The general perceptions of prescribed burning were elicited from forest users for an area that has been subject to this form
of land management for at least 20 years. The largest group consisted of local residents living in and around the Wombat State
Forest with two smaller groups of students from a nearby university campus and local professional land managers. A questionnaire
was given to each participant in order to explore how the forest was used, to determine the level of knowledge of burning
in the targeted forest and Victoria and the perception of the appearance, effectiveness of protection, and accessibility to
the forest after prescribed burning. Generally all groups had similar responses with community members having stronger views
on the effectiveness and practicalities of prescribed burning, whereas students were more neutral in their opinions. All participants
claimed knowledge of prescribed burning activities within Victoria, but fewer had experience of planned fires in the Wombat
State Forest. All groups agreed that areas that had not been recently burned had a better appearance than those that had,
but this result may have included a range of value judgments. Land managers had a greater understanding of the ecological
importance of season and timing of burning; however, some students and community members were equally knowledgeable. Prescribed
burning did not impede access to the forest, nor did smoke from prescribed burns pose any great problem. The majority of the
participants felt that the amount of prescribed burning done in the forest was adequate for engendering a feeling of protection
to life and property, yet many were still suspicious of this management practice. These initial findings indicate several
areas in which further research would be useful including the efficacy of education programs for community members and improved
communication of burn plans by land managers. 相似文献

Successful biodiversity conservation does not depend on ecologic knowledge alone. Good conservation policies and policy implementation
tools are equally important. Moreover, the knowledge, skills, and attitudes of local actors, directly in charge of operations
in the field, are a key to successful policy implementation. The connections between policy objectives and their implementation
as well as the involvement of local actors’ efforts in implementing policy objectives largely depend on the governance model
in use. This article assesses the knowledge of local actors in relation to the biodiversity conservation objectives and tools
in Lithuanian forest management. As a main framework for this study, the needs assessment approach was applied. The study
used both in-depth open-ended interviews and follow-up telephone interviews. Two state forest enterprises in Lithuania were
selected as the study sites. The findings indicate that policy objectives in the field of forest biodiversity conservation
and the related tools are well known but not well understood by those in charge of forest biodiversity policy implementation.
To improve the situation, a transition toward adaptive learning and participatory governance as a means of facilitating conservation

Community Capacity for Adaptation to Climate-Induced Water Shortages: Linking Institutional Complexity and Local Actors 总被引:7,自引:3,他引:7
There is growing concern for the capacity of urban and rural communities to manage current water shortages and to prepare for shortages that may accompany predicted changes in climate. In this paper, concepts relating to the notion of climate adaptation and particularly capacity building are used to elucidate several determinants of community-level capacity for water management. These concepts and criteria are then used to interpret empirically derived insights relating to local management of water shortages in Ontario, Canada. General determinants of water-related community capacity relate to upper tier political and institutional arrangements; the characteristics of, and relationships among, pertinent agencies, groups, or individuals involved in water management; and the adequacy of financial, human, information, and technical resources. The case analysis illustrates how general factors play out in local experience. The findings point to geographically specific factors that influence the effectiveness of management. Key factors include collaboration between water managers, clarification of agency roles and responsibilities, integration of water management and land-use planning, and recognition and participation of both urban and rural stakeholders, whose sensitivities to water shortages are spatially and temporally variable. 相似文献

Linking National Sustainable Development Strategy and Local Implementation: a case study in Sweden 总被引:1,自引:0,他引:1
Sweden has led the way in Europe in environmental protection, ecologically based technological innovation and social democracy. As new economic and ethnographic realities impact upon it, it faces challenges to its policies and practices long familiar elsewhere in Europe. We report on a study for the Swedish Research Councils in which we examined the national framework and political strategy for sustainable development, and how the strategy is being implemented in Sweden's three major cities and two case-study municipalities. History and tradition, cultural homogeneity and a strong and shared sense between sectors of 'the public good', emerged as very important. Until recently, these have obviated the need for formal links between the environmental, social and economic agendas. They now appear inadequately developed at all levels of governance. Tensions in policy are being played out at the level of the municipality, to which power is highly devolved, and Local Agenda 21, interpreted as project rather than process, seems unequal to the task of integration. We suggest what lessons may be drawn from the Swedish experience if issues of power and trust, leadership and participatory vs representative democracy are to be resolved. 相似文献

Local food is a popular subject among consumers, as well as food producers, distributors, policymakers and researchers in many countries. Previous research has identified that the definition of local food varies by context, and from country to country. The literature also suggested that environmental sustainability is one of the goals for many of the local food movements. While there is a substantial body of literature on local food internationally, limited research has been undertaken in New Zealand. This paper aims to understand how consumers define local food, what attributes they associate with local food, and the extent to which life cycle-based environmental aspects are represented in these attributes. Primary research employed quantitative methodology. This study identified that a majority of the respondents considered that local food may be defined as food that was produced in New Zealand and that support for community was the most important attribute associated with local food. Reduced GHG emission, conserving the landscape, and organic production were the life cycle-based environmental attributes that were associated with local food. This study provides a basis for further research into understandings of local food in New Zealand and how to improve communication among different social actors with respect to demand and supply of local food. 相似文献

