The nature of environmental risk is often determined by the location patterns of industrial firms in a locale. We develop a methodology for analyzing the capacity of toxics-generating industries to leave toxic residuals on the landscape, in the context of long-term master planning. To understand an area's risk profile, we first characterize the location pattern of risk-generating firms and develop ways to represent the risk potentials of these shapes. To this end, we develop a geometric approach for characterizing the spatial patterns of these clusters of dirty industries, using new measures for analyzing spatial densities and compactness. We then introduce context (i.e. actual zoning patterns, transportation corridors) and explain how this relates to the spatial patterns found. We illustrate this analytical method with application to Orange County, California, USA and point out how it affords a deeper understanding of the connections between industry and environmental risk. We end the article with a discussion of how these analytical methods might be used for land use planning.  相似文献

In this paper a methodology is presented allowing the evaluation of possible development scenarios for a region against a set of environmental and other criteria on the basis of the assessment of the scenarios by local experts. The methodology starts with the pairwise comparison of the scenarios by different panels of local actors and decision makers. This information is aggregated using multicriteria analysis in order to arrive at a ranking of the scenarios or to analyse the trade-offs between different groups of criteria. The methodology is explained and illustrated with an example for the Gordon District in Scotland.  相似文献

This research proposes a methodology for defining greenways via sustainable planning. This approach includes the analysis and discussion of culture and natural processes that occur in the landscape. The proposed methodology is structured in three phases: eco-cultural analysis; synthesis and diagnosis; and proposal.An interdisciplinary approach provides an assessment of the relationships between landscape structure and landscape dynamics, which are essential to any landscape management or land use. The landscape eco-cultural analysis provides a biophysical, dynamic (geomorphologic rate), vegetation (habitats from directive 92/43/EEC) and cultural characterisation. The knowledge obtained by this analysis then supports the definition of priority actions to stabilise the landscape and the management measures for the habitats. After the analysis and diagnosis phases, a proposal for the development of sustainable greenways can be achieved.This methodology was applied to a study area of the Azambuja Municipality in the Lisbon Metropolitan Area (Portugal). The application of the proposed methodology to the study area shows that landscape stability is crucial for greenway users in order to appreciate the landscape and its natural and cultural elements in a sustainable and healthy way, both by cycling or by foot. A balanced landscape will increase the value of greenways and in return, they can develop socio-economic activities with benefits for rural communities.  相似文献

An approach to measuring environmental quality and trends in coal mining and industrial areas was attempted in this work. For this purpose, the establishment of a reference scale characterizing the status of environmental quality is proposed by developing an Environmental Quality Index (EQI). The methodology involves three main components: social research, the opinion of environmental experts, and the combination of new or existing indices. A survey of public opinion was carried out to identify the main environmental problems in the region of interest. Environmental experts carried out a survey, and the weights of specific environmental problems were obtained through a fuzzy Delphi method and pairwise comparison. The weight attributed to each environmental problem was computed, using new or existing indices (subindices) in the relevant literature. The EQI comprises a combination of the subindices with their own weights. The methodology was applied to a heavily industrialized coal basin in northwestern Macedonia, Greece. The results show that the new index may be used as a reliable tool for evaluating environmental quality in different areas. In addition, the study of EQI trends on an interannual basis can provide useful information on the efficiency of environmental policies already implemented by the responsible authorities.  相似文献

The rapid development of Green Infrastructure as an approach to planning has enabled landscape practitioners to implement a range of projects utilising its principles. Discussions though exist examining what Green Infrastructure is, how it should be planned, and whether it can be identified as only those elements of the landscape that are green. A further element of this argument examines the use of water within this process. Therefore, as planners, we can ask: can we tell a green field from a cold steel rail? Both may have a green or sustainable function with only the visual appearance differing. Debates, however, focus on practitioner selectivity of the interpretation of “green” infrastructure planning exploring whether physical landscape characteristics or the function of an investment is the main focus of discussion. Using the grey–green continuum developed by Davies et al. [2006. Green infrastructure planning guide project: Final report. Annfield Plain: NECF], this paper examines whether geographical differences exist in the application of the Green Infrastructure and examine how practitioners use the ambiguity of Green Infrastructure planning to guide investment. Drawing on academic and practitioner literature provides this paper with a balance of conceptual and process-based assessments evaluations of global Green Infrastructure focusing on the design and implementation of terrestrial and marine resources. This paper also examines whether the dominant landscape planning framework in each region could be considered contradictory to the wider application of Green Infrastructure principles.  相似文献

