This journal first reported on the U.S. EPA's Brownfields Initiative in the summer 1995 edition of Remediation. At that time, the initiative was only about 15 months old, most of the state programs were in proposal stages, and little federal legislation addressing brownfields had been proposed. Today, brownfields has become such a common term that almost every environmental professional is familiar with it. The EPA has placed extremely high priority on the Brownfields Initiative and it has become a politically hot issue. This article provides an update on the current status of EPA's Brownfields program and also discusses recent legislation proposed by Congress to promote brownfields redevelopment. © 2001 John Wiley & Sons, Inc.  相似文献

Because remediation techniques and technologies are themselves generally viewed as contaminant source by hazardous waste laws and regulations, permits are required to use them, even if it is only to contain or remove a site's principal contaminants. In this paper we argue that the Exxon Valdez oil spill gained so much attention because of its setting in Alaska. Alaska symbolizes for many Americans the wilderness or frontier that has long been part of American thought. At the same time, American national development has largely depended on the discovery and use of the nation’s abundant natural resources. The setting of the Valdez spill in the seemingly pristine waters of Prince William Sound brought the tension between our national identification with wilderness and our national need for further natural resource exploitation into sharp focus. In the aftermath of the spill, a legislative deadlock was passed and the Oil Pollution Act of 1990 was passed. The Valdez accident had longer-term consequences as well, most prominent of which is related to the ongoing debate over whether to open up the coastal plain in the Arctic National Wildlife Refuge to further development.  相似文献

In the Federal Republic of Germany a working party has developed recommendations for dealing with the dioxin problems posed by waste incineration. According to these recommendations limit values for dioxin emissions are neither necessary nor practical. However, from the point of view of preventive environmental protection, dioxin emissions should be further reduced as far as is possible with present-day technology. The TA Luft (Technical Instructions for Maintaining Air Quality) contains stipulations and advice on this. The most significant of the solid residues from waste incinerators are the filter ashes as they have a high dioxin content. The working party of Under (states) has compiled a catalogue of recommendations for the disposal of filter ashes. The transport of solid residues from solid waste incinerators is controlled under the Abfallgesetz (Waste Act) and regulations passed in connection with this act and under the Gefahrgutverordnung Strasse—GGVS (Regulation on the transport of dangerous freight by road). The latter stipulates at what level of dioxin certain transport conditions must be respected. The new Gefahrstoffverordnung-GefStoffV (Regulation on dangerous substances) prohibits substances containing dioxin in concentrations above a certain level from being placed on the market. It does not apply to residues from solid waste incinerators.  相似文献

The positive non-intervention policy adopted by the Hong Kong Government has successfully led Hong Kong to an economically prosperous stage. Nevertheless, the extension of this policy to the area of waste management and waste recycling is a major reason for the sluggish waste recovery rate in Hong Kong even given the fact that Hong Kong is experiencing perhaps the greatest pressure from waste disposal in the world. The official approach to waste recycling is one of bottom-up promotion and encouragement of recycling through environmental education. While environmental education is indispensable in the course of promoting waste recycling, the use of top-down measures, such as legislation and fiscal policies, may be needed for a sustainable waste management. Waste management in Hong Kong has meant “coping with” the continuous growth in waste volume. However, in other areas of environmental management, such as air, water and noise, economic and regulatory instruments like tax differentiation and legislative control have been employed thus showing that a deviation from the minimal regulation requirement is sometimes considered justifiable. The low priority given to waste management and waste recycling for top-down measures leads to the loss of a lot of precious and non-renewable resources, and detriment to the welfare of future generations.  相似文献

Remediation of refinery wastes is regulated by three major federal environmental statutes: the Clean Air Act, the Clean Water Act, and the Resource Conservation and Recovery Act (RCRA); other statutes apply, but to a lesser degree. During the past two years, RCRA's rules have effectively outlawed the passive biological treatment of primary refinery waste sludges in waste ponds and lagoons, even though the law recommends active biological treatment as the second stage in the waste treatment train. RCRA's land disposal restrictions may also outlaw land farming treatment for the bottom sludges involved in crude oil storage. Since 1980, when the U.S. Environmental Protection Agency listed an initial group of five waste streams as hazardous, the agency has listed two more waste streams and twenty-five organic constituents, several found in petroleum wastes. Now it is about to list fourteen more petroleum refining wastes and is studying the addition of fifteen more waste streams. Treatment standards and restrictions have also been promulgated. This article explores the biotreatment techniques and technologies that are still available to petroleum and environmental engineers.  相似文献