Land and water resource development can independently eliminate riparian plant communities, including Fremont cottonwood forest (CF), a major contributor to ecosystem structure and functioning in semiarid portions of the American Southwest. We tested whether floodplain development was linked to river regulation in the Upper Colorado River Basin (UCRB) by relating the extent of five developed land-cover categories as well as CF and other natural vegetation to catchment reservoir capacity, changes in total annual and annual peak discharge, and overall level of mainstem hydrologic alteration (small, moderate, or large) in 26 fourth-order subbasins. We also asked whether CF appeared to be in jeopardy at a regional level. We classified 51% of the 57,000 ha of alluvial floodplain examined along >2600 km of mainstem rivers as CF and 36% as developed. The proportion developed was unrelated to the level of mainstem hydrologic alteration. The proportion classified as CF was also independent of the level of hydrologic alteration, a result we attribute to confounding effects from development, the presence of time lags, and contrasting effects from flow alteration in different subbasins. Most CF (68% by area) had a sparse canopy (50% canopy cover occupied <1% of the floodplain in 15 subbasins. We suggest that CF extent in the UCRB will decline markedly in the future, when the old trees on floodplains now disconnected from the river die and large areas change from CF to non-CF categories. Attention at a basinwide scale to the multiple factors affecting cottonwood patch dynamics is needed to assure conservation of these riparian forests. 相似文献

Public values toward forests have changed since the late 1980s, from a commodity-oriented perspective toward a more inclusive (commodity and non-commodity) orientation. This study examines the influence of four indicators of population diversity (age, ethnic background, place of residence, and gender) on amenity values of forests, environmental attitudes, and forest value-attitude correspondence. Four values of public and private forests were assessed, wood production (utilitarian value), clean air (a life support value), scenic beauty (an aesthetic value), and heritage (a spiritual value). Environmental attitudes were measured using a modified version of the New Environmental Paradigm scale. Five hundred and forty-eight randomly selected residents of households in 13 states of the Southern United States participated in a telephone interview. Age and ethnic background were found to moderate the value-attitude relationship, with the strength of the association being dependent upon the type of forest (i.e., public or private) and the forest value (i.e., utilitarian, life support, spiritual, and aesthetic). Females, younger persons (less than 43 years old), and whites reported lower utilitarian values of forests than their respective counterparts. Results are interpreted within the context of an emerging post-material society, in which a biocentric orientation to forests and the natural environment may be favored more by a younger (versus older) generation and increasingly racially diverse U.S. population. Implications for managing forests using a multiple-values (versus multiple-uses) approach are discussed. 相似文献

We examine five forested landscapes in Africa (Cameroon, Madagascar, and Tanzania) and Asia (Indonesia and Laos) at different stages of landscape change. In all five areas, forest cover (outside of protected areas) continues to decrease despite local people's recognition of the importance of forest products and services. After forest conversion, agroforestry systems and fallows provide multiple functions and valued products, and retain significant biodiversity. But there are indications that such land use is transitory, with gradual simplification and loss of complex agroforests and fallows as land use becomes increasingly individualistic and profit driven. In Indonesia and Tanzania, farmers favor monocultures (rubber and oil palm, and sugarcane, respectively) for their high financial returns, with these systems replacing existing complex agroforests. In the study sites in Madagascar and Laos, investments in agroforests and new crops remain rare, despite government attempts to eradicate swidden systems and their multifunctional fallows. We discuss approaches to assessing local values related to landscape cover and associated goods and services. We highlight discrepancies between individual and collective responses in characterizing land use tendencies, and discuss the effects of accessibility on land management. We conclude that a combination of social, economic, and spatially explicit assessment methods is necessary to inform land use planning. Furthermore, any efforts to modify current trends will require clear incentives, such as through carbon finance. We speculate on the nature of such incentive schemes and the possibility of rewarding the provision of ecosystem services at a landscape scale and in a socially equitable manner. 相似文献

The protection and sustainable management of forests make up one of the major challenges of the years to come. While deforestation is the main problem in the tropics and subtropics, the qualitative degradation of forest ecosystems is the focus of discussions in the temperate zones. From a sociopolitical point of view, the crucial question in this respect is how forestry professionals and forest owners can be prompted to take active measures to restore degraded forest stands. Based on the theory of social constructivism and the model of symbolic interactionism, this paper shows that a person's readiness to implement restoration measures, inter alia , depends on the urgency of the problem. However, it does not (only) hinge on the 'objective' degree of damage, but (also) on the subjective problem perception of the decision maker. The empirical survey indicates, furthermore, that these subjective perceptions are--among other things--determined by social interactions. On the basis of these findings, we can derive a number of practical recommendations not just for science and research scientists, but especially for persons and institutions working in (further) education and in the field of extension services. 相似文献

