Agriculture is one of the major sources of greenhouse gas (GHG) emission. It accounts for approximately 15% of the total global anthropogenic emissions of GHGs. Emissions could be twice as much if indirect emissions are also taken into the consideration. However, unlike other high emitting sectors such as transport or energy, agriculture is potentially a significant carbon “sink”. It has high technical potential as a carbon sink and if tapped, can substantially enhance global sequestration efforts. The technical potential, however, may not translate into actual GHG reduction because of the capital assets and institutional constraints faced by the smallholder farmers in the developing countries. In this paper we develop a capital assets based framework of physical, financial, social, human and natural barriers to agricultural carbon mitigation initiatives and through analysis of current initiatives, we set out policy based options to reduce each of these barriers. Fundamentally, barrier removal will entail designing agricultural carbon mitigation initiatives in collaboration with farmer communities, through strengthening local institutions, understanding land tenure and natural resource cultures, ensuring legitimacy and equity in payments and fast tracking training and information. We provide a framework that simultaneously aids the dual objectives of alleviating poverty in the poor farming communities of developing countries and lowering global greenhouse gas emissions.  相似文献

This paper develops multiple-pollutant marginal abatement cost curve analysis to identify an optimal set of greenhouse gas (GHG) mitigation measures considering the trade-offs and synergies with other environmental pollutants. The analysis is applied to UK agriculture, a sector expected to make a contribution to the national GHG mitigation effort. Previous analyses using marginal abatement cost curves (MACCs) have determined the sector's GHG abatement potential based on the cost-effectiveness of a variety of technically feasible mitigation measures. Most of these measures have external effects on other pollution loads arising from agricultural activities. Here the monetary values of four of the most important impacts to water and air (specifically ammonia, nitrate, phosphorous and sediment) are included in the cost-effectiveness analysis. The resulting multiple-pollutant marginal abatement cost curve (MP MACC) informs the design of sustainable climate change policies by showing how the MP MACC for the UK agriculture can differ from the GHG MACC. The analysis also highlights research gaps, and suggests a need to understand the wider environmental effects of GHG mitigation options and to reduce the uncertainty in pollutant damage cost estimates.  相似文献

Emissions trading is anattractive candidate for implementinggreenhouse gas mitigation, because it canpromote both efficiency and equity. Thispaper analyzes the interregional impacts ofalternative allocations of carbon dioxideemission permits within the U.S. Theanalysis is performed with the aid of anonlinear programming model for ten EPARegions and for six alternative permitdistribution formulas. The reason thatvarious alternatives need to be consideredis that there is no universal consensus onthe best definition of equity. Advanceknowledge of absolute and relative regionaleconomic impacts provides policy-makerswith a stronger basis for making thechoice. The analysis yields several usefulresults. First, the simulations indicatethat no matter how permits are allocated,this policy instrument can substantiallyreduce the cost of GHG mitigation for theU.S. in comparison to a system of fixedquotas for each of its regions. Interestingly, the welfare impacts ofseveral of the allocation formulas differonly slightly despite the large differencesin their philosophical underpinnings. Also, the results for some equity criteriadiffer greatly from their application inthe international domain. For example, theEgalitarian (per capita) criterion resultsin the relatively greatest cost burdenbeing incurred by one of the regions of theU.S. with the lowest per capita income.  相似文献

This study explored the feasibility of using residual biomass to both mitigate greenhouse gas (GHG) emissions and remediate water contaminated by hydrocarbons. Using produced (process-affected) water from Canada’s oil sands operations as a case study, activated biochar (ACB) was found to have a higher affinity to organics than activated coal and removed 75 % of total organic carbon (TOC) from produced water in steam-assisted gravity drainage (SAGD) operations or 90 % of the TOC from synthetic tailings (ST) water sample. Up to 6 Tg dry biomass year?1 would be required to treat the waters associated with the 93?×?106-m3 of bitumen recovered per year. Landfilling the spent ACB and flaring any biogas produced were estimated to provide a greater GHG benefit than the combustion of the biochar + organics for heat to offset natural gas demand. Net costs for the ACB were about 13.84?$?m?3 bitumen for SAGD operations and 1.76?$?m?3 bitumen for mining operations. The values for mining operations justify further work to create a value chain that will integrate bioprocesses into the fossil fuel industry.  相似文献

