This article investigates structural and informal institutional design variables to account for civil society actors’ views on the political representation of local environmental interests in the national polity. It does so by linking literature on institutional design and place-based environmental advocacy to a case of large scale infrastructure development in the national interest. The case study concerns the proposal for a national high speed rail network (“HS2”) in the United Kingdom, which is heavily opposed locally based on its expected adverse impacts. Through fieldwork research on protest against HS2 in an area of high landscape value, it has been found that local actors perceived specific institutions to structurally under-represent interests associated with environmental conservation, compounded further by an informal style of doing politics. The paper recommends that the environmental management and planning literature turns to institutional explanations to make insightful the dynamics of defending the local interest in the national sphere.  相似文献

Characteristics of urban natural areas and surrounding landscapes were identified that best explain winter bird use for 28 urban natural areas in southern Ontario, Canada. The research confirms for winter birds the importance of area (size) and natural vegetation, rather than managed, horticultural parkland, within urban natural areas as well as percent urban land use and natural habitat in surrounding landscapes. Alien bird density and percent ground feeding species increased with percent surrounding urban land use. Higher percent forest cover was associated with higher percentages of forest, bark feeding, small (<20 g) and insectivorous species. Natural area size (ha) was related to higher species richness, lower evenness and higher percentages of insectivorous, forest interior, area-sensitive, upper canopy, bark feeding, and non-resident species. Higher number of habitat types within natural areas and percent natural habitat in surrounding landscapes were also associated with higher species richness. Common, resident bird species dominated small areas (<6.5 ha), while less common non-residents increased with area, indicative of a nested distribution. Areas at least 6.5 ha and more generally >20 ha start to support some area-sensitive species. Areas similar to rural forests had >25% insectivores, >25% forest interior species, >25% small species, and <5% alien species. Indicator species separated urban natural areas from rural habitats and ordination placed urban natural areas along a gradient between urban development and undisturbed, rural forests. More attention is needed on issues of winter bird conservation in urban landscapes.  相似文献

Conservation discourses in the last decade have witnessed a radical shift in the conceptualisation of nature. The imagery of a pristine nature has been replaced by a growing recognition of culture and place-based attachments as emerging frontiers of conservation. Yet, the complexities of place and culture call for a greater reflection on cultural approaches to natural resource management. In this paper, I argue that the cultural discourses in conservation policies are largely global in nature and conflict with a community's understanding of a local cultural tradition. The notion of the global closely relates to a global framing of an environmental problem that glosses over cultural specificities. On the other hand, local is defined here in materially specific terms that highlight the role of history in shaping environmental traditions. I examine these contradictory framings through a narrative of conservation, displacement, and cultural loss in a US rural community known as Land Between the Rivers.  相似文献

This paper examines the value residents place on public parks in a mid-sized urban area. The analysis makes a direct contribution to the literature by examining the extent to which spatial and neighbourhood context is related to the house price premium or discount associated with public recreational opportunities, natural resource areas and urban greenways. The analysis shows that the value of public parks and greenways varies across space, neighbourhood context and park type. Community area fixed-effects are included to bolster the findings. The findings indicate that park and greenway investment should be planned and managed contextually in urban areas. Park planners can use these findings to inform public policy debates over park investment and, perhaps, support efforts focused on comprehensive neighbourhood planning.  相似文献

The quest for sustainable communities might be fostered by a new ‘place-based’ governing approach that engages civil society and other actors in local decision-making processes. In Canada, lessons can be learned from the establishment and maintenance of biosphere reserves by networks of local communities of interests and other organisations. Biosphere reserves are created to promote conservation, biodiversity and sustainable livelihoods. Municipal and public participation in these reserves can be encouraged, promoting a local sense of place as well as sustainable community and regional development. An examination of two Canadian biosphere reserves, Riding Mountain and Long Point, illustrates how local governments and these reserves might assist each other in their mutual goals of long-term sustainability while offering a worthwhile model of local collaborative, place-based governance.  相似文献

