The tenth Soviet five year plan projected increased extraction of mineral resources and improved utilization of those resources. Through 1976 and 1977, actual production closely parallelled planned production in most resources. Even so, 1978 was a critical year for Soviet resources production, and may determine whether the goals of the tenth plan are achieved. Other areas of Soviet resource policy which are discussed include the drive to accelerate Siberian and far eastern development, the effort to improve capital and manpower efficiency, the attempt to improve resource use and reduce non-essential consumption, and the effort to import advanced extractive technology and capital. The article concludes with the observation that with the difficulties facing the Soviet extractive industries, the tenth plan may be the last which projects and strives for a rapid expansion of the Soviet resource base.  相似文献

In current work, an optimum solid loading (solid: liquid = 1:20), pH (4.8), temperature (50°C), and enzyme dosing of 20 filter paper unit (amount of enzyme required to release 1 µmol of glucose as reducing sugar from filter paper in per mL per minute) were enumerated for enzymatic hydrolysis of banana stem using cellulase from Trichoderma reesei. Further, inhibition study on enzymatic hydrolysis of banana stem was investigated by the supplementation of monosaccharides (glucose, galactose, mannose, xylose, and arabinose), disaccharide (cellobiose), and inhibitors (acetic acid and furfural obtained from pre-enzymatic hydrolysis steps). Glucose and cellobiose showed inhibitory effect on enzymatic hydrolysis of pretreated banana stem at or above 8 g/L while galactose, mannose, and xylose showed a significant inhibitory effect at or above 4 g/L. Instead of inhibition, arabinose enhanced the enzymatic hydrolysis with increase in total reducing sugars. Acetic acid did not show any significant inhibition while furfural inhibited the system at a comparative low concentration of 2 g/L. Further, scanning electron microscopy analysis was performed to investigate the difference in ultra-structural morphology of raw biomass, pretreated biomass, and biomass obtained after enzymatic hydrolysis.  相似文献

The author examines the plans for natural resources embodied in the USSR's 10th five year plan, 1975–1980. Problems of capital and manpower have forced the USSR to curtail the very ambitious resources programmes which were mooted in the early 1960s. Foreign investment is seen as one possible means of raising production and agreements have been signed with Western companies for over 50 development projects. This paper addresses some issues related to the carbon cycle and its utilization by society. Traditional uses for agriculture, forestry, as a source of fuel and other products, and for pastoral farming, among others, have recently been supplemented by identifying its potential for mitigating the increasing concentration of greenhouse gases in the atmosphere. Through the Kyoto Protocol, carbon has become a commodity and the CO(2)-absorbing capability of the vegetation and soils an economically valuable asset. The multi-facetted roles of the C cycle and its sensitivity to human activities present a demand for techniques that permit accurate, timely and affordable characterization of the various components of this cycle, especially on land where most human activities take place. Such techniques must satisfy a range of demands in terms of purpose, clients for the information, and biosphere properties. However, if successful, they offer the potential to support monitoring, reporting, policy setting, and management of terrestrial biospheric resources. The context for these requirements and possibilities is illustrated with reference to the China Carbon Sequestration Project and its findings.  相似文献

This article presents a model of remedial action planning, which includes four key variables that determine progress in plan development and implementation and explain the differing level of achievement in individual sites. The model is illustrated by the characteristics and developments of four remedial action plan (RAP) processes (Lower Green Bay and Fox River, Collingwood Harbour, Spanish Harbour, and the Metro Toronto and Region RAPs). Differences in the local context of the plans have, to a significant degree, predisposed individual planning and implementation experiences. Local context includes three variables, namely geographical—technical and sociopolitical aspects and the previous history of water pollution management in the area. RAP precursors are a necessary precondition for progress in planning and substantive achievements. While there is a tendency that most geographically focused RAPs in administratively simple areas accomplish most, the motivation and political clout of RAP participants are strongly intervening factors. Resource input from upper levels of government, in particular financial commitment for plan implementation, is the fourth necessary ingredient for progress due to the RAPs' weak regulatory and institutional framework. Unfortunately, upper levels of government have shown widespread reluctance to lead in remedial action planning. This was only in part offset by local commitment and support for RAP and its cause.  相似文献

