Sustainability principles are at the forefront of regional planning. In Hawaii, the movement toward “sustainability” gave way to revisiting the State Plan. This paper uses a case study of the Hawaii 2050 Sustainability Plan (Hawaii 2050) to illustrate how adopting popular notions of sustainability, without critical examination of how the respective policy frames diverge or interrelate, can lead to “tautological traps.” In the case of Hawaii 2050, the “triple-bottom-line” (embedded within sustainable development) became the dominant sustainability frame during the solicitation of public input and was thus used to guide the planning discourse. The application of triple-bottom-line concepts at the level of policy and planning led to a process that polarized economic and environmental interests. While the goals of sustainable development and the use of triple-bottom-line concepts are useful for planners, we argue that they should be applied within the parameters of ecological sustainability in a US regional context, lest resulting plans continue to allow the momentum of development to override ecological concerns.  相似文献

Sustainable development is a ubiquitously used concept in public decision-making: it refers to an ideal vision of global society where human development and environmental quality go hand in hand. Logically, any decision-supporting process aiming at facilitating and steering society toward a sustainable future then seems desirable. Assessing the sustainability of policy decisions is, however, influenced by what sustainable development is believed to entail, as different discourses coexist under the umbrella of the sustainable development meta-discourse. This paper proposes a typology of sustainable development discourses, and, subsequently, applies a discourse-analytical lens on two practical cases of sustainability assessment in different institutional and geographical contexts (in Belgium and in Benin). The results indicate that sustainability assessments tend to be influenced mainly by the consensual ‘sustainable development as integration’ discourse, while also providing a forum for dialogue between different discourses. The results shed light on context-specific discursive and institutional dynamics for the development and application of sustainability assessment. Acknowledging these dynamics as well as sustainable development’s inherent interpretational limits can lead to an improved use of sustainable development as a decision-guiding strategy.  相似文献

One of the most important and yet difficult challenges that modern societies face is how to mobilize science and technology (S&T) to minimize the impact of human activities on the Earth’s life support systems. As the establishment of inter-disciplinary education programs is necessary to design a unified vision towards understanding the complexity of human nature, the Research Institute for Sustainability Science (RISS) launched a new program on sustainability science in April 2008. The program expects to address the issue of how to use knowledge more effectively to understand the dynamic interactions between nature and human society. This paper first offers an overview of international and Japanese initiatives on sustainability education in which we highlight the uniqueness of the attempt by the Integrated Research System for Sustainability Science (IR3S). The paper then introduces the RISS program for sustainability science, addressing the principles and curriculum design of the program. The paper discusses the main problems and constraints faced when developing the program, such as institutional barriers in building a curriculum and obtaining cooperation from faculty. To challenge these barriers and limitations, the RISS uses the program as a platform to disseminate the idea of sustainability science across the university. This attempt helps us to obtain the continuing cooperation necessary to improve and maintain the program.

Coastal Regulations in India are traced back to the UN Conference on Human Environment, held in Stockholm in 1972. The Environment Protection Act (EPA) 1986 was enacted to implement India’s commitments as a signatory. The Coastal Regulation Zone (CRZ) Notification of 1991 was made under the provisions of the EPA in order to protect coastal environments and social and livelihood security of fishing community. This paper assesses the effects of CRZ rules and violations in the Mumbai Metropolitan Region, which has experienced tremendous growth due to the rapid industrialization and urbanization. This process has led to the destruction of mangroves and other important species of fish which play a crucial role in sustaining the coastal ecology and urban biodiversity; high population density and uneven growth have exacerbated adverse environmental and socioeconomic consequences. The Koli (fishing community) in this region faces huge problems of survival and sustenance in small-scale fishing, due to the rampant commercial fishing by big trawlers and large-scale dumping of waste materials by the industries surrounding the vicinity into the sea. In small but significant ways, the fishing communities through their traditional commons-based resource management and livelihood systems protect the coastal ecology and help the cities in reducing their carbon footprints. On the basis of primary field research in Thane–Mulund Creek Bhandup, Chimbai, and Sewri, this paper attempts to assess CRZ violations taking place on coastal areas and is causing damage to the coastal ecology. The research specifically has focused on the particular fishing-related activities and spaces—such as: jetties, parking of boats, access to sea, weaving and drying of nets, landing grounds, drying and cleaning of fish that are more affected by encroachment of seashore area and by CRZ rules violations. It evaluates the actions taken by Maharashtra Coastal Zone Management Authority and Bombay Municipal Corporation while implementing rules and making Integrated Coastal Zone Management plan for management of marine environment. It raises broader issues relating to the contradictions and complementarities involved in ICZM plans vis-a-vis management of biodiversity, within a larger context of rapid urbanization and demands for real estate growth. The paper argues that urban biodiversity management requires clear valuation of the long-term ecological and socioeconomic benefits of sustenance of coastal ecology and related livelihoods.  相似文献

