Developing a collaborative model for environmental planning and management   总被引:9,自引:0,他引:9  
Methods for involving the public in natural resource management are changing as agencies adjust to an increasingly turbulent social and political environment. There is growing interest among managers and scholars in collaborative approaches to public involvement. Collaboration is conceptually defined and elaborated using examples from the natural resource management field. This paper then examines how collaboration theory from the organizational behavior field can help environmental managers to better understand those factors that facilitate and inhibit collaborative solutions to resource problems. A process-oriented model is presented that proposes that collaboration emerges out of an environmental context and then proceeds sequentially through a problem-setting, direction-setting, and structuring phase. Factors constraining collaboration are also specified, including organizational culture and power differentials. Designs for managing collaboration are identified, which include appreciative planning, joint agreements, dialogues, and negotiated settlements. Environmental managers need new skills to manage collaboration within a dynamic social and political environment. Further research is needed to test the propositions outlined here.  相似文献

The development of mineral and energy resources worldwide has placed pressure on regional environments, economies and communities. The cumulative impacts, or cumulative effects, arising from overlapping development have stretched political systems that have traditionally been geared toward the regulation and management of individual resource developments, presenting challenges for policy makers, resource developers and civil society actors. An equally challenging task has been realisation of the potential development dividends of mineral and energy resources in the areas of business development, infrastructure, human development or the management of resource revenues. This paper introduces a special issue on ‘Understanding and Managing Cumulative Impacts in Resource Regions’. The special issue interrogates the effectiveness of new and traditional policy responses, explores methods and strategies to better respond to cumulative impacts, and details practical examples of collaborative and coordinated approaches. Papers cover a range of environmental, economic and social issues, geographical regions, commodities, and conceptual approaches. This introductory paper introduces the cumulative impact issues that have manifest in resource regions, critically appraises current conceptions of cumulative impacts, and details management and policy responses to address the cumulative dimensions of impact.  相似文献

Environmental governance and management are facing a multiplicity of challenges related to spatial scales and multiple levels of governance. Water management is a field particularly sensitive to issues of scale because the hydrological system with its different scalar levels from small catchments to large river basins plays such a prominent role. It thus exemplifies fundamental issues and dilemmas of scale in modern environmental management and governance. In this introductory article to an Environmental Management special feature on “Multilevel Water Governance: Coping with Problems of Scale,” we delineate our understanding of problems of scale and the dimensions of scalar politics that are central to water resource management. We provide an overview of the contributions to this special feature, concluding with a discussion of how scalar research can usefully challenge conventional wisdom on water resource management. We hope that this discussion of water governance stimulates a broader debate and inquiry relating to the scalar dimensions of environmental governance and management in general.  相似文献

A resource survey and planning method for parks, reserves, and other environmentally significant areas (ESAs) is presented in the context of a holistic balanced approach to land use and environmental management. This method provides a framework for the acquisition, analysis, presentation, and application of diverse ecological data pertinent to land use planning and resource management within ESAs. Through the independent analysis and subsequent integration of abiotic, biotic, and cultural or ABC information, land areas within an ESA are identified in terms of their relative environmental significance and environmental constraints. The former term encompasses wildlife, historic, and other resource values, while the latter term reflects biophysical hazards and sensitivities, and land use conflicts. The method thus calls for a matching of an ESA's distinctive attributes with appropriate land use and institutional arrancements through an analysis of available acts, regulations, agencies, and other conservation and land use management mechanisms. The method culminates with a management proposal showing proposed park or reserve allocations, buffer areas, or other land use controls aimed at preserving an ESA's special ecological qualities, while providing for resource development. The authors suggest that all resource management decisions affecting ESA's should be governed by a philosophical stance that recognizes a spectrum of broad land use types, ranging from preservation to extractive use and rehabilitation.  相似文献

We accept the thesis that coastal management, as any other form of environmental management, can be effective only with the cooperation of a multitude of stakeholders with conflicting interests. At present, cooperation is forced upon stakeholders by a paternalistic (top-down) coastal management that is outcome oriented and coercive in nature. Forced cooperation is difficult to maintain, however. The alternative is to seek voluntary cooperation with a process-oriented, cooperative (bottom-up) coastal management approach. After a brief review of these arguments, we address the major analytical challenge of cooperative coastal management, which is to search for solutions that can be negotiated and implemented with maximum voluntary cooperation. The main property of these solutions, which are also referred to as core solutions, is that they are preferable to individual stakeholders or coalitions of stakeholders over acting-alone alternatives. Our analysis is applicable to any other form of environmental management.  相似文献