Environment functions in various aspects including soil and water conservation, biodiversity and habitats, and landscape aesthetics. Comprehensive assessment of environmental condition is thus a great challenge. The issues include how to assess individual environmental components such as landscape aesthetics and integrate them into an indicator that can comprehensively quantify environmental condition. In this study, a geographic information systems based spatial multi-criteria decision analysis was used to integrate environmental variables and create the indicator. This approach was applied to Fort Riley Military installation in which land condition and its dynamics due to military training activities were assessed. The indicator was derived by integrating soil erosion, water quality, landscape fragmentation, landscape aesthetics, and noise based on the weights from the experts by assessing and ranking the environmental variables in terms of their importance. The results showed that landscape level indicator well quantified the overall environmental condition and its dynamics, while the indicator at level of patch that is defined as a homogeneous area that is different from its surroundings detailed the spatiotemporal variability of environmental condition. The environmental condition was mostly determined by soil erosion, then landscape fragmentation, water quality, landscape aesthetics, and noise. Overall, environmental condition at both landscape and patch levels greatly varied depending on the degree of ground and canopy disturbance and their spatial patterns due to military training activities and being related to slope. It was also determined the environment itself could be recovered quickly once military training was halt or reduced. Thus, this study provided an effective tool for the army land managers to monitor environmental dynamics and plan military training activities. Its limitation lies at that the obtained values of the indicator vary and are subjective to the experts' knowledge and experience. Thus, further advancing this approach is needed by developing a scientific method to derive the weights of environmental variables.  相似文献

A PHENOMENOLOGICAL APPROACH TO NATURAL LANDSCAPE COGNITION   总被引:1,自引:0,他引:1  
The over-emphasis on positivist methodology in the study of landscape aesthetics has limited the benefits to be obtained from the study of individual's personal experiences. Phenomenology, on the other hand, is directly concerned with such subjective experiences. The present study examines how a person interprets landscapes, an examination carried out using phenomenological methodology. Sixteen participants were asked to view various photos of natural landscapes on a display monitor, and their landscape cognition was assessed by means of in-depth interviews. After qualitative analysis, 11 main categories of cognitive aspects were extracted, and a common structure in the cognition of natural landscapes was identified: encountering each landscape evoked each participant's memories and background, and filtered through these influences, imagination/association, impression, aesthetic judgements, and meaning and attractiveness of nature played their roles in the evaluation of each landscape. Photographs in contrast with real-life scenes and comparison between landscapes also affected cognition. Moreover, changes within/between sessions occurred, leading both subtle and dynamic changes of landscape cognition as a whole. Thus, it was indicated that each person had idiosyncrasies that affected each particular transaction occurring between the person and the landscapes. Discussion is provided on some chief aspects of landscape cognition and on methodology for the landscape research.  相似文献

Knowledge of the nature conservation value of agricultural land provides a useful input to land-use planning. However, the scarcity of suitable data causes this component to rarely play a role. The paper proposes a methodology based on commonly available data to assess the nature conservation value of agricultural landscapes, and to generate cartographic results to be used as decision variables in planning. The approach relies on landscape ecological indicators and on the application of multicriteria analysis in a Geographical Information System (GIS) context. Four criteria were selected: the agricultural landscape type, the cover of vegetation remnants and marginal features, the length of forest-agriculture ecotones, and the proximity to nature reserves. These criteria were assessed directly or by means of specific indicators, generating maps that were subsequently aggregated through spatial multicriteria analysis. The European Landscape Convention (2000) obligates European Union countries to identify and implement landscape quality objectives (LQOs) understood as the specification of public expectations and preferences concerning the landscape of a given area, expressed by competent public authorities. The convention emphasizes the important role of local community representatives in this field. In Poland, the implementation of the LQO concept was first undertaken in two regions with radically different landscape characteristics: (1) the West Polesie Biosphere Reserve and (2) the selected protected areas of the Roztocze–Solska Forest, nominated to the rank of a biosphere reserve. The first stage of the presented study was the recognition of public opinion on the quality of key features of landscape, based on a questionnaire (n = 470). The primary objective of the study was to provide an answer to the following questions: (1) Whether similar social expectations regarding landscape quality exist in spite of radically different landscape characteristics of the regions investigated (landscape quality is understood as spatial arrangement, scenic beauty, and lack of environmental pollution); (2) which landscape features are considered to be most preservation worthy by the representatives of both local communities; and (3) What processes or development impacts pose the greatest threat to the landscape quality of both regions according to the public opinion? The conducted comparative assessment revealed that it is possible to define a set of features fundamental to the quality of both areas and that representatives of local communities pointed out the same threats to the natural and cultural values of both regions investigated.  相似文献

