Academics and practitioners alike emphasise that public policy plays a key role to support efforts to reduce disaster risks and to buffer the impacts of natural hazards when they occur. This involves developing public policies to promote disaster risk reduction (DRR). However, the public policy dimension has only recently begun to receive attention in empirical research on DRR. Processes of policy change are discussed, yet less often studied, and more empirical research is needed to advance the understanding of the conditions for DRR policy change. Combining insights from adaptation research and public policy theory, this study investigates the long-term development of DRR policy in Mozambique as perceived by multiple stakeholders. The study identifies barriers and enabling factors influencing the DRR policy process over time. Using data from 37 semi-structured interviews, the study finds six main enabling factors supporting DRR policy change. Among the most important enabling factors are past disasters and broad stakeholder involvement. The study also unveils several barriers to DRR policy change, including resource insufficiency and lack of coordination among stakeholders. The study concludes with suggestions for integrating DRR and policy process research and lessons for policymaking in support of DRR over time.  相似文献

This paper contains a critical exploration of the social dimensions of the science–humanitarian relationship. Drawing on literature on the social role of science and on the social dimensions of humanitarian practice, it analyses a science–humanitarian partnership for disaster risk reduction (DRR) in Padang, Sumatra, Indonesia, an area threatened by tsunamigenic earthquakes. The paper draws on findings from case study research that was conducted between 2010 and 2011. The case study illustrates the social processes that enabled and hindered collaboration between the two spheres, including the informal partnership of local people and scientists that led to the co‐production of earthquake and tsunami DRR and limited organisational capacity and support in relation to knowledge exchange. The paper reflects on the implications of these findings for science–humanitarian partnering in general, and it assesses the value of using a social dimensions approach to understand scientific and humanitarian dialogue.  相似文献

Two-way communication and strong relationships between government and affected communities are necessary to enhance the latter's resilience to disaster risks. The Tlokwe City Council (TCC) in the North-West province, South Africa, is facing a dolomite and sinkhole disaster risk that threatens the safety of several residential areas, including informal settlements. A dolomite disaster risk reduction (DRR) management system such as the TCC Dolomite Management Desk (DMD) can be used to facilitate two-way communication and strong relationships between government and the affected communities. Semi-structured interviews with two different groups of people were conducted and the responses evaluated to determine in what way DRR communication via the Tlokwe DMD served to establish strong relationships between the TCC and the affected community. It was found that the two groups of interviewees had contradictory views on the risk communication and quality of relationships as facilitated by the Tlokwe DMD. These views illuminated the predicament of communicating about the dolomite and sinkhole risk. The Tlokwe DMD is unique in South Africa and its ability to enable communication and strong government–community relationships needs to be developed further. As a result of the increase in natural disaster losses, policy‐makers, practitioners, and members of the research community around the world are seeking effective and efficient means of overcoming or minimising them. Although various theoretical constructs are beneficial to understanding the disaster phenomenon and the means of minimising losses, the disaster risk management process becomes less effective if theory and practice are set apart from one another. Consequently, this paper seeks to establish a relationship between two theoretical constructs, ‘disaster risk reduction (DRR)’ and ‘vulnerability reduction’, and to develop a holistic approach to DRR with particular reference to improving its applicability in practical settings. It is based on a literature review and on an overall understanding gained through two case studies of post‐disaster infrastructure reconstruction projects in Sri Lanka and three expert interviews in Sri Lanka and the United Kingdom.  相似文献

Consideration of gender in the disaster sphere has centred almost exclusively on the vulnerability and capacities of women. This trend stems from a polarised Western understanding of gender as a binary concept of man—woman. Such an approach also mirrors the dominant framing of disasters and disaster risk reduction (DRR), emphasising Western standards and practices to the detriment of local, non‐Western identities and experiences. This paper argues that the man—woman dichotomy is an insufficient construct with which to address the gendered dimensions of a disaster as it fails to capture the realities of diverse gender minorities in non‐Western contexts. The paper presents case studies from the Philippines, Indonesia, and Samoa, where gender minorities display specific patterns of vulnerability associated with their marginal positions in society, yet, importantly, also possess a wide array of endogenous capacities. Recognition of these differences, needs, skills, and unique resources is essential to moving towards inclusive and gender‐sensitive DRR.  相似文献

