Spatial dynamics of Mediterranean coastal regions   总被引:1,自引:0,他引:1  
During recent decades the northern shores of the Mediterranean have experienced a rapid transformation; mainly due to touristic development. At present, more than 25% of the worldÕs hotel accommodation is found in the Mediterranean. This paper presents some figures illustrating the related growth of different sectors of coastal economy, such as housing, tourism, industry and traffic. A better control of these developments is urgently needed. To this end a spatial planning policy should be elaborated which fully incorporates environmental issues. The concept of integrated coastal (zone) management has only recently been introduced in regional and national policies. A classification of spatial dynamics including settlement-environment relationships can stimulate the implementation of integrated planning policies in the coastal belt of the Mediterranean region.  相似文献

The practice of coastal zone management in Portugal is very recent. Key issues and considerations about natural shoreline dynamics, main policy instruments, and lessons learned from the EU Demonstration Programmes on Integrated Coastal Zone Management in Portugal will be outlined in this paper in an attempt to understand how the practice of ICZM and its prospects are. Coastal zone management problems and their associated side effects, as well as national and international evolution patterns will be drawn. Some means of achieving better coastal zone management practices and ways of addressing some of its forefront issues are also identified. Special attention will go to erosion problems. The pressure induced by urban development and economic activities on coastal areas is increasing. Poor sediment availability combined with years of neglected management and over-exploitation of resources have had a negative impact, and there are many areas showing evidence of coastal erosion. There is a need to improve policies and instruments of coastal planning and management. Coastal zone management plans are being developed for the nine sectors of the continental Portuguese coast, providing a full analysis of coastal systems and a delimitation of uses in relation to the carrying capacity of the shoreline.  相似文献

Effective and efficient information dissemination is crucial for a successful management of coasts and beaches. Almost all coastal management activities use Internet portals to provide electronic accessibility of data and information. In this respect, we have analyzed web tracking data and costs to investigate the effectiveness and efficiency of two coastal management web portals. Indicators for the visiting quality, the volume and characteristics of the information flow and the associated costs were combined. The results show that mainly professional users were attracted by the two investigated online coastal management information offers. Furthermore, the coastal management contents were mainly relevant on regional scale. The results indicate that it is not enough to provide various information, instead it further needs also efforts to disseminate this information to a broader public. Specific preparation and presentation of information for the target groups would lead to an active dissemination process. The investigation of the costs shows that an increasing efficiency of information dissemination via the Internet goes together with the long term use of the information infrastructure. Therefore large coastal management web portals need runtimes of several years. The applied method combined and simplified actual used web analytic methods to allow valuable insights into the information dissemination of coastal management web portals. In this way the method can be used to help coastal decision makers or other practitioners to screen their web presence in the background of information supply and demand for all visitor groups they want to reach.  相似文献

The coastal zone between Guilderton and Kalbarri, north of Perth, Western Australia, is a highly dynamic area of high landscape and conservation values under increasing development pressures. Intensification of terrestrial and coastal impacts has highlighted the need to develop a georeferenced data base for land management. The Coastal Assessment and Restoration project aimed to document the natural resources and coastal developments to the region and to identify & assess threats to the coastal strip through the creation of GIS datasets. GIS datasets provide a key source of reference information which can be accessed by a number of stakeholders for future coastal planning and management and provide a basis for developing a risk management assessment of the coastal zone and a strategy for coastal managers in our climate change future.  相似文献

The estimation of nutrient fluxes, the determination of spatial and temporal response and the understanding of biogeochemical changes in the past, present and future in the Axios River catchment, in Greece, as well as the impacts to the coastal zone of Thermaikos Gulf were accomplished by the use of harmonized watershed and coastal zone models. The mathematical model MONERIS was the watershed management model that was used to model the export loads of nutrients in Axios River. MONERIS was developed to estimate the nutrient inputs into river basins by point sources and various diffuse pathways. Watershed hydrologic and water quality data were collected and synthesized to develop input data sets for the simulation of Axios River catchment. The model was modified to better assess organic nitrogen export loads in Mediterranean watersheds. The results showed the importance of agricultural and livestock activities, concerning their nutrients emissions in the River. MONERIS was integrated with the coastal zone model WASP 6.0 to assess the impacts of the nutrient loads to the eutrophication status of the coastal zone. Several management scenarios were assessed. Management scenarios included measures for reduction in the emissions from the fertilizer plant of Veles, removal of phosphorous from the detergents in FYROM, treatment of urban wastes to EU Standards, reduction in N-fertilizer input, reduction in erosion and the green scenario that represented the maximum reduction scenario of all the measures together. The model simulations indicated that the coastal zone of Axios mouth will be eutrophic for nitrate (2.69–3.34 μM) and phosphate (0.2–0.68 μM) and upper mesotrophic for chlorophyll-a (0.74–1.45 μg/l) for the scenarios tested. The results suggest that the impact of the management scenarios will be largely negligible (no change in trophic status) for the Thermaikos Gulf sector nearby the Axios River due to additional sources such as the loads from Thessaloniki's waste water treatment plant which appear to affect the region to a greater extent. The integration of watershed and coastal zone models can be used to assess management scenarios in order to illustrate the significance of various land use practices to the eutrophication of the Gulf.  相似文献