This paper investigates the interconnections between sense-of-place dimensions across different geographical scales. While existing knowledge on sense of place has demonstrated that place meanings rest at various scales, little attention has been devoted to exploring how sense-of-place dimensions at different geographical scales can be interconnected in forming a multi-scalar construction of place meanings. In this paper, we approach this under-theorization of multi-scalarity of sense of place by looking at urban migrants’ sense of place at two geographical scales - a community culture center and the city of Guangzhou, China. In so doing, we also contribute to the scholarship on Chinese urban migrant, particularly in terms of how urban migrants reestablish their psychological connections with place of destination through specific place experiences. Our research methodology combines both quantitative (structural equation modeling analysis with 104 questionnaires) and qualitative (12 in-depth interviews) approaches. Quantitative study reaches a structural model that has not been observed by existing research, while qualitative data provide strong empirical evidence in support of the statistical relations in the structural model. Major findings in this research include: 1. at the scale of culture center, place dependence contributes strongly to both place identity and place attachment, while the latter two dimensions can be seen as parallel constructs; 2. at the scale of Guangzhou, place dependence is a dimension independent of both place identity and place attachment, and on the other hand, it is place identity that has a strong impact on place attachment; 3. migrants’ place dependence on the culture center significantly influences their place identity to Guangzhou, which further contributes to the migrants’ place attachment to the city. Although the scope of this research is limited in its sampling and research location, the empirical evidence in this paper provides a basis to argue that the construction of sense of place involves the working of sense-of-place constructs at various geographical scales. Particularly, we also argue that connecting different places across geographical scales requires a delicate network that involves various sense-of-place constructs that work both within and across scales.  相似文献

The monetary assessment of biodiversity measures the welfare damages brought by biodiversity losses and the cost-benefit analysis of conservation projects in a socio-economic context. The contingent valuation method could include motivational factors to strengthen economic analysis of nature conservation. This study analyzed Guangzhou residents’ motivations and willingness-to-pay (WTP) for an urban biodiversity conservation program in the National Baiyun Mountain Scenic Area (BMSA). The peri-urban natural site, offering refuge to some endemic species, is under increasing development pressures for recreational and residential use. A questionnaire survey was conducted in the Guangzhou metropolitan area during June to October 2007. We interviewed face-to-face 720 stratified sampled households to probe residents’ attitudes towards the city’s environmental issues, motivations for urban nature conservation, and WTP for biodiversity conservation. Principal component analysis identified five motivational factors, including environmental benefit, ecological diversity, nature-culture interaction, landscape-recreation function, and intergenerational sustainability, which illustrated the general economic values of urban nature. Logistic regression was applied to predict the probability of people being willing to pay for the urban biodiversity conservation in BMSA. The significant predictors of WTP included household income and the factor nature-culture interaction. The median WTP estimated RMB149/household (about US$19.5/household) per year and an aggregate of RMB291 million (approximately US$19.5/household) per year and an aggregate of RMB291 million (approximately US38.2 million) annually to support the urban conservation project. Including public motivations into contingent valuation presents a promising approach to conduct cost-benefit analysis of public projects in China.  相似文献

ABSTRACT

In this article, we deploy the loosely bounded phenomenon of “urban green communities” – in the shape of urban gardening, beekeeping, food collectives, biodiversity enhancement, tree planting and kindred citizen-based group practices towards urban greening – in order to probe the wide variations in modes of civic engagement with urban sustainability politics. As such, we explore the conceptual gaps opened up in-between everyday lifestyle politics, green social movements and critiques of neoliberal urban political economies, by leveraging a novel and fine-grained conceptualization of civic and place-based material participation built from pragmatic sociology. The work of Laurent Thévenot on regimes of engagement, in particular, allow us to trace translations in-between the familiar attachments and the public critiques undertaken by urban green communities in ways that expand the frame on socio-material politics relative to current research conversations. Empirically, we leverage this re-conceptualization as part of a comprehensive digital mapping exercise set in Denmark, in which we trace core patterns and differences in modes of urban-green politics at the level of everyday citizen practices and group interaction styles across a diversity of urban green communities. Having identified six such civic modes of urban greening and specified their group styles of engagement, we end by discussing the implications of our findings for questions of care, justice and democracy in sustainable city-making.  相似文献

