Reducing carbon leakage is one of the important reasons that was put forward by the EU for their border adjustment tax proposal.However,there are not many empirical evidences supporting significant carbon leakage in the EU carbonintensive industries.This paper applied the structural breakpoint test for the time series of import and export of cement,aluminum,and steel between EU and China.No significant structural changes were detected in the import and export of cement and aluminum.However,there proved to be two breakpoints,i.e.,2003 and 2008,in the import and export of steel,in which at the second point the overall level of steel import increased.Furthermore,Granger causality test was applied to the carbon price from European Climate Exchange and the import and export of steel.It was found that the carbon price was the Granger cause for the changes of steel import,but not the Granger cause for the export.The results of the study showed that the impacts of EU ETS on the EU carbon-intensive industries were limited.Among the three industries,partial evidence of carbon leakage was only found in the steel industry.Therefore,reducing carbon leakage could not serve as a convincing justification for border adjustment tax.  相似文献

It has been nearly 20 years since a working definition for “sustainable development” was put forward by the World Commission on Environment and Development. The concept endures in the mission statements and frameworks of action of various societal actors, including those of neighborhood associations, metropolitan development authorities, environmental ministries, and United Nations (UN) specialized organizations, to name a few. Yet many observers doubt that sustainable development is occurring in poor countries. This failure, the critics contend, stems from miserly transfers of foreign aid. The extent to which inadequate aid is to blame for poor environmental/developmental outcomes is an open question. But vocal demands for increasing aid to meet sustainable development goals come from many parts of society and are persistent. Exhortations for more aid to help poor countries are noble, perhaps even justifiable, but there are understandable doubts about the wisdom of transferring large capital and technical resources to countries that are slow to adopt needed institutional reforms. Aid without institutional reform is a recipe for wasted resources and donor fatigue. Worse, it may enhance inequities of wealth and power in recipient countries. There are few illustrations to draw on demonstrating how institutionally impoverished societies are affected when they are compelled to absorb massive aid inputs over a short period––a remedy suggested by some prominent aid experts. As a proxy, it is valuable to examine instances where swift macroeconomic changes, spurred by external investment and export-led growth, has occurred without significant institutional development. The case of Equatorial Guinea and its sudden oil riches is examined to discern whether, in the absence of meaningful institutional reform, rapid and profound increases in foreign direct investment and export income enable poverty alleviation and sustainable development.

Since electric vehicles (EVs) have been recognized as a technology that reduces local air pollution while improving transport energy security, they have been promoted in many countries. Yet, mainly due to their high costs, especially in the case of pure battery electric vehicles, and a lack of proper infrastructure, the use of EVs is still very limited. In this paper, some of the major barriers and the future challenges are discussed. The current problems are mainly attributed to two categories: (1) the battery performances and costs, as well as battery production including issue of material availability and (2) environmental benefits of EVs depending on the sources used for the electricity generation and their carbon intensity. The major conclusions are that (1) research and development with respect to batteries has by far the highest priority and (2) it has to be ensured that the electricity used in EVs is generated largely from renewable energy sources.  相似文献

China produces the largest amount of pork in the world, which emits the largest amount of greenhouse gases (GHGs). This paper calculates GHG emissions from China’s hog production at the provincial level using newly published emission factors. Empirical results show that GHG emissions from China’s hog production mainly respond to the scale intensity. Capital abundance and income contribute positively to GHG emissions from hog production. Pork trade increases GHG emissions from China’s hog production with a significantly direct effect, reduces GHG emissions through indirect technique effects.  相似文献

Mercury (Hg) is a global contaminant impacting even remote environments. In alpine watersheds, glacial meltwater is a source of Hg, which accumulated in glaciers during the 1960–1980 cooling cycle. The considerable variation observed for Hg exposure of alpine animals in proximal watersheds could result from differences among those watersheds in Hg loading from glacial meltwater. Alternatively, variation may be the result of hydrology, atmospheric Hg deposition patterns, or food web characteristics. To examine those possibilities, we measured Hg in ospreys (Pandion haliaetus), apex predators in 15 watersheds in western Canada. Mercury levels in feathers of nestlings increased with increasing modeled atmospheric deposition rates and decreased with lake size. In eggs mercury decreased with δ13C, an indicator of food web structure, and with pH and elevation. Thus, Hg levels in chicks were strongly associated with local patterns relevant when the chicks were growing (e.g. the period post-snow melt: Hg deposition, lake size) while Hg levels in eggs were weakly associated with local patterns relevant during the snow melt (elevation, δ13C), with the remainder of the Hg variation in eggs determined by other factors such as possible Hg accumulation by the adult elsewhere. Modeled atmospheric deposition from prevailing upwind locations including Asia, followed by runoff into small lakes, were related to Hg patterns in osprey, with little apparent role for recent melting of glaciers. Our study highlights the importance of physical patterns to the environmental chemistry of top predators.  相似文献