The problems posed by adaptive management for improved ecosystem health are reviewed. Other kinds of science-informed ecosystem management are needed for those regions of conflict between rapid human population growth, increased resource extraction, and the rising demand for better environmental amenities, where large-scale experiments are not feasible. One new framework is threshold-based resource management. Threshold-based resource management guides management choices among four major science and engineering approaches to achieve healthier ecosystems: self-sustaining ecosystem management, adaptive management, case-by-case resource management, and high-reliability management. As resource conflicts increase over a landscape (i.e., as the ecosystems in the landscape move through different thresholds), management options change for the environmental decision-maker in terms of what can and cannot be attained by way of ecosystem health. The major policy and management implication of the framework is that the exclusive use or recommendation of any one management regime, be it self-sustaining, adaptive, case-by-case, or high-reliability management, across all categories of ecosystems within a heterogeneous landscape that is variably populated and extractively used is not only inappropriate, it is fatal to the goals of improved ecosystem health. The article concludes with detailed proposals for environmental decision-makers to undertake “bandwidth management” in ways that blend the best of adaptive management and high-reliability management for improved ecosystem health while at the same time maintaining highly reliable flows of ecosystem services, such as water.  相似文献

Environmental governance in the twenty-first century in Bangladesh faces serious challenges in terms of improving service delivery. There are surfeits of laws, rules and regulations as well as institutions to manage and govern the environmental sector. The legal regime is quite comprehensive, yet little attempts have been made so far to iron out the contradictions and duplications among existing rules and regulations. Institutions continue to suffer because of a number of reasons. Coordination among different ministries and other agencies in the governmental and non-governmental sectors is poor. Inter-organizational meetings and other follow-up meetings are not regularly held and usually fail to achieve their intended objectives. Though attempts have been made to involve people at the formulation stage of action plans, seldom people are taken into confidence and consulted with when these plans are implemented. One of the consequences of such a situation is people’s lack of interest in government-sponsored environmental protection programs. The decision-making procedure/situation of different environmental development projects and policies did not follow the holistic or coordinated principles so that post-impacts of works appeared vast and diverse conflicts. This paper tries to search the history of environmental protection of Bangladesh, relevant environmental laws, rules, regulations and projects and major international conventions, treaties, and protocols signed or ratified by Bangladesh as well as investigates the current situation, mechanism and decision making regarding environment in the context of environmental governance, analyzing the problems and also explored the challenges for environmental management in Bangladesh and associated problems and risks of system and finally proposed some core guidelines of effective environmental governance and system management for Bangladesh.  相似文献

Co-management acknowledges pragmatic developments and progression of institutional choice theories in natural resource management. This innovative concept embraces a pluralistic management approach based on the principle of subsidiarity and creates opportunities for the reconciliation of competitive property claims. This article reviews definitions of co-management, distinguishes it from other property rights regimes, and develops an organizational structure of the major elements involved. Synthesis of both experiences and literature leads to the development of a conceptual framework. Co-management is structured in terms of context, components, and linking mechanisms. In concert, these elements offer insight into the practice of co-management, address the shortcomings of institutional theories, and respond to critical issues raised in related literature. The framework contributes to natural resource management by acting as a means of identification and evaluation for such arrangements, as well as a systematic guide for future inquiries.  相似文献

Transhumance is a resource efficient means of livestock production by seasonally moving grazing animals to utilize pastures between varying ecological zones. This article investigated the interrelationship between the environmental services the transhumant provides whilst maintaining its cultural heritage and theorized what the cultural and environmental impacts would be if the practice of transhumance were to vanish. The authors interviewed 45 transhumant families during their 2015 seasonal migration through the Taurus Mountains and in their settled tent sites in Central Anatolia. The interview topics related to geography of the region, migration routes, natural resource constraints and opportunities, animal husbandry, grazing strategies and their income sources. By practicing agro-ecological principles over millennia, the research showed that the transhumant has helped shape a complex mosaic of habitats in one of Mediterranean’s most interesting ecosystems. The mobile pastoralist with conservation and natural resource management skills over a long period has reduced erosion control, improved soil quality and deterred the likelihood of forest fires, whilst weaving a resilient social web. The survey also indicated a clear link between social and ecological resilience emphasizing that sustainable development relies on the interconnectedness between biological and cultural diversity. The study recommends special provisions be made by the Turkish government for the educational needs for the children of the transhumant, provide initiatives for improved trading of their produce, introduce law enforcement for oppressive behavior against them and finally support the pastoralists to attain world heritage listing as a unique and an irreplaceable culture for the future welfare of humankind.  相似文献

