Risk communication and risk perception are critical factors in disaster management. Governments at all levels play a part in communicating risk, whereas the perception of risk entails active roles by community participants, including potential and actual victims of disasters. This paper discusses these matters in relation to the floods in Brisbane, Australia, in 2011. The findings are based on interviews with representatives of households whose dwellings or business premises were fully or partially inundated by the waters. The research shows how important it is to recognise the problems of institutional fragmentation in terms of communication and the active engagement of recipients in understanding and interpreting flood risk information (especially for slow‐onset riverine flooding, such as that suffered by Brisbane). Locally targeted information on risk is of vital importance in avoiding the misinterpretation of warning information in relation to environmental cues and in promoting adequate responses. 1991年4月29日孟加拉国发生一次特大台风灾害,死亡138000人,损失30亿美元。事后,孟加拉国政府组织了详细的调配分析。指出平坦低下地形、漏头状海岸线、落后的社会制度、人民极端贫穷是特大灾害的基本原因。另外,人民因过去几次错误预报而不相信台风警报;海堤很差,许多人住在海堤以外,住房很坏,通讯条件落后等等,更加剧了这次灾难。本文介绍这镒台风灾害的形成背景和灾害程度,供我国防台工作的参考。  相似文献

根据灾害防御基本原理,简要分析了气象灾害致灾因子对气象灾害防御的影响。在此基础上,结合浙江、重庆、山西、辽宁、安徽、江西、广东、内蒙、贵州等省市的农村气象灾害防御实践,借鉴国外灾害防御体制建设和机制设计的经验,探索性提出了组成农村气象灾害防御体系的6项基本内容,即农村气象灾害风险识别与评价、农村气象灾害监测与预警发布机制、气象灾害预警信息传播与应急响应、气象灾害防御组织体系、气象灾害防御的工程体系以及气象灾害防御的法制化;构建了农村气象灾害防御体系的理论模型;并在专业能力支撑、行政支持、组织保障、政策法规等方面,对未来农村气象灾害防御体系建设提出了建议。  相似文献

The 2008 Disaster Mitigation Preparedness (DMP) study took place in Aceh province, Indonesia. It sought to help develop radio programmes and messages to increase resilience to disasters. The role of radio was evaluated during and after the 2004 Asian tsunami disaster. The study team interviewed 984 tsunami survivors from nine sub-districts of Banda Aceh, and local nongovernmental organisations convened eight focus groups around the area of Aceh Besar. Six key informant interviews were held with government disaster management agencies. The DMP survey is the first of its kind to interview a representative random sample of Banda Aceh residents. It reveals the importance of community and social networks, during disaster situations, when essential communications are down. A disaster warning information system based on a multi-media approach needs to be developed. The wider community should be involved in the planning, education and training of Banda Aceh and Aceh Besar residents to facilitate appropriate personal and community survival strategies.  相似文献

Web文本中蕴含着丰富的以自然语言描述的非结构灾害信息和知识。基于Web文本自动提取和构造结构化、综合性灾害信息,是灾害信息领域研究的前沿问题。目前国内外利用Web文本挖掘技术在灾时与灾后的应急响应与救援,灾害的早期预警和风险分析方面进行示范应用;同时在文本灾害信息的语义理解与抽取、文本灾害信息的时空匹配、以及文本灾害信息的不确定性和可靠性评价等关键技术领域迅速展开研究。我国应加强以Web文本为信息源的中文灾害信息挖掘关键技术、软件,以及管理体系的研究,以有效弥补灾害研究与管理过程中灾害数据共享困难,以及可利用的动态实时、综合性灾害数据缺乏的薄弱环节,提升灾害信息服务水平。  相似文献

灾害避难场所不仅在灾中或灾后能为农村灾民提供一个临时安置或生存场所,而且更是农村整合其有限资源开展防灾减灾工作的平台,在农村社区减灾中工作发挥着重要的作用,然而相关研究工作较少。以四川省彭州市小鱼洞镇为例,通过对政府既定的避难场所进行安全性、通达性、收容性、生活性等分析,综合评价这些避难场所的布局合理性。以期为该区避难所的进一步建设提供科学依据,也为农村灾害避难所的规划和评价提供参考实例。  相似文献

通过调查受灾民众及未受灾民众对台风等重大灾害性事件的风险认知及预警情况,比较两者的差异,为政府对重大灾害性事件建立预警管理模式提供依据。研究结果表明:①受灾民众和未受灾民众对重大灾害性事件的风险认知水平低,受灾民众对台风的风险认知明显高于未受灾民众(P<0.01);②两者对提升防灾意识的意愿强烈但对防灾资讯关心程度不够,且受灾民众明显更关心防灾资讯(P<0.01);③两者在通过某项预防措施可以避免灾害所造成的损失和撤离危险地区的问题上意见基本一致,但未受灾民众对政府辅助撤离更具有依赖性(P<0.01,P<0.05);④受灾民众比未受灾民众更相信科学家对灾害的预警能力(P<0.01),但均对目前的灾害预警系统满意度一般。  相似文献

