The concerns over climate change negotiation, decision texts and links to domestic policy interests of countries to keep warming within an acceptable limit have become the ‘hotspot issues’ of the United Nations Framework Convention on Climate Change (UNFCCC). Hotspot issues are the human – political economy factors which have evolved over time from negotiation texts or phrases, principles or behaviors with tendencies to influence climate negotiations yet cannot be identified with the scientific literature. Whilst big emitters have been accused as having hegemony over the negotiations, the effects of disunity amongst the parties over domestic policy interests have been overlooked. Hence the article examines the emergence of hotspot issues and how they manifest within the international climate policy regime. The Intended Nationally Determined Contributions (INDCs) of 130 countries submitted before the Paris agreement, were analyzed using the following texts: Adaptation, Mitigation, Co-benefits, Finance, Land use, Food security, Poverty, Resilience, Green growth, Green economy, Sustainable development, Biodiversity, Ecosystem services and Conservation. Of these, ‘adaptation’ was cited 2780 times, 1956 for ‘mitigation’ and 32 for ‘ecosystem services’ in the nature conservation category. Ten phases of the climate policy regime and historical hotspot issues were identified for the period 1980–2030. ‘Adaptation’ and mitigation appeared more frequently in the INDCs and correlated with each other (r = 0.56), as the two correlated further with ‘land use’ (0.50 < r < 0.60), and similarly with sustainable development (0.40 < r < 0.70) where ‘r’ is the Pearson Rank Correlation. Therefore the success of the ‘ambitious targets’ for mitigation will depend on similar ambitious goals for adaptation, land use and sustainable development. Several differences existed in the correlation of the hotspot issues within the regional geographical blocs (Africa, Asia, Europe, North America, Oceania, South America) and split along the hotspot issues yet Europe mostly oriented towards mitigation and land use, and Oceania on resilience building. These differences provide favorable conditions for increased cooperation and true multilateralism if they are properly diagnosed.  相似文献

The designation of marine protected areas (MPAs) may have intense social and economic effects on human communities. Driven by overarching global and European policies and national legislations, current systematic conservation planning in the UK and France requires an ecosystem approach that takes into account not only nature but also the human activities that take place in an area. Here, we identified a set of 64 socioeconomic variables potentially relevant for marine and coastal stakeholders in a European context and a comprehensive set of 20 marine and coastal stakeholder categories. Ninety national organisations in the UK and France belonging to those categories and potentially affected by/interested in the designation of multiple-use MPAs were identified and surveyed. Results show that environmental NGOs, research centres, local councils, managing agencies and statutory nature conservation bodies perceived that they are positively affected by these MPAs, whereas fishers’ organisations, shipping and aggregate industrial organisations and recreational organisations perceived to be chiefly negatively affected by MPAs. On average, the ecological effects of multiple-use MPAs are perceived as ‘largely positive’, though 30% of respondents did not perceive any positive ecological effects from these MPAs. The social, economic and cultural effects of such MPAs are perceived as ‘moderately positive’. Most respondents perceived broad range (>10 km) and permanent ecological, social, economic and cultural effects from multiple-use MPA designation suggesting high societal expectations towards these areas. However, only five variables were perceived to vary in intensity after the designation of multiple-use MPAs: ‘research’, ‘environmental performance by citizens, businesses and towns’, ‘number of green businesses’, ‘tourism’ and ‘economic activities’. The most important ‘social’ variables for stakeholder organisations referred to local populations’ engagement with the MPA, tourism and research. The most important ‘economic’ variables were linked to fishing, shipping and aquaculture activities. These variables highlight relevant topics to be considered in MPA planning, designation and management processes, especially in the UK and France. There were statistically significant differences in the ratings of socioeconomic variables between many organisations belonging to the same intuitive stakeholder categories, suggesting the importance of including as wide a range of stakeholder organisations as feasible in MPA socioeconomic-related processes. Our methods and findings can help to inform and streamline ongoing and future participatory MPA planning, management and monitoring processes in Europe and in other regions with similar socioeconomic characteristics.  相似文献

