This paper explores how social networks and bonds within and across organisations shape disaster operations and strategies. Local government disaster training exercises serve as a window through which to view these relations, and ‘social capital’ is used as an analytic for making sense of the human relations at the core of disaster management operations. These elements help to expose and substantiate the often intangible relations that compose the culture that exists, and that is shaped by preparations for disasters. The study reveals how this social capital has been generated through personal interactions, which are shared among disaster managers across different organisations and across ‘levels’ within those organisations. Recognition of these ‘group resources’ has significant implications for disaster management in which conducive social relations have become paramount. The paper concludes that socio‐cultural relations, as well as a people‐centred approach to preparations, appear to be effective means of readying for, and ultimately responding to, disasters. 相似文献

Natural and human‐caused disasters pose a significant risk to the health and well‐being of people. Journalists and news organisations can fulfil multiple roles related to disasters, ranging from providing warnings, assessing disaster mitigation and preparedness, and reporting on what occurs, to aiding long‐term recovery and fostering disaster resilience. This paper considers these possible functions of disaster journalism and draws on semi‐structured interviews with 24 journalists in the United States to understand better their approach to the discipline. A thematic analysis was employed, which resulted in the identification of five main themes and accompanying subthemes: (i) examining disaster mitigation and preparedness; (ii) facilitating recovery; (iii) self‐care and care of journalists; (iv) continued spread of social media; and (v) disaster journalism ethics. The paper concludes that disaster journalism done poorly can result in harm, but done well, it can be an essential instrument with respect to public disaster planning, management, response, and recovery. 相似文献

A lack of trust in the information exchanged via social media may significantly hinder decisionmaking by community members and emergency services during disasters. The need for timely information at such times, though, challenges traditional ways of establishing trust. This paper, building on a multi‐year research project that combined social media data analysis and participant observation within an emergency management organisation and in‐depth engagement with stakeholders across the sector, pinpoints and examines assumptions governing trust and trusting relationships in social media disaster management. It assesses three models for using social media in disaster management—information gathering, quasi‐journalistic verification, and crowdsourcing—in relation to the guardianship of trust to highlight the verification process for content and source and to identify the role of power and responsibilities. The conclusions contain important implications for emergency management organisations seeking to enhance their mechanisms for incorporating user‐generated information from social media sources in their disaster response efforts. 相似文献

A major flood in 1997 forced the evacuation of Grand Forks, North Dakota and caused damage of USD 1 billion. Despite this recent disaster there is only marginal evidence of an increase in disaster recovery planning by businesses that experienced the flood. This finding is consistent with the results of other business-related disaster research. Statistical tests of survey results from 2003 indicate that there is a significantly higher rate of disaster recovery planning in businesses started since the 1997 flood than in businesses started before the flood and still in business. Such an outcome indicates a need for public policy actions emphasizing the importance of disaster planning. Improved disaster planning is an aid to business recovery and the results demonstrate the need for more widespread efforts to improve disaster recovery planning on the part of smaller businesses, even in areas that have recently experienced disasters. 相似文献

Post-disaster reconstruction (PDR) poses specific and complex challenges that government agencies have to deal with. Existing crisis management and communication models as well as literature on social media adoption by public organisations tend to focus on the critical stage, neglecting the issues that arise when the social, physical and cultural environments affected by a disaster have to be rebuilt. Conversely, this paper presents some preliminary findings on the Government to Citizen (G2C) communications and social media usage in PDR settings. The PDR process that followed the earthquakes in Emilia-Romagna (Northern Italy) in 2012 was used as a case study. Data derived from field notes and multiple-choice questionnaires revealed that government agencies provided information mainly about housing and infrastructure and financing and that they addressed this information to all citizens, although information was sometimes targeted specifically to business people, homeowners and members of community-based groups. Government officers gave preference to face-to-face contacts, Web portals and printed material. Social media were used predominantly as additional means of communication of PDR-related information, thus underrating their potential for community engagement and G2C bidirectional communication. Natural disasters are defined in this paper by relating the impact of extreme geophysical events to patterns of human vulnerability. Hazard perception is shown to be a factor that limits the mitigation of risk. The historical development of disaster studies is traced and five different schools of thought are identified. The current International Decade for Natural Disaster Reduction (IDNDR) is evaluated critically with regard to its potential for unifying the disparate strands of knowledge and its scope as a vehicle for education.

