The financial costs of recycling schemes fail to account for external costs and benefits such as environmental pollution, road congestion and accidents. This paper compares the environmental and social impacts of a kerbside collection scheme for recyclable household waste, with a bring scheme, using lifecycle assessment. Economic valuation is used to assign relative weights to these impacts. A second comparison examines the relative external costs of recycling and landfill disposal of waste. The results show that the kerbside collection scheme has a lower external cost than the bring scheme, but this is of less importance than the benefits to be gained within the manufacturing system by using secondary materials. It is concluded that the combination of lifecycle assessment and economic valuation is an effective means of evaluation to direct the sustainable development of waste management.  相似文献

In those states that have not included CWM as hazardous materials in their RCRA programs, the RCRA requirements for management of hazardous waste would not strictly apply to any of the CWM. The Army has historically implemented procedures requiring that chemical warfare agents be managed as RCRA hazardous waste regardless of the concentration, physical form, or configuration of the agent. Such application of strict hazardous waste requirements to management of potentially nonhazardous CWM can result in remedial costs well out of proportion to potential human health and environmental benefits. Recent development of chronic toxicity values for the CWM has opened the door for development of cleanup and waste management standards for waste streams or media containing small residual amounts of CWM. Implementation of this health-based approach to management of CWM remediation wastes may, in part, help to reduce potentially unnecessary hazardous waste management costs for the nonhazardous CWM.  相似文献

Green infrastructure (GI) is quickly gaining ground as a less costly, greener alternative to traditional methods of stormwater management. One popular form of GI is the use of rain gardens to capture and treat stormwater. We used life cycle assessment (LCA) to compare environmental impacts of residential rain gardens constructed in the Shepherd's Creek watershed of Cincinnati, Ohio to those from a typical detain and treat system. LCA is an internationally standardized framework for analyzing the potential environmental performance of a product or service by including all stages in its life cycle, including material extraction, manufacturing, use, and disposal. Complementary to the life cycle environmental impact assessment, the life cycle costing approach was adopted to compare the equivalent annual costs of each of these systems. These analyses were supplemented by modeling alternative scenarios to capture the variability in implementing a GI strategy. Our LCA models suggest rain garden costs and impacts are determined by labor requirement; the traditional alternative's impacts are determined largely by the efficiency of wastewater treatment, while costs are determined by the expense of tunnel construction. Gardens were found to be the favorable option, both financially (~42% cost reduction) and environmentally (62‐98% impact reduction). Wastewater utilities may find significant life cycle cost and environmental impact reductions in implementing a rain garden plan.  相似文献

Based on the most comprehensive field research ever conducted in corporate environmental management, this article reports on the integration of environmental impacts into product costing and cost management practices in organizations. It examines approaches for identifying and tracking current environmental costs related to both current and past production. It also develops the need and prospects for a complete analysis of future environmental impacts, including both costs and benefits, and the integration of these elements into a life-cycle costing or full environmental cost accounting model. The prospects for full environmental cost accounting and the related accounting issues are analyzed. Finally, the importance of full environmental cost accounting for improving corporate environmental performance, reducing corporate environmental impacts, and increasing long-term corporate profitability is discussed.  相似文献

Material selection in manufacturing may be characterized as a series of trade-offs between characteristics, properties, environmental impacts, sustainability, availability, and economics. Societal concerns about the environmental impacts of construction practices and materials have been expressed through an increase in the demand, production and use of “green” building products. This, combined with a desire to integrate more bioproducts and natural and renewable resources into the construction industry, has extended to the production and promotion of insulation made from sheep's wool.Although substantial literature exists on the insulation properties and other benefits of wool, less is known about the economics and manufacturing processes of sheep's wool insulation at varying scales of production. This paper contributes to this field of enquiry through presentation of the preliminary results of a wool insulation manufacturing pilot project, in which the scale and economics of the production of sheep's wool insulation were considered. Processing techniques, the impact of sheep breed, yield, energy use, and manufacturing costs were also examined. The results of the pilot project indicate that, while sheep's wool insulation produced at a smaller, or artisanal scale shows some potential, scale of operation and volume of production need to be carefully considered in order to ensure long-term sustainability of the operation. Using the least expensive sheep's wool available for the manufacture of wool batt insulation (and thereby reducing production costs) did not, in this pilot study, have a negative impact on productivity or product performance. Diversion of this waste stream of currently less marketable, and consequently less valuable wool, into the production of a green building material may offer small but significant benefit to sheep producers and the broader agricultural community, as well as consumers.  相似文献

