An important goal of the Reagan administration has been to shift responsibility for many public programs from the US federal government to the states. This New Federalism seeks to restore a proper balance to the federal system and to ensure an effective working partnership between the states and the federal government. Such a partnership is especially important for many environmental laws because these laws often give states primary responsibility for the control and abatement of pollution.This research examines the extent to which the Reagan administration has succeeded in improving intergovernmental environmental relations in terms of state implementation of the Clean Water Act. Data from a 1985 survey of directors of state water quality control programs are compared with responses to a similar survey that the US General Accounting Office conducted in 1979. The latter survey found considerable dissatisfaction on the part of state directors with the quality of their relations with the US Environmental Protection Agency. Although some improvement can be noted between 1979 and 1985, the Reagan administration's efforts to improve intergovernmental relations appear to have been of limited consequence, to the possible detriment of effective implementation of the Clean Water Act. 相似文献

A large number of organizations make decisions that directly or indirectly affect tropical forests. The principal constraints that affect these organizations are (1) insufficient funds; (2) insufficient knowledge about the resources and appropriate technologies; (3) institutional, cultural, and political factors; (4) inadequate communication; and (5) contradictory efforts. Opportunities for improving the efficiency and effectiveness of these organizations include (1) increasing cooperation among US government agencies; (2) redirecting international organizations; (3) increasing coordination among organizations; (4) boosting support of nongovernmental organizations and universities; (5) encouraging responsible involvement by private corporations; (6) strengthening existing organizations; and (7) creating new organizations.This article is drawn from US Congress, Office of Technology Assessment (1984), Technologies to Sustain Tropical Forest Resources, chap. 5. Sustainable practices at construction sites should be considered from the start of the project, meaning during the design phase. A model for the implementation of sustainability at a site is an important management tool, and its adoption can indicate good practices and propose an assessment of local conditions. Thus, the main contribution of this article is to propose a practical model to evaluate the level of implementation of sustainable practices at construction sites. The model was based on sustainability certifications and validated at six construction sites in Brazil. The results indicate that construction companies that possess environmental certifications have better levels of implementation of good practices at their work sites. However, it was noted that it is not necessary for a company to obtain an environmental certification; rather, it is necessary for sustainability strategies to become corporate culture. 相似文献

This paper describes the frustrating reality of sustainability implementation in the USA and New Zealand (NZ), an early adopter of sustainability mandates. Local government has a key role in implementation, but has been slow to uptake sustainable practices. We surveyed senior planners in small to medium-sized local government agencies in both countries to identify which features of local government support (or hinder) sustainability in practice.
Environmentally sustainable practices are not well entrenched in either country. In the USA, the framing of sustainability and public support are significant predictors of implementation. However, sustainability is rarely a priority. In NZ, local government capacity is the main driver of implementation. We recommend that planners promote sustainability values, reconcile economic development goals with sustainability (e.g., green economy model), and translate public support for sustainability into institutional priorities. NZ localities also need increased capacity and US localities need continued Federal and State support. 相似文献

First-generation compensation plans (CPs) for Dutch highway projects have been evaluated with respect to implementation of
the compensation principle (1993), which aims to counterbalance the adverse ecological impacts of large-scale development
projects. Decision-making on the seven projects took place between 1993 and 1995. Specifically, we considered: (a) the processes
employed to prepare and implement the compensation plans; (b) the methods used to identify, plan, and execute the compensation
measures; and (c) the results yielded by these methods. We conclude that the CPs were prepared fairly uniformly, particularly
in terms of the processes and methodologies used to derive compensation measures. Five of the seven CPs had become operational
by 2001 and initial experience is now being gained on land acquisition and transfer of compensation sites to nature conservation
trusts. Further progress of CPs is likely to be seriously hampered by growing demand for land for development in general and
associated increases in real estate prices. Several problems are addressed and recommendations made with respect to: (a) developing
a legal basis for the compensation principle; (b) the relationship with re-allotment projects; (c) estimation of compensation
costs; (d) an annual bias of CP budgets to account for rising costs; (e) contingency measures; and (f) criteria for CP (ex-post)

This paper describes the development and implementation of the Norwegian monitoring programme for agricultural landscapes--the '3Q programme'. The main objective of the scheme is to indicate development trends in the agricultural landscape, and their consequences for spatial structure, biodiversity, cultural heritage and accessibility. The monitoring programme aims to give policy feedback and provide data to fulfill international reporting requirements. This paper describes the background to the programme and reasons behind the choice of methods. Results are presented to show the accuracy of the methods employed and the range of indicator values recorded in the programme. Strengths and limitations of the monitoring programme are discussed, and potential future improvements and developments are outlined. Although there remains a potential for methodological improvement, we stress the importance of establishing a baseline to enable the detection of development trends in a rapidly changing environment. 相似文献