Drylands (41 and 35% of global land and population, respectively) have the lowest biological productivity of any ecosystem, contain populations with the highest growth rates on earth, and share a significant fraction of global poverty for which desertification is implicated. A global assessment of the available information indicates that the inherent low productivity of drylands, when combined with other adverse factors, can generate poverty. It additionally indicates that while the drylands may exist in a locally stable and sustainable state, this is readily destabilized by non-linear, threshold-crossing transitions to an alternative steady-state leading to desertification, poverty and conflicts. The “desertification paradigm” (human and climatological pressures driving overexploitation of land resources, leading to desertification, poverty and reduced security) is challenged by its “counter-paradigm” (adversity elicits innovation, leading to ingenuous solutions for avoiding desertification). But the latter does not account for the inevitability of continued and increasing pressure on the finite dryland resources, expected to be further exacerbated by a globally increasing need for agricultural land. A companion paper points out that this situation can be avoided by reducing dependence on land productivity, through adoption of “alternative livelihoods.” These livelihoods, while economically advantageous, reduce pressure on land resources.  相似文献

The most important driver for management is successful business that increases its value to shareholders. The adoption of environmentally responsible business practices can open up an additional range of opportunities for companies, for example by improving material efficiency. The choice to improve environmental performance of a company tends to also improve its financial performance. In this paper, our aim is to study the value of sustainability in process and mining industry from the perspective of interest groups such as investors, customers and the public, by using case examples. Interviews and workshops were employed to investigate whether or not investors and customers are interested in sustainability in the process and mining industries. We also illustrate how easy it can be to jeopardize corporate reputation through. The present situation and challenges faced in bringing sustainability into everyday business practices are summarized and proposals made concerning ways to achieve increased sustainability.  相似文献

The science of sustainability has inevitably emerged as a vibrant field of research and education that transcends disciplinary boundaries and focuses increasingly on understanding the dynamics of social-ecological systems (SES). Yet, sustainability remains an elusive concept, and its nature seems unclear for the most part. In order to truly mobilize people and nations towards sustainability, we place emphasis on the necessity of understanding the nature, cost and principles of ‘visioneering’—the engineering of a clear vision. In SES, purpose is the most important pillar, which gives birth to vision—the key to fulfilling the systems’ mission. Such a systems perspective leads us to redefine resilience as jumping back to the original purpose, for which SES do not necessarily retain the same structures and functioning after disturbances. A sustainable future will require purpose-driven transformation of society at all scales, guided by the best foresight, with insight based on hindsight that science can provide. Visioneering with resilience-based systems thinking will provide communities with a logical framework for understanding their interconnections and purposes, envisioning a sustainable web of life, and eventually dancing with the systems.  相似文献

