Community‐based water supply (CBWS) is an example of how a community manages common pool resources (CPR). This results in an alternative approach to solve water supply problems in developing countries by enhancing community participation in managing water supply. This research evaluates the sustainability of five CBWS projects in Cikarang, Indonesia by using Ostrom's design principles, with additional sustainability factors found in the Sustainable Development Goal (SDG) on drinking water and groundwater sustainability. Quinn et al. (2007) criteria were used in the analysis, and the results show that the management of four CBWS institutions were absent and one CBWS institution was weak. With regards to the SDG's drinking water target, the CBWS institutions were unable to comply with safe water standards, and in terms of groundwater sustainability, efforts to monitor and sustain groundwater tables were absent. Results from this research suggest that more focus must be placed on water quality and groundwater sustainability for CBWS projects.  相似文献

The first annual Sustainable Community competition, co-sponsored by the Federation of Canadian Municipalities (FCM) and CH2M Hill in 2000, received 52 submissions from municipalities across Canada. These submissions were systematically analysed to identify common characteristics shared by competition entrants, including what differentiates competition participants from other Canadian municipalities, what kinds of sustainability projecs municipalities have been most likely to undertake and what motivating and success factors are most commonly cited. Urban municipalities were more likely than rural municipalities to undertake sustainability projects. Stakeholder involvement was found to be the most important factor in determining the success of a project. Many projects in the competition had not identified clear holistic visions and benchmarks, and these were noted as areas where improvement could be made. The impact of higher levels of government in setting benchmarks and providing support was also noteworthy.  相似文献

Energy Systems Theory (EST) provides a framework for understanding and interpreting sustainability. EST implies that "what is sustainable" for a system at any given level of organization is determined by the cycles of change originating in the next larger system and within the system of concern. The pulsing paradigm explains the ubiquitous cycles of change that apparently govern ecosystems, rather than succession to a steady state that is then sustainable. Therefore, to make robust decisions among environmental policies and alternatives, decision-makers need to know where their system resides in the cycles of change that govern it. This theory was examined by performing an emergy evaluation of the sustainability of a regional system, the San Luis Basin (SLB), CO. By 1980, the SLB contained a climax stage agricultural system with well-developed crop and livestock production along with food and animal waste processing. The SLB is also a hinterland in that it exports raw materials and primary products (exploitation stage) to more developed areas. Emergy indices calculated for the SLB from 1995 to 2005 revealed changes in the relative sustainability of the system over this time. The sustainability of the region as indicated by the renewable emergy used as a percent of total use declined 4%, whereas, the renewable carrying capacity declined 6% over this time. The Emergy Sustainability Index (ESI) showed the largest decline (27%) in the sustainability of the region. The total emergy used by the SLB, a measure of system well-being, was fairly stable (CV?=?0.05). In 1997, using renewable emergy alone, the SLB could support 50.7% of its population at the current standard of living, while under similar conditions the U.S. could support only 4.8% of its population. In contrast to other indices of sustainability, a new index, the Emergy Sustainable Use Index (ESUI), which considers the benefits gained by the larger system compared to the potential for local environmental damage, increased 34% over the period.  相似文献

Microalgae biomass is well known as a potential sustainable product for bio-based industry, which has reported encountering numerous difficulties during biomass harvesting and recovering. This study examined the effect of pH (5–12) and alum dosage (30–180 mg/L) for microalgae Botryococcus sp. harvested via flocculation technique. The optimum pH condition for Botryococcus sp. harvesting was measured to be 9.2, and the alum dosage was 100 mg/L. Both optimum values successfully harvested up to 95% microalgae biomass. This study revealed that flocculation efficiencies for alum are highly dependent on the range of pH and coagulant dosage that were applied during the process. Use of flocculation technique with alum as a coagulant represents a convenient technique for Botryococcus sp. biomass harvesting and is recommended for use in both small- and large-scale biomass industries.  相似文献