The climate change literature emphasises the importance of geographical understanding for guiding adaptation, in which “place” perspectives are particularly significant. After “scale”, the term “place” within the climate change adaptation literature is most often implicitly used in reference to a delineated and localised region, such as place-based risk assessment or place-based adaptation planning. Here, we use a case study of the Australian island-state of Tasmania to demonstrate the importance and particularity of place in the formation of climate change adaptation issues, problem definition and framing, and the dynamics of knowledge and praxis development across a range of research and industry sectors. We describe the significance of the place Tasmania with regard to its geographical location; its portrayal as an island place; and its cultural meaning and relations. Through a synthesis of climate change adaptation research, policy literature and engagement with researchers and stakeholders, we identify three emergent thematic place characterisations of Tasmania. We find that these characterisations have contributed directly or indirectly to the: initiation and extent of research and practical activities; the framing of adaptation issues and perspectives on potential adaptation responses in different sectors including the marine biodiversity and resources sector, small business and human health sectors. Exposing these influences is essential for focusing future adaptation activities, including research, planning, investment and practice, in Tasmania and other locations where place is a central issue.  相似文献

ABSTRACT: Literatures on price‐based urban water conservation and on market‐based mechanisms to manage natural resources suggest that market‐based management of urban/suburban water use may be feasible. A market‐based proposal that emerged from a water shortage on California's Monterey Peninsula is presented. In the proposal, conservation incentives arise both from an ability among end‐users of water to reduce consumption and sell use‐rights to water, and from a penalty price for consumption in excess of one's use rights. The amount of water associated with use rights is capped and varies according to hydrological, meteorological, ecological, and other criteria. Requirements for further study of the proposal are listed, and the role that similar market‐based mechanisms could play in urban water management is discussed.  相似文献

Los Angeles has a long history of importing water; however, drought, climate change, and environmental mitigation have forced the City to focus on developing more local water sources (target of 50% local supply by 2035). This study aims to improve understanding of water cycling in Los Angeles, including the impacts of imported water and water conservation policies. We evaluate the influence of local water restrictions on discharge records for 12 years in the Ballona Creek (urban) and Topanga Creek (natural) watersheds. Results show imported water has significantly altered the timing and volume of streamflow in the urban Ballona watershed, resulting in runoff ratios above one (more streamflow than precipitation). Further analysis comparing pre‐ vs. during‐mandatory water conservation periods shows there is a significant decrease in dry season streamflow during‐conservation in Ballona, indicating that prior to conservation efforts, heavy irrigation and other outdoor water use practices were contributing to streamflow. The difference between summer streamflow pre‐ vs. during‐conservation is enough to serve 160,000 customers in Los Angeles. If Los Angeles returns to more watering days, educating the public on proper irrigation rates is critical for ensuring efficient irrigation and conserving water; however, if water restrictions remain in place, the City must take the new flow volumes into account for complying with water quality standards in the region.  相似文献

ABSTRACT

Sustainability has emerged as a central concept for discussing the current state of the human-environment system and planning for its future. To delve into the depths of sustainability means to talk about ecology, economy, and equity as fundamentally interconnected. However, each continues to be colonised by normative epistemologies of ecological sciences, neoclassical economics, and development, suggesting that with enough science and development, a more equitable sustainability is achievable. In our analysis, place emerges as an alternative epistemology through which to analyze sustainability. Place exists at multiple spatial and temporal scales, understood through direct observation of boundaries, processes and patterns, phenomenologically through individual experience, and as a complex hybrid: always emerging through interactions among individuals and institutions. Despite the ubiquity of place in the socio-ecological literature, the complexity of place in relation to sustainability is under-theorised, and in as much as sustainability happens or does not happen in real places rather than in policies and models, a place-based sustainability framework is necessary to move forward. To address this gap, we developed the emplacement framework, consisting of four domains: displacement, misplacement, replacement, and emplacement. Each domain is dynamic, constructing place as praxis, and reframing sustainability as a site of collective inquiry and choices. Our goal is to facilitate the active and on-going practices of place-based research and engagement among scholars, activists, and other community members by providing a structure for transdisciplinary dialogue and the application of transdisciplinary research to enable better decision-making.  相似文献