The paper describes the design and implementation of a plant biodiversity conservation program that was developed under funding and time constraints for diverse ecological, social, and institutional environments. The biodiversity program for alpine meadows and pastures located in the Swiss Canton of the Grisons is used as an example. The design of the sustainable program relied on existing legislation, accounted for limited ecological knowledge and expertise, and considered biodiversity as a common-pool resource. The trend to intensified cultivation of restricted areas required fast action, while the sustainability of the program design had to take into account institutional diversity. Fifteen habitats and plant communities worth conserving were known, and 57 plant species were identified as indicator species for establishing an inventory and for monitoring purposes. A small subset of 16 well known plant species was presented to the farming communities. They were invited to notify the areas in which they observed the presence of these plants. In different regions of the Canton a total number of 39 paraecologists were trained to inspect the areas notified by farmers and to recommend possible incorporation into the Cantonal inventory. This was done once the farmers signed a contract in which they agreed to follow adequate management practices. The farmers received subsidies to compensate for their losses. Communal authorities controlled the fertilizer input and cutting dates, while the paraecologists were trained to monitor plant biodiversity. The program started in 1992 and the initial phase of the inventory was terminated in 1996. At the beginning of 1996, an inventory of 2617.19 ha, most of which are meadows, was taken and managed according to the rules specified in the contract. The program was considered successful because (i) of the size of the area in the inventory, (ii) about 30%of the farmers participated, and (iii) farmers started cultivating previously abandoned farmland. 相似文献

Accelerated expansion of wastewater services to small communities in the Middle East and North Africa (MENA) is essential in order to address serious concerns over water scarcity and pollution in addition to meeting the demand for convenience and protecting public health. Centralized and conventional wastewater systems are currently the preferred choice of planners and decision-makers in MENA. Water and funding are not available to provide these centralized conventional services to small communities. This paper presents an integrated approach to sustainable wastewater management for small communities in MENA under the severe water resources crisis. The approach calls for a paradigm shift from centralized conventional wastewater systems to decentralized wastewater systems. Management of wastewater in MENA should start at home. Wastewater generation should be reduced through a combination of domestic water conservation measures. On-site systems must be improved and monitored to control pollution and to recover water for non-potable water uses. Should the circumstances not allow the use of on-site systems, wastewater should be transported and managed through a community system applying the principles of decentralized wastewater management and using the settled sewers for wastewater transportation where appropriate. This approach will facilitate the accelerated and sustainable extension of environmentally responsible wastewater services to MENA's small communities. It offers great potential for cost reduction, accommodates the necessary domestic water conservation efforts, reduces freshwater inputs in wastewater transportation thus eliminating unnecessary demand on freshwater, reduces associated environmental risks and increases wastewater reuse opportunities. 相似文献

Private, voluntary eco-labelling and certification programmes are being developed for a number of industries to promote and verify higher environmental, economic and social standards. In some cases, these initiatives have developed regardless of whether there is initial, broad support within industry. This article seeks to identify some of the challenges inherent in the implementation of a sustainable development certification programme for the minerals and metals industry. The article looks for guidance from initiatives that are drawn for the most part from other resource industries, most notably forestry. While the article takes a Canadian perspective, many of the challenges raised in the article are also applicable internationally. The article concludes that stakeholders can learn from other resource industries if a decision is made to develop a certification programme for the minerals and metals industry. Many universities around the world have served as active centers for research on climate change. However, there are several barriers to their activities, stemming from the nature of research, resources, and the structure of institutions. This document provides an overview of barriers, potential factors, and activities to develop and implement sustainable energy processes in public higher education institutions (HEIs) in Brazil. The research was conducted from March to April of 2018 with representatives of HEIs (rectors or prorectors of research). A total of 63 invitations to respond to the Survey‐monkey survey were emailed, and responses were received from 32 universities. The research concludes by proposing measures that can be taken to make the issue of climate change more present and effective in university research and teaching activities. This includes changes in research, information dissemination, and teaching approaches to better support actions to address climate change. In Brazil, there are many potentialities in terms of natural resources, but actions for implementation are still incipient. Environmental impact assessment (EIA) is based on the results of effect prediction. In general, there is much diversity in
the expertise in the field of environmental prediction between the different categories of actors involved in EIA. In practice
it became obvious in The Netherlands that the accessibility and comprehensibility of existing relevant information was insufficient.
For improvement, a series of systematic handbooks on effect prediction, useful for all categories of actors, has been developed
in The Netherlands. In this way, the selection of effect prediction methods to be used in concrete circumstances is improved
and speeded up for all parties involved in environmental prediction. After a discussion of the purpose of the handbook, the
realization and structure of the series are presented. Finally, the use and (potential) benefits of the handbooks for environmental