Nowadays there are approximately 80 Anglophone journals that deal primarily with disaster risk reduction (DRR) and allied fields. This large array signals a sustained, if uneven, growth in DRR scholarship but also competition between the offerings of different publishers and institutions. The purpose of this article is first to summarise the development of academic publishing on DRR from its early beginnings to the present day. The paper then evaluates the current state of publishing in this field and discusses possible future trends. Next, it identifies some possible opportunities, challenges, expectations, and commitments for journal editors both within DRR and academia more broadly, including those that refer to changes in the use of terminology, the relentless increase in the number of papers submitted, the expansion and dangers of predatory journals, different peer review models, open access versus paywalls, citations and bibliography metrics, academic social networks, and copyright and distribution issues.  相似文献

The problem is that disaster risk reduction (DRR) is still more a zone of political darkness than of light. Therefore, the purpose of our contribution to this theme issue is to illuminate at least some of that zone of political darkness and to suggest a more proactive, but for many career professionals a personally problematic, way forward for DRR. The career problematic derives from the fact that the way forward would involve moving from applauding the emergence of elected and/or appointed champions (from mayors to cabinet ministers to presidents/prime ministers) for action to raising the political costs of inaction by leaders not otherwise disposed. The essential element of this way forward would be greatly enhanced public accountability. We will draw preliminary accountability lessons from the Haiti earthquake catastrophe and the Chile earthquake disaster 2010 events towards the conclusion of this paper as we outline a possible future paradigm.  相似文献

The concept of school-based disaster risk reduction (DRR) education has increasingly become popular as greater emphasis is placed on the role of schools in reducing risks and building the resilience of the education system. This paper discusses the variations in the implementation of DRR education among primary schools in different areas including urban, rural, mountainous, plain and coastal areas in Da Nang City, Central Vietnam. For rural schools, similarities in the implementation of DRR education are observed and schools in both rural plain and rural mountainous areas stress the provision of disaster-related training. In addition, improvement of school buildings and external relationship is important for the resilience of urban schools. Specifically, for schools in urban coastal areas, school location and structure are significant, while for schools in the urban plain lands, enhancement of collaboration with their community has the most potential to contribute to the resilience of a school. From that, this research proposes that leadership and prioritization are key factors in helping schools to manage internal and external resources to efficiently overcome challenges and effectively promote DRR education towards the enhancement of schools’ resilience.  相似文献

Increasingly, citizens are being asked to take a more active role in disaster risk reduction (DRR), as decentralization of hazard governance has shifted greater responsibility for hazard preparedness actions onto individuals. Simultaneously, the taxonomy of hazards considered for DRR has expanded to include medical and social crises alongside natural hazards. Risk perception research emerged to support decision-makers with understanding how people characterize and evaluate different hazards to anticipate behavioral response and guide risk communication. Since its inception, the risk perception concept has been incorporated into many behavioral theories, which have been applied to examine preparedness for numerous hazard types. Behavioral theories have had moderate success in predicting or explaining preparedness behaviors; however, they are typically applied to a single hazard type and there is a gap in understanding which theories (if any) are suited for examining multiple hazard types simultaneously. This paper first reviews meta-analyses of behavioral theories to better understand performance. Universal lessons learnt are summarized for survey design. Second, theoretically based preparedness studies for floods, earthquakes, epidemics, and terrorism are reviewed to assess the conceptual requirements for a ‘multi-hazard’ preparedness approach. The development of an online preparedness self-assessment and learning platform is discussed.  相似文献

