Environmental Information Services, Inc. (EIS) publishes detailed reports and offers custom research related to the full spectrum of environmental issues facing corporations. In this new article, EIS reports on the compliance performance of the largest companies in the chemical industry focusing on five key environmental concerns: toxic waste management, air pollution, water pollution, spills, and Superfund. It is important to note that the following article does not contain normalized data and graphs which would adjust findings to various size features (e.g., domestic revenues per company). This as well as detailed environmental policy and programs data on each company can be obtained from EIS. In future issues of EQM, EIS compliance reports will be presented for other major industries to help companies of all sizes benchmark their environmental performance and improvement efforts.  相似文献

Benchmarking is a powerful management technique that can help improve an organization's environmental performance on a number of dimensions. Benchmarking is not a cookbook solution but a systematic process of searching for the organization that is the best at a given process (“best-in-class”) and continually adopting or adapting new processes to accelerate improvement. As a continual process including planning, analysis, integration, action, and maturity phases, benchmarking should be integrated into the planning stage of the management system. Once processes are strategically identified, they can be improved within the company's Total Quality Management program. Many benefits, such as teamwork and job satisfaction, accompany benchmarking, but the greatest companywide advantage is becoming more competitive. Finding a suitable partner is crucial to the success of the benchmarking process. This article shows the traditional one-on-one approach is the most effective because it saves time and money that allows organizations to learn from each other. In addition, examples of where benchmarking partners may be found, as well as several success indicators in the benchmarking process, are presented. Since the ultimate intent of benchmarking is positive change, the difference between reengineering and continuous performance improvement and the role benchmarking plays in each is also discussed.  相似文献

During the past decade, Norway has become an important oil and gas producer. Annual production is six times national consumption. Development policies of the national government have been cautious, and future policies will probably follow a similar pattern. The government recently opened offshore areas poleward of 62°N latitude, a decision likely to have a significant impact on Norway's future as an oil producer. Norway maintains a tight reign on foreign oil company participation, domestic downstream processing of crude, oil company taxation and oil revenue investment within the national economy. Norway's large inflow of oil-related capital investments and production revenues have contributed to significant inflation and to changes in local labour supplies. Norway has always used its petroleum industry to further the country's overall development goals, a policy that will continue in the years ahead.  相似文献

Nigeria has abundant deposits of oil and natural gas and their exploitation has improved the economy substantially, but with serious environmental costs. Severe ecological damage has occurred in the Niger Delta area where most of the oil industries are based. Statutory rules and regulations for environmental protection applicable to the oil industry in Nigeria appear to be generally inadequate and ineffective. So far, air pollution has not been properly addressed. Natural gas is still being flared from many oil wells, with serious air pollution problems and a waste of this resource. The legal control of air pollution in the light of the ongoing operations of liquified natural gas (LNG) and compressed natural gas (CNG) projects is advised along with other measures for environmental quality, control and the conservation of resources.  相似文献

Basic principles from the application of TQM in manufacturing will help bring environmental management into the mainstream of business operations. Likely results include improved and sustained compliance and improved long-term financial performance. Companies today are continuously improving their efforts to incorporate an environmental management system (EMS) in their everyday operations and work practices, with an emphasis on identifying and reducing risks. Risks may include the cost of enforcement penalties, potential workplace dangers to employees, or cleanup liabilities due to past or present practices. Environmental auditing is an effective tool commonly used to enhance an EMS. Typically, there are two levels of auditing: (1) a review of management systems and (2) a review of compliance with regulatory requirements. There is yet another intermediate level of auditing that is more focused than management systems or compliance audits—compliance delivery systems (CDS) audits. This article examines the elements making up these systems for improving compliance performance and provides a ?ready to use”? checklist of items for managers to begin implementation.  相似文献

What do General Motors and Ben and Jerry's Homemade Ice Cream have in common? Both companies have endorsed the CERES principles, a model corporate code of environmental conduct developed by the Coalition for Environmentally Responsible Economies (CERES). This model code generally goes well beyond what is now typically required of industry to maintain compliance with already stringent requirements established by regulatory agencies. And the CERES principles are not the only game in town. Many other environmental initiatives have surfaced both in the United States and abroad over the past few years. New systems approaches by the U.S. Environmental Protection Agency (EPA) have attempted to prevent and limit environmental damages through multimedia management of resources, energy, and environmental impacts, while engaging communities, environmental groups, facilities, industries, states, and local agencies. Collectively these diverse interests have begun to partner with corporate management to work toward a shared vision of how multimedia management and multistakeholder participation can best evolve in concert with environmental management system approaches. This article analyzes one industry-specific program under the Common Sense Initiative, called an Alternative System of Environmental Protection (ASEP) for the Computers and Electronics Subcommittee. The significance of this working group's attempt to increase regulatory flexibility lies in its collective establishment of an alternative regulatory framework for an entire industry. Contrary to many other EPA single-facility pilot programs, this method cuts across the entire computer and electronics industry. The group hopes to achieve sector-wide regulatory improvements through a process providing funding for shared research, dynamic feedback, and technical assistance, while engaging in multistakeholder relationships with communities, workers, local governmental agencies, and other stakeholders.  相似文献

A “finding of no significant impact” (FONSI) resulting from an environmental assessment (EA) was reported by the US Army in June 1986 for the construction and utilization of a multipurpose range complex (MPRC) at the Pohakuloa Training Area, Hawaii. There was little public response, and the US Fish and Wildlife Service and state agencies were consulted and had few comments concerning the results of the botanical surveys used in the assessment. Construction of the $24 million project was begun in 1988. Near the end of construction in 1989 a lawsuit was filed to halt construction because an environmental impact statement (EIS) had not been done for the project, and the plaintiff thought that significant damage had occurred to several unusual ecosystems. Judgment was against the plaintiff and construction continued. An appeal was filed with the 9th Circuit Court. As MPRC construction was nearly complete, and on advice of Department of Justice lawyers, the Department of Army agreed to settle out of court. The settlement in part called for: (1) the plaintiff to drop the appeal and allow construction to be completed as scheduled, and (2) the Department of Army to prepare an EIS for the operation of the MPRC. A subsequent botanical survey for the EIS discovered one endangered plant species, four category 1 candidate plant species (taxa with sufficient data to support listing as endangered or threatened), three category 2 candidate plant species (taxa with some evidence of vulnerability but insufficient data to support listing at this time), one category 3a species (presumably extinct taxa), and possibly three undescribed species growing within the MPRC boundary. The MPRC case study is an excellent example of why the National Environmental Policy Act (NEPA) must be modified to require in-depth and thorough environmental surveys.  相似文献