Plants of two wild native species from littoral areas, marguerite [Argyranthemum coronopifolium (Willd.) C.J. Humphries] and dwarf sea-lavender [Limonium pectinatum (Aiton) O. Kuntze], grown in an unheated plastic greenhouse, were sprayed 2 to 3 min per day over a 7-d period with different aqueous solutions containing (i) an anionic surfactant (S1); (ii) a solution simulating the composition of sea aerosol (S2); (iii) a solution simulating sea aerosol with anionic surfactant (S3), and (iv) deionized water alone (control). The plant resistance to sea aerosol and the ability to recover from treatments were studied. By the end of the spraying period, marguerite showed a significant reduction in growth compared with control. However, most of the growth parameters were significantly unaffected in dwarf sea-lavender when plants were treated with sea aerosol containing surfactant. Measurements of water relations variables in marguerite showed a slight decrease in leaf turgor potential after spraying with sea aerosol containing surfactant. The surfactant enhanced the foliar absorption of salt in marguerite plants, inducing reductions in leaf stomatal conductance and causing such damage in the photosynthetic apparatus that the level of net photosynthesis decreased and had not recovered by the end of the experiment. The treatments had no effect on leaf stomatal conductance and photosynthesis rate in dwarf sea-lavender plants. The response of the species studied to sea aerosol was related to the degree of salinity tolerance. Although both species are wild native plants from littoral areas, marguerite is not salt tolerant and was the most sensitive to the sea aerosol treatments, while dwarf sea-lavender, a halophyte species, was more efficient at decreasing the toxic salt content of the tissues as its growth and ornamental characteristics were not affected.  相似文献

We present the idea of using potential infringements on annual allowable harvest targets as an approach to estimate threats from invasive species to the forest products sector. The approach uses present-day harvest levels as a reference level to estimate when and where the impact of a nonnative forest pest could become economically damaging. We use a generic model that simulates spread and damage by nonnative invasive species, basic harvest and forest growth through time. The concept is illustrated with a case study of a new nonnative invasive pest, Sirex noctilio Fabricius on pine resources in eastern Canada. Impacts of invasion on wood supply, in particular, the point at which present-day harvest levels are not attainable, were identified for 77 non-overlapping geographical regions that delimit the primary wood supply areas around large mills and wood processing facilities in eastern Canada. The results identify the minimum area of a pest outbreak that could trigger harvest shortages (approximately 12.5–14 M ha of pine forests in Ontario and Quebec). Beyond this level, the amount of host resource available for harvesting in any given year declines rapidly. The failure to sustain broad-scale harvest targets may be an attractive and intuitive indicator for policy makers and regulators interested in developing control and “slow-the-spread” programs for non-native forest pests.  相似文献

While there are increasing numbers of non-consumptive forest uses on public lands, some silvicultural management systems provide little flexibility for the realization of non-commodity values. Traditional economic decision-making tools, such as net present value, are often applied in a manner which inadequately accounts for the full value of the resource. As a result, sub-optimal management practices are often implemented. By applying a marginal analysis of the optimal externality of different silvicultural systems, it is possible to identify the optimal timber management strategy in terms of the total costs of the timber harvest under alternative uses. Although difficulties arise in valuing non-consumptive uses, contingent valuation with averting costs estimates can establish a lower bound on society's willingness to pay for foregone timber harvesting. Low impact harvest operations and “new forestry” techniques, such as selection harvest cuts, are helpful in reducing the external costs of timber cutting. Therefore, the implementation of such systems may actually increase the socially optimal area of public lands to be harvested under a multiple-use designation.  相似文献

Aquatic ecosystems are vital to the structure and function of all environments on earth. Worldwide, approximately 95 million metric tons of fishery products are harvested from marine and freshwater habitats. A major problem in fisheries around the world is the bioethics of overfishing. A wide range of management techniques exists for fishery, managers and policy-makers to improve fishery production in the future. The best approach to limit overfishing is to have an effective, federally regulated fishery, based on environmental standards and fishery carrying capacity. Soon, overfishing is more likely to cause fish scarcity than fossil fuel shortages and high energy prices for fish harvesting. However, oil and other fuel shortages are projected to influence future fishery policies and the productive capacity of the fishery industry. Overall, small-scale fishing systems are more energy efficient than large-scale systems. Aquaculture is not the solution to wild fishery production. The energy input/output ratio of aquacultural fish is much higher than that of the harvest of wild populations. In addition, the energy ratios for aquaculture systems are higher than those for most livestock systems.  相似文献