On 17 August 1999 Turkey was hit by a massive earthquake. Over 17,000 lives were lost and there was extensive damage to Turkey's heartland. This paper examines how various public and private institutions, including state and civil society institutions such as NGOs and the media responded to the needs of earthquake survivors. It documents the extensive involvement of NGOs in the relief efforts immediately after the disaster and examines the impact of such participation on state-civil society relations in the country. The data show that state response to the disaster went through several phases from a period of ineptitude to effective management. The paper credits the media and the NGOs for acting as advocates for survivors and forcing changes at the state level. The paper argues that an ideal response system, which fully addresses the needs of victims, can only be based on state-civil society relations that are both collaborative and adversarial.  相似文献

This study investigates predictors of local participation in recovery projects and programmes following Hurricane Katrina in the United States in 2005 and the earthquake in Haiti in 2010. Using two sets of survey data, it examines whether disaster impacts and social capital (social trust and civic engagement) are associated with disaster recovery participation and compares predictors of such engagement in the two locations. Multivariate logistic regression results reveal that physical injuries, limited community mobility, and government trust increase recovery participation in Haiti (n=278), whereas emotional distress and homeownership decrease it. On the Gulf Coast of the US (n=259), physical injuries and higher civic engagement augment recovery participation, while homeownership and age reduce it. The confounding factors of national contexts and post‐disaster time frames might explain the differences in the results. The discussion addresses the relation between country‐specific vulnerability and recovery participation and suggests implications for policy and practice to improve local citizens’ capabilities to participate in sustainable recovery processes.  相似文献

Community participation is becoming increasingly popular within the field of disaster management. International disaster policies, frameworks and charters embrace the notion that communities should play an active role in initiatives to identify vulnerabilities and risks and to mitigate those dangers, and, in the event of a disaster, that they should play a proactive part in response and recovery (see, for example, UNISDR, 1994; The Sphere Project, 2004; United Nations, 2005). A number of studies have investigated the participation of communities in disaster preparedness and mitigation efforts (see, for instance, Scott‐Villiers, 2000; Andharia, 2002; Godschalk, Brody and Burby, 2003), There is, however, limited reflection on the challenges to ensuring participation in the operational context of disaster response. This paper draws on a study of the policy and practice of participatory damage assessment in Fiji to identify and discuss the barriers to formal implementation of community participation in a post‐disaster context.  相似文献

The field of disaster risk reduction (DRR) has risen to prominence since the declaration of the International Decade of Disaster Risk Reduction between 1990 and 2000. This decade provided the impetus for a change from the predominant paradigm of disaster response to that of disaster risk reduction as a means of addressing the underlying drivers that lead to disasters. In an effort to promote risk reduction, the UNISDR (the principal agency for disaster risk reduction within the UN structure) formulated policies and strategies to provide both conceptual and practical guidance as to how risk should be reduced. However noble the efforts, this paper contends that the current approach to and understanding of risk within the international community might not be cognisant of complex adaptive systems (CAS) concepts such as the edge of chaos. Specifically, this concept argues that risk (or chaos) within a system is actually a fundamental requirement to the functioning of all resilient socio-ecological systems. Therefore, the reduction of risk without an understanding of the role of that risk within the larger socio-ecological system might actually end up reducing the system’s overall level of disaster resilience. This paper aims to explore the concept of edge of chaos through a literature review of key theoretical works on the topic, followed by a discussion on its implications for the predominant paradigm of risk reduction within disaster risk management policy and practice.  相似文献