This study evaluated the US Clean Water Act (CWA) Section 303(d) listing and delisting processes, based on historical and current federal and state guidelines, to determine whether there are regional differences in water quality assessment criteria used by various states to determine impairment of a waterbody for inclusion in the 303(d) list. A review of almost 50 total maximum daily load (TMDL) and delisting documents revealed that the basis for listing or delisting a waterbody varies considerably and that, in many cases, determination of impairment was based on insufficient water quality information. Historical USEPA guidance on the 303(d) listing and delisting processes has been generally broad, resulting in wide interpretation of the assessment criteria by various states. This has led to unclear or conflicting listing methodologies among states, leading to inconsistencies in impairment determination. Common problems include inconsistent data quality and quantity, differences in frequency of monitoring, variable interpretation of narrative water quality standards, and differences in specificity of implementation and monitoring plans, resulting in significant difference in the basis for listing and delisting waterbodies. In response, several states have taken the initiative to provide much more specific guidance for their internal agencies. Listing and delisting criteria are generally clearer at the state level, but the development of differing state guidance documents has resulted in diversity in the development of the 303(d) lists and in the process of delisting a waterbody. While state guidelines are better able to address local considerations, such as variations in climate, landuse, and water quality objectives, as well as social and economic preferences, the variation in listing criteria has led to inconsistencies across state boundaries in the levels of attainment of national water quality objectives. For stakeholders that participate in the 303(d) listing process within a particular state, these types of discrepancies may not have a significant impact. However, these inconsistencies can lead to confusion for some stakeholders who participate in the process in multiples states, and must deal with differing and sometimes conflicting requirements depending on the location of their facilities.  相似文献

There has been a recent popularization of 'Smart Growth' planning in North American cities. Based upon the aim to decrease the impacts of sprawled regional development on the natural environment, a focus of Smart Growth planning is the intensification of both population and physical development in existing urban areas. Faced with the creation of a new Official Plan for the City of Toronto, municipal planners have chosen urban intensification as the vision for planning in Toronto over the next thirty years. This paper examines the nature of intensification planning in Toronto through an analysis of the language of urban intensification found in the Official Plan vision report. Within this report, emphasis is placed upon the role of intensified development and compact population growth as a solution to the environmental problems of urban sprawl. This paper argues that the environmental aspects of intensification provide a more acceptable public rationale for future intensification processes in Toronto; moreover, that the main rationale for intensification in Toronto is not to solve regional sprawl but to create compact urban districts in order to enhance the economic and physical revitalization of the city. The language of intensification in the Official Plan vision report suggests that urban intensification, particularly in Toronto's downtown core, is a strategy for the development of more 'livable' and vibrant residential and commercial areas. The emphasis on intensified development is geared towards the attraction and maintenance of private investment and skilled labour and is a central part of the City of Toronto's vision of economic growth.  相似文献

The PEMMC-Biobarrel (packed-bed of entrapped mixed microbial cells with Bio-barrel) process and MEMMC-Biobarrel (moving EMMC-Biobarrel) process were investigated for enhancing concurrent organic and nitrogen removal with applied intermittent aeration. For the PEMMC-Biobarrel process, the EMMC-Biobarrel carriers were employed at a packing ratio of 20%. In the MEMMC-Biobarrel process, the EMMC-Biobarrel carriers with a packing ratio of 10% were added along with the activated sludge (AS) in the bioreactor. Three different hydraulic retention times (HRTs) of 9, 6 and 4 h were applied. Aeration was provided intermittently at time schedules of 1 h air on/1 h air off, 1 h on/1.5 h off and 1 h on/2 h off. Nitrogen removal in the PEMMC-Biobarrel system was not improved by increasing the intermittent non-aeration time period. On the other hand, the MEMMC-Biobarrel process enhanced nitrogen removal with increasing non-aeration time even though the SCOD/N(TIN) ratio decreased from 6 to 4. Significant denitrification during the aeration cycle was observed in the MEMMC-Biobarrel process. The MEMMC-Biobarrel process demonstrated the most efficient organic and nitrogen removal at an HRT of 6 h with an intermittent aeration time schedule of 1 h on/2 h off. Nitrogen removal of 80% was achieved, which was about 15% higher compared to the AS system. TCOD and SCOD removal efficiencies were 80% and 75%, respectively.  相似文献

This paper analyses how discourses of “new nature” have been implemented in the Dutch context – as a front runner of broader “rewilding” processes throughout Europe – frequently tied to imperatives of water safety. Drawing on the specific case of the Millingerwaard, we first examine how such discourses have materially, as well as socially, transformed the landscape in question. The paper then explores how these transformations have erstwhile affected those living in the area – in ways that are perceived, positively or negatively – according to varied groups of residents and users. In doing so, we critically reflect not only on “new nature” as it has been conceived within planning processes, and empirically practiced, in the Netherlands, but also how it is described and experienced by those whose lives are intimately tied to the landscape.  相似文献

