Summary During the last ten years environmental quality and energy have emerged as important national issues right along with the economy. The central proposition appears to be that environmental concerns are inversely related to concern about energy and the economy. The common assumptions about public perception of the trade-offs between environmental quality, economic growth, and energy production are shown to be invalid. In any event it is unlikely that public policy makers will find themselves strongly pulled by a highly polarized public.David J. Rosen is an assistant professor in the Department of Human Ecology, Cook College of Environmental and Agricultural Sciences, Rutgers University (U.S.A.) where he teaches in the interdisciplinary International Environmental Studies and Human Ecology curricula. While formally trained as a political scientist (Ph D, Rutgers University, 1975) for the past six years his research on energy and environmental matters has become increasingly interdisciplinary. The subjects of his work have ranged from the international energy system to the provision of solar energy incentives by state government. Attitudinal differences regarding the use of nuclear energy were investigated. Results obtained in a random sample drawn from the population of four communities in The Netherlands within 30 miles of a nuclear power plant showed a strong relationship between subjects' attitudes towards nuclear energy and their perceptions of the possible consequences of nuclear energy. ‘Pro’- and ‘con’-subjects showed marked differences in the importance attached to the different possible consequences and their endorsement of the salience of more general social issues. Results provide support for the view that individuals perceive a false consensus with respect to the relative prevalence of similar attitudes among other people. Finally, subjects' perceptions of others with similar or opposing attitudes towards the issue of nuclear energy showed marked differences in evaluation especially for the extreme attitude groups.  相似文献

Increasing waste production and landfills reaching their capacity are placing unprecedented pressure on the land, and are unsustainable in the long term. However, while surveys of public opinion present a picture of a population increasingly concerned about the quality of the environment and the problem of waste management, there has been an increase in amounts of municipal waste being sent to landfill. Although not unique to Ireland, this gap between values and actions is one that deserves further critical consideration if positive sustainable waste management strategies are to be developed. This paper, based on research being conducted in two case study locations in the west of Ireland, engages with value-action gaps in terms of waste management strategies in Ireland. Based on empirical evidence the paper examines the public's self-reported barriers to more sustainable waste management. The paper argues that some of the greatest barriers to improved waste management are cultural, social and political and that contextual variables such as notions of responsibility and lack of trust in waste regulators contribute greatly to the gap between citizens' attitudes and actions towards waste management.  相似文献

Implicit in every government decision on energy technology is a trade-off of a certain amount of risk in return for societal benefits. As a result of growing public concern over such risks, environmental analysts are increasingly being requested not only to describe potential adverse consequences but also to quantify their probability. However, this task is frustrated not only by inadequate experience with, and incomplete knowledge of, the causality of environmental impacts, but also by a disparity between individual and societal views of risk. While the societal view is based on objective risk functions andnet societal benefit, individuals tend to rely on subjective judgment, and consider the distribution as well as the amount of benefit. Thus, environmental risk assessments, produced by analysts on behalf of society as a whole, are likely to be quite speculative, and are unlikely to be reliable indicators of the acceptability of risk to the public.  相似文献

Where appropriate, managed realignment is the preferred policy option for sustainable coastal defences in the UK, since it provides both economic and ecological advantages. Until recently however, research has failed to address the social implications of this policy option having only acknowledged that communities in general, show reluctance in conceding land to the sea. Orplands managed realignment scheme is the third in a series of case studies to address a variety of social issues, but with a particular focus on the public acceptance of schemes and public confidence in the Environment Agency. It is hypothesised that local residents will be more accepting of a realignment scheme the longer it is in the public domain, rather than at its inception or construction. This paper presents findings from the Orplands scheme and demonstrates that overall scheme acceptance was greater at this site in comparison to previous case studies. Despite this, respondents did not show any more confidence in the Environment Agency and this has been attributed to their general scepticism towards a statutory body and the lack of recent contact between the various stakeholders. It is suggested that the development of criteria for consultation and public participation would facilitate public acceptance of managed realignment schemes.  相似文献