Research shows that livestock account for a significant proportion of greenhouse gas (GHG) emissions and global consumption of livestock products is growing rapidly. This paper reviews the life cycle analysis (LCA) approach to quantifying these emissions and argues that, given the dynamic complexity of our food system, it offers a limited understanding of livestock's GHG impacts. It is argued that LCA's conclusions need rather to be considered within a broader conceptual framework that incorporates three key additional perspectives. The first is an understanding of the indirect second order effects of livestock production on land use change and associated CO2 emissions. The second compares the opportunity cost of using land and resources to rear animals with their use for other food or non-food purposes. The third perspective is need—the paper considers how far people need livestock products at all. These perspectives are used as lenses through which to explore both the impacts of livestock production and the mitigation approaches that are being proposed. The discussion is then broadened to consider whether it is possible to substantially reduce livestock emissions through technological measures alone, or whether reductions in livestock consumption will additionally be required. The paper argues for policy strategies that explicitly combine GHG mitigation with measures to improve food security and concludes with suggestions for further research.  相似文献

One of the major concerns with the post-2012 global climate regime is to reach consensus on how to finance actions needed in fast-growing developing economies for significant greenhouses gases emissions mitigation. International financial and technology transfer are bound to bridge the gap under well-designed institutional framework to facilitate the transition to low(er) carbon development trajectories in developing countries. So far, cities, which contribute nearly 80% of global emissions, have not yet been recognised as a legitimate entity to implement different greenhouse gas mitigation policies and measures with relevant technical and financial abilities. Here we discuss the scope and scale of different climate-relevant financial mechanisms and describe their comparative advantages and weakness in financing climate resilient urban infrastructures (buildings and transport in particular). We show the limitations of current instruments available in scaling up necessary financial flows into developing cities to achieve the long term climate stabilisation targets. Lastly, the paper examines the feasibility of factoring the sector-wise and Nationally Appropriate Mitigation Actions (NAMA) mechanisms into local authorities’ long-term mitigation strategy by raising necessary funds to facilitate shifting the business as usual trajectories in developing cities in the next decades.  相似文献

Climate change caused by excessive emission of greenhouse gases (GHGs) into the atmosphere has gained serious attention from the global community for a long time. More and more countries have decided to propose their goals such as Paris agreements, to reduce emitting these heat trapping compounds for sustainability. The Asian region houses dramatic changes with diverse religions and cultures, large populations as well as a rapidly changing socio-economic situations all of which are contributing to generating a mammoth amount of GHGs; hence, they require calls for related studies on climate change strategies. After pre-filtering of GHG emission information, 24 Asian countries have been selected as primary target countries. Hierarchical cluster analysis method using complete linkage technique was successfully applied for appropriate grouping. Six groups were categorized through GHG emission properties with major and minor emission sectors based on the GHG inventory covering energy, industrial processes, agriculture, waste, land use change, and forestry and bunker fuels. Assigning six groups using cluster analysis finally implied that the approach to establish GHG emission boundaries was meaningful to develop further mitigation strategies. Following the outcome of this study, calculating amount of reduction potential in suitable sectors as well as determining best practice, technology, and regulatory framework can be improved by policy makers, environmental scientists, and planners at the different levels. Therefore, this work on reviewing a wide range of GHG emission history and establishing boundaries of emission characteristics would provide further direction of effective climate change mitigation for sustainability and resilience in Asia.  相似文献

This paper reports the findings of a study conducted to identify the appropriate policy strategies for cleaner production in Zambia. Through direct consultation with industry and other stakeholders, it was observed that the major constraints that hindered implementation of cleaner production in the industry were financial problems, poor/weak enforcement of environmental laws, lack of knowledge, lack of awareness and lack of technical competence. Similarly, potential motivators for cleaner production in industry were identified and included the macro-economic climate, economic reforms and policies, economic incentives, regulation and environmental leadership. In conclusion, the low levels of cleaner production adoption were mainly due to the lack of environmental standards in some industries, low levels of cleaner production awareness, limited understanding of commercial and economic benefits of utilisation of cleaner production approaches, inadequate institutional arrangements for the promotion and implementation of cleaner production and the lacklustre enforcement of existing environmental laws.  相似文献