Industrial ecology is a relatively new field of research and academic study and is well established in North America and in several Asian countries. However, it has not yet received the attention it deserves in some other important parts of the industrialized world, including Germany. This paper may contribute to a better appreciation of industrial ecology as a tool in the process of sustainable development of economies, social systems, and of aquatic and terrestrial biotopes under the pressure of rapidly changing conditions triggered by global warming and urban growth. For this reason, methods are needed to quantify the successful application of industrial ecology measures. The “Integrated Sustainability Triangle” is introduced as a promising new possibility of quantification and monitoring. It enables justification of the contributions industrial ecology can make to sustainable development. The aggregation of individual economic contributions is assumed to create an overall impetus to the entire industrial sector including the sector of environmental engineering. Thus, the potential of industrial ecology is discussed from the macro-economic and the engineering perspective using the concept of sustainable development as a guiding principle. But the authors come to the conclusion that finding solutions to the pressing problems of our time requires more than collaboration of economy and engineering. It requires joint efforts of the whole spectrum of scientific disciplines in close collaboration with industrial and political stakeholders.  相似文献

The purpose of the paper is to assess the inclusion of social sustainability in the decisions of supply chain in multinational manufacturing organisations in India. Indian organisations are resorting to sustainability-based reporting for greater transparency and for creation of brand value for their organisations. There are tremendous economic upheavals and changes across the complete value chain, and thus, responsible business practices are becoming a necessity for the long-term survival of organisations. Sustainability, as a strategy, is responsible utilisation of resources and is reported through social, economic and environmental factors in an organisation. For sustainability as a strategy, there has to be a complete organisational inclusion and employee engagement through decision making at operational levels along the value chain. The research paper is an empirical study done through a survey using a structured questionnaire to collect information to evaluate decision criteria particularly for social sustainability, from the middle and top level executives in Indian manufacturing organisations. Multinational manufacturing organisations in India are trying to be more responsible because of mandated CSR policy, and thus, sustainability through social factors is getting more prominence. A multiple linear regression analysis is used to explain the correlation and inclusion of social factors on the decision-making process in the supply chain of multinational manufacturing organisations in India. This study reveals that decision making in the supply chain of multinational manufacturing organisations in India specifically in manufacturing industry is incorporating social sustainability. The study highlights that decision making involving social sustainability needs larger frameworks for organisational preference. While the study provides evidence of social sustainability-based practices in multinational manufacturing organisations in India, it does not deal with social sustainability practices. The study also has limitation as has been limited to organisations which follow sustainability practices and make disclosures through GRI framework.  相似文献

Using a modified Ecologically Sustainable Development (ESD) framework, this paper assesses progress towards sustainability over time with a case study of the demersal trawl fishery of Oman, which has been transformed and turned into the coastal fishery after the trawl ban. A multi-criteria decision analysis method is used for ranking the years and deciding on the best performing year under five alternative scenarios related to the core components involving humans and the environment. Under the environment component, the year 2001 stood out as the best across all scenarios. The combined results also echoed the same in four out of five scenarios. With reference to progress towards sustainability during the study period, no clear positive year-to-year trend was observed from the overall results. The analysis of the S2 scenario revealed that the closed fishing season during 1998–2001 yielded a positive spill-over effect on the local economy. The results from a comparative analysis indicated that the strengths (weaknesses) of the year 2001 were predominantly associated with the environment (human) component, and thereby, reflecting a comparatively higher conservation outcome in the year 2001. The findings from the comparative analysis would guide fishery managers in designing appropriate strategies for improving weaknesses of the preferred option and reducing the inter-scenario risk by combining positive features of the second-best option. The framework outlined in the present paper can be used to guide the sustainability assessment of other local fisheries (for instance, the lobster, abalone, and shrimp fisheries) including the recently developed coastal fishery.