Environmental attitudes (EA), a crucial construct in environmental psychology, are a psychological tendency expressed by evaluating the natural environment with some degree of favour or disfavour. There are hundreds of EA measures available based on different conceptual and theoretical frameworks, and most researchers prefer to generate new measures rather than organize those already available. The present research provides a cumulative and theoretical approach to the measurement of EA, in which the multidimensional and hierarchical nature of EA is considered. Reported are findings from three studies on the development of a psychometrically sound, multidimensional inventory to assess EA cross-culturally, the Environmental Attitudes Inventory (EAI). The EAI has twelve specific scales that capture the main facets measured by previous research. The twelve factors were established through confirmatory factor analyses, and the EAI scales are shown to be unidimensional scales with high internal consistency, homogeneity and high test-retest reliability, and also to be largely free from social desirability.  相似文献

Renewable energy as well as nuclear energy are low carbon power that presents the life cycle emissions of greenhouse gases than fossil fuel energy. However, analyzing the relationship between the consumption of renewable energy, consumption of nuclear energy, CO2 emissions and economic growth is crucial for the economic and energy policy decision; we address this question for developed countries. This paper deals with the relationships between nuclear energy, environmental degradation, real GDP and renewable energy. We apply a panel data model for a global panel consisting of nine developed countries during the period 1990–2013. The group studied consists of Canada, France, Japan, Netherlands, Spain, Sweden, Switzerland, UK and the USA. The empirical findings suggest that: (1) a causal link between emissions and real income, (2) a unidirectional causality running from renewable energy to nuclear energy, (3) a unidirectional causal relationship running from capital to environmental degradation, (4) a unidirectional causal relationship running from income to nuclear energy consumption, since the growth hypothesis is valid, (5) a unidirectional causality running from capital to income, (6) no an outstanding role of renewable energy use in the contribution of CO2 emissions.  相似文献

Retrofitting existing housing stock to improve energy efficiency is often required to meet climate mitigation, public health and fuel poverty targets. Increasing uptake and effectiveness of retrofit schemes requires understanding of their impacts on householder attitudes and behaviours. This paper reports results of a survey of 500 Kirklees householders in the UK, where the Kirklees Warm Zone scheme took place. This was a local government led city scale domestic retrofit programme that installed energy efficiency measures at no charge in over 50,000 houses. The results highlight key design features of the scheme, socio-economic and attitudinal factors that affected take-up of energy efficiency measures and impacts on behaviour and energy use after adoption. The results emphasise the role that positive feedback plays in reinforcing pro-environmental attitudes and behaviours of participants and in addressing concerns of non-participants. Our findings have implications for the design and operation of future domestic energy efficiency retrofit schemes.  相似文献

Although international trade in energy may offer a flexible and cost effective means by which European countries could meet their renewable energy targets, developers in the exporting nation can face local opposition for reasons which are not always clear. Using focus groups and a public survey, we contrast perspectives between local stakeholders and wind farm operators and investigate the community impacts associated with large-scale wind energy for domestic use and export from Ireland to the UK. Although the export of renewable energy from Ireland to the UK is currently on hold, our findings suggest that significant investment is required by the state and wind farm operators in better information provision, trust building, effective instruments to internalise wind farm externalities and co-management arrangements before Ireland can fully capture the benefits of wind exports to the UK.  相似文献

In this paper, the life span of hydro and nuclear energy generations and the relationship between hydro and nuclear energy generations, environmental pollution, and economic growth were investigated for Japan covering the period of 1960–2018 by employing the Bathtub-Weibull curve and Markov switching-vector error correcting (MSVEC) method, respectively. According to the Bathtub-Weibull curve analysis, a rising failure rate for nuclear energy was found, indicating that the life of nuclear energy has expired, but a decreasing failure rate for hydroelectric energy has been detected. Then two different MSVEC models were used. The MSVEC method, unlike traditional approaches, determines the relationship between variables under different regimes. The results of MSVEC methods indicate three important points. First, regime-dependent asymmetry and regime changes are crucial for policy recommendations. Second, the shocks to hydropower and nuclear energy generations cause temporary deviations from the long-run growth path in both regimes. Lastly, the increase in hydropower generation leads to a decrease in environmental pollution and an increase in GDP, and an increase in nuclear power generation increases pollution and growth in both regimes.  相似文献