Pressure on consumer goods manufacturers to develop new products with significantly less environmental impact is growing, through increased consumer awareness of environmental issues and governments setting ambitious emissions reductions targets. A strategic response to this pressure is to prepare a portfolio of innovative product ideas to meet a range of future emissions reductions targets. However, although extensive work exists on ideation (the generation of novel product ideas) and eco-design (design for reduced environmental impact), eco-ideation (generation of ideas that particularly aim to reduce environmental impacts) has had little attention. The challenge of eco-ideation is to release the creativity of a broad range of employees, only few of whom may be familiar with the drivers of environmental impact.This paper proposes a novel tool to facilitate the generation of radical product and process ideas giving step-change reductions in greenhouse gas emissions. The features of products and processes that drive greenhouse gas emissions across the product life cycle were characterized with a set of indicators. A simple visual tool was created to show these indicators on a sliding scale between best and worst imaginable performance. A leading question associated with each slider was designed to stimulate lower impact ideas. The tool was iteratively refined and simplified through structured testing with individuals from across a range of roles and differing knowledge of environmental impacts. The final eco-ideation tool used 14 scales, with leading questions for each scale developed to stimulate idea generation.The tool’s effectiveness was evaluated through use in a series of 15 individual workshops and compared with the outcomes of an equal number of conventional 12-person group-brainstorming sessions. The comparison suggests that using the simple tool generally leads to a wider range of more radical ideas than emerge from group brainstorming.  相似文献

Estimates of regional greenhouse gas emissions from agricultural systems are needed to evaluate possible mitigation strategies with respect to environmental effectiveness and economic feasibility. Therefore, in this study, we used the GIS-coupled economic-ecosystem model EFEM–DNDC to assess disaggregated regional greenhouse gas (GHG) emissions from typical livestock and crop production systems in the federal state of Baden-Württemberg, Southwest Germany. EFEM is an economic farm production model based on linear programming of typical agricultural production systems and simulates all relevant farm management processes and GHG emissions. DNDC is a process-oriented ecosystem model that describes the complete biogeochemical C and N cycle of agricultural soils, including all trace gases.Direct soil emissions were mainly related to N2O, whereas CH4 uptake had marginal influence (net soil C uptake or release was not considered). The simulated N2O emissions appeared to be highly correlated to N fertilizer application (R2 = 0.79). The emission factor for Baden-Württemberg was 0.97% of the applied N after excluding background emissions.Analysis of the production systems showed that total GHG emissions from crop based production systems were considerably lower (2.6–3.4 Mg CO2 eq ha−1) than from livestock based systems (5.2–5.3 Mg CO2 eq ha−1). Average production system GHG emissions for Baden-Württemberg were 4.5 Mg CO2 eq ha−1. Of the total 38% were derived from N2O (direct and indirect soil emissions, and manure storage), 40% were from CH4 (enteric fermentation and manure storage), and 22% were from CO2 (mainly fertilizer production, gasoline, heating, and additional feed). The stocking rate was highly correlated (R2 = 0.85) to the total production system GHG emissions and appears to be a useful indicator of regional emission levels.  相似文献

This article discusses an approach for identification and evaluation of short-term greenhouse gas (GHG) emission reduction options in firms. The approach is based on lessons learnt from a project using Participatory Integrated Assessment (PIA) and builds on the idea that effective public climate policy for firms requires options that have support from stakeholders and are practically feasible. Scenarios are used to provide a link with short-term policy developments and a model assists to communicate quantitative effects of options to participating stakeholders. Our approach can be seen as a first step towards a framework that meets the need for more systematic approaches to PIAs identifying effective public policies for short-term GHG emission reduction options in firms. In order to identify effective options for non-carbon dioxide GHG emission reductions, our approach has been applied to Dutch dairy farms, after which it has been refined. The case study suggests that our approach can provide balance between practical, context specific issues and scientific-theoretical aspects, thereby avoiding common pitfalls of participatory research projects to focus too much on either theory or practical issues.

Over the past decade, the relationship between agricultural and energy markets has strengthened. Traditional energy sources have been increasingly replaced by energy from biomass, and this trend is expected to continue into the future. Consequently, an assessment of the efficiency of bioenergy policies requires a comprehensive analysis of both agricultural and energy markets. The objective of this paper is to analyze the impacts of two detailed European Union (EU) greenhouse gas (GHG) emission mitigation policies on the utilization of biomass for energy production and the implications for agricultural prices and trade. The consequences of a policy-induced shift from consumption of fossil to renewable energy are assessed under full consideration of interrelations between the energy and agricultural sectors. To this end, we combine an energy system model and an agricultural sector model by establishing a consistent interface between them. Depending on the ambition of the GHG emission reduction scenarios, the results indicate significant price increases. Furthermore, the increase in European demand for energy crops is to a substantial degree covered by additional imports. These results highlight that GHG emission mitigation policies enacted in a large economy like the EU cannot be considered without accounting for indirect effects in the rest of the world. They put the efficiency and also the effectiveness of such policies in general into question.  相似文献