台风破坏性巨大,易与暴雨、洪涝、风暴潮灾害发生碰头现象,严重威胁沿海地区人民的生命和财产安全。因此,台风减灾决策研究对于保护人民生命财产安全至关重要。该文基于系统动力学和多灾种灾害建立防灾减灾模型,包括物资人员调度子块、信息传递子块、灾害系统子块。以海南省海口市台风灾情及政府防灾减灾工作为例进行数值模拟,仿真结果表明:政府资源调度能力越高,城市应急能力达到峰值速率越快;受预警等级及应急能力的影响,信息热度迅速上升至峰值,之后缓慢下降;对建筑物与电力系统进行抗灾加固,降低其脆弱性,提高水库堤坝及交通防灾减灾工作人员配比可以在很大程度上减缓灾情。该模型能为政府制定防灾减灾策略提供理论依据。  相似文献

The field of disaster risk reduction (DRR) has risen to prominence since the declaration of the International Decade of Disaster Risk Reduction between 1990 and 2000. This decade provided the impetus for a change from the predominant paradigm of disaster response to that of disaster risk reduction as a means of addressing the underlying drivers that lead to disasters. In an effort to promote risk reduction, the UNISDR (the principal agency for disaster risk reduction within the UN structure) formulated policies and strategies to provide both conceptual and practical guidance as to how risk should be reduced. However noble the efforts, this paper contends that the current approach to and understanding of risk within the international community might not be cognisant of complex adaptive systems (CAS) concepts such as the edge of chaos. Specifically, this concept argues that risk (or chaos) within a system is actually a fundamental requirement to the functioning of all resilient socio-ecological systems. Therefore, the reduction of risk without an understanding of the role of that risk within the larger socio-ecological system might actually end up reducing the system’s overall level of disaster resilience. This paper aims to explore the concept of edge of chaos through a literature review of key theoretical works on the topic, followed by a discussion on its implications for the predominant paradigm of risk reduction within disaster risk management policy and practice.  相似文献

世界性城市灾害的加剧已成为城市化进程中的一大障碍,它也是城市化过程的产物。如何协调城市化过程与城市综合灾害风险管理,已成为当今世界、特别是像中国这样的发展中国家可持续发展的一大难题。在综述了中国城市灾害及其风险管理现状的基础上,通过对其薄弱环节的综合分析,依据作者提出的综合灾害风险管理模式,就中国城市综合灾害风险管理对策提出了3条政策建议:即完善城市灾害风险管理的信息保障机制,特别是灾害预警体系、信息共享体系和信息公开机制;加强城市综合减灾能力的建设,特别是明确城市建设中减灾工程与非工程设施投入的固定比例,完善减灾教育宣传体系和综合灾害应急响应的科技平台体系;建立城市综合灾害风险管理范式,特别是高度重视城市规划中综合减灾规划的改进和完善,加快拓展城市企业灾害保险与再保险和发展适应城市灾害风险的“安全社区”范式。  相似文献

Australian bushfire safety policy does not require mandatory evacuation from bushfire as practiced in North America and other jurisdictions. Australian householders confronted with a bushfire threat must decide whether they remain and defend their property or evacuate. A better understanding of factors that influence householders’ decisions to self-evacuate can inform bushfire safety policy. Studies have identified variables that motivate evacuation from various hazards, including wildfire, but factors shaping the decision processes are not well understood. The Protective Action Decision Model (PADM) provided a theoretical framework of factors influencing protective response to hazard to analyse the actions of householders affected by two bushfires. Three factors that predict self-evacuation were identified: the perception that evacuation is effective in protecting personal safety; the receipt of official warnings; and perceived threat to property. These findings reinforce the importance of increasing householder awareness and sensitivity to the danger posed by bushfire; the adequacy of people’s bushfire preparedness; the effectiveness of early evacuation in protecting personal safety; and the potential persuasiveness of accurate, relevant and timely official warning messages in influencing safe evacuation from bushfire.  相似文献

Use of the arts in international aid is common in an ad hoc form, but it has not been systematically theorised or evaluated. The arts have the potential to be a culturally contextualised and sustainable intervention for adults and children in the aftermath of war or disaster. On the micro level, the arts are a method to enable the retrieval and reprocessing of traumatic memories that are often encoded in images rather than in words. On a macro level, they can help to reconstruct a group narrative of a disaster as well as mobilise people back into control of their lives. This paper researches a long‐term project using arts in Sri Lanka following the civil war and tsunami. A central finding is the need to understand arts within their cultural context, and their usefulness in strengthening the voices and problem‐solving capacities of the victims of the disaster.  相似文献