Wildlife resources the world over have long been subject to harvest and management. As wildlife uses have grown, so too have the need and desire to ensure their sustainability. This new context of sustainability presents opportunities to merge ecological, economic and social elements to foster development. This paper presents the management and harvesting of wild kangaroos as an example of the potentially sustainable use of a natural resource. Some comparisons are drawn between the use of other wild living resources, deer in Europe and crayfish in Western Australia. However, sustainability of kangaroo species and the industry is not just a matter of market economics and ecology, it must also be socially sustainable. The public policy instrument of a statutory advisory board with a marketing function is proposed in order to integrate the cultural and social aspects of kangaroo management with the economic and ecological aspects. Through such integration, full sustainability of a wild resource then might be achieved.  相似文献

The commercial fishing fleet in New Bedford, Massachusetts, USA, harvests seafood on George’s Bank, home of one of the nation’s most productive fisheries. We calculated the energy return on investment (EROI) and carbon intensity of protein harvest in the New Bedford fisheries from 1968 to 1988. EROI is the ratio of the energy content of the edible fish protein harvested to the quantity of fossil fuel energy used directly in the harvesting process. Carbon intensity is the quantity of carbon dioxide (CO2) released (from the burning of fossil fuels) per calorie of edible fish protein harvested. The results show that the EROI of protein harvest declined from 0.18 to 0.028 from 1968 to 1988, indicating that the energy used to harvest seafood increased from about 6 to 36 kcal of fuel for each kilocalorie of protein harvested. The quantity of CO2 released per calorie of edible fish protein is a linear function of energy use and therefore increased in a similar manner. During this period there was a large increase in fishing effort (caused by the increase in the real price of seafood products, favorable tax treatment for new vessel construction, and low interest loans from the government), and a decline in several important species of fish. The results suggest that fishing pressure could be managed effectively by the regulation of fuel use by the fleet. Despite the increase in the price of many seafood products, fishermen absorbed many of the costs of increasing scarcity in the form of longer working hours and fewer men per vessel.  相似文献

The popularity of sustainability indicators is almost inescapable. Satterthwaite (Ed), The Earthscan Reader in Sustainable Cities, London, Earthscan, 1996) to the comprehensive European Union benchmarking launched in 2003 (European Commission, European Common Indicators: towards a local sustainability profile, Milan, Ambiente Italia, 2003), it seems that consensus has been reached about the positive impacts that establishing sustainability indicators can bring. This paper uses the case of developing sustainability indicators on the Island of Guernsey over the last three years to show that Agenda 21's call to activate grassroots action is being realised, but in ways that are neither top-down and modernist in approach nor bottom-up and postmodernist as Agenda 21 advocates. Although best practice literature often suggests that community involvement must be engaged prior to designing sustainability indicators, this paper explores the reasons why this is not always possible. Guernsey's case is used to show how it only became possible to generate interest in the indicator process once they were actually up and running. However, it also shows that once interest was secured by a few relevant stakeholders it became possible to further evolve the indicators in a process that has slowly been attracting more and more of the Island's community.  相似文献

ABSTRACT: Forest hydrology should be a mature science with routine use of hydrological procedures to evaluate the effect of past, current and proposed harvesting practices on water resources. It is not. However, water users are pressuring forest managers to exercise their role in managing forested watersheds for water supply. Most forest managers are poorly equipped to carry out this role. Forestry schools need to ensure that their graduates, whether employed in forest management positions or as specialists in watershed management, understand that all forestry operations may affect instream or downstream water users. Specialists in forest hydrology should be fully aware of the following: (1) climate and watershed characteristics influence streamflow in separate ways; (2) forestry practices produce changes in water yield and quality, and that only these changes need to be evaluated to estimate their effects; (3) watershed storage is a critical factor in evaluating the effects of harvesting on streamflow; and (4) the effect of harvest on one watershed cannot be extrapolated to another without consideration of the processes affected. Research is needed to assist watershed managers in applying models to watersheds for which climate and streamflow data are insufficient. Research is also needed to incorporate climate, streamflow and other data for hydrological models into geographic information systems. Joint research projects are needed to develop physical relationships between stream channel characteristics of importance to fisheries biologists and streamflow characteristics affected by forest harvest.  相似文献