A basic proposition of ‘agency theory’ is that output-based performance incentives encourage greater effort. However, studies find that incentive schemes can distort effort if rewards for performance are discrete or non-linear. The Federal Emergency Management Agency's (FEMA) Community Rating System (CRS) is a flood mitigation programme with a non-linear incentive design. Under this programme, localities are incentivised to implement a mix of 18 flood mitigation activities. Each activity is performance scored, with accumulated scores corresponding to a percent discount on flood insurance premiums for residents that hold National Flood Insurance policies. Discounts range from 0 to 45% and increase discretely in increments of 5%. With multivariate statistical and Geographic Information Systems analytic techniques, tests are made to find whether observed changes in annual CRS scores for participating localities in Florida are explained by non-linear incentives, adjusting for hydrologic conditions, flood disaster histories, socio-economic and human capital controls that can plausibly account for local mitigation activity scores over time. Results indicate that local jurisdictions are discount-seeking, with mitigation efforts partially driven by the non-linear incentive design of the CRS programme. The paper ends with recommendations to improve the operation FEMA's flood mitigation programme.  相似文献

The oxidative remobilization of uranium from biogenic U(IV) precipitates was investigated in bioreduced sediment suspensions in contact with atmospheric O2 with an emphasis on the influence of Fe(II) and pH on the rate and extent of U release from the solid to the aqueous phase. The sediment was collected from the U.S. Department of Energy Field Research Center (FRC) site at Oak Ridge, Tennessee. Biogenic U(IV) precipitates and bioreduced sediment were generated through anaerobic incubation with a dissimilatory metal reducing bacterium Shewanella putrefaciens strain CN32. The oxidative remobilization of freshly prepared and 1-yr aged biogenic U(IV) was conducted in 0.1 mol/L NaNO3 electrolyte with variable pH and Fe(II) concentrations. Biogenic U(IV)O2(s) was released into the aqueous phase with the highest rate and extent at pH 4 and 9, while the U remobilization was the lowest at circumneutral pH. Increasing Fe(II) significantly decreased U remobilization to the aqueous phase. From 70 to 100% of the U in the sediments used in all the tests was extractable at the experiment termination (41 d) with a bicarbonate solution (0.2 mol/L), indicating that biogenic U(IV) was oxidized regardless of Fe(II) concentration and pH. Sorption experiments and modeling calculations indicated that the inhibitive effect of Fe(II) on U(IV) oxidative remobilization was consistent with the Fe(III) oxide precipitation and U(VI) sorption to this secondary phase.  相似文献

The fifth Action Programme on the Environment: Towards Sustainability, defines European Union (EU) environmental policy until the year 2000 and emphasises the need for greater disclosure of environmental information. This paper discusses the Eco-management and audit scheme (EMAS), and EU market based instrument designed to bring more industrial environmental performance data into the public domain. The paper discusses the purpose of the Regulation's environmental statement identifying the potential audiences and their requirements. Using six corporate environmental reports, the paper analyzes how these meet the Regulation's reporting requirements and what modifications would be needed in current reporting trends. The paper concludes that existing reporting requirements will need to change to satisfy EMAS requirements and the increasing public demands for industrial environmental performance information.Ruth Hillary successfully completed a MSc in Environmental Technology at Imperial College, University of London, and is currently undertaking a doctorate to continue her research into the fields of environmental auditing and environmental management. She was placed at the European Commission's Industry and Environment Division of DG XI where she worked on the draft Eco-management and audit Regulation during its progress towards adoption and application. Before wood ash can be safely used as a fertilizer in forests, possible negative effects such as input of organic contaminants or remobilization of contaminants already stored in the soil must be investigated. The objective of this study was to examine the effects of wood ash application on concentrations, storage, and distribution of polycyclic aromatic hydrocarbons (PAHs) and polychlorinated biphenyls (PCBs) in a Swiss forest soil. In May 1998, we added 8 Mg wood ash ha(-1) to a forest soil. We determined 20 PAHs and 14 PCBs in the organic layer, in the bulk mineral soil, and in soil material taken from preferential flow paths and from the matrix before and after the wood ash application. In the control plots, the concentrations of PAHs in the organic layer indicated moderate pollution (sum of 20 PAHs: 0.8-1.6 mg kg(-1)), but sum of PCB concentrations was high (21-48 microLg kg(-1)). The wood ash had high concentrations of PAHs (sum of 20 PAHs: 16.8 mg kg(-1)), but low concentrations of PCBs (sum of 14 PCBs: 3.4 microg kg(-1)). The wood ash application increased the PAH concentrations in the organic horizons up to sixfold. In contrast, PCB concentrations did not change in the Oa horizon and decreased up to one third in the Oi and Oe horizons. The decrease was probably caused by the mobilization of stored PCBs because of the high pH of the wood ash. This probably results in a higher mobility of dissolved organic matter, acting as PCB carrier. In the mineral soil, the preferential flow paths of the A horizon contained more PAHs and PCBs (+20 +/- 15% and +43 +/- 60%, respectively) than the matrix. This was particularly true for higher molecular weight compounds (molecular weight > 200 g mol(-1)). Below 50 cm depth, concentrations of PAHs and PCBs were smaller in the preferential flow paths, suggesting that in deeper depths, processes acting as sinks dominated over inputs in the preferential flow paths.  相似文献

