Failure to resolve environmental concerns raised by the public can be costly for both public and private sector organizations. Designing effective community relations programs to address such issues requires an intimate understanding of the community and the stakeholders within it. The community assessment process provides insights into the reasons behind stakeholders' environmental concerns and how best to address them. Moreover, the assessment process can provide predictive information, so that managers can anticipate both the emergence of environmental concerns and the likely response patterns of stakeholders. The assessment process, which makes use of both qualitative information and quantitative data, tracks closely with the methodology used in industry analyses conducted by corporate strategic planners. Regrettably, many of the companies that have excellent skills in industry analysis fail to use their expertise to address environmental concerns involving their own plants. This article seeks to aid the reader in understanding how basic analytical skills can be used to understand and effectively address environmental concerns at the community level.  相似文献

I have seen a number of corporations accept the philosophy of TQEM and start the process of total quality environmental management with great enthusiasm. I believe that many organizations are attracted because TQM principles demand measurements of success and results that are definable for the environment. It reduces the emotionalism that frequently tends to surround environmental issues. Emotionalism has perhaps been the bane and boon of efforts by corporations and advocacy groups to incorporate environmental issues into the day-to-day functions of organizations. Abt Associates, a well-known research-based consulting firm, recently completed a study of U.S. Fortune 250 firms' environmental management programs. Abt found evidence that environmental performance is a competitive issue. Benchmarking is hotly pursued to develop firm-wide indices of performance. One third of the benchmarking is against competition, another third is against worldwide firms. There is a race to develop “Best in Class” standards now. E2M and Abt Associates have combined resources to study corporate Canada's environmental management programs and compare these with those of the United States. This research will help companies benchmark activities and will build a strong North American data base. Unfortunately it will not be ready in time to answer TQEM's question for this issue. As environmental and conservation efforts increasingly turn towards agricultural landscapes, it is important to understand how land management decisions are made by agricultural producers. While previous studies have explored producer decision-making, many fail to recognize the importance of external structural influences. This paper uses a case study to explore how consolidated markets and increasing corporate power in the food system can constrain producer choice and create ethical dilemmas over land management. Crop growers in the Central Coast region of California face conflicting demands regarding environmental quality and industry imposed food safety standards. A mail survey and personal interviews were used to explore growers’ perceptions and actions regarding these demands. Results indicate that in many cases growers face serious ethical dilemmas and feel pressured by large processing and retail firms to adopt measures they find environmentally destructive and unethical. Future strategies to address environmental issues on agricultural landscapes should consider the economic constraints producers face and the role of large firms in creating production standards.  相似文献

ABSTRACT: Integrated watershed management in the Lower Mississippi Alluvial Plain (Delta) requires blending federal, state, and local authority. The federal government has preeminent authority over interstate navigable waters. Conversely, state and local governments have authority vital for comprehensive watershed management. In the Delta, integrating three broad legal and administrative regimes: (1) flood control, (2) agricultural watershed management, and (3) natural resources and environmental management, is vital for comprehensive intrastate watershed, and interstate river basin management. Federal Mississippi River flood control projects incorporated previous state and local efforts. Similarly, federal agricultural programs in the River's tributary headwaters adopted watershed management and were integrated into flood control efforts. These legal and administrative regimes implement national policy largely in cooperation with and through technical and financial assistance to local agencies such as levee commissions and soil and water conservation districts. This administrative infrastructure could address new national concerns such as nonpoint source pollution which require a watershed scale management approach. However, the natural resources and environmental management regime lacks a local administrative infrastructure. Many governmental and non governmental coordinating organizations have recently formed to address this shortcoming in the Delta. With federal and state leadership and support, these organizations could provide mechanisms to better integrate natural resources and environmental issues into the Delta's existing local administrative infrastructure.  相似文献

Traditionally, environmental issues and concerns have been viewed as a constraint to businesses. This has resulted in environmental managers relying heavily on a reactive, compliance-based approach to justify change. Businesses are now recognizing that efficient management in the environmental arena can benefit the entire company and open new opportunities for increased profits. Managers have acknowledged that environmental issues can be integrated into daily business trends and activities. Not only does sound environmental management decrease liability, but also in current markets a “green” image can attract investors and customers. This article shows how one tool that progressive companies are focusing attention on—environmental performance indicators—is being used to convey the current status of environmental issues and improve the management of these issues for the benefit of the company as well as the environment.  相似文献