While there is no single definition of sustainability, most would agree that it implies that a system is to be maintained at a certain level, held within certain limits. Sustainability denies run-away growth, but it also precludes any substantial set backs or cuts. This sustainability path is hard to reconcile with the renewal cycle that can be observed in most living systems developing according to their natural intrinsic mechanisms. Besides, since different human dominated systems are in significantly different states and stages of development, sustaining those states assumes maintaining social disparities in perpetuity. This creates a challenge in communicating the ideas of sustainability in different regions. Systems are parts of hierarchies where systems of higher levels are made of subsystems from lower levels. Renewal in components is an important factor of adaptation and evolution. But then sustainability of a system borrows from sustainability of a supra-system and rests upon lack of sustainability in subsystems. Therefore by sustaining certain systems beyond their renewal cycle, we decrease the sustainability of larger, higher level systems. The only way to resolve this contradiction is to agree that the biosphere as a whole with humans as one of its components is the only system which sustainability we are to seek. This paper focuses on identified challenges for sustainable development across various sectors and the actions needed by different institutions and individuals for the achievement of a sustainable path. For finding solutions that impede sustainable development, emphasis is given to collaborative, inter- and trans-disciplinary problem-solving approaches. The ‘ecological modernization’ view is based on the belief that science and technology will result in continuous improvement in human welfare, while the emerging postmodern ‘ecological paradigm’ also emphasizes harmony with nature and other actors. Global societies are in the midst of a number of challenges: (1) implementation of existing and new hard- and soft-law instruments, (2) the degradation of natural resources, (3) an inadequate global mechanism for handling environmental and social responsibilities by the international community, (4) an unbalanced distribution of wealth, locally and internationally, (5) unethical and unsustainable business practices, (6) consequent unethical and unsustainable consumer practices, (7) selective application of ethical principles by rich countries and (8) the absence of norms of good conduct by powerful and wealthy peoples pertaining to sustainable development. Governments, civil societies, academicians, indigenous peoples, communities, businesses and international organizations need to become engaged in the formulation and enforcement of environmentally and ecologically sound development policies along with relevant research, education, training, awareness and a change in social values as provided in the Earth Charter to support actions for sustainable development.  相似文献

Over the last decade, sustainability science has emerged as an interdisciplinary and innovative field attempting to conduct problem-driven research that links knowledge to action. As the institutional dimensions of sustainability science continue to gain momentum, this article provides an analysis of emerging research agendas in sustainability science and an opportunity for reflection on future pathways for the field. Based on in-depth interviews with leading researchers in the field and a content analysis of the relevant literature, this article examines how sustainability scientists bound the social, political and normative dimensions of sustainability as they construct research agendas and look to link knowledge to social action. Many scientists position sustainability science as serving universal values related to sustainability and providing knowledge that is crucial to societal decision-making. The implications of these findings are discussed with an eye towards creating a space for a more democratic and reflexive research agenda for sustainability.  相似文献

The recent development of infrastructure all around the world has resulted in an increasing trend of online examination in universities. The paper is an approach in theory and practical aimed at analyzing the feasibility of sustainable examination in four universities and its environmental impact reducing the paper use terming it as green examination. The paper studied the integration of sustainability through the use of computers and technology in the examination of the universities viz. King Khalid University (KKU), Saudi Arabia, Integral University (IU), India, Aligarh Muslim University (AMU), India, and The Hague University (HU), The Netherlands. The study has analyzed the trend of paper requirement, paper utilized and paper wasted in all the four universities. The environmental impact resulting from reduced paper use has been also analyzed. The feasibility of e-examination, its implementation and the implications has been undertaken in the study. The study concludes that the e-examination can almost make the examinations paperless and feasible in the four universities.  相似文献

This study estimates efficient nitrogen load reductions to the Stockholm archipelago, a Swedish coastal zone in the Baltic Sea, and compares these with politically determined and implemented nitrogen abatement programs. The region is relatively well equipped with necessary data, and a simple programming model is constructed. The results show a large divergence in efficient nitrogen reductions, mainly due to the divergences in benefit estimates from water quality improvements in the archipelago. However, the results need to be interpreted with caution due to all uncertainties related to predicting net values from changes in nitrogen load to a coastal zone. In spite of this, it is still of policy relevance to infer results which show that the politically determined target coincides with an efficient nitrogen reduction at relatively low benefit estimate, but that actual net benefits could be increased from a reallocation of abatement measures towards more low cost measures.  相似文献
