Carbon cycling analysis is presented as a means for assessing anthropogenic perturbations in an ecosystem. Data from oligotrophic, eutrophic, and dystrophic (bog) lakes are used to show general trends in the lacustrine carbon cycle. The oligotrophic lake is an unstressed system and the eutrophic lake is under nutrient enrichment with high algal standing crops and productivity. The bog lake is a pH-stressed environment that is primarily a grazing ecosystem. It is hoped that a more effective environmental impact assessment will result from the use of carbon cycling as a unifying concept in ecosystem analysis. 相似文献

Experiences with environmental impact assessment (EIA) in a number of countries are discussed in the light of both explicit and implicit goals and objectives. Adequate environmental information is not always available to decision makers because of failure to apply EIA to all relevant decisions, the continuing inadequacies of prediction and evaluation techniques, the failure to consider alternatives adequately, and the bias of some EISs. EIA frequently results in changes to proposals and may result in stricter environmental management conditions in some cases, but some people regard it as a failure because it has not stopped development. Generally, EIA leads to better integration of environmental factors into project planning. Open procedures and freedom of information encourage responsiveness to EIA procedures, which can be weakened by discretionary powers and lack of access to the courts by public interest groups. However, legal standing may have side effects that offset its advantages. EIA can encourage cooperation and coordination between agencies but does not ensure them. Similarly, it can have a limited role in coordinating interstate and international policies. In the long term, the success of EIA depends on adequate monitoring, reassessment, and enforcement over the life of the project. EIA has generally opened up new opportunities for public participation, and may help to reduce conflict. EIA procedures need to be integrated with other environmental protection and development control programs, and various means exist for reducing its cost to developers and the public. 相似文献

Until recently, relatively little attention has been paid to the problem of enforcing mitigation measures identified in environmental impact assessment. Present or proposed enforcement systems in the USA, New South Wales, South Australia, and Western Australia are described and discussed. Although the best enforcement system would depend on the local social, political, and legal systems, five universally desirable features are identified. First, a comprehensive coordinated monitoring and reassessment system is needed. Second, the agencies concerned must have adequate resources to do the work and incentives to carry it out well. Third, there must be the necessary legal powers. Fourth, provision must be made for changing the conditions based on experience. And fifth, the system should be equally effective against private companies and public authorities. 相似文献

A method is presented which combines environmental indices and estimates of inputs from various land uses to aid in environmental impact assessments. Unweighted pair/group cluster analyses are used to obtain relationships between easily observable environmental indices, such as vegetation types, soils, and geology, based on their mutual recurrence. These relationships are shown by using an ordination technique which shows the nature of complex impacts on a natural system. Results are used to develop anenvironmental effects sequence diagram based on known scientific and engineering principles and observed natural relationships. The diagram may be used in conjunction with land use data to estimate the possible magnitude of impacts on the pre-existing system which may result from such land use. Several examples are developed which quantify inputs from various land uses and which compare them with environmental inputs including point source and non-point source liquid and atmospheric emmissions, land modifications, and resource consumption. Known average values are used and a separate comparison is made in describing the vast differences between the project phases of construction versus longterm operation. Risk assessment and environmental impact assessment have developed as separate traditions. While environmental impact assessment is a broad field that includes all activities that attempt to analyze and evaluate the effects of human and related actions on the environment, risk assessment has been concerned with the relatively well-defined regulatory problems and employs formal quantitative analysis of the probability of specific undesired events, such as cancer. Risk analytic approaches, particularly the explicit treatment of uncertainty, can significantly contribute to environmental assessments. This article discusses the type and sources of uncertainty in environmental assessments, techniques for their quantification, and ways to use uncertainty estimates to calculate probabilities of effects or probabilities of exceeding environmental standards and to determine the need for mitigation or additional research.This article was presented at the International Institute of Applied Systems Analysis, Task Force Meeting on Risk and Policy Analysis under Conditions of Uncertainty, Laxenburg, Austria, November 1985. 相似文献

Insects are particularly suited for use in environmental impact assessment (e.i.a.) because of their high species diversity, ubiquitous occurrence, and importance in the functioning of natural ecosystems. Examples are given of the use of insects in the predictive phase of e.i.a., in the monitoring and assessment phase, and in the much rarer instance of an e.i.a. that includes both of these phases. How does knowledge management (KM) by a government agency responsible for environmental impact assessment (EIA) potentially contribute to better environmental assessment and management practice? Staff members at government agencies in charge of the EIA process are knowledge workers who perform judgement-oriented tasks highly reliant on individual expertise, but also grounded on the agency’s knowledge accumulated over the years. Part of an agency’s knowledge can be codified and stored in an organizational memory, but is subject to decay or loss if not properly managed. The EIA agency operating in Western Australia was used as a case study. Its KM initiatives were reviewed, knowledge repositories were identified and staff surveyed to gauge the utilisation and effectiveness of such repositories in enabling them to perform EIA tasks. 相似文献