The Clean Development Mechanism (CDM) was adopted in the Kyoto Protocol as a flexibility mechanism to reduce greenhouse gases (GHGs) and has been started with such projects as improving efficiency of individual technology. Although applying various countermeasures to urban areas has significant potentials for reducing GHGs, these countermeasures have not been proposed as CDM projects in the practical stage. A CDM project needs to be validated that it will reduce GHGs additionally compared with a baseline, that is, a predictive value of GHG emissions in the absence of the project. This study examined the introduction of solid waste incineration with electricity generation into three different cities, A, B and C. The combination of main solid waste treatment and fuel source are landfill and coal, respectively, in City A, incineration and natural gas in City B, and landfill and hydro in City C. GHG emission reductions of each city under several baseline options assumed here were evaluated. Even if the same technology is introduced, the emission reduction greatly varies according to the current condition and the future plan of the city: 1043–1406 kg CO2/t of waste in City A, 198–580 kg CO2/t in City B, and wide range of zero to over 1000 kg CO2/tin City C. Baseline options also cause significant difference in the emission reduction even in the same city (City C). Incinerating solid waste after removing plastics by source separation in City B increased GHG emission reduction potential up to 730–900 kg CO2/t, which enhances the effectiveness as a CDM project. Adaptation in agriculture to climate change is important for impact andvulnerability assessment and for the development of climate change policy. A wide variety of adaptation options has been proposed as having thepotential to reduce vulnerability of agricultural systems to risks related toclimate change, often in an ad hoc fashion. This paper develops atypology of adaptation to systematically classify and characterize agriculturaladaptation options to climate change, drawing primarily on the Canadiansituation. In particular, it differentiates adaptation options in agricultureaccording to the involvement of different agents (producers, industries,governments); the intent, timing and duration of employment of theadaptation; the form and type of the adaptive measure; and the relationshipto processes already in place to cope with risks associated with climatestresses. A synthesis of research on adaptation options in Canadianagriculture identifies four main categories: (i) technological developments,(ii) government programs and insurance, (iii) farm production practices,and (iv) farm financial management. In addition to these `directadaptations', there are options, particularly information provision, that maystimulate adaptation initiatives. The results reveal that most adaptationoptions are modifications to on-going farm practices and public policydecision-making processes with respect to a suite of changing climatic(including variability and extremes) and non-climatic conditions (political,economic and social). For progress on implementing adaptations to climatechange in agriculture there is a need to better understand the relationshipbetween potential adaptation options and existing farm-level andgovernment decision-making processes and risk management frameworks.  相似文献

We predicted changes in yields and direct net soil greenhouse gas (GHG) fluxes from converting conventional to alternative management practices across one of the world's most productive agricultural regions, the Central Valley of California, using the DAYCENT model. Alternative practices included conservation tillage, winter cover cropping, manure application, a 25% reduction in N fertilizer input and combinations of these. Alternative practices were evaluated for all unique combinations of crop rotation, climate, and soil types for the period 1997-2006. The crops included were alfalfa, corn, cotton, melon, safflower, sunflower, tomato, and wheat. Our predictions indicate that, adopting alternative management practices would decrease yields up to 5%. Changes in modeled SOC and net soil GHG fluxes corresponded to values reported in the literature. Average potential reductions of net soil GHG fluxes with alternative practices ranged from −0.7 to −3.3 Mg CO2-eq ha−1 yr−1 in the Sacramento Valley and −0.5 to −2.5 Mg CO2-eq ha−1 yr−1 for the San Joaquin Valley. While adopting a single alternative practice led to modest net soil GHG flux reductions (on average −1 Mg CO2-eq ha−1 yr−1), combining two or more of these practices led to greater decreases in net soil GHG fluxes of up to −3 Mg CO2-eq ha−1 yr−1. At the regional scale, the combination of winter cover cropping with manure application was particularly efficient in reducing GHG emissions. However, GHG mitigation potentials were mostly non-permanent because 60-80% of the decreases in net soil GHG fluxes were attributed to increases in SOC, except for the reduced fertilizer input practice, where reductions were mainly attributed to decreased N2O emissions. In conclusion, there are long-term GHG mitigation potentials within agriculture, but spatial and temporal aggregation will be necessary to reduce uncertainties around GHG emission reductions and the delivery risk of the associated C credits.  相似文献