BackgroundSpatially resolved exposure models are increasingly used in epidemiology. We previously reported that, although exhibiting a moderate correlation, pregnancy nitrogen dioxide (NO2) levels estimated by the nearest air quality monitoring station (AQMS) model and a geostatistical model, showed similar associations with infant birth weight.ObjectivesWe extended this study by comparing a total of four exposure models, including two highly spatially resolved models: a land-use regression (LUR) model and a dispersion model. Comparisons were made in terms of predicted NO2 and particle (aerodynamic diameter < 10 μm, PM10) exposure and adjusted association with birth weight.MethodsThe four exposure models were implemented in two French metropolitan areas where 1026 pregnant women were followed as part of the EDEN mother–child cohort.ResultsCorrelations between model predictions were high (≥ 0.70), except for NO2 between the AQMS and both the LUR (r = 0.54) and dispersion models (r = 0.63). Spatial variations as estimated by the AQMS model were greater for NO2 (95%) than for PM10 (22%). The direction of effect estimates of NO2 on birth weight varied according to the exposure model, while PM10 effect estimates were more consistent across exposure models.ConclusionsFor PM10, highly spatially resolved exposure model agreed with the poor spatial resolution AQMS model in terms of estimated pollutant levels and health effects. For more spatially heterogeneous pollutants like NO2, although predicted levels from spatially resolved models (all but AQMS) agreed with each other, our results suggest that some may disagree with each other as well as with the AQMS regarding the direction of the estimated health effects.  相似文献

The study assesses green and blue water footprints (WFs) and virtual water (VW) trade in China under alternative scenarios for 2030 and 2050, with a focus on crop production, consumption and trade. We consider five driving factors of change: climate, harvested crop area, technology, diet, and population. Four scenarios (S1–S4) are constructed by making use of three of IPCC's shared socio-economic pathways (SSP1–SSP3) and two of IPCC's representative concentration pathways (RCP 2.6 and RCP 8.5) and taking 2005 as the baseline year. Results show that, across the four scenarios and for most crops, the green and blue WFs per tonne will decrease compared to the baseline year, due to the projected crop yield increase, which is driven by the higher precipitation and CO2 concentration under the two RCPs and the foreseen uptake of better technology. The WF per capita related to food consumption decreases in all scenarios. Changing to the less-meat diet can generate a reduction in the WF of food consumption of 44% by 2050. In all scenarios, as a result of the projected increase in crop yields and thus overall growth in crop production, China will reverse its role from net VW importer to net VW exporter. However, China will remain a big net VW importer related to soybean, which accounts for 5% of the WF of Chinese food consumption (in S1) by 2050. All scenarios show that China could attain a high degree of food self-sufficiency while simultaneously reducing water consumption in agriculture. However, the premise of realizing the presented scenarios is smart water and cropland management, effective and coherent policies on water, agriculture and infrastructure, and, as in scenario S1, a shift to a diet containing less meat.  相似文献

It is shown here that one burns 1 gallon of gasoline equivalent in fossil fuels to produce 1 gallon of gasoline equivalent as ethanol from corn. When this corn ethanol is burned as a gasoline additive or fuel, its use amounts to burning the same amount of fuel twice to drive a car once. Therefore, the fuel efficiency of those cars that burn corn ethanol is halved. The widespread use of corn ethanol will cause manifold damage to air, surface water, soil and aquifers. The overall energy balance of corn conversion to ethanol demonstrates that 65% of the input energy is lost during the conversion. Carbon dioxide sequestration by corn is nullified when corn ethanol is burned, and there will be additional carbon dioxide, nitrous oxides, and sulfur oxide emissions from the fossil fuels used to produce the ethanol. Australian resource-extraction industries—mining, fisheries and forestry—operate year-round in the natural environment with all three exposed to climate extremes and to long-term climatic change. However, the industries differ in terms of size, ownership and mobility. Although mining companies are ‘mobile,’ a commitment to a mine site makes them immobile at a location dictated by the presence of a mineral; forestry of natural and managed trees takes place in a specifically selected location that can be changed given a reasonably long time-frame and high financial investment; fishing is the last of the major hunting industries, and despite operating from fixed ports, fishers chase fish across the ocean. All three industries as employers and product providers seek a sustainable future under a changing climate but are subject to environmental variability that impacts on their activities. As each industry has historically dealt with and survived major climate impacts, they typically consider themselves to be resilient, although we illustrate in several case studies that recent climate variability significantly impacts productivity and current resilience is limited. Projected climate change and variability are likely to exacerbate impacts on these industries through new or intensified hazards. Although each industry performs risk management controls to minimize climate-related impacts, a new approach incorporating future climate projections in addition to historical experiences would better prepare each to reduce vulnerability to changing climate. We find that wholesale transformation may not be appropriate or necessary at this time for these industries, and in most cases anticipatory, incremental adaptation should be encouraged, while larger-scale changes are considered in the longer term. Additionally, to overcome some of the barriers and promote the drivers of adaptation, we suggest that a model of adaptive governance coupled with greater use of climate champions may be the most effective method for improving adaptation uptake in these industries.  相似文献

