The Washington State Environmental Policy Act (SEPA) promotes the conservation of natural resources through procedural review of proposed actions which may impact natural systems. There are, however, many actions specifically exempt from the SEPA review process. Since many exempt actions could have significant adverse effects on natural resources at one location and not another, the SEPA statute contains a provision that enables local governments to designate Environmentally Sensitive Areas (ESAs). Within the ESAs, these potentially adverse activities are subject to SEPA review. Local governments have complete control over the exact definition of the ESA criteria and the types of local projects exempt from SEPA. Whitman County, the most productive wheat-producing county in Washington, has recognized the need for conservation of its natural resources in its comprehensive plan but has not implemented the ESA provision. A representative watershed within Whitman County was used as a case study to identify areas which would qualify for ESA status. In these areas, specific soil, water, and biological characteristics or resources were identified as sensitive to certain common land uses. Significant differences were found between state and county policies regarding ESAs and actual conditions within the watershed. It may be more effective for the state to manage ESAs on a consistent and regional basis. 相似文献

This paper provides an overview of the environmental impact of mining on viable future land use and underlines the imperative of improved environmental management and closure planning. It argues that pollution prevention, through planning for closure, can lead to cost-effective strategies for sustainable minerals development and viable future land use. This seems to be most true for greenfield sites since, generally, the earlier closure planning and pollution prevention is built into a project, the more cost-effective and environmentally benign closure will be. Further, for greenfield sites, pollution prevention techniques can be employed from the outset, at the stages of exploration and mine development, and then monitored and improved through the operation stage to closure, and can be kept in place to manage future land use. The paper discusses how global changes in the industry, following the liberalisation of investment regimes, and mergers and strategic alliances between key firms, has, by virtue of the diffusion of new technology, led to further opportunities to prevent pollution and optimise future land use through planning for closure from the outset. The objectives and components of closure plans are also reviewed as the paper draws on case studies to highlight some of the possible constraints and challenges to pollution prevention that may be faced at the level of both public policy and corporate strategy. The article concludes by suggesting a forward-looking approach to integrated environmental management and viable future land-use planning based on a dynamic model for environmental management. 相似文献

National park plans are mainly prepared by a central planning team of the National Parks of Turkey. In this article, a model
is presented that proposes a different approach to preparing national park plans. The study is based on a questionnaire distributed
among the residents of the villages just outside a selected national park in Turkey and the relevant local and general authorities
who are interested in the national park in their region, to find out the effect of public opinion on national park planning.
Four basic strategies that represent the four main alternative approaches to forming policies in the planning of the park
were identified. Respondents were asked to choose one and to suggest their own ideas. As this is a first attempt of such a
study in Turkey, the results of the survey have been very encouraging. Therefore, this paper suggests that the assessment
of public opinion should be borne in mind throughout the planning process in Turkey. 相似文献

This article presents a new approach to the analysis and management of large-scale societal problems with complex ecological, economic, and social dimensions. The approach is based on the theory of self-organizing systems—complex, open, far-from-equilibrium systems with nonlinear dynamics. A brief overview and comparison of different self-organization theories (synergetics, self-organization theory, hypercycles, and autopoiesis) is presented in order to isolate the key characteristics of such systems.The approach is used to develop an analysis of the landuse controversy in the South Moresby area of the Queen Charlotte Islands, British Columbia, Canada. Critical variables are identified for each subsystem and classified by spatial and temporal scale, and discussed in terms of information content and internal/external origin. Eradication of sea otters, introduction of black-tailed deer, impacts of large-scale clearcut logging, sustainability of the coastal forest industry, and changing relations between native peoples and governments are discussed in detail to illustrate the system dynamics of the South Moresby sociobiophysical system. Finally, implications of the self-organizing sociobiophysical system view for regional analysis and management are identified. 相似文献

Methods for involving the public in natural resource management are changing as agencies adjust to an increasingly turbulent
social and political environment. There is growing interest among managers and scholars in collaborative approaches to public
involvement. Collaboration is conceptually defined and elaborated using examples from the natural resource management field.
This paper then examines how collaboration theory from the organizational behavior field can help environmental managers to
better understand those factors that facilitate and inhibit collaborative solutions to resource problems. A process-oriented
model is presented that proposes that collaboration emerges out of an environmental context and then proceeds sequentially
through a problem-setting, direction-setting, and structuring phase. Factors constraining collaboration are also specified,
including organizational culture and power differentials. Designs for managing collaboration are identified, which include
appreciative planning, joint agreements, dialogues, and negotiated settlements. Environmental managers need new skills to
manage collaboration within a dynamic social and political environment. Further research is needed to test the propositions

