This paper explores how social networks and bonds within and across organisations shape disaster operations and strategies. Local government disaster training exercises serve as a window through which to view these relations, and ‘social capital’ is used as an analytic for making sense of the human relations at the core of disaster management operations. These elements help to expose and substantiate the often intangible relations that compose the culture that exists, and that is shaped by preparations for disasters. The study reveals how this social capital has been generated through personal interactions, which are shared among disaster managers across different organisations and across ‘levels’ within those organisations. Recognition of these ‘group resources’ has significant implications for disaster management in which conducive social relations have become paramount. The paper concludes that socio‐cultural relations, as well as a people‐centred approach to preparations, appear to be effective means of readying for, and ultimately responding to, disasters. 相似文献

A disaster referred to by the press as the ‘UK flooding crisis’ occurred between December 2015 and January 2016. This study employed three different levels of analysis to identify a multidimensional perspective adopted in the disaster reporting of the British Broadcasting Corporation (BBC). These levels revealed details about the social actors and their interactions. The set of news exposed diverse viewpoints on the crisis, from loss and damage to distinct affected subgroups to the various social engagement actions of aid and the multiplicity of technical response measures. The conclusions highlight considerable social amplitude in the BBC's coverage; however, owing to the reductionist approach of this media communicator, the field of action involving different social actors was not very clear in the content of the news, particularly with regard to cohesion, conflict/obstruction, and concernthe concept of crisis in its essence. Crisis mapping is a legitimate component of both crisis informatics and disaster risk management. It has become an effective tool for humanitarian workers, especially after the earthquake in Haiti in 2010. Ushahidi is among the many mapping platforms on offer in the growing field of crisis mapping, and involves the application of crowdsourcing to create online and interactive maps of areas in turmoil. This paper presents the Crisis Map of the Czech Republic, which is the first such instrument to be deployed nationwide in Central Europe. It describes the methodologies used in the preparatory work phase and details some practices identified during the creation and actual employment of the map. In addition, the paper assesses its structure and technological architecture, as well as its potential possible development in the future. A comprehensive review of online, official, and scientific literature was carried out in 2012–13 to develop a framework of disaster social media. This framework can be used to facilitate the creation of disaster social media tools, the formulation of disaster social media implementation processes, and the scientific study of disaster social media effects. Disaster social media users in the framework include communities, government, individuals, organisations, and media outlets. Fifteen distinct disaster social media uses were identified, ranging from preparing and receiving disaster preparedness information and warnings and signalling and detecting disasters prior to an event to (re)connecting community members following a disaster. The framework illustrates that a variety of entities may utilise and produce disaster social media content. Consequently, disaster social media use can be conceptualised as occurring at a number of levels, even within the same disaster. Suggestions are provided on how the proposed framework can inform future disaster social media development and research. 相似文献

Natural and human‐caused disasters pose a significant risk to the health and well‐being of people. Journalists and news organisations can fulfil multiple roles related to disasters, ranging from providing warnings, assessing disaster mitigation and preparedness, and reporting on what occurs, to aiding long‐term recovery and fostering disaster resilience. This paper considers these possible functions of disaster journalism and draws on semi‐structured interviews with 24 journalists in the United States to understand better their approach to the discipline. A thematic analysis was employed, which resulted in the identification of five main themes and accompanying subthemes: (i) examining disaster mitigation and preparedness; (ii) facilitating recovery; (iii) self‐care and care of journalists; (iv) continued spread of social media; and (v) disaster journalism ethics. The paper concludes that disaster journalism done poorly can result in harm, but done well, it can be an essential instrument with respect to public disaster planning, management, response, and recovery. 相似文献

This paper focuses on the role of the formal response community's use of social media and crowdsourcing for emergency managers (EMs) in disaster planning, response and recovery in the United States. In‐depth qualitative interviews with EMs on the Eastern seaboard at the local, state and federal level demonstrate that emergency management tools are in a state of transition—from formal, internally regulated tools for crisis response to an incorporation of new social media and crowdsourcing tools. The first set of findings provides insight into why many EMs are not using social media, and describes their concerns that result in fear, uncertainty and doubt. Second, this research demonstrates how internal functioning and staffing issues within these agencies present challenges. This research seeks to examine the dynamics of this transition and offer lessons for how to improve its outcomes—critical to millions of people across the United States. 相似文献