It is expected that the Baltic region becomes a major centre of economic growth and prosperity in Europe already during this decade (Anon. 2000). Therefore, an Agenda 21 for the Baltic region (Baltic 21) was developed to ensure a sustainable development. Especially the coastal ecosystems are subject to increasing anthropogenic pressure e.g. eutrophication, traffic, harbours, tourism or offshore wind parks. Eutrophication remains the main ecological problem in the Baltic Sea and has serious negative social and economical consequences. Inner and outer coastal waters play an important role as buffers and filters for the Baltic proper. Consequently, the utilization and preservation of their self-purification capacity is of great importance. Combined results of our own coastal research and of the international workshop ‘Baltic coastal ecosystems: structure, function and coastal zone management’ (Rostock University, November 2001) are presented here. Conclusions for an improved integrated coastal zone management of Baltic coastal ecosystems will be presented.  相似文献

The case is made in this paper for early and integrative public participation in planning decisions concerning proposals major development in the zone. This is perhaps easy to subscribe to in theory but much more difficult in practice. Currently the extent and timing of public involvement in such decisions varies widely. A key benefit is the legitimacy that public participation provides to the planning process and, perhaps as a result, a variety of public involvement methodologies have emerged. Important considerations include which sections of the public to involve and at what stage in the decision-making process to involve them. The multidisciplinary nature of coastla zone issues will tend to engage a wide variety of stakeholder groups who in turn will influence the topics for discussion. A major port expansion proposal in the UK is used to illustrate a range of ways in which the public can be involved. The case study also highlights that public participation is an uncertain science, and to be successful can require skilled personnel and significant resources. The papper concludes that more guidance for developers, some standardisation of public involvement, training for facilitatiors and a more responsible stance from some environmental pressure groups would be advantageous. The complexity of coastal decision-making, tensions between science and policy, and the inter-dependency of coastal activities mutually reinforce the view that inclusive participation is an important issue for all coastal communities.  相似文献

Integrated Coastal Zone Management as a strategy for achieving conservation and sustainable multiple use of the coastal zone includes various types of management initiatives. Due to natural phenomena such as tides and winds and to social and economic activities, coastal areas undergo transformation. Coastal erosion and the disappearance of beaches as a result of wrong planning decisions and lack of effective legislation are among the most damaging effects and to reverse them requires application of a series of engineering techniques. Beach nourishment projects as a way towards shore protection and utilization through recreational purposes in the Spanish and Italian coasts are noteworthy in this respect. In beach nourishment projects, the roles of various entities, both public and private, should be clearly indicated and in the evaluation and execution stage a series of questions should be answered for the successful completion of any nourishment project. Past projects in the Mediterranean and experiences from recent Italian projects in Anzio and Nettuno confirm this. For example, dredging of the entrance channel of the port of Anzio enabled middle-sized ferryboats once again to enter the port (which had not been possible before). This will in turn increase the tourism potential of the town. Nourishment of two beaches at these sites prevented further erosion and provided more area for recreational purposes. Expected economic contribution of beach nourishments to the regional authority was estimated for Nettuno and Anzio; the resulting theoretical payback period was found to be 3 yr for the former and 15 yr for the latter.  相似文献

Coastal zones attract a large number of people and productive activities. This puts pressure on ecosystems and affects the organization of local economies, having an impact on social cohesion and coherence. The complexity of coastal socio-spatial systems and the fact that coastal zones, and, more particularly, islands that are considered vulnerable areas (that is, parameters: such as sea level rising, desertification, built-up areas excessive expansion etc) and important for the overall operation of the state imply the significance of a further study of the subject. The paper deals with the principal socio-spatial pressures on coastal zones and islands that are caused by unregulated urban growth. The incompetent spatial planning framework, the “loose” political system, related to urban growth, and the socio-economical characteristics are considered as the principal reasons for built-up areas excessive dispersion. Here, delineation of the coastal zone is proposed, using physico-geographical and man-made variables. Soil Sealing dataset is used to illustrate where built-up areas dispersion and basic metrics can be applied. Furthermore, an overview of the planning spatial framework is attempted, so that the particularities of urban growth can be interpreted.  相似文献