Good natural resource management is scarce in many remote tropical regions. Improved management requires better local consultation,
but accessing and understanding the preferences and concerns of stakeholders can be difficult. Scoring, where items are numerically
rated in relation to each other, is simple and seems applicable even in situations where capacity and funds are limited, but
managers rarely use such methods. Here we investigate scoring with seven indigenous communities threatened by forest loss
in Kalimantan, Indonesia. We aimed to clarify the forest’s multifaceted importance, using replication, cross-check exercises,
and interviews. Results are sometimes surprising, but generally explained by additional investigation that sometimes provides
new insights. The consistency of scoring results increases in line with community literacy and wealth. Various benefits and
pitfalls are identified and examined. Aside from revealing and clarifying local preferences, scoring has unexplored potential
as a quantitative technique. Scoring is an underappreciated management tool with wide potential. 相似文献

Interviews and three workshops with a wide range of stakeholders to explore their perceptions of climate change impacts and responses were conducted in two English regions (East Anglia and north-west England) as part of a UK government-funded research project on the integrated assessment of climate change impacts in the following domains: biodiversity, the coastal zone, agriculture and water resources. The findings suggest that whilst local and regional impacts are of considerable interest to regional stakeholders, their ability to respond through adapted policy and practice depends upon their existing frames of reference with respect to their understanding of the policy- and decision-making systems, and the operation of current institutional processes and response mechanisms. In many developing countries, political documentation acknowledges the crucial elements of participation and spatiality for effective land use planning. However, operative approaches to spatial data inclusion and representation in participatory land management are often lacking. In this paper, we apply and develop an integrated landscape characterization approach to enhance spatial knowledge generation about the complex human–nature interactions in landscapes in the context of Zanzibar, Tanzania. We apply an integrated landscape conceptualization as a theoretical framework where the expert and local knowledge can meet in spatial context. The characterization is based on combining multiple data sources in GIS, and involves local communities and their local spatial knowledge since the beginning into the process. Focusing on the expected information needs for community forest management, our characterization integrates physical landscape features and retrospective landscape change data with place-specific community knowledge collected through participatory GIS techniques. The characterization is established in a map form consisting of four themes and their synthesis. The characterization maps are designed to support intuitive interpretation, express the inherently uncertain nature of the data, and accompanied by photographs to enhance communication. Visual interpretation of the characterization mediates information about the character of areas and places in the studied local landscape, depicting the role of forest resources as part of the landscape entity. We conclude that landscape characterization applied in GIS is a highly potential tool for participatory land and resource management, where spatial argumentation, stakeholder communication, and empowerment are critical issues. 相似文献

Local peoples' knowledge, aptitude, and perceptions of planning and management issues were investigated in Nanda Devi Biosphere
Reserve (NDBR) in Uttaranchal State of India. Conflicts ensued between local inhabitants and the management authority due
to lack of community participation. Although most respondents seem to claim the knowledge of the objectives of Nanda Devi
Biosphere Reserve, the source of information indicates their interaction with the management authority is not frequent. While
local population seem to agree on reduced intensity of agriculture with compensation equal to loss of net income, there is
a perceptible difference in responses among different age groups. While the younger generation seems to agree to move away
to other areas with suitable compensation packages, the older generation prefer those options that require some adjustments
in use and access to natural resources. The option of ecotourism as a source of income is acceptable to most respondents,
but young and old respondents disagreed about impact of such activity on social behavior of local inhabitants. Among those
groups studied, only the “self-employed group” seem to be more interested in ecotourism in comparison to other occupation
classes. Gender differences in perceptions are prominent with reference to development options. While the men preferred economic
opportunities, the women preferred improved living conditions. An evaluation mechanism similar to the one described in this
paper will be helpful to the management authority to assess and modify their management plans to mitigate conflicts with local

The post-Rio environmental accord has offered new opportunities for landscape planning linking global concerns with Local Agenda 21 through concepts of sustainable development. This paper analyses the potential for integrated landscape planning by linking the aims of global sustainability with a major initiative of the UK Government, the National Forest located in the English Midlands. A common commitment to concepts of partnership and participation facilitated by local authorities can be found in the National Forest Strategy and in the principles of Local Agenda 21. Using case studies comparing local fora created to implement parts of the National Forest Strategy with focus groups formed to prepare Local Agenda 21 Action Plans, it is argued that a common consensus between these endeavours has not so far been achieved. Problems associated with the interpretation of national government policy guidance following the Earth Summit coupled with the constitution, membership and goals of specific groups are viewed as the primary reasons for conflict. These have implications for achieving compatibility between the Forest ideals and those enshrined in Local Agenda 21, particularly in localities where mineral exploitation and landfill are contentious planning concerns. 相似文献