With ISO 14000 expected to roll out in 1996, have you begun to evaluate how well your current environmental management policy, programs, procedures, and objectives conform to published national and evolving global Environmental Management System (EMS) standards?. The ISO expects to adopt a final standard by mid-1996 which specifies requirements for an EMS (e.g., ISO 14001). In addition, national EMS standards have already been developed and published by organizations such as The British Standards Institute and, in the United States, NSF International, for example, BS 7750 and NSF 110–1995, respectively. This article shows how managers can begin assessing their operations to prepare for these new standards and improve overall environmental performance.  相似文献

This study examines managerial preferences for various policy mechanisms commonly used to address environmental problems using a sample of 653 Chinese managers from firms in Beijing, Dalian and Guangzhou. Overall, these managers appeared to favor regulatory instruments, placing somewhat less faith in market and communicative instruments. However, all measures appear to have ample support within each subgroup. In addition, the influence of two situational factors on these preferences was investigated--the immediacy of environmental impact and diffusion of responsibility. The results of the study indicate that these two factors interact in explaining managerial preferences, but only for the use of market mechanisms.  相似文献

The Abt study of forty-one mostly Fortune 200 nonservice firms forms a new picture of environmental management. We present data indicating that environmental management is becoming central to corporate strategy and is being managed as an arena of competition rather than as a compliance-driven function. We look at environmental management's new role through four lenses: its relationship to strategic planning; its evolving management structures that show environment increasingly integrated into the main functions of the business; innovation in corporate environmental investments reflecting new drivers beyond compliance; and new management systems and measures of firm-wide performance that demonstrate that environment is being seen increasingly as an arena of competitive concern. We argue that much of the change is driven by three realities. First, as customers integrate environmental values into their conceptions of product quality, they are buying more products with identifiably environmental attributes. This change translates environmental management, historically a cost center, into a potential source of sales revenue, a change which cannot be underestimated. Second, recent life-threatening damage to the global ecosystem and atmosphere reframes environmental management. This moves firms toward a systemic and global approach matched to the globalization of competitive and market concerns, and it places environmental management in the strategic sphere. And third, pollution prevention in its cross-fertilization with total quality management is driving firms to focus on managing environment as an integral part of product management, and is helping them to reassess environmental performance as a contributor to productivity and innovation.  相似文献

Current ecological thinking emphasizes that systems are complex, dynamic, and unpredictable across space and time. What is the diversity in interpretation of these ideas among today’s ecologists, and what does this mean for environmental management? This study used a Policy Delphi survey of ecologists to explore their perspectives on a number of current topics in ecology. The results showed general concurrence with nonequilibrium views. There was agreement that disturbance is a widespread, normal feature of ecosystems with historically contingent responses. The importance of recognizing multiple levels of organization and the role of functional diversity in environmental change were also widely acknowledged. Views differed regarding the predictability of successional development, whether “patchiness” is a useful concept, and the benefits of shifting the focus from species to ecosystem processes. Because of their centrality to environmental management, these different views warrant special attention from both managers and ecologists. Such divergence is particularly problematic given widespread concerns regarding the poor linkages between science (here, ecology) and environmental policy and management, which have been attributed to scientific uncertainty and a lack of consensus among scientists, both jeopardizing the transfer of science into management. Several suggestions to help managers deal with these differences are provided, especially the need to interpret broader theory in the context of place-based assessments. The uncertainty created by these differences requires a proactive approach to environmental management, including clearly identifying environmental objectives, careful experimental design, and effective monitoring.  相似文献