In recent decades, the growing need for biodiversity conservation and the different means of achieving it have been defined in international and national procedures regulated by governments and parliaments on the one hand, and in governance processes run by different stakeholders on the other. In local contexts, however, people perceive the abstract phenomenon of biodiversity conservation through the environment in which they live and through their social and cultural positions. We examine Finnish forest owners’ experiences and perceptions of biodiversity conservation, and consider the compatibility of these perceptions with national conservation policy. Our work is based on a survey of forest owners and the content analysis of national policy documents. We found that the perceptions of forest owners and the documents of nature conservation policy had elements that both overlapped and contradicted each other, thus reflecting different interpretations of forest ownership and biodiversity conservation. Moreover, the national Forest Biodiversity Program – an outcome of a multilateral governance process – was more successful in combining conservation policy with various perspectives of forest owners than was the authoritatively formulated Nature Conservation Act and Decree. This result indicates that governance processes can address conflicts of interest in the use of natural resources.  相似文献

Rapid karyotyping in the second and third trimesters has important implications for the management of pregnancies at risk. From September 1985 to March 1992, 735 amniotic fluid samples sent to our laboratory for rapid karyotyping from 64 different diagnostic centres of the Federal Republic of Germany were included in a comparative study on harvesting for chromosome analysis using the ‘pipette method’ or the ‘in situ’ technique. The average time between preparation of the amniotic fluid and verbal notification of the analysed karyotype was 5·41 days. The ‘pipette method’ needed on average 4·65 days, and the ‘in situ’ technique 5·97 days. In comparison with other more invasive techniques available for rapid karyotyping such as cordocentesis and placental biopsy, amniocentesis and subsequent chromosome harvesting using the ‘pipette method’ and/or the ‘in situ’ technique proved very useful and efficient. The overall incidence of chromosome aberrations was 15·3 per cent. The high rate of structural chromosome aberrations and uncommon aneuploidies found in our investigation (12 per cent) indicates that for rapid karyotyping in the second and third trimesters, conventional cytogenetic techniques cannot be replaced by faster techniques based on fluorescent in situ hybridization on interphase cells in the near future.  相似文献

The combined impacts of the financial crisis and climate change are driving the evolution of sustainable business and changing the way that governments plan for development. Markets are emerging for a range of environmentally orientated products and services as societies move (or lurch) towards reducing impacts and adapt to changing conditions. National governments are actively formulating policy and providing investment to develop green economies as one of the responses to the global financial crisis. Many of the political and economic drivers have been focused at the international and national scale, and while critical for setting the national framework for development, it often neglects the key role that regions and localities can play in ecological modernization. This paper explores two regional case studies in New South Wales (NSW), Australia, that are initiating shifts towards networks of sustainable businesses and communities and offers recommendations for further policy development. The focus of this paper is on the evolving regional sustainability market and its relationship to other social institutions including governments, communities and the individual. The unifying concept is the idea of the ‘natural advantage’, a model that integrates innovation and sustainability as a part of the regional development policy agenda.  相似文献

This paper presents a number of recent advances in technologies and improvements in units for the thermal processing of municipal solid waste (MSW) and various other types of waste. The focus is on the ‘waste-to-energy’ approach; various criteria for this approach are discussed, as well as the inconsistent attitudes about waste management approaches that are present in various countries in the European Union. The presented achievements include low-NOx burners, improved efficiency, heat exchangers, waste heat recovery systems, newly developed equipment for wet scrubbing, dioxin filters and systems for the treatment of sewage sludge.A new concept for a regional Waste-to-Energy Centre (WTEC) is outlined, the design of which is based on a combination of experience, know-how and a sophisticated approach. The proposed WTEC will use up-to-date technologies and will provide an adequate response to the growing population and rising standards of living as well to increasingly stringent environmental regulatory standards.Utilization of computational methods such as Computational Fluid Dynamics (CFD) for design optimisation and/or for troubleshooting is demonstrated with examples (flue gas duct, burner, combustion chamber). Defining conservation-liable species is one of the main issues that conservation biology faces. Elucidating species selection criteria through institutional regulations and management system settlement are among the challenges that correct biodiversity use presents. In this work, we evaluate a Laelia albida (“white little nun”) orchid population, in the Zapotitlán Salinas Valley, Mexico, through the Mexican Wild Species Extinction Risk Evaluation Method (MER) criteria in order to obtain data that could support the proposal of its being included in a Mexican official norm. On the other hand, we present experiences that help establish other alternatives, which include ex situ and in situ conservation, as well as the inhabitants instruction for the integral development of the resource, specially because this is an ethnobotanically important species embedded in the valley inhabitants cultural life. L. albida is one of the characteristic elements of the “Día de Muertos” festivities altars, a worldwide recognized traditional religious celebration, and one of the most rooted among the Mexican mestizo population.  相似文献