The Integrated Coastal Zone Management (ICZM) Protocol in the Mediterranean means the coastal zone can be better protected and problems can be targeted in a coordinated manner. This research developed a model to improve Integrated Coastal Management (ICM) implementation in the region. The methodology collected data from Mediterranean coastal zone experts via semi-structured interviews and a review of Mediterranean Coastal Foundation ICM Conferences in 2007, 2008 and 2009. Results identified issues and recommended solutions at various points in the policy process and these were used to propose a model for the implementation of ICM. Research demonstrated the need for non symbolic engagement with science especially during the ex-ante, interim and ex-post reports of implementation. Improved and considered horizontal governance and capacity building was highlighted as crucial. Findings also emphasised the importance of legislatively supported bottom-up policy implementation for the Mediterranean to help develop local coastal management ownership. Finally, the particular complexity of coastal policy in an administratively and culturally diverse region was identified as the main difficulty for successful implementation of coastal policies.  相似文献

To improve the present national and local sustainable planning capability for the coastal zone a GI application for the Italian Coastal Susceptibility Assessment was planned within an institutional agreement between ENEA and the Land Defence Service of the Italian Ministry of Environment. Taking into account previous European actions a suitable methodology to assess, in a quantitative way, the susceptibility of beaches to be eroded has been set up. The methodology balances the coastline trend as evaluated for a defined time period with the present coastal areas morphology and land use, this in order to derive a value that expresses the evolutionary process in terms of probability of the loss of goods within the ‘Homogeneous Coastal Tracts’. The trend in the movement of the sea-land line has been used asgeo-indicator of a complex dynamic balance that refers both to marine and inland systems, and a vector GI application was built and locally applied in southern Italian coastal areas. The present shoreline position and some other information describing the intrinsic beach morphologies, and having significance for the coastal erosion hazard assessment, have been derived from the national 1∶10.000 ortho-images of the National Cartographic Reference System provided by the Italian Ministry of Environment. The illustrated GI application— CoSTAT—keeps the nominal scale of all data collected or produced. In this analysis the coastal dune presence is analysed as factor limiting coastal erosion susceptibility. Applying a matrix calculation a quantitative evaluation of erosion susceptibility degree was achieved and plans were made to develop new information for a suitable use of Italian coastal areas. The work describes the methodology, the conceptual frame-work and the results of a local application.  相似文献

The aim of the study was to delineate soil landscape constraints to various land uses for urban and regional planning in the coastal areas of New South Wales (NSW), Australia. Soil landscape units mapped at 1:100,000 or coarser were sub-divided into component facets using advanced terrain modelling techniques in a geographic information system (GIS). The output facet grids were further overlain and linked with relevant GIS layers and soil databases to derive soil landscape constraint ratings for various land use purposes such as residential development, cropping and grazing. The constraint ratings for a specific land use were calculated based on objective and rule-based assessments of soil and landscape features such as engineering hazards, intrinsic fertility, drainage and other parameters. A series of soil landscape constraint maps which portray specific land use capability have been produced for the NSW coast. The methodology developed in this study has been demonstrated to be efficient in delineating soil landscape constraints and there is over 90% agreement between the model outputs and the assessment by soil surveyors with local knowledge. The output maps show levels of unprecedented detail of soil and landscape constraint for the coast of NSW and can be readily interpreted by land use planners and land managers for sustainable land use decision making practices.  相似文献

Detailed analysis of the land cover of the Estonian coastal zone is presented based on Estonian laws on coastal zone management, the CORINE Land Cover (CLC) system, the status of protected areas, and administrative division data of Estonia. By law the coastal zone is defined as a 200-m wide zone landward from the mean sea level line. The length of the Estonian coastline (including the islands) is 3794 km. The 200-m zone of the Estonian coast is very diverse. Out of the 34 CORINE land cover types represented in Estonia 30 are found in the coastal zone. Three dominating land cover types in the coastal zone of Estonia are inland marshes, coniferous forest and semi-natural grassland. Their total share is 47%; the other 27 land cover types represented here cover 53% of the coastal zone. The Estonian coastal zone is generally in a good natural condition. The proportion of artificial surfaces throughout the zone is merely 4.7%, while agricultural landscapes cover only ca. 10%. Land cover data for the coastal zone are also presented by county. Of the 200-m coastal zone 24% is under protection, which is more than twice the value for Estonia as a whole (11%). Legislative protection of the coastal zone is presently satisfactory. The use of the CORINE Land Cover system enables comparisons with other European regions since CLC data have been compiled for most of Europe.  相似文献