Currently one of the largest and most rapidly developing countries, China also has some of the world's most severe environmental problems. China will most likely need to use all of the potential major strategies currently available to solve the country's huge environmental challenges, including promoting individual conservation behavior through educational campaigns and encouraging public environmental advocacy. This paper summarized the findings of a survey of 347 residents of Shaanxi province on environmental attitudes and behaviors. The survey found generally high levels of environmental knowledge and high recognition of the seriousness of environmental issues, moderate levels of individual actions supporting environmental resource conservation and low levels of public environmental behaviors, particularly for organized public advocacy. Further analysis indicated that the perceived importance of environmental protection is the most important factor influencing individual environmental resource conservation, but not public advocacy behaviors. / This paper presents an approach for producing aquifer sensitivity maps from three-dimensional geologic maps, called stack-unit maps. Stack-unit maps depict the succession of geologic materials to a given depth, and aquifer sensitivity maps interpret the successions according totheir ability to transmit potential contaminants. Using McHenry County, Illinois, as a case study, stack-unit maps and an aquifer sensitivity assessment were made to help land-use planners, public health officials, consultants, developers, and the public make informed decisions regarding land use. A map of aquifer sensitivity is important for planning because the county is one of the fastest growing counties in the nation, and highly vulnerable sand and gravel aquifers occur within 6 m of ground surface over 75% of its area. The aquifer sensitivity map can provide guidance to regulators seeking optimal protection of groundwater resources where these resources are particularly vulnerable. In addition, the map can be used to help officials direct waste-disposal and industrial facilities and other sensitive land-use practices to areas where the least damage is likely to occur, thereby reducing potential future liabilities. There is a general lack of understanding of wetland processes and a general paucity of scientific research to predict the
effects of development on wetland boundary. This paper presents the results of a survey of wetland managers as to how they
delineate wetland boundaries, define compatible land uses, and restrict land uses adjacent to wetland boundaries. A major
finding from the survey is that 75% of land-use planners and wetland managers failed to identify any compatible land use or
restricted land use for development proposals that may affect provincially significant wetlands. The government agencies overwhelmingly
lack adequate methodologies and/or criteria to delineate and protect wetland boundaries. The paper closes with a plea to consider

New approaches to forest planning are needed to support the transition of European forests to sustainable management. The aim of this study is to review forest planning systems already in place throughout Europe by exploring a set of case-study countries reflecting the main silvicultural schools of Western Europe, including Belgium, Finland, France, Italy, Portugal, and Slovenia. A literature review and case-study data were used to assess the scale factors (vertical logic) as well as the relationships between forest planning and other environmental/land-use planning sectors (horizontal logic). The influence of EU policy on the development of forest planning is also discussed. As assessed using the vertical logic, the multi-scale and multi-topic planning approaches adopted in the countries studied here are highly heterogeneous. The horizontal logic shows that despite the importance of an inter-sectoral and harmonic relational framework between forest planning and the planning efforts of other sectors such as landscape and urban planning, the various plans are barely consistent with each other across the European countries studied here. Although interest is growing in the multi-functionality of forests, their sustainable management calls for the development of better integrated planning approaches across Europe. 相似文献

The purpose of this research was to elicit and compare the open-space preferences of citizens and openspace experts in Albuquerque, New Mexico, USA. A randomly selected sample of 492 citizens and 35 open-space experts participated in a telephone survey during May 5–18, 1986. The following hypothesis was tested and used as a guideline for the study:HO1: There is no significant difference between respondents' status and preference for open space in Albuquerque, New Mexico.The hypothesis was rejected. Findings confirmed respondents' status affected preference for open space. Of the eight issues on which the citizen and expert groups were compared, five recorded significant differences in response profiles. The open-space expert group was significantly more supportive of using open space to accommodate offroad vehicle facilities, wildlife preserves, a citywide recreational trail, and a trail system along the arroyos and city ditches. The citizen sample was significantly more supportive of using open space to accommodate overnight camping facilities. Both groups equally supported using open space to accommodate an outdoor amphitheater, outdoor education facilities, and rafting, kayaking, and canoeing facilities.The finding indicated that expert preferences did not represent an aggregate of citizen preferences for managing open-space resources. Understanding both expert and citizen positions will facilitate decision-making processes and help resolve environmental disputes. 相似文献

The Countryside Commission's report A Better Future for the Uplands puts forward a new strategy for public intervention in the uplands of England and Wales. The aim of the report is to integrate rural policies and to promote higher environmental priorities in rural areas. This paper considers the degree to which the report is successful in planning to achieve these ends. The paper is specifically concerned with the planning methodology on which the report is based. The paper argues for an approach to rural planning which permits the consideration of more radical solutions to rural problems, along with the application of a more systematic planning methodology, in order to assist in the choice of an appropriate direction for planned change. 相似文献

While there has been sustained debate on the issue of provincial and state versus local government environmental planning, maintaining privately owned natural resources in the public interest is increasingly viewed as beyond the scope of local governments alone. This paper describes and compares province- and state-level mandates and options for local governments (i.e., city, county, or district) to regulate land uses of environmentally sensitive areas (ESAs) in British Columbia in Canada and in Washington and Oregon in the United States. We define ESAs as landscape elements or places that are vital to the long-term maintenance of biological diversity, soil, water, and other natural resources, especially as they relate to human health, safety, and welfare, both on-site and in a regional context. Underlying similarities are that all three jurisdictions legally express the need for land-use planning by local governments in managing ESAs. Although all three jurisdictions exhibit similar problems in their attempt to accomplish this, ESA planning by local governments is an optional process in British Columbia and Washington but mandatory in Oregon. Furthermore, actual processes prescribed by each of the three jurisdictions are quite different. The information base upon which local regulation of privately held ESAs depends is variable, both within and between the province- and statelevel jurisdictions. Other than for some specific water-related resources, standard definitions and inventory methods for ESAs are lacking, as is coordination among local governments or among the province- and state-level governments. This study concludes that there is a need for a regional environmental information system in the Pacific Northwest based upon an integrated and scientific approach toward ESA structures and functions. 相似文献