The new city of Abuja provided an opportunity to avoid some of the environmental problems associated with other major cities in Africa. The current status of solid waste management in Abuja has been reviewed and recommendations for improvements are made. The existing solid waste management system is affected by unfavourable economic, institutional, legislative, technical and operational constraints. A reliable waste collection service is needed and waste collection vehicles need to be appropriate to local conditions. More vehicles are required to cope with increasing waste generation. Wastes need to be sorted at source as much as possible, to reduce the amount requiring disposal. Co-operation among communities, the informal sector, the formal waste collectors and the authorities is necessary if recycling rates are to increase. Markets for recycled materials need to be encouraged. Despite recent improvements in the operation of the existing dumpsite, a properly sited engineered landfill should be constructed with operation contracted to the private sector. Wastes dumped along roads, underneath bridges, in culverts and in drainage channels need to be cleared. Small-scale waste composting plants could promote employment, income generation and poverty alleviation. Enforcement of waste management legislation and a proper policy and planning framework for waste management are required. Unauthorized use of land must be controlled by enforcing relevant clauses in development guidelines. Accurate population data is necessary so that waste management systems and infrastructure can be properly planned. Funding and affordability remain major constraints and challenges.  相似文献

Analysis of oil spills data confirms that accidental oil spills are natural phenomenon and that there is a relationship between accidental oil spills and variables like vessel size, vessel type, time and region of spill. The volume of oil spilled bears relationship with the volume of petroleum imports and domestic movement of petroleum and proportion of large oil spills. Finally, navigational risk increases with increase in marine traffic and is also determined by variables like hydrographic and meteorological conditions, water configuration, maneuvering space, obstructions and nuisance vessels. The Oil Pollution Act, 1990 (OPA 90) was passed by the US Congress in the aftermath of 11 million gallon spill of crude oil in Prince William Sound, Alaska. The objective of OPA 90 was to minimize marine casualties and oil spills by addressing preventive, protective, deterrent and performance aspects of accidental oil spills. The arm of various regulations like double-hull tankers and vessel response plans extended to both US flagged and foreign-flagged tank vessels. The cost–benefit analysis of major regulations shows that the estimated costs exceed estimated benefits. We observe from USCG data on oil spills by size, by vessel type, Coast guard district and type of petroleum product that there have been significant reductions in the number and the quantity of oil spills. Our regression results show that the quantity of oil spilled increases with increase in oil imports but increases at a decreasing rate. The quantity of oil spilled decreases with increases in the domestic oil movements. Furthermore, percent of oil spills larger than 10,000 gallons also increases the potential quantity of oil spilled. OPA 90 has been a deterrent to accidental oil spills but the finding is not conclusive.  相似文献

Climate change has become an important political priority in the environmental field, and beyond. To revert the increase in the Earth’s temperature, developed country parties to the Kyoto Protocol committed to limit their greenhouse gas emissions. The 15 Member States that made up the European Community in 1997 have a combined reduction target of 8% in CO2-equivalent emissions in the period 2008–2012 compared to 1990. The role of soil, both as a source and a sink for carbon, is particularly important. How can soil organic matter be maintained or increased? There is no single answer, and a broad range of options need to be explored. Among the different measures proposed, the promotion of organic input on arable land (crop residues, cover crops, farm yard manure, compost, sewage sludge) has been mentioned. The challenge is to ensure that organic wastes of good quality are used to increase soil organic matter in carbon depleted soils and that appropriate monitoring is established. On the waste management front, the European Commission intends to produce guidance for Member States on the management of biowaste that will take into account all related environmental issues, including soil aspects. As for monitoring, the European Commission has put forward legislation according to which Member States would have to identify the areas at risk of soil organic matter decline in their national territory. Such legislation should be regarded as a major step forward for Europe, as it would ensure a high level of soil protection across the Community. This development will have the potential to enable the kind of estimation, measurement or modelling of crop or grazing land management needed for accounting under Article 3.4 of the Kyoto Protocol.  相似文献

Almost everyone who has been involved in a site remediation project has seen schedules slip and costs escalate due to political pressure from the public or the press. While focusing on remediation technologies and containment techniques to control costs, many organizations have neglected a major cost driver—public opinion. This article examines community relations from the perspective of an organization trying to control costs during a site remediation project. It details the strong correlation between the cost of a site cleanup and the level of public dissatisfaction and provides an organization with specific strategies on how to use proven communications techniques to lower costs. Examination of several case studies is provided, including a study involving a site in which community representatives actively worked to reduce project costs. It is clear that any responsible cleanup must be protective of public health and the environment. But it is becoming increasingly apparent that wise allocation of available resources has a profound effect on the program's ability to ensure public and environmental safety. In many cases, it has been proven that some costly cleanups—for example, involving excavation—sometimes actually increase risk by creating an exposure pathway where none existed before. In turn, such cleanups waste resources that are needed elsewhere. The challenge in dealing with this complicated issue is to help stakeholders understand the true ramifications of the choices that are faced at each site. If these stakeholders feel uninformed, powerless, or excluded from the process, it is likely that they will be unable to enter a productive discussion. The community relations programs outlined in documents such as a Superfund guidance can be helpful in familiarizing the community with site-related issues and with gathering public input. These activities act as a baseline for the programs discussed in this article. However, existing programs are not focused on providing a strategic advantage in reaching cleanup solutions and balancing health and environmental considerations with economic considerations.  相似文献