The nonionic biodegradation-resistant ("hard") alkylphenol ethoxylate (APEO) surfactants and their degradation products are known endocrine disrupting chemicals (EDCs). We report here the findings concerning the APEOs concentrations and homologic distribution profiles in Israel's estuarine and coastal zone seawater to serve as a case study. The concentrations in sewage-containing rivers, estuaries and 50-60-m offshore sea (Mediterranean) water were found to be 12.5-75.1, 4.2-25.0 and 0.9-2.6 microg/L, respectively. The corresponding homologic distribution profiles were found to be within the range of 1-10% each, somewhat skewing, as expected, towards the more toxic shorter-chain ethoxylates. Egg production by zebrafish, exposed to 75, 25 and 10 microg/L of a typical industrial APEOs was reduced up to 89.6%, 84.7% and 76.9%, respectively, between the 8th and 28th days of exposure. Apparently, there is a potential APEOs-related ecotoxicological health risk problem.  相似文献

ABSTRACT

This paper examines the provincial government of British Columbia's recent proposal of building a Liquefied Natural Gas (LNG) industry, in which natural gas extracted through hydraulic fracturing will be liquefied and then exported to Asian markets. Drawing upon the growing literature on energopower, petro-state, and petro-culture, selected texts and images from “LNG in BC”—the project's official branding website—were analyzed through a multimodal critical discourse analysis. The results reveal two primary strategies of legitimation: the first emphasizes the economic benefits of LNG development in terms of employment and taxation revenues; the second defines LNG as a means of strengthening B.C.’s environmental leadership. The second narrative depends heavily upon the symbolic values of natural gas, contrasting its “clean” appearance (as a colorless and odorless gas) with the material density and “toxic sensuality” of other “dirty” fossil fuels (such as coal, oil, and bitumen). The website also presents a linear and simplified “storyline” of the generation of LNG which emphasizes the simple, “clean” process of liquefaction to distract attention from the ecological and health risks of hydraulic fracturing.  相似文献

Eco-certification has been used as a tool to mitigate adverse effects of aquaculture production and might thus be understood as a private approach to sustainable ecosystem management. In production forests in Ca Mau, Vietnam, where mangrove have suffered degradation despite legal protection, different projects have targeted reversing this trend by means of private certification using the ‘Naturland’ organic standard as a reference. So far the outcomes have, however, been proven unsatisfactory. With the aim to better understand the reasons for these poor outcomes, a survey of forty households was conducted in a production forest in Rach Goc commune, Ngoc Hien District. We evaluated farmers’ perceptions on mangrove management, the drivers guiding shrimp farming, and whether there was a difference between participants and non-participants in a former ‘Naturland’ organic project. To complement the survey, a range of stakeholders involved in shrimp value chains were interviewed to better understand the terms and benefits of certification. The results of this survey suggested that, when applied to shrimp–mangrove farming systems in production forests in Ca Mau, ‘eco-certification’ and associated benefits are not very satisfactory. The survey results revealed that certified farms do not show significant differences to non-certified farms in terms of social and environmental benefits. As far as the implementation process was concerned, the survey results showed that a failure to integrate local farmers as participants consequently resulted in households becoming ‘objects’ for certification and not project partners with equal weight and power. It appears that rather than being a tool for improvement, ‘Naturland’ certification for shrimp–mangrove farming systems in Ca Mau’s production forests has become an end in itself.  相似文献

In his keynote address, Robert Cox raised key questions, many of which force us to consider the larger question of the role of academics in society. The authors respond by suggesting that environmental communication, like other communication studies, is inherently normative and that environmental communication scholarship is closely aligned to risk as a centerpiece to crisis analysis. The authors discuss the productive connections among science, communication and sound public policy that make society more fully functional, including the formation of effective public policy through science that is normative while seeking objectivity, evaluating and symbolizing motives in discourse, acknowledging uncertainty and acceptable uncertainty, and that material and symbolic dimensions of the environment are interdependent. Thus, such studies focus on the ethics of environment and must balance sound science and cultural considerations.  相似文献