This paper describes a fuzzy hierarchical analytic approach to determine the weighting of subjective judgments. In addition, it presents a nonadditive fuzzy integral technique to evaluate a green engineering industry case as a fuzzy multicriteria decision-making (FMCDM) problem. When the investment strategies are evaluated from various aspects, such as economic effectiveness, technical feasibility, and environmental regulation, it can be regarded as an FMCDM problem. Since stakeholders cannot clearly estimate each considered criterion in terms of numerical values for the anticipated alternatives/strategies, fuzziness is considered to be applicable. Consequently, this paper uses triangular fuzzy numbers to establish weights and anticipated achievement values. By ranking fuzzy weights and fuzzy synthetic utility values, we can determine the relative importance of criteria and decide the best strategies. This paper applies what is called a λ fuzzy measure and nonadditive fuzzy integral technique to evaluate the synthetic performance of green engineering strategies for aquatic products processors in Taiwan. In addition, we demonstrate that the nonadditive fuzzy integral is an effective evaluation and appears to be appropriate, especially when the criteria are not independent.  相似文献

This research analyses the application of spatially explicit sensitivity and uncertainty analysis for GIS (Geographic Information System) multicriteria decision analysis (MCDA) within a multi-dimensional vulnerability assessment regarding flooding in the Salzach river catchment in Austria. The research methodology is based on a spatially explicit sensitivity and uncertainty analysis of GIS-CDA for an assessment of the social, economic, and environmental dimensions of vulnerability. The main objective of this research is to demonstrate how a unified approach of uncertainty and sensitivity analysis can be applied to minimise the associated uncertainty within each dimension of the vulnerability assessment. The methodology proposed for achieving this objective is composed of four main steps. The first step is computing criteria weights using the analytic hierarchy process (AHP). In the second step, Monte Carlo simulation is applied to calculate the uncertainties associated with AHP weights. In the third step, the global sensitivity analysis (GSA) is employed in the form of a model-independent method of output variance decomposition, in which the variability of the different vulnerability assessments is apportioned to every criterion weight, generating one first-order (S) and one total effect (ST) sensitivity index map per criterion weight. Finally, in the fourth step, an ordered weighted averaging method is applied to model the final vulnerability maps. The results of this research demonstrate the robustness of spatially explicit GSA for minimising the uncertainty associated with GIS-MCDA models. Based on these results, we conclude that applying the variance-based GSA enables assessment of the importance of each input factor for the results of the GIS-MCDA method, both spatially and statistically, thus allowing us to introduce and recommend GIS-based GSA as a useful methodology for minimising the uncertainty of GIS-MCDA.  相似文献

This research advances the understanding of the location of perceived landscape values through a statistically based approach to spatial analysis of value densities. Survey data were obtained from a sample of people living in and using the Murray River region, Australia, where declining environmental quality prompted a reevaluation of its conservation status. When densities of 12 perceived landscape values were mapped using geographic information systems (GIS), valued places clustered along the entire river bank and in associated National/State Parks and reserves. While simple density mapping revealed high value densities in various locations, it did not indicate what density of a landscape value could be regarded as a statistically significant hotspot or distinguish whether overlapping areas of high density for different values indicate identical or adjacent locations. A spatial statistic Getis–Ord Gi* was used to indicate statistically significant spatial clusters of high value densities or “hotspots”. Of 251 hotspots, 40% were for single non-use values, primarily spiritual, therapeutic or intrinsic. Four hotspots had 11 landscape values. Two, lacking economic value, were located in ecologically important river red gum forests and two, lacking wilderness value, were near the major towns of Echuca-Moama and Albury-Wodonga. Hotspots for eight values showed statistically significant associations with another value. There were high associations between learning and heritage values while economic and biological diversity values showed moderate associations with several other direct and indirect use values. This approach may improve confidence in the interpretation of spatial analysis of landscape values by enhancing understanding of value relationships.  相似文献

This study developed a comprehensive framework to incorporate landscape ecological principles into the landscape planning and design process, with a focus on the design of new patches in the rural landscape. The framework includes two interrelated phases: patch analyst (PA) and patch designer (PD). The patch analyst augments the process of landscape inventory and analysis. It distinguishes nodes (associated with potential habitat patches) from links (associated with corridors and stepping stones between habitats). For natural vegetation patches, characteristics such as size, shape, and spatial arrangement have been used to develop analytical tools that distinguish between nodes and links. The patch designer uses quantitative information and analytical tools to recommend locations, shapes, sizes, and composition of introduced patches. The framework has been applied to the development of a new golf course in the rural Mediterranean landscape of Apulia, Southern Italy. Fifty new patches of Mediterranean maquis (24 patches) and garrigue (26 patches) have been designed and located in the golf course, raising the overall natural vegetation area to 70 ha (60% of total property). The framework has potential for use in a wide variety of landscape planning, design, and management projects.  相似文献