Currently popular concepts such as sustainable development and sustainability seek the integration of environment and development
planning. However, there is little evidence that this integration is occurring in either mainstream development planning or
environmental planning. This is a function of the history, philosophies, and evolved roles of both. A brief review of the
experience and results of mainstream planning, environmental planning, and ecosystem science suggests there is much in past
scientific and professional practice that is relevant to the goal of integrated planning for environment and development,
but still such commonly recommended reforms as systems and multidisciplinary approaches, institutional integration, and participatory,
goal-oriented processes are rarely achieved. “Ecosystem approaches,” as developed and applied in ecology, human ecology, environmental
planning, anthropology, psychology, and other disciplines, may provide a more transdisciplinary route to successful integration
of environment and development. Experience with ecosystem approaches is reviewed, their advantages and disadvantages are discussed,
and they are compared to traditional urban and regional planning, environmental planning, and ecosystem science approaches.
Ultimately a synthesis of desirable characteristics for a framework to integrate environment and development planning is presented
as a guide for future work and a criterion for evaluating existing programs. 相似文献

The US Department of Energy (DOE) plans to conduct site characterization studies at Yucca Mountain, Nevada, to determine if
the location is a suitable site for a nuclear waste repository. In lieu of traditional environmental review in accordance
with the National Environmental Policy Act of 1969, the DOE is relying on an environmental assessment (EA) mandated by the
Nuclear Waste Policy Act of 1982 as the cornerstone of its environmental program for the Yucca Mountain Project. Because of
statutory restrictions, the EA is not based on comprehensive baseline information. Neither does it address fundamentals of
environmental analysis such as ecological integrity and assessment of cumulative impacts. Consequently, the present environmental
program for Yucca Mountain reflects decisions made without complete information and integrated environmental review. The shortcomings
of the program risk compromising the natural integrity of Yucca Mountain and invalidating future assessment of the ability
of a nuclear waste repository located at the site to protect the environment. Significant improvements are needed in the repository
siting program before it can serve as a model of how society can evaluate the long-term environmental consequences of advanced

This study examines the outcome of efforts to educate federal land-use managers about their roles in implementing the Executive Order in their respective districts. The managers participated in a 6-h Nominal Group Technique (NGT) workshop where they were instructed to weight environmental justice issues versus others associated with hazardous waste problems in their districts. Participant responses were quantified and analyzed through a series of rounds. After each round, participants received increasing amounts of information on environmental justice issues. It was hypothesized that the managers would come to a consensus that environmental justice is an important issue that should be seriously addressed. Prior to administering the NGT, the managers appeared to have limited knowledge of environmental justice issues and thus assigned relatively low rankings to such concerns. After being “educated” by viewing films on environmental justice and reading related literature, in general, managers' weightings decreased and a narrower consensus developed. The authors conclude that exposure to the issue may not be as effective as expected in convincing land-use managers to become sensitive to justice issues so that they may effectively implement the Executive Order. 相似文献

This paper summarizes research evaluating nitrate levels in shallow groundwater of upstate New York, USA. Water from abandoned dug wells in six different land-use categories was analyzed for nitrate. Findings indicate that regardless of overlying land-use, shallow groundwater is susceptible to high levels of nitrate. Over 60 percent of the water samples tested, including at least one sample from each land-use category, had nitrate levels in excess of the United States drinking water standard of 10 mg 1 –1. Due to the potential threat of elevated nitrate levels, efforts should be made to eliminate abandoned dug wells in shallow groundwater as a source of water supply.Glenn Harris is with the Environmental Studies Programme of St Lawrence University in Canton, New York. Sustainable environmental planning and management require effective integration of ecological, socioeconomic, and institutional
elements. This paper presents an integrative methodological framework for sustainable environmental planning and management.
The development of this integrative framework is accomplished by combining two complementary analytical approaches—Hufschmidt's
conceptual framework for watershed planning and management and the ABC resource survey method. The combined methodological
framework seeks to delineate and synthesize essential ecological information utilizing an integrative resource survey method.
This method generates classifications of environmental significance and constraint. Areas of environmental significance and
constraint are then linked to appropriate and acceptable resource management actions, implementation tools (e.g., education,
technical assistance), and institutional and organizational arrangements. The integrative methodological framework was developed
for application in the Rio Fortuna watershed in Costa Rica's Arenal Conservation Area. The watershed is characterized by a
variety of land and resource uses, including biologically diverse and ecologically fragile protected areas, small-parcel agriculture,

This is a report of one such inquiry; the Lyndhurst Inquiry which has been regarded as a test case of establishing oil and gas reserves against the importance of environmentally sensitive areas.