Decisions about disaster preparedness are rarely informed by cost‐benefit analyses. This paper presents an economic model to address the thorny question, ‘how prepared is prepared enough?’ Difficulties related to the use of cost‐benefit analysis in the field of disaster management concern the tension between the large number of high‐probability events that can be handled by a single emergency response unit and the small number of low‐probability events that must be handled by a large number of them. A further special feature of disaster management concerns the opportunity for cooperation between different emergency response units. To account for these issues, we introduce a portfolio approach. Our analysis shows that it would be useful to define disaster preparedness not in terms of capacities, but in terms of the frequency with which response capacity is expected to fall short. 相似文献

Cultural heritage sites form an unrenewable asset that is threatened by natural disasters. Given the high bushfire risk, mandatory Bush Fire Risk Management Plans have been drawn up throughout New South Wales, Australia. We compared their mandatory provisions for the protection of heritage assets with an 'Ideal Heritage Disaster Plan', containing a series of non-negotiable elements. The examined plans fell well short of the ideal. Preparedness Plans generally lacked a discussion of suppression techniques (for historic heritage), prevention, prescribed drills and communication procedures. None of the Response Plans or Recovery Plans contained any of the required core elements, such as rapid suppression techniques and stabilisation procedures. Where aspects were covered, they were addressed in an inadequate level of detail. The overall quality of the cultural heritage components of the plans is judged to be poor. Suggestions are made on how to improve the situation if heritage assets are to have a future following bushfire events. 相似文献

The devastating Bhola cyclone in November 1970 is credited with having triggered the political events that led to the division of Pakistan and the creation of Bangladesh in 1971. A callous response to the disaster by the Pakistani regime resulted in a landslide electoral victory for Bengali nationalists, followed by a bitter and bloody civil war. Yet, despite its political momentousness, the Bhola cyclone has been the subject of little political analysis. This paper examines the events, arguing that its extraordinary political significance put disaster management on the nationalist agenda; the famine of 1974 confirmed its centrality, producing a social contract to protect the population against disasters and subsistence crises on which the country's acclaimed resilience to the effects of climate change rests. The Bhola cyclone also drew international attention to this neglected, little‐known region, and in general can be seen as foundational for the subsequent developmental achievements of Bangladesh. 相似文献

Current flood risk strategies in Malawi are characterized by community-based flood risk management (CB-FRM), even though studies explicitly documenting evidence of successful CB-FRM remain limited. This paper investigates the realities and challenges of CB-FRM as seen through a lens of different stakeholders. In order to capture the experiences of CB-FRM, a predominantly qualitative research framework was developed. In 2016, 11 focus group discussions with stakeholder groups (local communities, local government and non-governmental organisations) were held. Additionally, informal discussions, field visits, a short survey and an extensive desk study were undertaken. The findings were analysed according to the major themes that emerged related to the realities and challenges of specific stakeholder groups. Although response and relief still remain prominent components of CB-FRM in Malawi, a number of mitigation and preparedness activities is observed. However, a lack of in-country resources, relief-oriented aid approaches and an ‘aid dependency’ syndrome represent obstacles. Different stakeholder groups share similar challenges in terms of financing, participation, decentralised governance and project management. Lack of project sustainability and localised ownership also emerged as major challenges. The identified challenges shed light on the frontiers and directions in which improvements are needed, thus offering a valuable contribution to the existing knowledgebase. 相似文献