Brazil's Tucuruí Dam provides valuable lessons for improving decision-making on major public works in Amazonia and elsewhere. Together with social impacts, which were reviewed in a companion paper, the project's environmental costs are substantial. Monetary costs include costs of construction and maintenance and opportunity costs of natural resources (such as timber) and of the money invested by the Brazilian government. Environmental costs include forest loss, leading to both loss of natural ecosystems and to greenhouse gas emissions. Aquatic ecosystems are heavily affected by the blockage of fish migration and by creation of anoxic environments. Decay of vegetation left in the reservoir creates anoxic water that can corrode turbines, as well as producing methane and providing conditions for methylation of mercury. Defoliants were considered for removing forest in the submergence area but plans were aborted amid a public controversy. Another controversy surrounded impacts of defoliants used to prevent regrowth along the transmission line. Mitigation measures included archaeological and faunal salvage and creation of a “gene bank” on an island in the reservoir. Decision-making in the case of Tucuruí was virtually uninfluenced by environmental studies, which were done concurrently with construction. The dam predates Brazil's 1986 requirement of an Environmental Impact Assessment. Despite limitations, research results provide valuable information for future dams. Extensive public-relations use of the research effort and of mitigation measures such as faunal salvage were evident. Decision-making was closely linked to the influence of construction firms, the military, and foreign financial interests in both the construction project and the use of the resulting electrical power (most of which is used for aluminum smelting). Social and environmental costs received virtually no consideration when decisions were made, an outcome facilitated by a curtain of secrecy surrounding many aspects of the project. Despite improvements in Brazil's system of environmental impact assessment since the Tucuruí reservoir was filled in 1984, many essential features of the decision-making system remain unchanged.  相似文献

Corporate environmental practices have been evolving quite rapidly in recent years, as consumers express their preferences for environmentally friendly products and practices, as manufacturers look “upstream” and inquire into their suppliers' environmental practices due to liability and marketing concerns, and as company operating costs increase as a result of new environmental regulations. New corporate efforts are made to anticipate (rather than respond to) outside environmental pressures, to internalize costs, and to find strategic opportunities or competitive advantages based on company or product environmental performance. This article describes a survey and research project designed to explore one aspect of these evolving corporate practices—the use of analytical tools and associated programs, such as life-cycle assessment and design-for-environment—by companies to account for impacts throughout a product'S life-cycle.  相似文献

Extensive forms of resource use are rarely subject to detailed environmental and social assessment. This paper outlines a potential methodology for assessment of the social impacts of extensive resource use activities based on the Pressure-State-Impact-Response (PSIR) model of integrated indicator development. It then tests this methodology through a case study of changed water flow regimes in Central Queensland's Fitzroy River catchment. While resource degradation associated with interruptions to flow was expected to force all resource users to face higher costs and greater uncertainty, negative social impacts were particularly concentrated among vulnerable groups and downstream industries. Extension of the PSIR framework and methodology proved useful in linking social and biophysical research and would thus appear to offer some potential as a model for incorporating social concerns within natural resource decision making.  相似文献

Mangrove ecosystems in Sri Lanka are increasingly under threat from development projects, especially aquaculture. An economic assessment is presented for a relatively large (42 ha) shrimp culture development proposed for the Rekawa Lagoon system in the south of Sri Lanka, which involved an extended cost–benefit analysis of the proposal and an estimate of the “total economic value” (TEV) of a mangrove ecosystem. The analysis revealed that the internal benefits of developing the shrimp farm are higher than the internal costs in the ratio of 1.5:1. However, when the wider environmental impacts are more comprehensively evaluated, the external benefits are much lower than the external costs in a ratio that ranges between 1:6 and 1:11. In areas like Rekawa, where agriculture and fisheries are widely practiced at subsistence levels, shrimp aquaculture developments have disproportionately large impacts on traditional livelihoods and social welfare. Thus, although the analysis retains considerable uncertainties, more explicit costing of the environmental services provided by mangrove ecosystems demonstrates that low intensity, but sustainable, harvesting has far greater long-term value to local stakeholders and the wider community than large shrimp aquaculture developments.  相似文献