This article introduces the concept of ISO 14001 registration, outlines related assessment processes, and reviews the drivers behind developing an ISO-14001-concordant environmental management system (EMS) and seeking third party registration of that EMS. It focuses on registration strategies for larger organizations and considerations in choosing a registrar, including: auditor qualifications, standards for the conduct of EMS audits, and some issues for audit and registration service providers. The authors conclude that it is beneficial to pursue an ISO-14001-concordant EMS and that the value of the system can be enhanced through registration. However, some thought should be given to choosing the appropriate registrar, in particular to their EMS and audit approaches and to the qualifications of their audit team. Service providers are also cautioned to remember that ISO 14001 is not the same as ISO 9000, and that the registrar's standard of care in the discharge of their work should reflect that. © 1998 John Wiley & Sons, Inc.  相似文献

Current “business as usual” projections suggest greenhouse gas emissions from industrialized nations will grow substantially over the next decade. However, if it comes into force, the Kyoto Protocol will require industrialized nations to reduce emissions to an average of 5% below 1990 levels in the 2008–2012 period. Taking early action to close this gap has a number of advantages. It reduces the risks of passing thresholds that trigger climate change “surprises.” Early action also increases future generations' ability to choose greater levels of climate protection, and it leads to faster reductions of other pollutants. From an economic sense, early action is important because it allows shifts to less carbon-intensive technologies during the course of normal capital stock turnover. Moreover, many options for emission reduction have negative costs, and thus are economically worthwhile, because of paybacks in energy costs, healthcare costs, and other benefits. Finally, early emission reductions enhance the probability of successful ratification and lower the risk of noncompliance with the protocol. We discuss policy approaches for the period prior to 2008. Disadvantages of the current proposals for Credit for Early Action are the possibility of adverse selection due to problematic baseline calculation methods as well as the distributionary impacts of allocating a part of the emissions budget already before 2008. One simple policy without drawbacks is the so-called baseline protection, which removes the disincentive to early action due to the expectation that businesses may, in the future, receive emission rights in proportion to past emissions. It is particularly important to adopt policies that shift investment in long-lived capital stock towards less carbon-intensive technologies and to encourage innovation and technology development that will reduce future compliance costs.  相似文献

This paper addresses issues of access to land for food production in Toronto by offering fresh perspectives on urban agriculture in the neo-liberal city of the global north. It examines attempts to scale up urban agriculture that emphasise changing the relationships between land access, property and new collaborative relationships among different stakeholders. These initiatives involve renegotiating access to land for growing food between private property owners and landless growers, concomitant shifts in control over valued resources and commercialisation. These shifts are often based on relations of trust within a sharing economy rather than public battles over political decisions to develop urban agriculture lands. Growing food on private lands in the city is political in challenging taken-for-granted ideas and practices of property and urban agriculture. New approaches offer options for training and income, as well as expanding the land base for urban agriculture. Small-scale farming projects are affirmative political manoeuvres. They challenge urban residents to consider land for food production across the categories of public and private property. We document three approaches that challenge current property relations: temporary use of a development site through “soft” squatting; redesignating suburban backyards for farmer training and community-based and private food production; and garden sharing of private home backyards for urban food production and commercial growing. Such initiatives articulate alternative visions of sustainability and food security that rely on principles of collaboration and a sharing economy that challenge prevailing notions of property ownership and food security.  相似文献

Chitosan-tripolyphosphate (CTPP) beads were synthesized, characterized and were used for the adsorption of Pb(II) and Cu(II) ions from aqueous solution. The effects of initial pH, agitation period, adsorbent dosage, different initial concentrations of heavy metal ions and temperature were studied. The experimental data were correlated with the Langmuir, Freundlich and Dubinin-Radushkevich isotherm models. The maximum adsorption capacities of Pb(II) and Cu(II) ions in a single metal system based on the Langmuir isotherm model were 57.33 and 26.06 mg/g, respectively. However, the beads showed higher selectivity towards Cu(II) over Pb(II) ions in the binary metal system. Various thermodynamic parameters such as enthalpy (ΔH°), Gibbs free energy (ΔG°) and entropy (ΔS°) changes were computed and the results showed that the adsorption of both heavy metal ions onto CTPP beads was spontaneous and endothermic in nature. The kinetic data were evaluated based on the pseudo-first and -second order kinetic and intraparticle diffusion models. Infrared spectra were used to elucidate the mechanism of Pb(II) and Cu(II) ions adsorption onto CTPP beads.  相似文献