Home to some of the tallest buildings in the world, the urban landscape of Chicago announces itself long before visitors can reach it. This first impression is presently being contradicted by the implementation of an 80 937 ha ecological restoration in the city's greater metropolitan area. Using these projects as a case-study, the objective of this analysis is to understand the integration of environmental conservation efforts into urban life, exploring the viability of a model for combining urban renewal and environmental restoration. Controversies surrounding the Cook County Forest Preserve project familiarize us with some of the difficulties encountered in the science, policy and politics of urban ecological restoration projects. Though the city's urban and environmental history provides clues to precedents and structural opportunities for restorationists, it has not eliminated the doubts of those favouring conservation. However, the case shows that, while controversy may be a burden, it need not end initiatives for urban and environmental planning. Moreover, these controversies can be opportunities for an institutional learning and policy adaption process.  相似文献

Recent “green” planning initiatives envision food production, including urban agriculture and livestock production, as desirable elements of sustainable cities. We use an integrated urban political ecology and human–plant geographies framework to explore how foraging for “wild” foods in cities, a subversive practice that challenges prevailing views about the roles of humans in urban green spaces, has potential to also support sustainability goals. Drawing on research from Baltimore, New York City, Philadelphia, and Seattle, we show that foraging is a vibrant and ongoing practice among diverse urban residents in the USA. At the same time, as reflected in regulations, planning practices, and attitudes of conservation practitioners, it is conceptualised as out of place in urban landscapes and an activity to be discouraged. We discuss how paying attention to urban foraging spaces and practices can strengthen green space planning and summarise opportunities for and challenges associated with including foragers and their concerns.  相似文献

Adaptation planning at the community level takes on various forms. It generally involves a process of defining climate impacts, vulnerabilities, and actions that can build community resilience. Typically, these processes rely on climate experts and policy-makers to define what is at risk, and therefore what is worthy of investment and protection. Emerging approaches to community-based adaptation-planning advocate for stronger community control over these processes. Drawing on a place-based approach to adaptation, this paper examines place meaning as a co-constructed process. It explores how this process shapes opportunities for community-based climate action in Churchill, Canada. Results indicate that community members acknowledge many competing threats to their sense of place, and suggest that this competition may reduce the perceived need to prioritise climate action to protect connections to place. Results also reveal a concern among community members that local place identity has been appropriated for economic gain, which may further reduce the drive to act in protection of an already exploited sense of place. Overall, findings support calls to adopt place-based perspectives to enhance the capacity of adaptation planning to understand local needs, values, and levers for action.  相似文献

We examined the prevalence of residential development that occurs with consideration of the natural features of the site, known as conservation design, within county-level planning jurisdictions across Northern Indiana. Using data from telephone interviews with representatives of planning departments, jurisdictions were ranked based on reported use of conservation design. Three categories of use emerged from the data: no use, use of individual practices associated with conservation design, and integration of multiple conservation design practices. Qualitative data analysis revealed that conservation design practices were not being used widely and, when used, were often used to fulfill stormwater requirements. Statistical analysis, using data from interviews, spatial data sets, and the U.S. Census Bureau, identified several significant positive predictors of the levels of conservation design use including conversion of forest or agricultural land cover to urban uses and education levels in the jurisdiction. Many of the interviewees noted that agricultural land is perceived to meet open space needs within their counties. Given that agricultural land does not fully meet all ecosystem needs, education about the benefits of other types of open space is suggested.

ABSTRACT

British cities and residential suburbs were originally developed under a modernist growth logic: separating home from work, with little concern for energy use. But recent political and social priorities such as climate change and energy security have created an imperative to reduce domestic energy use, with many existing dwellings rendered “obsolete” on account of their poor energy efficiency. This precipitated a need to develop domestic retrofit – the modification of building fabrics and systems to improve their energy efficiency – as an urban infrastructure. The UK Government responded in 2011 with policies such as the “Green Deal”, through which coalitions of actors in cities including local authorities, voluntary sector organisations and private businesses were encouraged to experiment with place-based retrofit. This paper examines the challenges and effects of developing a domestic retrofit infrastructure in a North London borough under particularly challenging policy conditions. We develop a hybrid framework for understanding the process and product of this place-based experimentation and through this we ask two questions: 1. How did both local and national conditions enable and limit the development of this infrastructure? 2. Was the emerging urban infrastructure functional and equitable? In Haringey’s case, a strong local political agenda positioned retrofit as a development opportunity and vehicle for reducing inequality, but national priorities around market-making and technological fixes dominated emerging responses. Whilst Haringey’s efforts in a difficult policy context did result in retrofits and improvements to around a thousand properties, the emerging infrastructure of retrofit services was incomplete, inequitable and temporary.  相似文献