The paper introduces the so-called climate change mainstreaming approach, where vulnerability and adaptation measures are assessed in the context of general development policy objectives. The approach is based on the application of a limited set of indicators. These indicators are selected as representatives of focal development policy objectives, and a stepwise approach for addressing climate change impacts, development linkages, and the economic, social and environmental dimensions related to vulnerability and adaptation are introduced. Within this context it is illustrated using three case studies how development policy indicators in practice can be used to assess climate change impacts and adaptation measures based on three case studies, namely a road project in flood prone areas of Mozambique, rainwater harvesting in the agricultural sector in Tanzania and malaria protection in Tanzania. The conclusions of the paper confirm that climate risks can be reduced at relatively low costs, but the uncertainty is still remaining about some of the wider development impacts of implementing climate change adaptation measures.  相似文献

Remediation methods for contaminated sites cover a wide range of technical solutions with different remedial efficiencies and costs. Additionally, they may vary in their secondary impacts on the environment i.e. the potential impacts generated due to emissions and resource use caused by the remediation activities. More attention is increasingly being given to these secondary environmental impacts when evaluating remediation options. This paper presents a methodology for an integrated economic decision analysis which combines assessments of remediation costs, health risk costs and potential environmental costs. The health risks costs are associated with the residual contamination left at the site and its migration to groundwater used for drinking water. A probabilistic exposure model using first- and second-order reliability methods (FORM/SORM) is used to estimate the contaminant concentrations at a downstream groundwater well. Potential environmental impacts on the local, regional and global scales due to the site remediation activities are evaluated using life cycle assessments (LCA). The potential impacts on health and environment are converted to monetary units using a simplified cost model.A case study based upon the developed methodology is presented in which the following remediation scenarios are analyzed and compared: (a) no action, (b) excavation and off-site treatment of soil, (c) soil vapor extraction and (d) thermally enhanced soil vapor extraction by electrical heating of the soil. Ultimately, the developed methodology facilitates societal cost estimations of remediation scenarios which can be used for internal ranking of the analyzed options. Despite the inherent uncertainties of placing a value on health and environmental impacts, the presented methodology is believed to be valuable in supporting decisions on remedial interventions.  相似文献

Deliberative monetary valuation (DMV) methods can support environmental decision making by enabling the exchange of arguments and information to produce more democratic outcomes. The product of a valuation may be an array of expressions of willingness to pay (WTP) by individuals or a collectively agreed monetary value. Concerns have been raised, however, as to whether this product is an outcome of thoughtful and independent decision-making or influenced by social pressures to conform. Our study examines this issue and addresses concerns about the use of DMV, based on a public deliberation of forest conservation in Colombia. We analyzed the impacts of social conformity on WTP under two different decision scenarios: individual and collective. The results suggest that the impacts of social conformity are greater when a collective decision is required. These findings indicate that tensions between the differing goals of DMV could undermine its democratic promise.  相似文献

In the last decade, Indian shrimp aquaculture production tripled from 30,000 tons (1990) to 102,000 tons (1999). This fast development, combined with a lack of adequate planning and regulation, caused a number of environmental problems and social conflicts, including conversion of mangroves, water pollution, and salinization of drinking water wells. Because of the significant investments made in shrimp culture and the size of the environmental and social impacts, the formulation of a regulatory framework for shrimp aquaculture has been subject to an intensive debate between the aquaculture and the environmental lobbies. Following an order from the Supreme Court (1996), the Aquaculture Authority was established and a regulatory and institutional framework for the shrimp aquaculture sector has been set up. However, implementation of the system is still defective, and there is an urgent need for improvement. Farmers are increasingly able to prevent the devastating white spot disease in shrimps, and in the absence of proper planning and regulation, further expansion of shrimp production could result in significant additional environmental and social costs. The environmental and social management of Indian shrimp farming can be improved through a mix of policy measures, including strengthening of the license system, more effective enforcement of regulations, the use of economic incentives, and increased monitoring of environmental and social impacts.  相似文献

Fishing gears have multiple impacts on the marine environment, and policies to reduce these impacts through modifying fishing gears are becoming common place. Different modifications result in different changes in the set of environmental impacts, and imply different sets of costs and benefits for different stakeholder groups. In this study, the analytic hierarchy process (AHP) is used to quantify the relative importance of the environmental impacts of fishing to different stakeholder groups. Forty eight individuals representing six different stakeholder groups (ecologists, biologists, economists, gear technologists, fishers and fisheries managers) were surveyed. As expected, fishers and gear technologists placed substantially greater importance on reducing discarding of commercial fish species than on habitat damage. Priorities of other stakeholder groups varied, but all placed greater priority on habitats than the commercial sector. The results suggest that management aimed at reducing environmental impacts of fishing broader than just discarding is appropriate, but such moves are likely to be opposed by the fishing industry. The derived weights also have a direct application to fisheries management, as they allow otherwise non-commensurate impacts to be aggregated into an overall impact to compare environmental benefits from alternative modifications of fishing gear.  相似文献