This paper draws on climate justice principles developed in the context of international negotiations between national governments to assess the distribution of carbon reduction roles between different actors involved in residential energy use within the UK. In so doing, it aims to provide a new understanding of equity aspects of current residential policy and to highlight opportunities for more effective and equitable policy. The paper uses three criteria: rights and corresponding duties; mitigation responsibilities and capabilities. It applies them systematically to assess the roles of five key actors involved in residential energy use in the UK. The assessment finds a suboptimal distribution of actors’ duties, responsibilities and capabilities and roles and discusses whether and how a more effective and fair allocation of outcomes, in terms of carbon reduction and fuel poverty, could be achieved. In particular, it raises questions about whether the right actors are being legally obliged or incentivised to deliver energy efficiency improvements, and suggests that particular actors – local authorities and community groups – are under-used and require greater government support with capability. The paper represents the first use of international climate justice frameworks to investigate residential energy policy within a country.  相似文献

Nuclear and chemical waste facilities can be successfully sited, despitenimby responses, if siting programs account for the sources of public concern. Irrational fear is not the main source; instead, waste managers must deal with perceived inequities in the distribution of benefits and costs, and concern about facility safety. Benefit-cost inequities may be dealt with in part by keeping wastes where they are generated, through political restrictions, or by providing economic compensation and political incentives (for example, a local veto). Assuring people of facility safety includes allowing local control (monitoring, health assessment, regulation), and enhancing trust of facility managers through such means as rectifying past mistakes, individual-oriented education campaigns, and negotiation of compensation packages with local residents. These means should reduce —without eliminating—public opposition to local siting of nuclear and chemical waste facilities.  相似文献

The possible role of parish and town councils (local councils) in the local implementation of sustainable development has been overlooked both in research and in policy-making. This article is based on research into local councillors' attitudes to sustainability and to their own role within a single county. A “discourse of local council legitimation” is identified, in which local councillors see their communities as living organisms, whose interests they represent with the benefit of local knowledge and holistic thinking – characteristics which they see as absent at other levels of government. Local councillors essentially see their role as local and relatively short-term – a perspective that will have to be addressed if local councils are to make a significant contribution to sustainability.  相似文献

Research clearly shows that the environment is not going to go away as an issue of public concern. In fact, for many people, the environment is no longer simply an issue—it is a way of life. This is not likely to change. What has changed, however, is today's consumer. Today we are faced with a different type of consumer: one who is more knowledgeable on environmental issues—and more demanding. This paper explores the attitudes of landowners across Ireland to the wider provision of public access for recreational walking using a multinomial logit model. The study also investigates the level of compensation required to improve the supply of this public good. Results indicate that 51% of landowners are not willing to provide access (non-providers), 21% are willing to provide access free of charge (free providers) and 28% seek compensation (willing providers). The findings indicate that participation by landowners in a proposed public access scheme is influenced by landowners' experience with walkers, farm type, farm insurance costs, household demographics, regional variations, opportunity cost of land and participation in other agri-environment schemes. Mean willingness-to-accept for landowners willing to facilitate improved public access for walking was found to be €0.27 per metre of walkway.  相似文献

This article investigates the potential impact of sustainable energy action plans (SEAPs) on local development through a two-step methodology involving participatory planning and quantitative analysis. The first phase relies on a participatory system mapping (PSM) approach and generates a causal structure at the basis of the urban model. In the second phase, we transform the qualitative map into a system dynamic model which evaluates the effect of the SEAP on social, economic and environmental indicators. This methodology was applied to the case of Cascina Municipality (Italy). Through scenario analysis, we show that some indirect feedback can harm the achievement of the 20% emission reduction target. This process allows the local authority and stakeholders to evaluate the impact of emission reduction policies on CO2 emissions and local development, thereby generating collective learning on the systemic implications of the plan. We show that this method can enhance the ambition of emission mitigation efforts by small towns.  相似文献