Although human presence is one of the main characteristics of the Mediterranean identity since ancient times, a false dialectic between conservation and social-economic development has emerged in recent decades. On the one hand, an economic growth policy is taken as the paradigm of social-economic development; on the other hand, there is a multi-scale conservation policy, in which natural protected areas, as patches of preserved nature, are used as one of the main tools to deal with the challenge of sustainability. The Mediterranean Basin is the habitat of many unique species and one of the 25 main biodiversity hotspots in the world, and as a consequence a strong conservation policy has been used to protect environmental values. At the same time, Mediterranean countries are deeply involved in promoting strong economic growth policies, which are not always compatible with environmental ones. In this paper, Spain has been studied as one model of this situation. Due to political reasons, Spanish economic growth and conservationist policies were pursued together during the last 20 years. As a result, Spain owns one of the largest networks of natural protected areas in Western Europe, and at the same time it has experienced one of the strongest periods of economic growths in the European and Mediterranean context during the 1980s and 1990s. An historical series of resource use in five annual periods in the last 20 years of conservation policy, and the effects on the preservation of natural capital have been investigated by means of the eMergy (spelled with an 'm') synthesis approach, which was used to characterize the flow of environmental services supplied by ecosystems, but not in monetary terms. This study shows that Spain is becoming less self-sufficient and more inefficient in resource use, comprehensively measured in eMergy terms. A large part of Spain's economy depends on imported goods and services, and most economic activities are based on tourist services and associated construction, which promotes intensification in the urban use of the territory and more intense environmental impacts and resource use intensification of those countries supplying the raw materials. The consequence is a decoupling of the Spanish economy from local environmental services and the increase of Ecological footprint of Spain, measured by means of eMergy-based indicators. In spite of the increase in number, area and associated budget of the natural protected areas and other conservation measures, the general sustainability of the nation is decreasing.  相似文献

The primary objective of planning in protected natural areas should be the conservation of their inherent natural values. With this idea in mind, a proposal of an objective method for the environmental planning of a protected natural area is presented. The method used was principal components analysis, a multivariate analysis technique that integrates the natural value and the state of conservation (the degree of alteration due to human activity) of the main characteristics of the environment. The method is applied to the specific case of a protected natural area in the Comunidad de Madrid (Madrid Autonomous Region), Spain.  相似文献

Abstract: Landscape water conservation is an important issue for municipalities throughout the Western United States, and especially in Utah as rapid growth strains existing water supplies. We conducted interdisciplinary research in Layton, Utah, that aimed at understanding patterns of landscape water use among households and businesses. The research project involved three basic tasks. First, a landscape “water budget” was developed by producing a calibrated and classified mosaic of landscape type and area from airborne multispectral digital imagery, integrating this information with Layton City parcel boundary data to determine landscape vegetated areas per lot, and estimating irrigation needs derived from reference evapotranspiration (ETo) obtained using weather data for the Salt Lake City metropolitan region. Second, utilizing Layton water billing data, water use for each household and business was identified and categorized as “conserving,”“acceptable” or “wasteful” by determining how much the water applied varied from actual landscape plant need. Third, surveys were administered to a random stratified sample of households and businesses in the study area to investigate various factors that were hypothesized to be predictive of wasteful watering practices. This paper primarily focuses on analysis of the household and business survey data, which explores factors affecting urban landscape water use from a human behavioral perspective. We found that the most significant factors predicting actual water use were the type of irrigation system and whether the location was a household or business. Attitudinal and motivational characteristics were not consistently associated with water use. We found that wasteful watering is the result of many factors embedded in the complex context of urban landscapes. This implies that water conservation programs should identify potential wasteful users through analyses of water billing data and direct water conservation measures at these users by focusing on site‐specific evaluations and recommendations. Water audits or water checks are one such tool that some communities have employed to help people understand and assess the quantity of water needed by and applied to their landscapes. This approach provides an opportunity to evaluate situational constraints at particular locations and design appropriate strategies for reducing water waste.  相似文献