Market-based instruments along with conceptualizing the environment as a collection of ‘ecosystem services’ has become increasingly common within environmental and conservation policy. This kind of thinking is also increasingly prominent in the public discourse surrounding environment and conservation policy, particularly in the context of communicating the importance of policy measures. Language used in public discourse can have a powerful influence on how people engage with policy issues, and changes within the biodiversity and conservation discourse may have consequences for public engagement in conservation. We explored how these factors are changing with time by documenting the use of the terms ‘bio’ and the prevalence of economic language in the text of 3553 media releases between 2003 and 2014 from the Australian Government environment portfolio, and 1064 media releases from the Australian Conservation Foundation (ACF). Results show that in the last decade, the term ‘biodiversity’ has become less prevalent whilst economic language has increased in both Australian Government and ACF communication. A further content analysis in a subsample of 745 media releases explored the prevalence of ecosystem services framing, results indicating that it has become a mainstream concept. While this may reflect a strategic response by these agencies to better engage with both the general public and decision makers within what is an increasingly dominant neoliberal paradigm, we argue it may also have unintended (possibly adverse) impacts on how people think about and engage with biodiversity conservation.  相似文献

Recent years have seen a gradual adoption of a “catchment-scale” approach to flood risk management into European policy-making which, amongst other objectives, promotes rural land use change to reduce flood risk. While some exploratory studies of land managers’ attitudes exist, research is lacking on how public policies can be mobilised locally to implement these ideas. Two local initiatives were analysed in the transboundary River Tweed basin in Scotland and England during which public authorities negotiated with land managers. A combination of documents (N = 21) and interviews (N = 63) forms the basis of the data analysed. The results showed that implementation is highly dependent on the local policy framework, the activities of implementers, and land managers’ responses to (combination of) policy instruments. Several factors were identified influencing implementation such as devolution arrangements (i.e. from national to regional/local), the level of local interest on flood risk, local attitudes to compromise and collaboration, available policy instruments, and the existence of participatory catchment organisations. With limited scope for stand-alone regulatory action or funding in the short term, synergies and measures promoting co-benefits in flood risk management should be further sought in the Water Framework Directive River Basin Management Plans, as well as in cross-compliance and the new agri-environment-climate strategies of the common agricultural policy.  相似文献

编码是将大量零散图表数据方便整合和有效管理的关键和基础.在对各省、自治区、直辖市区划图表数据系统整合过程中,分析了欧美等国外现有河流编码及国内相关部门,如水利、测绘等河流编码的优劣.鉴于原水功能区编码的不适宜性并参考国际河流编码的经验,提出了一套比较适合整合水环境功能区划GIS数据的全新14位数字字母混合编码.该编码由6位数字型行政区划代码(GB2260-1995)、国家1∶250 000地形数据库采用的6位数字字母混合河流名称代码及2位数字顺序码的三段码组合而成,可用其唯一识别每一功能区并链接区划图表数据.但由于该编码拘于1∶250 000电子地图河流图层数据的线型(polyline)和多边型(polygon)数据结构,而非路径网络(network)结构,决定了这种基于河流名称代码的水环境功能区编码还不能反映出功能区的长度(或长度比例)等基本属性,未来研究可借鉴美国先进经验,以使之更趋完善.   相似文献

Metaphase chromosomes and interphase nuclei from nine amniotic fluid cultures were studied with fluorescence in situ hybridization (FISH). The samples were initially analyzed with routine G-banding and were diagnosed as having true mosaicism (five patients) or pseudomosaicism (four patients). In our study, FISH analysis could provide additional information to distinguish pseudo– from true mosaicism by allowing interphase studies and analysis of an increased number of metaphase spreads. These results suggest a multilinear origin of ‘in situ’ colonies of cells.  相似文献

Human exploitation of sea turtles in Venezuela dates back at least 800 years and continues to the present day. The first concerns about the status of sea turtle populations arose in the 1970s, and the projects from this early era were a tagging program, beach evaluation and in situ nest protection. Since then, efforts to develop a sea turtle research and conservation sector in Venezuela have resulted in a number of successes and rather more failures. Among the achievements is a course “Sea Turtle Biology and Conservation Techniques”, which has now been run for 15 years and has educated several hundred participants and enabled the establishment of a valuable professional network, and the publication of the Venezuelan “Sea Turtle Recovery Action Plan” in 2000. But Venezuela shares with other developing countries some crucial shortcomings which have restricted the success of conservation and research efforts. Whilst regulations relating to protected areas and natural resource use have proliferated, enforcement is weak. Community-based projects and environmental education programs exist, but levels of participation are low. A large number of conservation approaches have been applied, including head-starting and nest translocation to hatcheries, but their value as conservation tools remains unproven. Research has increased, but its impact on decision-making is not significant. Taking an insider's perspective on the challenges to date in sea turtle research and conservation in Venezuela reveals much about the reality facing conservation scientists in developing countries and the forces that shape and can potentially derail research and conservation efforts.  相似文献