The practice of EIA preparation in a number of states and countries is reviewed in the light of the need to avoid bias, integrate the EIA with project design, and make the proponent pay. It is concluded that the best arrangement may be to make the proponent responsible for EIA preparation and to advise a number of constraints designed to improve the quality of the studies and reduce bias. First, the proponent should be required to select a consultant from a register of those known to be honest, unbiased, technically competent, and capable of working with a design team. Second, two steering committees should be established to identify key issues, specify data collection and modeling programs and methods, and ensure that the study stays on course. 相似文献

The problem of management of industrial residuals can be reduced through a rational system for siting and planning major industrial facilities. In the United States, Wyoming has moved in the direction of establishing a one-stop permitting system that provides important information for air and water quality planning and solid waste management with a minimum of regulatory overlap. Life cycle impact assessment (LCIA) is performed to quantitatively evaluate all environmental impacts from products, systems, processes and services. However, LCIA does not always provide valuable information for choosing among alternatives with different specifications, functionalities and lifetimes. The objectives of this study are (1) to propose environmental indicators to evaluate environmental efficiency and value qualitatively and quantitatively on the basis of analogies to financial and economic indicators, and (2) to present the application of the indicators. Incremental evaluation using a reference is employed to obtain the environmental indicators. The environmental efficiency indicators are conceptually based on the ratios of reduced environmental burdens returned to environmental burdens required: environmental return on investment, environmental payback period and environmental internal rate of return. The environmental value indicator is the sum of all reduced and required environmental burdens: i.e., environmental net present value. All the environmental indicators can be used to compare and rank the environmental efficiencies or values of alternatives. The environmental efficiency indicators can be applied to a new environmental labeling. The concept of eco-efficiency labeling is developed by combining the environmental efficiency indicators with financial indicators. A case study is performed to illustrate the necessity and importance of the environmental indicators. Environmental quality assessment has to focus more on the quality of whole ecosystems, instead of focusing on the direct effects of a specific stressor, because of a more integrated environmetal policy approach. Yet, how can the ecosystem quality be measured? Partly this is a normative question, a question of what is considered good and bad. At the same time, it is a scientific question, dealing with the problem of low the state of a system as complex as an ecosystem could be measured. Measuring all abiotic and biotic components, not to mention their many relationships, is not feasible. In this article we review several approaches dealing with this scientific question. Three approaches are distinguished; they differ in type of variable set and ecosystem model used. As a result of this, the information about the state of the ecosystem differs: ultimate breadth, comprising information about the whole ecosystem, is at the expense of detail, while ultimate detail is at the expense of breadth. We discuss whether the resultant quality assessments differ in character and are therefore suitable to answer different policy questions. 相似文献

The purpose of this paper was to clarify and expand several ideas concerning use of the guild concept in environmental impact assessment Background material on the concept and examples of its use are given. It is argued that for purposes of environmental assessment a resource-based guild approach is preferable to a taxonomic-based approach. Validity of the guild concept, problems in classifying species into guilds, implications of guild membership, and usefulness of guild analyses are discussed. I conclude that only with a thorough knowledge of both its limitations and benefits will it be possible to fully use the guild concept for understanding organizational processes in communities and ecosystems and for assessing environmental impacts. 相似文献

The U.S. Environmental Protection Agency (EPA) has embraced a new strategy of environmental protection that is place-driven rather than program-driven. This new approach focuses on the protection of entire ecosystems. To develop an effective strategy of ecosystem protection, however, EPA will need to: (1) determine how to define and delineate ecosystems and (2) categorize threats to individual ecosystems and priority rank ecosystems at risk. Current definitions of ecosystem in use at EPA are inadequate for meaningful use in a management or regulatory context. A landscape-based definition that describes an ecosystem as a volumetric unit delineated by climatic and landscape features is suggested. Following this definition, ecosystems are organized hierarchically, from megaecosystems, which exist on a continental scale (e.g., Great Lakes), to small local ecosystems.Threats to ecosystems can generally be categorized as: (1) ecosystem degradation (occurs mainly through pollution) (2) ecosystem alteration (physical changes such as water diversion), and (3) ecosystem removal (e.g., conversion of wetlands or forest to urban or agricultural lands). Level of threat (i.e., how imminent), and distance from desired future condition are also important in evaluating threats to ecosystems. Category of threat, level of threat, and distance from desired future condition can be combined into a three-dimensional ranking system for ecosystems at risk. The purpose of the proposed ranking system is to suggest a preliminary framework for agencies such as EPA to prioritize responses to ecosystems at risk. 相似文献

Two years of experience with EIA in Flanders (northern Belgium) was evaluated in order to gain perspective on the effectiveness
of the administrative procedure. The four essential characteristics of the EIA procedure that were evaluated are: completeness,
open and public character, objectivity, and verifiability. Representatives of all parties involved in the EIA procedure were
interviewed. The result of the evaluation is a list of major problems with EIA. Recommendations for a more efficient procedure
are suggested at a time when a proposal for a new, comprehensive, and permanent EIA decree is being discussed. The evaluation
of the administrative procedure for EIA in Flanders shows that several vital characteristics of the EIA procedure are lacking.
This reduces the obligatory and open nature of the process, resulting in insufficient guarantees that the environment receives