We sketch four possible pathways how carbon dioxide capture and storage (CCS) (r)evolution may occur in the Netherlands, after which the implications in terms of CO2 stored and avoided, costs and infrastructural requirements are quantified. CCS may play a significant role in decarbonising the Dutch energy and industrial sector, which currently emits nearly 100 Mt CO2/year. We found that 15 Mt CO2 could be avoided annually by 2020, provided some of the larger gas fields that become available the coming decade could be used for CO2 storage. Halfway this century, the mitigation potential of CCS in the power sector, industry and transport fuel production is estimated at maximally 80–110 Mt CO2/year, of which 60–80 Mt CO2/year may be avoided at costs between 15 and 40 €/t CO2, including transport and storage. Avoiding 30–60 Mt CO2/year by means of CCS is considered realistic given the storage potential represented by Dutch gas fields, although it requires planning to assure that domestic storage capacity could be used for CO2 storage. In an aggressive climate policy, avoiding another 50 Mt CO2/year may be possible provided that nearly all capture opportunities that occur are taken. Storing such large amounts of CO2 would only be possible if the Groningen gas field or large reservoirs in the British or Norwegian part of the North Sea will become available. 相似文献

Minerals that are sold to collectors are often produced by artisanal and small scale miners in many developing countries. The market for collector minerals is not well understood by most government agencies or NGOs but has a large impact on the artisanal and small miners that have the opportunity to produce these minerals because of the high prices that can be realized. This paper describes the collector mineral market that is held annually in Tucson, Arizona, that analyzes the competitive forces that affect the profitability of the mineral dealers at the show and describes potential methods for artisanal and small scale miners to participate successfully in the show. Most collector minerals produced by artisanal and small-scale miners are valued for their aesthetic qualities instead of mineral content. The 43 shows that operate during the first two weeks in February make up the largest gem and mineral show in the world, the Tucson Show. The Tucson Mineral Show is a subgroup of six shows that specialize primarily in collector minerals.There are several competitive forces at the Tucson Mineral Show that can affect the profit potential of dealers that participate in the show. These forces include potential entrants, suppliers, buyers, substitutes, and rivalry among existing competitors. New entrants face several barriers to entering the market place including the supply side economies of scale, demand side benefits of scale, and capital requirements. Because of these barriers, the cost of doing business and the way that promoters organize and manage the shows, it is difficult for artisanal and small scale miners to enter the show and compete with established dealers. However, with support from entities such as local governments, non-profit organizations, and international organizations the artisanal and small scale miners have the potential to have their minerals sold at the Tucson Shows for prices that would be greater than what can be achieved in the local market. Methods to help the artisanal and small scale miners compete include direct sales or consignments to retail dealers, tailgating, development of sales co-operatives, and the creation of an artisanal/small scale mineral show. 相似文献

Daily global solar radiation on a horizontal surface and duration of sunshine hours have been determined experimentally for five meteorological stations in Saudi Arabia, namely, Abha, Al-Ahsa, Al-Jouf, Al-Qaisumah, and Wadi Al-Dawaser sites. Five-years of data covering 1998–2002 period have been used. Suitable Angstrom models have been developed for the global solar radiation estimation as a function of the sunshine duration for each respective sites. Daily averages of monthly solar PV power outputs have been determined using the Angstrom models developed. The effect of the PV cell temperature on the PV efficiency has been considered in calculating the PV power output. The annual average PV output energy has been discussed in all five sites for small loads. The minimum and maximum monthly average values of the daily global solar radiation are found to be 12.09 MJ/m2/d and 30.42 MJ/m2/d for Al-Qaisumah and Al-Jouf in the months of December June, respectively. Minimum monthly average sunshine hours of 5.89 hr were observed in Al-Qaisumah in December while a maximum of 12.92 hr in Al-Jouf in the month of June. Shortest range of sunshine hours of 7.33–10.12 hr was recorded at Abha station. Minimum monthly average Solar PV power of 1.59 MJ/m2/day was obtained at Al-Qaisumah in the month of December and a maximum of 3.39 MJ/m2/day at Al-Jouf in June. The annual PV energy output was found to be 276.04 kWh/m2, 257.36 kWh/m2, 256.75 kWh/m2, 245.44 kWh/m2, and 270.95 kWh/m2 at Abha, Al-Ahsa, Al-Jouf, Al-Qaisumah, and Wadi Al-Dawaser stations, respectively.