The objective of this article is to propose a program for the integrated coastal zone management that is required to stimulate and guide sustainable development of the Mediterranean coastal zone of Turkey. Improved data collection, quality control, analysis, and data management will provide a firm basis for future scientific understanding of the East Mediterranean coast of Turkey and will support long-term management. Various innovative procedures were proposed for a promising ecosystem-based approach to manage coastal wetlands in the Mediterranean: remote data acquisition with new technologies; environmental quality monitoring program that will provide a baseline for monitoring; linking a Geographic Information System (GIS) with natural resource management decision routines in the context of operational wetlands, fisheries, tourism management system; environmental sensitivity analysis to ensure that permitted developments are environmentally sustainable; and use of natural species to restore the wetlands and coastal dunes and sustain the system processes. The proposed management scheme will benefit the scientific community in the Mediterranean and the management/planning community in Eastern Turkey.  相似文献

Nature provides life-support services which do not merely constitute the basis for ecosystem integrity but also benefit human societies. The importance of such multiple outputs is often ignored or underestimated in environmental planning and decision making. The economic valuation of ecosystem functions or services has been widely used to make these benefits economically visible and thus address this deficiency. Alternatively, the relative importance of the components of ecosystem value can be identified and compared by means of multi-criteria evaluation. Hereupon, this article proposes a conceptual framework that couples ecosystem function analysis, multi criteria evaluation and social research methodologies for introducing an ecosystem function-based planning and management approach. The framework consists of five steps providing the structure of a participative decision making process which is then tested and ratified, by applying the discrete multi-criteria method NAIADE, in the Kalloni Natura 2000 site, on Lesbos, Greece. Three scenarios were developed and evaluated with regard to their impacts on the different types of ecosystem functions and the social actors’ value judgements. A conflict analysis permitted the better elaboration of the different views, outlining the coalitions formed in the local community and shaping the way towards reaching a consensus.  相似文献

Activities beyond national park boundaries are now the principal source of threats to park natural resource integrity. Assessing the full impact of major threats as air and water pollution requires a long-term ecosystem-level approach in research design and execution, and park management. Failure to take such an approach renders most existing park data bases useless in the documentation of external threats. While the concept of managing national parks as ecosystems is not new, Park Service research and its organization have not provided the information necessary for such a basis of management. Quantifying the impacts on park resources due to external hydrologic regulation and air pollution is a good example of the need to employ an ecosystem approach in research. However, implementing such a program will require a fundamental change in research administration, priority setting, and conceptual approach.The first four of the articles in this special section arise from an AAAS symposium onExternal Threats to Ecosystems of the National Parks in the USA, which was convened in 1982. The articles have been revised to reflect subsequent developments in this field. The first article, by Dr. Stottlemyer, the symposium organizer, serves as an introduction to the topic. This paper analyzes the United Nations Organization's Kyoto Protocol nations to address two questions. First, what are the environmental production efficiency rankings of these nations? Second, is there a relationship between a nation's ratification status and its environmental production efficiency ranking? Our findings suggest that the nations that have ratified the Kyoto Protocol are more likely to be environmentally production efficient as compared to the nations that have not ratified the Protocol.  相似文献

This paper reports the formulation and application of a framework of catchment-level water resource management indicators designed to integrate environmental, economic and social aspects of sustainability. The framework of nine indicators was applied to the River Dee and River Sinos catchments in Scotland and Brazil, respectively, following an indicator selection process that involved inputs from water management professionals in both countries, and a pilot exercise in Scotland. The framework was found to capture a number of key sustainability concerns, and was broadly welcomed by water resource managers and experts as a means of better understanding sustainable water resource management. Issues relating to poor water quality and public water supply were particularly prominent in the findings for the Sinos, while findings for the Dee suggested that more attention might be focused on building institutional capacity and public participation in catchment management. The use of some proxy indicators was required in both catchments due to poor data availability, and this problem may hinder the further development of indicator frameworks that attempt to better integrate environmental, economic and social dimensions of sustainability.  相似文献

The range of red deer populations in the Scottish Highlands can cover several different landholdings (estates), many of which derive their income primarily from the private hunting (stalking) of stags. The deer belong to nobody and their seasonal movement does not respect the boundaries of individual estates, but a 'rule of capture' does apply as, once shot, the deer become the property of the estate owner. This paper argues that deer populations would best be managed as a common property resource. Indeed, for this reason, the Deer Commission for Scotland has encouraged owners to form Deer Management Groups. These groups are now able to utilize a computer program that models the relationship between grazing quality and population dynamics. However, drawing upon examples from the Western Highlands, the paper finds that common property management must overcome incentives to behave strategically that arise from the characteristics of flow and storage of the resource. The problem is aggravated by the degradation of the habitat that has occurred over centuries. This often means that the resource is below its optimum in terms of stag numbers and quality. Scientific models are an important contribution, but only reduce the environmental uncertainty. Their full potential can only be realized if all landowners are obliged to actively engage in common property management.  相似文献