Sustainability projects initiated by community groups can be significant in their contribution to the overall process of Local Agenda 21 planning and in their substantive contribution to sustainable communities. Community gardens differ from public gardens in that they are managed by community members rather than by local governments, although they may be located on council land. Community gardens vary in type from collections of individual plots to large-scale collaborative projects for the benefit of the wider community. Their roles include the production of fresh organic food; the creation of community places; and the use and dissemination of community science and innovative technologies. This paper reviews the types and roles of community gardens, and provides a case study of a community garden in Western Australia. It analyses the lessons learned from this particular case and the potential contribution of community gardens to Local Agenda 21 planning and to physical, ecological, sociocultural and economic sustainability.  相似文献

Studies of the effects of harvesting on hydrophytes in Lake Mendota, Wisconsin indicate that one harvest reduced growth by at least 50%, two harvests reduced it by 75% and three harvests virtually eliminated plant material for the year. The studies also indicated that harvesting one year reduced the biomass the following year, especially in deep water. Three harvests during the previous year were most effective in controlling biomass the second year.  相似文献

Despite a highly visible presence, policy-maker knowledge of the drivers and participants in the informal economy of wild-harvested medicinal plants in Cape Town remains limited. To illuminate the workings of this local cultural business activity, the researchers adopted value chain analysis (VCA) for dissecting harvesting, trading and consumer demand in the trade. The study included qualitative, open-ended interviews with 58 traditional healers and a quantitative consumer study of 235 township households. Cape Town's traditional healers are numerous and potentially more uniquely culturally diverse than elsewhere, serving various community health needs. Healer groups enhance their healing reputation by utilising wild-sourced medicines – much of which is harvested locally. Their services remain culturally important and utilised by at least 50% of all consumer respondents. The VCA revealed a universal healer and consumer requirement for wild medicine stocks which has considerable implications for policy-making, protected area management and traditional medicine-oriented conservation projects.  相似文献

The cumulative effects of forest management activities on water quality at a downstream point were monitored from 1972-1980 during development of a watershed for timber resources. Suspended sediment concentration and turbidity were measured at two hydrologic stations which bracketed a 10-km reach of the Middle Santiam River in the Western Cascades of Oregon as it flowed through an 8000-ha block of intensively managed forest land. Slope failures often accompany road building and harvesting in steep forested watersheds and pose the most serious threat to water quality. Although 180 km of road were constructed and 3400 ha of old-growth forests were harvested from slopes averaging over 60 percent, long-term changes in sediment yields remained undetectable during the period of measurement. The geologic characteristics of the basin and the road construction and maintenance techniques as prescribed by Oregon's forest practice regulations helped to minimize the occurrence of slope failures so that long-term changes in suspended sediment export rates did not occur. Throughout the nine-year measurement period, seven slope failures which added sediment directly to streams produced measurable short-term responses at the downstream sampling location, but these erosion events were too small and too infrequent to produce long-term changes in sediment yield from the watershed.  相似文献

Multiple negotiating rounds of the General Agreement on Tariffs and Trade (GATT) and World Trade Organization (WTO) since 1947 have conferred economic benefits through liberalized international trade. A growing body of evidence also points to linkages between liberalized trade and damage to the global environment, ecology, and natural resource base. Ironically, the increased economic well-being conferred by trade liberalization ultimately provides the basis for improved environmental protection. It is the interim environmental damage due to trade liberalization that is controversial and needing amelioration. The proposition here is to promote further trade liberalization, but only as long as environmental ethics and sustainability issues are satisfactorily addressed. Trade liberalization should not be permitted at the expense of adequate environmental protection and sustainability. Future WTO rounds need to address both development benefits and environmental ethics issues in a net social welfare maximization setting.  相似文献
