant effect on water quality metrics. We conclude with a brief review of current and predicted responses of aquatic macroinvertebrates to environmental warming and maintain that caution is warranted in the use of such dynamic biological indicators.  相似文献

目前经常使用的评价环境质量超标情况的主要指标为超标率,但它将环境监测抽样样本和样本总体相混淆,从而导致其不能客观评价环境质量的超标情况。基于概率统计论提出了一种新的指标——超标概率来评价环境质量的超标情况。利用抽样样本的特性,求出超标概率。由于环境监测样本抽样方式的不同,超标概率的计算公式也略有不同。为了说明该方法如何运用,以京杭大运河宿迁段水质为例,分析了每种污染物和整个京杭大运河宿迁段的超标情况。  相似文献

To reach a common target of environmental quality, countries can choose to commit to a stream of pollution abatement right from the beginning of the game or decide upon abatement at each moment of time. Though most of the previous literature studies homogeneous strategies where no country or all countries commit to a (same) predefined policy, reality goes along a different way: some countries make more efforts than others to reduce pollutant emission. The main novelty of this paper resides in the introduction of this kind of heterogeneous strategic behavior currently observed among large pollution nations. We find that the pollution level can be lower under heterogeneous than under homogeneous strategies. A stringent environmental quality target will induce the committed player to produce an abatement effort that more than compensates the free-riding attitude of the non-committed player.  相似文献

随着经济发展水平的不断提高,对环境质量的综合评价显得尤为重要,文章建立了能反映环境质量水平的3层指标,从大气环境参量、水环境参量、固废环境参量、噪声环境参量、生态环境参量5个方面以及综合性指标环境质量参量为基础,比较分析了代表我国华北地区、东北地区、东部发达地区、华南地区和西北地区的北京、辽宁、上海、广东和陕西2003—2008年环境质量现状,结果表明,各地的环境质量水平均呈现整体上升趋势,上海和广东地区的环境质量水平较高,辽宁这一重工业地区的环境质量水平较差。  相似文献

The relationship between ecological footprint and economic complexity has important policy implications for environmental sustainability. Furthermore, institutional quality can be an imperative tool to ensure environmental sustainability, and it may also moderate the nexus between economic complexity and ecological footprint. Therefore, this study investigates the linkage between economic complexity, institutional quality, disaggregated energy consumption, and economic growth on environmental degradation in emerging countries from 1984 to 2017. In addition, it also probes the moderating effect of institutional quality in the nexus between economic complexity and footprint. To do so, the study applies an advanced econometric approach, cross-sectional autoregressive distributed lags (CS-ARDL) estimator, for short-run and long-run estimation, that allows heterogeneity in the slope parameters and dependencies across countries. The analytical outcomes demonstrate that economic complexity increases environmental degradation by exacerbating ecological footprint, while a high level of economic complexity mitigates ecological footprint. The findings of the study unfold that institutional quality supports environmental sustainability by reducing the ecological footprint. The outcomes also indicated that institutional quality promotes environmental sustainability by moderating the nexus between economic complexity and ecological degradation. Moreover, renewable energy is found to decrease ecological footprint, whereas non-renewable energy use leads to intensifying the ecological footprint. It was also found that there is an inverted u-shaped association between ecological footprint and economic growth. Based on the results, the study suggests that emerging countries should accelerate economic complexity along with a stronger institutional framework to combat environmental issues without compromising sustainable economic growth.  相似文献

The importance of long-term environmental monitoring and research for detecting and understanding changes in ecosystems and human impacts on natural systems is widely acknowledged. Over the last decades, a number of critical components for successful long-term monitoring have been identified. One basic component is quality assurance/quality control protocols to ensure consistency and comparability of data. In Norway, the authorities require environmental monitoring of the impacts of the offshore petroleum industry on the Norwegian continental shelf, and in 1996, a large-scale regional environmental monitoring program was established. As a case study, we used a sub-set of data from this monitoring to explore concepts regarding best practices for long-term environmental monitoring. Specifically, we examined data from physical and chemical sediment samples and benthic macroinvertebrate assemblages from 11 stations from six sampling occasions during the period 1996–2011. Despite the established quality assessment and quality control protocols for this monitoring program, we identified several data challenges, such as missing values and outliers, discrepancies in variable and station names, changes in procedures without calibration, and different taxonomic resolution. Furthermore, we show that the use of different laboratories over time makes it difficult to draw conclusions with regard to some of the observed changes. We offer recommendations to facilitate comparison of data over time. We also present a new procedure to handle different taxonomic resolution, so valuable historical data is not discarded. These topics have a broader relevance and application than for our case study.  相似文献

环境质量的优劣直接关系到人类的生存和发展,如何对某一区域环境质量进行科学的综合评价对环境管理具有重要的理论和现实意义。根据环境质量评价指标的选择原则,以环境质量监测为基础,通过征求专家意见确定了能反映区域环境质量特性的指标及其权重,建立了区域环境质量的综合评价体系。并用此综合评价体系对四川省6个地区的环境质量进行了评价,计算了区域环境质量综合指数,结果表明,该评价体系简单、方便、适用性强且易于操作,为科学地评价和考核区域环境质量提供研究方法。  相似文献

In developing countries, ecological transfer payments (ETPs) are a preferred method of solving the dilemma of environmental governance. However, the associated policy effects have not yet been effectively evaluated. We use unique ETPs' data provided by the Ministry of Finance of China in a dynamic spatial panel data model. Our study finds that ETPs stimulate the efforts of local governments to improve environmental quality, and play a coordinated role in mitigating the race-to-the-bottom competition among regions. However, these transfer payments (TPs) do not promote ecological improvement. Although the design of non-ecological transfer payments (non-ETPs) considers ecological and environmental factors, they do not effectively play an incentive and coordinated role. The ETPs' behavior that encourages local governments to invest in environmental improvements exhibits more of a compensation rather than a leverage effect. This conclusion suggests that policymakers should pay attention to the coordinated role, and increase the weight of ecological factors, in the design of TPs.  相似文献

This study was an attempt to analyse the regional environmental quality with the application of remote sensing, geographical information system, and spatial multiple criteria decision analysis and, to project a quantitative method applicable to identify the status of the regional environment of the study area. Using spatial multi-criteria evaluation (SMCE) approach with expert knowledge in this study, an integrated regional environmental quality index (REQI) was computed and classified into five levels of regional environment quality viz. worse, poor, moderate, good, and very good. During the process, a set of spatial criteria were selected (here, 15 criterions) together with the degree of importance of criteria in sustainability of the regional environment. Integrated remote sensing and GIS technique and models were applied to generate the necessary factors (criterions) maps for the SMCE approach. The ranking, along with expected value method, was used to standardize the factors and on the other hand, an analytical hierarchy process (AHP) was applied for calculating factor weights. The entire process was executed in the integrated land and water information system (ILWIS) software tool that supports SMCE. The analysis showed that the overall regional environmental quality of the area was at moderate level and was partly determined by elevation. Areas under worse and poor quality of environment indicated that the regional environmental status showed decline in these parts of the county. The study also revealed that the human activities, vegetation condition, soil erosion, topography, climate, and soil conditions have serious influence on the regional environment condition of the area. Considering the regional characteristics of environmental quality, priority, and practical needs for environmental restoration, the study area was further regionalized into four priority areas which may serve as base areas of decision making for the recovery, rebuilding, and protection of the environment.  相似文献