Understanding public perceptions of the importance of environmental issues is crucial for gauging support for management activities. I present a novel methodological approach to assess the importance boaters placed on 16 water issues in a lake‐rich region of northern Wisconsin. A latent class maximum difference conjoint model was used to examine the relationships between environmental concern and engagement with lake resources. Boaters were grouped to maximize observed heterogeneity in prioritizing issues of concern. Socio‐demographic characteristics, recreation specialization, place attachment, and attitudes concerning aquatic stewardship and invasive species management were then used to predict class membership. This modeling approach identified five groups whose perceptions of issues pertaining to lakes are influenced by their interactions with the lake environment. While anglers were most concerned about fishing quality, sightseers identified lakeshore development and loss of natural habitat. Groups also differed in their socio‐demographic and attitudinal characteristics. The priorities of each group were substantially different from those of the overall sample. Accounting for differences in stakeholders' environmental concerns may improve public involvement in water management initiatives by allowing managers to identify common concerns and prioritize important issues among multiple groups.  相似文献

/ This study aims to investigate the ISO 14001 implementation process and its implications for regional environmental management. The region of Central Japan (known as Chubu in Japanese, which literally means center) was chosen for this case study. The study focuses on selected issues such as the: (1) trends and motives of private firms in the implementation of an ISO 14001-based environmental management system (EMS); (2) obstacles during system implementation; (3) role of the system in enhancing environmental performance within the certified organization; and (4) relation between the major stakeholders, local citizens, governments, and firms after adopting the system. To achieve these objectives, a questionnaire survey was mailed to all certified firms in the region. A 58% response was achieved overall. The results show that the main aims behind the adoption of ISO 14001 by firms in the Chubu region are to improve the environmental aspects within the enterprises and to enhance the employees' environmental awareness and capacity. The results have also shown that the ISO 14001-based EMS has had a great effect on a firm's environmental status as certified firms have claimed that natural resources such as fuel, water, and paper consumption have been more efficiently managed after adopting the system. Implementation of the system causes the firms to consider the role of the local people and the government in more effectively involving the local people in the firm's daily environmental activities. It also helps to enhance the environmental awareness among the local people. Adopting the system also promotes a better relation within the enterprises affiliated to the same group, such as more attention given by the parent firms (head offices) towards other firms working for the same group, or branches-mainly small and medium sized enterprises (SMEs)-in the field of EMS. Finally, the results show that firms give serious consideration to their final products' impacts on the environment. In other words, attention is given to life cycle analysis (LCA) among certified firms.  相似文献

This study examines the outcome of efforts to educate federal land-use managers about their roles in implementing the Executive Order in their respective districts. The managers participated in a 6-h Nominal Group Technique (NGT) workshop where they were instructed to weight environmental justice issues versus others associated with hazardous waste problems in their districts. Participant responses were quantified and analyzed through a series of rounds. After each round, participants received increasing amounts of information on environmental justice issues. It was hypothesized that the managers would come to a consensus that environmental justice is an important issue that should be seriously addressed. Prior to administering the NGT, the managers appeared to have limited knowledge of environmental justice issues and thus assigned relatively low rankings to such concerns. After being “educated” by viewing films on environmental justice and reading related literature, in general, managers' weightings decreased and a narrower consensus developed. The authors conclude that exposure to the issue may not be as effective as expected in convincing land-use managers to become sensitive to justice issues so that they may effectively implement the Executive Order.  相似文献

Government departments that regulate environmental management for mining have a range of choices about the timing and quality of rehabilitation. Economic theory suggests that the cost incurred by firms should relate to the social cost of the environmental damage, however, there has been little work done on non-market values for mine rehabilitation. This study uses choice modelling to assess these issues for bauxite mining in state owned native forest in south-west Australia. The results show that the public place a relatively high value on the re-creation of vertebrate habitat and would prefer in situ mine rehabilitation over environmental offsets. Alcoa's current rehabilitation practices appear to be supported by the preferences revealed in this study.  相似文献