Risk communication and risk perception are critical factors in disaster management. Governments at all levels play a part in communicating risk, whereas the perception of risk entails active roles by community participants, including potential and actual victims of disasters. This paper discusses these matters in relation to the floods in Brisbane, Australia, in 2011. The findings are based on interviews with representatives of households whose dwellings or business premises were fully or partially inundated by the waters. The research shows how important it is to recognise the problems of institutional fragmentation in terms of communication and the active engagement of recipients in understanding and interpreting flood risk information (especially for slow‐onset riverine flooding, such as that suffered by Brisbane). Locally targeted information on risk is of vital importance in avoiding the misinterpretation of warning information in relation to environmental cues and in promoting adequate responses. In February 2000, Mozambique suffered its worst flooding in almost 50 years: 699 people died and hundreds of thousands were displaced. Over 49 countries and 30 international non-governmental organisations provided humanitarian assistance. Coordination of disaster assistance is critical for effective humanitarian aid operations, but limited attention has been directed toward evaluating the system-wide structure of inter-organisational coordination during humanitarian operations. Network analysis methods were used to examine the structure of inter-organisational relations among 65 non-governmental organisations (NGOs) involved in the flood operations in Mozambique. Centrality scores were used to estimate NGO-specific potential for aid coordination and tested against NGO beneficiary numbers. The average number of relief- and recovery-period beneficiaries was significantly greater for NGOs with high relative to low centrality scores (p < 0.05). This report addresses the significance of these findings in the context of the Mozambican 2000 floods and the type of data required to evaluate system-wide coordination. 相似文献

The islands of Fiji, in the Western Pacific, are exposed to a wide range of natural hazards. Tropical storms and associated floods are recurring natural phenomena, but it has been regularly alleged that Fijians lack preparation, over‐rely on state assistance in post‐disaster situations or engage in risky behaviours that aggravate the negative impact of floods. Risk reduction strategies, which are now implemented by government authorities and international organisations, heavily promote the principle of ‘community preparedness’. Both community awareness programmes and capacity‐building programmes are conducted throughout the country in the most vulnerable communities. This paper analyses how the inhabitants of Lomanikoro village, in the low areas of the Rewa Delta, perceive and manage existing flood risks. It examines social and cultural factors that contribute to shape risk response locally—in particular, why villagers may be reluctant to adopt some recommended preparedness measures and resettle in higher, safer zones. 相似文献

Efficient and effective disaster management will prevent many hazardous events from becoming disasters. This paper constitutes the most comprehensive document on the natural disaster management framework of Cameroon. It reviews critically disaster management in Cameroon, examining the various legislative, institutional, and administrative frameworks that help to facilitate the process. Furthermore, it illuminates the vital role that disaster managers at the national, regional, and local level play to ease the process. Using empirical data, the study analyses the efficiency and effectiveness of the actions of disaster managers. Its findings reveal inadequate disaster management policies, poor coordination between disaster management institutions at the national level, the lack of trained disaster managers, a skewed disaster management system, and a top‐down hierarchical structure within Cameroon's disaster management framework. By scrutinising the disaster management framework of the country, policy recommendations based on the research findings are made on the institutional and administrative frameworks. 相似文献

This paper proposes an empirically grounded framework for examining the preparedness and recovery phases of disaster management activities and processes pertaining to predictable disasters within a developed country. The two‐stage framework provides a single model composed of important preparedness and recovery initiatives, as well as activities and processes derived from empirical data collected for case studies from Australia: the ‘Black Saturday’ bushfires in the state of Victoria in February 2009; and Cyclone Larry in March 2006. The framework enables a variety of analyses, including the generation of insights into disaster management preparedness and recovery in the context of events in wealthy developed countries. The paper combines two empirical examples, a series of bushfires and a severe tropical cyclone, to enhance understanding of, and to contribute to better, disaster preparedness and recovery in the future. This article identifies the nature of functions that social service workers employed by municipal organisations have to perform during a community disaster and subsequent reorganisation at a time of war. The article also explores to what extent the functions of workers change as a result of the transition from a peacetime routine to a war situation. Using focus groups the study assesses the knowledge of social service workers and ordinary citizens who had direct experience of the second Lebanese war in Israel (2006). Eight major functions needed at a time of disaster are distinguished among various employees. The article discusses the significance of these functions, and the need to make changes in the network of functions at a time of disaster. 相似文献