We present a method how to estimate and compare the cooperative behavior of countries within the international climate change regime. Two indicators measure whether and how fast countries have committed to the United Nations Framework on Climate Change (UNFCCC) and the Kyoto Protocol (KP). Three additional indicators quantify whether and how effectively measures have been implemented in line with these agreements. These three measures are reporting, financial contributions, and development of per capita CO2 emissions in relation to the per capita gross domestic product of each country. Results show that developed countries with emission targets under the KP ratified the protocol more often and faster, submitted their report timelier, and paid their annual financial contributions to the UNFCCC secretariat more regularly than the other countries. However, concerning CO2 emissions, developing countries are evaluated more positively than developed countries. The five indicators are aggregated to a ‘Cooperation Index’ that evaluates 198 countries’ cooperative behavior within the international climate regime on a scale between 0 (=least cooperative) and 6 (=most cooperative). According to this Cooperation Index, the following large countries are ranked after their level of cooperation in ascending order: United States of America, Australia, Russia, Canada, Brazil, China, India, South Africa, and large European countries.  相似文献

The UNFCCC requires REDD+ countries wishing to receive results-based payments to measure, report and verify (MRV) REDD+ impacts; and outlines technical guidelines and good governance requirements for MRV. This article examines institutional effectiveness of REDD+ MRV by assessing countries’ progress in implementing these technical guidelines and good governance requirements, from three dimensions. Ownership of technical methods examines whether countries own technical methods for forest area and area change measuring, and for estimating forest carbon stocks; and whether national MRV systems cover all forests, land uses and carbon pools. Administrative capacity examines development of administrative competence to implement MRV. Good governance examines whether countries espouses norms of good governance in their MRV systems. We apply these dimensions to assess and compare progress in 13 REDD+ countries, based on a review of national and international documents. Findings show that REDD+ countries have high to very high ownership of technical methods. However, majority ranks only low to moderate on administrative capacity and good governance. This means that although countries have started developing technical methods for MRV, they are yet to develop the competence necessary to administer MRV and to inculcate good governance in MRV. The article explain the scores and suggest ways of improving implementation of REDD+ MRV.  相似文献

The current need for assessing sustainable processes and states is a driving assumption for this article, having as objective to present preliminary results of a new assessment approach, the Compass of Sustainability (CompasSus), applied to administrative regions of Brazil. Its methodological approach is based on a combination of existing assessment methodologies, such as the Human Development Index and the Ecological Footprint. CompasSus is elaborated under the perspective of rather complementary operational concepts of sustainable development, namely weak and strong sustainability, which are often seen as competing ones. In spite of the advances on the perspective of sustainable development perceived in international agreements for conservation of nature, as well as in the implementation of national policies aiming at sustainability, there still exists an operational ambiguity of the concept of sustainability. Thus, its fuzzy theoretical consolidation for clear definition of objectives and lines of action still leads to different assumptions for diverse stakeholders and authors. Looking at the Brazilian case, conservation strategies are needed to protect the world's largest tropical rainforest against a predatory business – as-usual frontier expansion. As for addressing trade-offs between environmental conservation and regional development demands the CompasSus introduces a combined hemispheric assessment of sustainability. In 2006, the state in which the sustainability index had the best performance was DF (Distrito Federal). This, the seat of the capital city, presents an economy based on the public and the service sectors, both very little carbon and energy intensive. Furthermore, the high income per capita, and good social indicators associated with the small relevance of the agrarian sector grants it the best sustainability index, which is determined by performances in two components representing strong and weak sustainability. In the other extreme is São Paulo (SP) where a high population density and major impacts on waterways have implied a worse performance in weak sustainability index, whereas the high consumption of energy together with high carbon emissions have also determined a low performance in strong sustainability index.  相似文献