Climate change is expected to adversely affect agricultural production in Africa. Because agricultural production remains the main source of income for most rural communities in the region, adaptation of the agricultural sector is imperative to protect the livelihoods of the poor and to ensure food security. A better understanding of farmers’ perceptions of climate change, ongoing adaptation measures, and the decision-making process is important to inform policies aimed at promoting successful adaptation strategies for the agricultural sector. Using data from a survey of 1800 farm households in South Africa and Ethiopia, this study presents the adaptation strategies used by farmers in both countries and analyzes the factors influencing the decision to adapt. We find that the most common adaptation strategies include: use of different crops or crop varieties, planting trees, soil conservation, changing planting dates, and irrigation. However, despite having perceived changes in temperature and rainfall, a large percentage of farmers did not make any adjustments to their farming practices. The main barriers to adaptation cited by farmers were lack of access to credit in South Africa and lack of access to land, information, and credit in Ethiopia. A probit model is used to examine the factors influencing farmers’ decision to adapt to perceived climate changes. Factors influencing farmers’ decision to adapt include wealth, and access to extension, credit, and climate information in Ethiopia; and wealth, government farm support, and access to fertile land and credit in South Africa. Using a pooled dataset, an analysis of the factors affecting the decision to adapt to perceived climate change across both countries reveals that farmers were more likely to adapt if they had access to extension, credit, and land. Food aid, extension services, and information on climate change were found to facilitate adaptation among the poorest farmers. We conclude that policy-makers must create an enabling environment to support adaptation by increasing access to information, credit and markets, and make a particular effort to reach small-scale subsistence farmers, with limited resources to confront climate change.  相似文献

We assessed the economic suitability of 4 greenhouse gas (GHG) mitigation options and one GHG offset option for an improvement of the GHG balance of a representative Swiss suckler cow farm housing 35 Livestock units and cultivating 25 ha grassland. GHG emissions per kilogram meat in the economic optimum differ between the production systems and range from 18 to 21.9 kg CO2-eq./kg meat. Only GHG offset by agroforestry systems showed the potential to significantly reduce these emissions. Depending on the production system agroforestry systems could reduce net GHG emissions by 66% to 7.3 kg CO2-eq./kg meat in the most intensive system and by 100% in the most extensive system. In this calculation a carbon sequestration rate of 8 t CO2/ha/year was assumed. The potential of a combination of the addition of lipids to the diet, a cover of the slurry tank and the application of nitrification inhibitors only had the potential to reduce GHG emissions by 12% thereby marginal abatement costs are increasing much faster than for agroforestry systems. A reduction of the GHG emissions to 7.5 kg CO2-eq./kg meat—possible with agroforestry only—raised costs between 0.03 CHF/kg meat and 0.38 CHF/kg meat depending on the production system and the state of the system before the reduction. If GHG emissions were reduced maximally average costs ranged between 0.37 CHF/kg meat, if agroforestry had the potential to reduce net GHG emissions to 0 kg CO2-eq., to 1.17 CHF/kg meat if also other options had to be applied.  相似文献

As climate changes due to rising concentrations of greenhouse gases in the atmosphere, agriculture will be one of the key human activities affected. Projections show that while overall global food production in the coming decades may keep pace with the food requirements of a growing world population, climate change might worsen existing regional disparities because it will reduce crop yields mostly in lands located at lower latitudes where many developing countries are situated. Strategies to enhance local adaptation capacity are therefore needed to minimize climatic impacts and to maintain regional stability of food production. At the same time, agriculture as a sector offers several opportunities to mitigate the portion of global greenhouse gas emissions that are directly dependent upon land use, land-use change, and land-management techniques. This paper reviews issues of agriculture and climate change, with special attention to adaptation and mitigation. Specifically, as adaptation and mitigation strategies in agriculture are implemented to alleviate the potential negative effects of climate change, key synergies need to be identified, as mitigation practices may compete with modifications to local agricultural practices aimed at maintaining production and income. Under future climate and socio-economic pressures, land managers and farmers will be faced with challenges in regard to selecting those mitigation and adaptation strategies that together meet food, fiber and climate policy requirements.  相似文献