Recent European environmental legislation (the Water Framework Directive, the Environmental Liability Directive, and the REACH Regulation) should provide better protection of terrestrial water bodies but their focus is on the more conspicuous pollutants, as opposed to the large number of xenobiotic micro-pollutants that are increasingly being detected in the urban water cycle. The development of Drinking Water Safety Plans (DWSPs), as promoted by the World Health Organization, utilises a proactive risk assessment—risk management approach that necessarily should include micro-pollutants, although currently in the UK micro-pollutants have largely been ignored. The generic assessment of the risks posed by micro-pollutants is proposed and will require a consensus on analytical screening methods, sampling points and frequencies, and a method for prioritising concern, and would enable DWSPs to take fuller account of the risks posed.  相似文献

In Russia in 1950–1960 solutions for the localization and storage of large volumes of liquid radioactive waste produced during defensive tasks were accomplished using natural and man-made water objects. At present, they are non-isolated from the environment and radioactive waste storage facilities constitute a serious potential menace. These objects are not allowed by the current legislation of the Russian Federation on environmental protection and safety. However, they do exist and there are no definite and approved engineering solutions regarding their removal. One of these objects is the Techa Cascade of Reservoirs (TCR) of the Mayak plant. In this article, TCR protection requirements are based on and formalized taking into account the legislation of the Russian Federation and the biospheric approach to the radiation protection of humans and the environment. Special safety requirements are needed because the standard argument “from human exposure to discharge standards” is invalid owing to the fact that the possibility of using water objects that have had contact with the TCR is restricted by law.  相似文献

The conflict experienced in Turkey between adequate legal and legislative arrangements with weak capabilities of policy implementation and enforcement is a typical scenario experienced in developing countries. The difficulties faced in environmental management is increased by funding issues. Although environmental management is directly influenced by problems associated with the distribution of public funds, lack of funding is not the sole reason responsible for the mismanagement of resources. The paper seeks to answer whether the lack of funding allocated to ameliorate environmental degradation and pollution is the main reason for an environmental crisis situation in Turkey. Turkey needs to ensure implementation of the basic obligations stated in its environmental policy with respect to national and international issues. Specific obstacles Turkey needs to overcome for more effective environmental management will be examined within this context.  相似文献

The Superfund Innovative Technology Evaluation (SITE) program is a program mandated by Congress through the 1986 Superfund Amendments and Reauthorization Act (SARA). The original Superfund allowed no provisions for research and development of needed remediation technologies. Problems arose when the demand for involved, complex treatment could not be met by the traditional contain, haul, and dispose process that hazardous waste handlers had become familiar with. In response to the increasing complexity of hazardous waste site remediation, SARA called for an “Alternative or Innovative Treatment Technology Research and Demonstration Program.” As a result, EPA's Office of Solid Waste and Emergency Response and the Office of Research and Development established the SITE program. Boosting of eco-innovative solutions for End of Life Tyres (ELTs) management, under the principles of the EU Resource Efficiency Roadmap and the Waste Framework Directive, can not only diminish the environmental hazards and the consequent societal cost, but also result to the establishment of a novel perception regarding ELTs; thus, a valuable stock of resources that can be exploited. Despite the extensive scientific research of the previous years on ELTs depolymerisation via pyrolysis highlighting its eco-innovative characteristics, the use of pyrolysis to process scrap tyres has not yet achieved a broad commercial success, with economic viability and product standardization to constitute the primary impediments. More specifically, pyrolysis was not applied to an extensive industrial scale so far, due to deficient market analysis, legislative barriers, economic instability and sometimes public acceptance. All the above issues are addressed by the present study. Modifications on current EU legislation can prevent or reduce delays or derailment of efforts on pyrolysis, through its differentiation from incineration. The attainment of economic viability could be realized through the valorization of the pyrolytic char towards activated carbon production for environmental depollution applications; needless to say, the penetration on niche and well-organised markets is more than essential.  相似文献