Nanotechnologies have been called the "Next Industrial Revolution." At the same time, scientists are raising concerns about the potential health and environmental risks related to the nano-sized materials used in nanotechnologies. Analyses suggest that current U.S. federal regulatory structures are not likely to adequately address these risks in a proactive manner. Given these trends, the premise of this paper is that state and local-level agencies will likely deal with many "end-of-pipe" issues as nanomaterials enter environmental media without prior toxicity testing, federal standards, or emissions controls. In this paper we (1) briefly describe potential environmental risks and benefits related to emerging nanotechnologies; (2) outline the capacities of the Toxic Substances Control Act, the Clean Air Act, the Clean Water Act, and the Resources Conservation and Recovery Act to address potential nanotechnology risks, and how risk data gaps challenge these regulations; (3) outline some of the key data gaps that challenge state-level regulatory capacities to address nanotechnologies' potential risks, using Wisconsin as a case study; and (4) discuss advantages and disadvantages of state versus federal approaches to nanotechnology risk regulation. In summary, we suggest some ways government agencies can be better prepared to address nanotechnology risk knowledge gaps and risk management.  相似文献

Voluntary environmental programs (VEPs) are commonly construed as contracts between industry and government that encourage businesses to voluntarily mitigate their environmental impacts beyond legal requirements. This research explores conditions under which polluting firms are likely to participate in VEPs. We analyze 34 comparable VEPs whose shared goal is to reduce greenhouse gases emissions, with focus on the alleged influences of three factors drawn from existing scholarship: government supervision; economic instruments; and public disclosure of participants' environmental records. The statistical results show a greater effect from government supervision than complete voluntarism and the positive effect of financial subsidies on firms' participation in VEPs. Although recent debates over regulatory reform have been oriented towards vesting greater discretion in regulatees to better address environmental harms, the findings imply that even in a highly privatized form of regulation, government oversight and assistance are necessary for promoting this new mode of environmental regulation.  相似文献

Many environmental and facility managers view the submittal and public availability of their facilities' risk management plans (RMPs) as discrete events and give little thought about how RMP information may influence their future relations with plant communities and other stakeholders. In fact, the public availability of RMPs will have some significant and lasting consequences that have the potential to alter RMP sources' relations with a wide variety of stakeholders. This article is the first of two installments that will explore some of the likely outcomes of the risk management program, with a particular emphasis on those consequences tied to the public availability of the RMPs themselves. This installment considers likely responses at the community level and from both national and local environmental advocacy groups. The second installment will look at likely responses to RMP information in land use planning, by the financial services sector, by regulatory agencies, and by the senior management of RMP sources' owners and operators. Although the responses of individual communities to RMPs will be governed by a number of variables, including the nature of existing relations with individual RMP sources, proximity (or perceived proximity) of residences or other public and environmental receptors to RMP sources, and stakeholders' attitudes toward chemicals and chemical use, there are certain potential responses that managers should look for in their communities. This article describes the increasing connections between the fields of Indigenous studies and environmental management and examines some of the ways that an Indigenous studies perspective can guide thinking about environmental management. Indigenous groups have been involved in the management of environmental and natural resources on their lands since time immemorial. Indigenous groups have also become increasingly involved in Western practices of environmental management with the advent of co-management institutions, subsistence boards, traditional ecological knowledge forums, and environmental issues affecting Indigenous resources. Thus, it is an important time for scholarship that explores how Indigenous groups are both shaping and being affected by processes of environmental management. This article summarizes key findings and themes from eight papers situated at the intersection of these two fields of study and identify means by which environmental managers can better accommodate Indigenous rights and perspectives. It is the authors’ hope that increased dialog between Indigenous studies and environmental management can contribute to the building of sustainable and socially just environmental management practices.  相似文献

California and other regions in the United States are becoming more populated and ethnically diverse, and thus, ecological impacts on the wildland–urban interface are a significant policy concern. In a socioeconomic assessment focused on the geographic regions surrounding four national forests in southern California, population projections are being formulated to assist in the update of forest plans. In southern California, the projected trend of explosive population growth combined with increased ethnic and racial diversity indicates four challenges for environmental management. First, patterns of recreation use on wildlands are likely to change, and management of these areas will have to address new needs. Second, as land-management agencies face changing constituencies, new methods of soliciting public involvement from ethnic and racial groups will be necessary. Third, growth in the region is likely to encroach upon wildland areas, affecting water, air, open space, and endangered species. Fourth, in order to address all these concerns in a climate of declining budgets, resource management agencies need to strengthen collaborative relationships with other agencies in the region. How environmental managers approach these changes has widespread implications for the ecological sustainability of forests in southern California.  相似文献