As part of the Southern California Air Quality Study (SCAQS), ambient levels of gas phase formic acid and acetic acid have been measured at four locations: a ‘control’ site (San Nicholas Island), a source-dominated coastal site (Long Beach) and two inland smog receptor sites (Claremont and Palm Springs). Samples were collected on alkaline traps and were analyzed by size exclusion liquid chromatography with ultraviolet detection. Levels of gas phase formic acid (up to 19 ppb) and acetic acid (up to 17 ppb) exhibited diurnal (frequent night-time maxima), spatial and seasonal variations. During summer smog episodes, concentrations increased from 0.6 ppb at the ‘control’ site to up to 13–19 ppb at the inland smog receptor sites reflecting primary emissions and in situ formation during transport inland. The acetic acid/formic acid (A/F) ratio decreased from coastal to inland sites. At the coastal site levels of both acids and the A/F ratio were substantially higher during the fall than during the summer.  相似文献

Comprehensive classification systems to accurately account for lands managed for biodiversity conservation, are an essential component of conservation planning and policy. The current international classification systems for lands managed for nature conservation are reviewed, with a particular emphasis on Australia. The need for a broader, all-encompassing, categorisation of lands managed for conservation is presented and a proposed broader categorisation system is developed—the Conservation Lands Classification. This classification system has the advantage of incorporating data on both tenure and protection mechanisms and has been applied in this paper using conservation lands in three Australian jurisdictions as examples. It is envisaged that this method of classification has the potential to significantly improve the ability to measure current and future trends in nature conservation across all land types at a variety of scales and hence is put forward in order to stimulate discussion on this important topic.  相似文献

Ecosystems are essential in providing multiple services to society. However, understanding ecosystem services (ESS) in terms of spatial distribution and trade-offs still remains a challenge for landscape planners and natural resource managers. In this paper, we analyzed the supply of a set of ESS – carbon storage, soil erosion protection, biodiversity, and recreation – within the landscape surrounding the city of Bari in Southern Italy. Through an analysis of this landscape, which includes natural protected areas, such as Natura 2000 Network sites, national and regional parks and nature reserves, and in view of the recent Fitness Check of the Nature Directives, we aimed to provide answers to the following questions: (i) Where are the areas of high and low supply of individual ecosystem services located?; (ii) Where do ecosystem service trade-offs (i.e., ‘hotspots’ and ‘coldspots’) occur?; and (iii) To what extent are ecosystem service hotspots and coldspots located within or outside of natural protected areas? Results show that most of the landscape in the study area supplied at least one of the selected ESS and that ESS hotspots were mostly located within forested and/or natural areas. Hotspots occupied 8.0% of the total landscape, with 23.7% located in natural protected areas. Coldspots were scarce and equal to 2.4%; they constituted only 0.1% of natural protected areas. Almost all of the landscape (89.6%) consists of intermediate areas (i.e., between hotspots and coldspots); 76.2% of natural protected areas consists of intermediate areas. This latter finding is relevant because the high intermediate classes are potentially high-performing areas, which lie mainly on the borders of protected spaces; they can positively influence ecological processes and thus enhance a wide-ranging provision of ESS. Our results highlight the importance of analyzing landscapes to facilitate the selection of priority areas where management efforts would yield maximum benefits.  相似文献

The effect of Russian wheat aphid Diuraphis noxia (Mordvilko) from South Africa and Hungary was measured on susceptible and resistant South African wheat cultivars and a susceptible Hungarian barley cultivar. For the three cultivars (‘SST 333’, ‘Betta’, and ‘Isis’) tested in both countries, Hungarian D. noxia reduced plant weight and leaf area more than South African D. noxia and this difference increased over time. Hungarian D. noxia reduced plant weight and leaf area of the resistant wheat SST 333 more than the susceptible wheat Betta. Hungarian D. noxia also reduced plant weight of the resistant wheat ‘PI 262660’ more than the susceptible wheat Betta (although the opposite was true for leaf area). In Hungary the resistant SST 333 and PI 262660 showed similar severe symptoms of yellowing and leaf rolling as susceptible Betta. In addition, Hungarian D. noxia caused visible water imbalance in resistant wheats SST 333 and PI 262660. The differences in damage did not result from higher growth rate of Hungarian D. noxia colonies because aphid numbers did not differ consistently between countries or match the differences in damage. Differences between Hungarian and South African D. noxia suggest genetic differences between these populations. These results support the idea that resistant plant germplasm has geographical limits because of variation in agro-ecosystems.  相似文献