Human pressure has been exponentially growing during recent decades in coastal areas, which have led to drastic losses of biodiversity in coastal ecosystems. The current conservation status of many coastal plant species is directly related to a lack of environmental criteria in the urban planning of coastal areas over recent decades. This study aimed to evaluate the evolution, over the last 9 years, of the conservation status of various populations of the endangered plant Glaucium flavum, exploring the extent to which human pressure and different management strategies practiced in the coastal areas where the populations are established have affected the conservation status of the species. The populations analysed have evolved in a different manner over the last 9 years, as have their threat factors, and a relationship was evident between their conservation status and the evolution of these different threat factors. Our results indicate that an appropriate planning of local management actions, such as the installation of walkways or the successful eradication of invasive species, may be determinant factors for successful conservation of the coastal vegetation. The presence of species that are sensitive to slight changes in the ecosystem, and the main factors that govern the plant performance of these species, must be given full consideration in decision-making processes of coastal planning and management.  相似文献

The Dutch province of Zeeland is situated in the southern part of the Delta region. The geographical location of the province and its history of inundation, land reclamation and dam-building, clearly illustrate the importance that water always has had and still has in The Netherlands. Coastal defence projects are of utmost importance for The Netherlands and the Delta Project is the crown project. The importance of this project does not only regard the protection against the sea; the Delta dams also contribute considerably to the regional infrastructure. They are a important contribution to the abolishment of the former isolation of the region. They control inland navigation and form important boundaries for water management. They separate salt, brackish and fresh water as well as waters with or without tidal-influence and they also influence the ecological systems in and along the waters. Through physical planning, including the coastal policy of today, land and water can be further integrated. This paper discusses the role of the Province in area planning, related to the division of labour between the various public authorities in The Netherlands: state, provinces and municipalities. Coastal and water policy at the provincial level have been largely integrated with relevant other interests. It may be concluded that regional planning and coastal policy are beginning to adopt a new view towards dealing with water.  相似文献

The Indian subcontinent is highly prone to the detrimental impacts of hazards viz. cyclones, floods and storm surges. Of late, these events have become extreme in nature and intensity. While occurrence and severity of the events is being linked to the phenomenon of climate change, their devastating potentialities are also getting triggered due to lack of resilience and coping capacity of the human community. That in turn depends on distribution of activities over the land i.e. land use pattern, affecting the socio -economic conditions directly. A coastal village often lacks infrastructural support, administrative attention and planning standards compared to a coastal city, thereby making it more vulnerable to disasters like flood. In a coastal city it is easy to govern and manage livelihood as land use depends highly on anthropogenic decisions. While in a coastal village, activities would highly depend on its natural characteristics viz. coastal geomorphology, soil, vegetation cover i.e. governance of livelihood by the eco-system. Hence, managing disaster through in-situ pro-active or developmental measures in a rural planning unit though imperative, is a challenging task. This paper focuses on spatial planning techniques for Restoration of ecological buffers and livelihood enhancement that would sustainably combat the impact of flood at village level in a coastal area. Geographic Information System (GIS) and Remote Sensing (RS) techniques have been used extensively in this study as application tools.  相似文献

Two Special Features on integrated coastal zone management, especially along the Mediterranean Sea, result from a MeDCOAST conference held in Hammamet (Tunisia). 20–25 October 2001. In this first Special Feature some papers are presented on ecological and biological research related to integrated coastal zone management. All over Europe coastal environments are threatened by human activities such as urbanization, industrial development, fisheries, aquaculture, recreation and tourism. Research has to be developed that can be applied to similar case studies in different countries. Methods of monitoring are necessary and baseline data have to be available in order to judge the significance of changes in the abjotic and biotic environment. Examples of studies included in this Special Feature are mainly from southern banks of the Mediterranean Sea but there is also an example from Estonia and one from the Canary Islands.  相似文献

Geosynthetic products offer owners, engineers, and contractors a safe and economical solution to everyday engineering challenges and construction requirements. Used as replacements to natural materials, geosynthetic products include a wide range of functions such as filtration, drainage, separation and reinforcement requirements. The wide range of geosynthetic use includes landfill caps and base liner applications, environmental protection under roads and railways, containment structures, dams, canals, ponds, rivers and lakes, coastal and offshore protection. However, their potential in other applications is only limited by convention. With the use of geosynthetics, most geotechnical structures can be improved and the design lifetime can be dramatically increased. Additionally new modern design approaches are often only possible with the use of geosynthetics. Because of the strong development of the various industries all around the world the development and challenge of the use of geosynthetics in geotechnical, hydraulic, coastal and offshore engineering should be of special interest. Based on engineering approaches and installed projects, this paper will cover the state-of-the-art of geosynthetics use in environmental applications, as well as in hydraulic, coastal protection and offshore engineering structures and also discuss the benefits of geosynthetics to modern building technology.  相似文献