Social capital discourse occupies an important place in disaster studies. Scholars have adopted various inflections of social capital to explain how those with greater amounts of this crucial resource are generally more resilient to disasters and experience speedier recovery. Disaster scholars have also discovered that people typically display altruistic tendencies in the wake of disasters and develop novel networks of mutual support, known as ‘communitas’, which is also seen to build resilience and boost recovery. In this paper, we use the work of Pierre Bourdieu to synthesise these literatures, conceptualising communitas as ‘disaster social capital’. We offer a fleshed-out definition of disaster social capital to distinguish it from regular social capital and discuss the barriers to, and the enablers of, its formation. While primarily a conceptual discussion, we believe that it has practical and policy value for disaster scholars and practitioners interested in inclusive disaster risk reduction as well as full and just recoveries. 相似文献

Digital disparities and vulnerability: mobile phone use,information behaviour,and disaster preparedness in Southeast Asia 下载免费PDF全文
This paper proposes an ecological view to investigate how disparities in mobile technology use reflect vulnerabilities in communities vis‐à‐vis disaster preparedness. Data (n=1,603) were collected through a multi‐country survey conducted equally in rural and urban areas of Indonesia, Myanmar, Philippines, and Vietnam, where mobile technology has become a dominant and ubiquitous communication and information medium. The findings show that smartphone users' routinised use of mobile technology and their risk perception are significantly associated with disaster preparedness behaviour indirectly through disaster‐related information sharing. In addition to disaster‐specific social support, smartphone users' disaster‐related information repertoires are another strong influencing factor. In contrast, non‐smartphone users are likely to rely solely on receipt of disaster‐specific social support as the motivator of disaster preparedness. The results also reveal demographic and rural–urban differences in disaster information behaviour and preparedness. Given the increasing shift from basic mobile phone models to smartphones, the theoretical and policy‐oriented implications of digital disparities and vulnerability are discussed. 相似文献

This paper focuses on the role of the formal response community's use of social media and crowdsourcing for emergency managers (EMs) in disaster planning, response and recovery in the United States. In‐depth qualitative interviews with EMs on the Eastern seaboard at the local, state and federal level demonstrate that emergency management tools are in a state of transition—from formal, internally regulated tools for crisis response to an incorporation of new social media and crowdsourcing tools. The first set of findings provides insight into why many EMs are not using social media, and describes their concerns that result in fear, uncertainty and doubt. Second, this research demonstrates how internal functioning and staffing issues within these agencies present challenges. This research seeks to examine the dynamics of this transition and offer lessons for how to improve its outcomes—critical to millions of people across the United States. 相似文献

Disasters can have severe and long‐lasting consequences for individuals and communities. While scholarly evidence indicates that access to social support can ameliorate their negative impacts, less understood is whether or not neighbourhood social capital can facilitate recovery. This study uses two waves of survey data—collected before and after a significant flood in Brisbane, Australia, in 2011—to examine the relationship between the severity of the event at the individual and neighbourhood level, access to neighbourhood social capital and individual‐level social support, and functioning in the post‐disaster environment. In line with previous research, the results indicate that the severity of the flood is the most salient predictor of post‐disaster functioning. No evidence was unearthed to show that neighbourhood social capital amassed before the flood leads to better functioning subsequently, but the findings do suggest that individual‐level social support can moderate the effect of flood severity on functioning. 相似文献

Analyses of disaster resilience have focused increasingly on the role of social capital and online social networks in recovery. This study complements this field of work by investigating three key issues. First, it examines how a social messaging application, WeChat, helped individuals to access and to mobilise three types of social capital—bonding, bridging, and linking—during Hurricane Harvey, a Category 4 storm that made landfall in Louisiana and Texas in the United States in August 2017, resulting in significant flooding and loss of life. Second, it pinpoints and assesses quantitatively how individuals' WeChat group usage and social capital influenced their post-disaster well-being. Third, it demonstrates how a minority and immigrant community in Houston, Texas, overcame the disadvantages commonly observed in other disaster research through the utilisation of social media. The findings of this study should aid governmental and community efforts to foster resilience in the face of natural and human-induced hazards. 相似文献