This study was based on a groundwater vulnerability assessment approach implemented for the Mexico City Metropolitan Area (MCMA). The approach is based on a fuzzy multicriteria procedure integrated in a geographic information system. The approach combined the potential contaminant sources with the permeability of geological materials. Initially, contaminant sources were ranked by experts through the Analytic Hierarchy Process. An aggregated contaminant sources map layer was obtained through the simple additive weighting method, using a scalar multiplication of criteria weights and binary maps showing the location of each source. A permeability map layer was obtained through the reclassification of a geology map using the respective hydraulic conductivity values, followed by a linear normalization of these values against a compatible scale. A fuzzy logic procedure was then applied to transform and combine the two map layers, resulting in a groundwater vulnerability map layer of five classes: very low, low, moderate, high, and very high. Results provided a more coherent assessment of the policy-making priorities considered when discussing the vulnerability of groundwater to organic compounds. The very high and high vulnerability areas covered a relatively small area (71 km2 or 1.5% of the total study area), allowing the identification of the more critical locations. The advantage of a fuzzy logic procedure is that it enables the best possible use to be made of the information available regarding groundwater vulnerability in the MCMA.  相似文献

Landscape-level green infrastructure creates a network of natural and semi-natural areas that protects and enhances ecosystem services, regenerative capacities, and ecological dynamism over long timeframes. It can also enhance quality of life and certain economic activity. Highways create a network for moving goods and services efficiently, enabling commerce, and improving mobility. A fundamentally profound conflict exists between transportation planning and green infrastructure planning because they both seek to create connected, functioning networks across the same landscapes and regions, but transportation networks, especially in the form of highways, fragment and disconnect green infrastructure networks. A key opportunity has emerged in the United States during the last ten years with the promotion of measures to link transportation and environmental concerns. In this article we examined the potential benefits and challenges of linking landscape-level green infrastructure planning and implementation with integrated transportation planning and highway project development in the United States policy context. This was done by establishing a conceptual model that identified logical flow lines from planning to implementation as well as the potential interconnectors between green infrastructure and highway infrastructure. We analyzed the relationship of these activities through literature review, policy analysis, and a case study of a suburban Maryland, USA landscape. We found that regionally developed and adopted green infrastructure plans can be instrumental in creating more responsive regional transportation plans and streamlining the project environmental review process while enabling better outcomes by enabling more targeted mitigation. In order for benefits to occur, however, landscape-scale green infrastructure assessments and plans must be in place before integrated transportation planning and highway project development occurs. It is in the transportation community’s interests to actively facilitate green infrastructure planning because it creates a more predictable environmental review context. On the other hand, for landscape-level green infrastructure, transportation planning and development is much more established and better funded and can provide a means of supporting green infrastructure planning and implementation, thereby enhancing conservation of ecological function.  相似文献

In the Portland, Oregon, metropolitan region, an urban growth boundary (UGB) was established in 1979 to protect farm and forest lands from urban encroachment. Most of the literature on the impact of Oregon's land-use legislation has been on the urban side of the issue—primarily the relative success Portland has had in containing urban sprawl. The landscape component of this rural transformation is typically considered only as a passive backdrop to urban expansion. Portland provides an excellent site to examine the relationship city-dwellers have to nearby agricultural areas. Rapid urban growth in the 1990s pushed suburban development to the edge of the UGB creating stark contrasts between urban and rural land uses in parts of the metropolitan area. This study examines the impact of the UGB on rural landscape change in Portland. We combine findings from land-use analysis and surveys of urban and rural residents to suggest ways to merge the amenity values of landscape with planning policy regarding the UGB.  相似文献

Wildlife corridors constitute one of a number of increasingly influential strategic nature conservation tools deployed in urban greenspace planning. The following paper develops an urban political ecology approach to understand wildlife corridors as quasi-objects that play a key role in articulating between the realms of ecology and planning. Interrogating the planning narrative surrounding a contentious brownfield development on an ecologically sensitive site reveals how the wildlife corridor established a particular version of urban nature materially and discursively. Ecological surveying and mapping practices were integral in freeing up the majority of the site for development, reproducing the conditions necessary for capitalist development. It is argued that the wildlife corridor exerts considerable power over what counts as nature in the city, for whom and where, raising a series of questions for the political ecology of conservation planning.  相似文献

Many problems and challenges of ecosystem management currently are driven by the rapid pace and spatial extent of landscape change. Parks and reserves within areas of high human population density are especially challenged to meet the recreational needs of local populations and to preserve valued environmental resources. The complex problem of managing multiple objectives and multiple resources requires an enormous quantity of information, and conceptual models have been proposed as tools for organizing and interpreting this information. Academics generally prefer a bottom-up approach to model construction that emphasizes ecologic theory and process, whereas managers often use a top-down approach that takes advantage of existing information to address more pragmatic objectives. The authors propose a formal process for developing, applying, and testing conceptual models to be used in landscape monitoring that reconciles these seemingly opposing perspectives. The four-step process embraces the role of hypothesis testing in the development of models and evaluation of their utility. An example application of the process to a network of national parks in and around Washington, DC illustrates the ability of the approach to systematically identify monitoring data that would both advance ecologic theory and inform management decisions.  相似文献