The concept of a substantive integrator is introduced as a method for integrated resource and environmental management as a means to assimilate different resource values at the operational or field level. A substantive integrator is a strategic management tool for integrating multiple uses into corporate management regimes that traditionally manage for single values. Wildlife habitat management is presented as a substantive integrator for managing vegetation on electric utility power line corridors. A case study from northern British Columbia provides an example of wildlife habitat management as a means to integrate other resource values such as aesthetics, access and subsistence along British Columbia Hydro and Power Authority's transmission rights-of-way.  相似文献

Net environmental benefits are gains in value of environmental services or other ecological properties attained by remediation or ecological restoration minus the value of adverse environmental effects caused by those actions. Net environmental benefit analysis (NEBA) is a methodology for comparing and ranking net environmental benefits associated with multiple management alternatives. A NEBA for chemically contaminated sites typically involves comparison of several management alternatives: (1) leaving contamination in place; (2) physically, chemically, or biologically remediating the site through traditional means; (3) improving ecological value through onsite and offsite restoration alternatives that do not directly focus on removal of chemical contamination; or (4) a combination of those alternatives. NEBA involves activities that are common to remedial alternatives analysis for state regulations and the Comprehensive Environmental Response, Compensation, and Liability Act, post-closure and corrective action permits under the Resource Conservation and Recovery Act, evaluation of generic types of response actions pertinent to the Oil Pollution Act, and land management actions that are negotiated with regulatory agencies in flexible regulatory environments (i.e., valuing environmental services or other ecological properties, assessing adverse impacts, and evaluating remediation or restoration options). This article presents a high-level framework for NEBA at contaminated sites with subframeworks for natural attenuation (the contaminated reference state), remediation, and ecological restoration alternatives. Primary information gaps related to NEBA include nonmonetary valuation methods, exposure–response models for all stressors, the temporal dynamics of ecological recovery, and optimal strategies for ecological restoration.Published online  相似文献

The aims of the research were to: (1) establish a profile of 'special recyclers', i.e. those who make special trips by car to recycle their household waste; and (2) establish whether the environmental burden resulting from their activities presents a significant environmental problem than needs pro-active management. The research was undertaken through surveys of recyclers at supermarket recycling centres and at civic amenity sites in Glasgow and across Ayrshire in south-west Scotland. Twenty-two percent of civic amenity recyclers made special trips to recycle, whilst at supermarkets less than 10% made special journeys. Those making special journeys tended to make shorter journeys than those combining recycling with another activity. Special recyclers also tended, on average, to recycle more items and bring greater weights of recyclable material per trip. No demographic difference was found between the special recyclers and the 'non-specials'. The environmental impact of consumer journeys to recycle was estimated from the statistic: 'The total distance travelled by car by special recyclers/the total weight deposited by all recyclers'. For the sites of this survey, this statistic ranged in value from 9 km tonne-1 to 106 km tonne-1. The lowest impacts of 9 km tonne-1 were at a supermarket site in a small town with a predominantly local catchment. The highest impacts were at a civic amenity site, in a major town, also used by residents from satellite communities. Over 50% of special recyclers cited nearness as their prime reason for choosing a particular site, compared with 32% of non-specials. Although special recyclers in Ayrshire did appear to act reasonably responsibly (environmentally), their activities produced additional environmental burden. Simulation studies demonstrate that up to 34% reduction in this burden may be possible through encouraging longer intervals between recycling trips. Three quarters of the environmental burden was attributable to less than 5% of the overall recycling population.  相似文献

Many New Zealand farms still have large remnant indigenous forest patches. This paper discusses constraints and opportunities for the sustainable management of these remnants. First, the paper analyses why the specific ecological situation of the New Zealand vegetation poses severe constraints for sustainable management. Second, results from a case study are presented suggesting that analysis of farmers’ attitudes to remnant ecosystems might provide valuable data for improving existing environmental legislation. Finally, the possible management implications of the new Resource Management Act 1991 and Forest Amendment Act 1993 are discussed. It is argued that these Acts may bring to an end a thousand years of wilful and accidental destruction of New Zealand's natural environment.  相似文献

Summary Flooding has become an inherent problem in most urban centres close to the Nigerian coast. In the last decade it has extended to large settlements in the interior of the country where rainfall is more sporadic. This study has revealed that various socio-cultural activities have promoted flooding in many of these Nigerian urban environments. These activities are characterised by stream or river channel encroachment and abuse, increased paved surfaces and poor solid waste disposal techniques, due to a high level of illiteracy, a low degree of community awareness, poor environmental education, ineffective town planning laws and poor environmental management. Govenment, at various levels, needs to address these issues.His special field of interest is in natural resource management, focusing on the implications of environmental degradation and sustainable development.  相似文献