The aim of this paper is to assess the role of people's perception in disaster management. It is based on a study carried out along the slopes of Mount Elgon in Eastern Uganda. People living in the study area have experienced a number of landslides, but the landslide in 2010 had the most far‐reaching effects on community livelihoods and resulted in a major setback to development efforts in the area. Experiences of landslides have enabled the local people to develop a number of interpretations of the causes and effects of the phenomena. The study revealed that community members did not share uniform perceptions. Whereas some members advanced technical or physical explanations for the 2010 disaster, others believed that some form of divine power was behind it. Strengthening social networks and integrating communities' perceptions in intervention mechanisms were identified as possible ways of managing future landslide disasters. 相似文献

A commonly‐held belief is that natural disasters do not discriminate. This paper, though, poses the following theoretical question: what does the elision of race, class, and gender in the news media say about disasters in the neoliberal era? It draws on the author's analysis of two prominent newspapers—The New York Times and USA Today—and their coverage of the recovery process after devastating tornadoes in two towns in the United States (Tuscaloosa, Alabama, and Joplin, Missouri) in 2011. The study asserts that the narrative of the news media is one with which people are familiar and that it fits into larger ‘formula stories’. It utilises theoretical treatments of narrative to demonstrate how differences are erased and how they lead to complicity in hegemonic representations. Critical theory is used to elucidate why this occurs, and the paper sources Goldberg (2002) in suggesting that the news media employs ‘fantasies of homogenisation’ when representing post‐disaster communities. 相似文献

How do disasters shape local government legitimacy in relation to managing climate‐ and disaster‐related risks? This paper looks at how local authorities in Central Vietnam perceive their social contract for risk reduction, including the partial merging of responsibilities for disaster risk management with new plans for and investments in climate change adaptation and broader socioeconomic development. The findings indicate that extreme floods and storms constitute critical junctures that stimulate genuine institutional change. Local officials are proud of their strengthened role in disaster response and they are eager to boost investment in infrastructure. They have struggled to reinforce their legitimacy among their constituents, but given the shifting roles of the state, private sector, and civil society, and the undiminished emphasis on high‐risk development models, their responsibilities for responding to emerging climate change scenarios are increasingly nebulous. The past basis for legitimacy is no longer valid, but tomorrow's social contract is not yet defined. 相似文献

South Asia is one of the regions of the world most vulnerable to natural disasters. Although news media analyses of disasters have been conducted frequently in various settings globally, there is little research on populous South Asia. This paper begins to fill this gap by evaluating local and foreign news media coverage of the earthquake in Nepal on 25 April 2015. It broadens the examination of news media coverage of disaster response beyond traditional framing theory, utilising community capitals (built, cultural, financial, human, natural, political, and social) lens to perform a thematic content analysis of 405 news items. Overall, financial and natural capital received the most and the least emphasis respectively. Statistically significant differences between local and foreign news media were detected vis‐à‐vis built, financial, and political capital. The paper concludes with a discussion of the social utility of news media analysis using the community capitals framework to inform disaster resilience. 相似文献

This study aimed to assess the multi‐level effects of natural hazards on trust in Chinese society. Drawing on the Chinese General Social Survey conducted in 2012 and provincial disaster damage records, it examined the association between individuals’ past experiences of disasters and province‐level damage (measured by the number of affected people, deaths, and economic loss) and various forms of trust: in‐group; out‐group; generalised; and political. The findings indicate that Chinese individuals with experience of disasters have higher levels of out‐group trust but lower levels of political trust. Similarly, at the province level, damage owing to disasters over the past three years (2009–11) positively impacted on residents’ out‐group trust while negatively affecting their political trust. However, when provincial damage was aggregated for disasters over the past five years (2007–11), which included the devastating Sichuan earthquake on 12 May 2008, only total deaths had a positive effect on generalised trust. 相似文献

A disaster referred to by the press as the ‘UK flooding crisis’ occurred between December 2015 and January 2016. This study employed three different levels of analysis to identify a multidimensional perspective adopted in the disaster reporting of the British Broadcasting Corporation (BBC). These levels revealed details about the social actors and their interactions. The set of news exposed diverse viewpoints on the crisis, from loss and damage to distinct affected subgroups to the various social engagement actions of aid and the multiplicity of technical response measures. The conclusions highlight considerable social amplitude in the BBC's coverage; however, owing to the reductionist approach of this media communicator, the field of action involving different social actors was not very clear in the content of the news, particularly with regard to cohesion, conflict/obstruction, and concernthe concept of crisis in its essence.