In this study we use a cross-sectional survey to evaluate the nutritional response to the 1998 Bangladesh Flood Disaster by 15 relief agencies using standards developed by the Sphere Project. The Sphere Project is a recent attempt by agencies around the world to establish universal minimum standards for the purpose of ensuring quality and accountability in disaster response. The main outcomes measured were resources allocated to disaster relief types of relief activities and percentage of agencies meeting selected Sphere food aid and nutrition indicators. Although the process of nutritional response was measured, specific nutritional and health outcomes were not assessed. This review found that self-reported disaster and nutritional resources varied widely between implementing agencies, ranging from US $58,947 to $15,908,712. The percentage of resources these agencies allocated to food aid and nutritional response also varied, ranging from approximately 6 to 99 per cent of total resources. Agencies met between 8 and 83 per cent of the specific Sphere indicators which were assessed Areas in which performance was poor included preliminary nutritional analysis; beneficiary participation and feedback; disaster preparedness during non-emergency times; monitoring of local markets and impact assessment. Agencies were generally successful in areas of core humanitarian response, such as targeting the vulnerable (83 per cent) and monitoring and evaluating the process of disaster response (75 per cent). The results here identify both strengths and gaps in the quality of humanitarian response in developing nations such as Bangladesh. However, they also raise the question of implementing a rights-based approach to disaster response in nations without a commitment to meeting positive human rights in non-disaster times.  相似文献

新疆是我国大风灾害比较严重的地区之一.已往的大风灾害研究主要从自然学科角度进行较多,分析了大风致灾因子的主要来源、地理分布、强度、监测等,但缺乏从社会学科角度分析研究.本文以新疆2001~2003年发生的大风灾例为研究对象,以新疆15个地州市为研究单位,根据可操作性、可比性、可传递性原则选定的3种确定灾度指标的因子,采用综合评判的方法对各地州市大风灾害灾度进行计算和定量评价,并根据最大隶属原则把15个地州市分别划分为3个区域级重度风灾区、4个区域级一般度风灾区和8个区域级轻度风灾区.  相似文献

作者曾分别于1991、1996、2002和2005年发表了关于灾害研究理论与实践的4篇文章,对灾害系统的性质、动力学机制、综合减灾范式,以及灾害科学体系等进行了探讨.在前4篇文章的基础上,就当前国际上灾害风险综合研究的趋势、应对巨灾行动,以及防范巨灾风险和加强综合减灾学科建设等方面进行了综合分析,阐述了对"区域灾害系统"作为"社会-生态系统"、"人地关系地域系统"和"可划分类型与多级区划体系"本质的认识;区分了"多灾种叠加"与"灾害链"损失评估的差异;论证了"综合灾害风险防范的结构、功能,及结构与功能优化模式";构建了由灾害科学、应急技术和风险管理共同组成的"灾害风险科学"学科体系.研究结果表明,通过综合减灾,防范巨灾风险已成为区域和全球可持续发展的重要措施,这一措施与资源节约型与环境友好型社会的建设,循环经济模式的发展,以及低碳经济模式的建立,共同构成了可持续发展战略实施的支撑体系.  相似文献

以内蒙古锡林郭勒盟地理基础数据和社会经济数据为基础,利用GIS技术,采用自然灾害风险评价指数法、距离制图等方法建立了草原火灾救援物资库的优化布局模型,绘制了锡林郭勒盟草原火灾救援物资库优化布局图。在此基础上对原有救援物资库进行服务区分配,有针对性地提出了草原火灾救援物资库的最佳数量。研究结果表明:锡盟应新增加10个物资库,边界处设置6个物资库,总共设置26个救援物资库。  相似文献

This project analysed changes in community cohesion following a natural disaster. Data were collected from a flood‐affected community using a questionnaire survey. Analyses revealed that community cohesion was not predicted by the length of residence, or any other demographic characteristic of residents, but rather by a sense of community, community cognition and the degree of community participation. Cohesion alteration was not uniform, but varied along levels of hazard severity (degree of flood invasion). Cohesion increased in line with hazard severity at the initial flood stage, as residents recognised the importance of community unity and came together to cope with their losses. When the severity increased, residents transferred their focus to individual interests, which resulted in decreased cohesion. This project distinguishes itself in examining community cohesion in the wake of a natural disaster in the real world. Implications regarding community reconstruction and suggestions for hazard researchers are discussed accordingly.  相似文献