The premise that, strictly speaking, impact monitoring is impossible, is presented and discussed It is shown that a wide range of published objectives for environmental effects monitoring can be seen as special cases of the basic goal of reducing uncertainty in predictions. Monitoring in environmental-impact situations can only be used as a check on one of the two time series required to define impact. Four approaches to generating the other time series required in the difference calculation of impact are discussed, with the conclusion that the best approach relies on process-based simulation models. Impact analysts are encouraged to consider carefully what can and cannot actually be accomplished with environmental monitoring to assist impact detection. 相似文献

This paper describes and applies EDEN-E, an operational method for the environmental evaluation of dairy farms based on the life cycle assessment (LCA) conceptual framework. EDEN-E requires a modest amount of data readily available on-farm, and thus can be used to assess a large number of farms at a reasonable cost. EDEN-E estimates farm resource use and pollutant emissions mostly at the farm scale, based on-farm-gate balances, amongst others. Resource use and emissions are interpreted in terms of potential impacts: eutrophication, acidification, climate change, terrestrial toxicity, non-renewable energy use and land occupation. The method distinguishes for each total impact a direct component (impacts on the farm site) and an indirect component (impacts associated with production and supply of inputs used). A group of 47 dairy farms (41 conventional and six organic) was evaluated. Expressed per 1000 kg of fat-and-protein-corrected milk, total land occupation was significantly larger for organic than for conventional farms, while total impacts for eutrophication, acidification, climate change, terrestrial toxicity, and non-renewable energy use were not significantly different for the two production modes. When expressed per ha of land occupied all total impacts were significantly larger for conventional than organic farms. This study largely confirms previously published findings concerning the effect of production mode on impacts of dairy farms. However, it strikingly reveals that, for the set of farms examined, the contribution of production mode to overall inter-farm variability of impacts was minor relative to inter-farm variability within each of the two production modes examined. The mapping of impact variability through EDEN-E opens promising perspectives to move towards sustainable farming systems by identifying the structural and management characteristics of the farms presenting the lowest impacts. 相似文献

This paper explores the extent to which Western approaches to public involvement in environmental impact assessment (EIA) have been transferred to Vietnam, constraints on their use, and their appropriateness for the Vietnamese context. The research is based on an analysis of the public involvement content found in 26 EIA reports from development banks and interviews with 26 key informants. The study found that public involvement in Vietnam is generally technocratic, expert-driven and non-transparent, similar to the early days of EIA in the West and emerging economies. Public involvement usually occurs through authorised state channels such as commune leaders, mass organisations and professional organisations. The lack of a participatory culture for EIA, the nascent nature of grassroots democracy in the country, and Vietnamese cultural norms regarding respect for authority provide a challenging context for involving the public in EIA. The paper concludes by offering a number of suggestions for culturally appropriate public involvement at a time when Vietnam has just introduced mandatory public consultation for EIAs. 相似文献

Evolution of environmental impact assessment as applied to watershed modification projects in Canada

This article reviews the application of environmental impact assessment (EIA) procedures and practices to three watershed
modification projects situaled in western Canada. These ventures were justified for accelerating regional economic development,
and cover the period during which public concerns for protecting the environment rapidly made their way into the national
political agenda. An historical account and analysis of the situation, therefore, seems desirable in order to understand the
development of EIA processes, practices, and methodologies since the start of construction of the first project in 1961. This
study concludes that there has been good progress in predicting and evaluating environmental and related social impacts of
watershed modification proposals. However, a number of obstacles need to be overcome before EIA can firmly establish itself
as an effective planning tool. These difficulties include jurisdictional confusions and conflicts, division of authority and
responsibility in designing and implementing appropriate mitigative and monitoring measures, lack of tested EIA methodologies,
and limited availability of qualified human resources. A number of conclusions and suggestions are offered so that future
watershed modification proposals may be planned and implemented in a more environmentally sustainable fashion. These include:
(1) EIA processes must be completed before irrevocable decisions are made. (2) Any major intrusion into a watershed is likely
to impact on some major components of the ecosystem(s). (3) Mitigation costs must form part of the benefit-cost analysis of
any project proposal. (4) Interjurisdictional cooperation is imperative where watersheds cross political boundaries. (5) The
EIA process is a public process, hence public concerns must be dealt with fairly. (6) The role of science in the EIA process
must be at arms length from project proponents and regulators, and allowed to function in the interest of the protection of
the environment and public health and safety.

Many environmental problems are controversial because of conflicting values people hold and because there is not a consensus as to which values should have precedence over others. If environmental managers are to make ethical decisions that reflect environmental values, they must have full understanding of such values and types of ethics and principles of moral reasoning to use in the decision-making process. Unfortunately, integration of values into environmental curricula has often not been explicit or comprehensive. One result is that university-trained environmental managers do not possess the knowledge, skills, and methods necessary for more ethically based decisions. An analysis of attitudes about integrating values and/or ethics into environmental curricula and approaches to do so yields the conclusion that environmental programs should more fully include teaching about values and ethics so that environmental managers can make more ethically sound decisions. 相似文献