This study analyses the general-equilibrium impacts of an international climate change response policy on the economy of Western Australia (WA), one of the most mining-based and energy-intensive states of Australia. It finds that emissions would fall by up to 11% from the base level in WA. However, such environmental benefits emanate at some costs to the state economy; in terms of foregone gross state product, the costs are up to 3% of the base level. Indeed, the actual costs and benefits depend on the precise design of the climate change response policy as well as on the other policies within which it operates. For example, when emission quota permits are sold to industries and no tradeable carbon credits (i.e. credits for the carbon sequestrated in Kyoto forests) are granted, emissions decline by about 8% and GSP falls by about 3% of the base levels. If carbon credits are tradeable, however, the environmental benefits could be increased and the GSP cost could be reduced substantially. Also, the reduced economic activity caused by emission abatement results in a modest fall in net government revenue, despite the additional revenue from permit sales in some cases. Accordingly, government’s fiscal package surrounding the emission permits would influence the emission abatement impacts on the economy. With regard to the effects on the structure of the state economy, the oil and gas industry suffers only a slight contraction but the energy-supplying sector as a whole contracts substantially. It is therefore not surprising that the impacts on the WA economy of curbing emissions by energy and transport industries alone are quite significant when compared to those resulted from all industries’ compliance with the abatement scheme. It needs to be noted that the model projections analysed in the paper are based on simplifying assumptions and tentative scenarios, and hence should be viewed with caution and not be understood as unconditional forecasts.  相似文献

This research was conducted with the objective of determining and evidencing the social and environmental/economic results from the implementation of a reverse logistics program providing for the recycling, reuse, and, when necessary, final, environmentally correct disposal of post‐consumption products and product wastes by a multinational manufacturer of computer peripherals with an operation based in the city of São Paulo, Brazil. The reverse logistics process (logisticareversa, or, in this paper, LR) was intended to meet the objectives and principles of the regulatory framework defined in the National Solid Waste Policy (PNRS) in Brazil. A single case study was carried out. The results showed that after the adoption of the solid waste management policy, the study company no longer disposed of 1,413,552 kilograms (kg) of materials classified as mixed iron, polystyrene, cardboard, toner powder, and plastic in landfills. The LR process made a profit in two companies: the company surveyed made, in Brazilian reais (R), R$ 9,188,185.51, and the company contracted to carry out the process made, R$ 411,325.97. This latter profit is called by us the “social profit.” The measurement of the environmental/economic, social, and financial results by internalizing the expenses of the LR program into the costs of production shows that reuse and recycling better meets the needs of society and the company than landfilling these post‐consumption materials. Furthermore, the use of cost accounting allows the verification of other goals not indicated in the current model, such as the generation of employment, income, mitigation of environmental problems, and the profit earned by the company contracted to implement the LR process. We also conclude that cost accounting makes it possible to obtain necessary information for decision makers, who are seeking to neutralize environmental impacts and promote sustainable development, thus harmonizing the economic, social, and environmental aspects, to understand the impacts of the LR process.  相似文献

ABSTRACT: Extensive use is made of on-site wastewater disposal systems of cesspools due to the absence of a sanitary sewerage system in Saudi urban areas. This system has caused the groundwater table to rise to a public nuisance level. A health risk has also evolved. There are several infrastructural, environmental, and social impacts from this, resulting in great financial losses. Examples are: surface water flooding, damage to foundations of buildings and asphalt street pavements, flooded basements and added construction costs required for excavation, dewatering, insulation materials, and special cements. Most of these costs are indirectly being paid by the private and public sectors. This study compares the estimated costs of damage and losses with the estimated costs of building, operating, and maintaining sanitary sewerage systems in the cesspool-served areas. The annual cost of the cesspool system, depending on the severity of the adverse impacts, ranges from 2.2 to 4.4 times the annual cost of the sanitary sewerage system. Remedies for these impacts are very expensive, and delays in the implementation of the sanitary sewerage facility will make the damage recovery more expensive, and in some cases, impossible. Thus, it is recommended that highest priority to be given to the sanitary sewerage systems in Saudi urban areas.  相似文献

Although there is continuing debate surrounding biofuel cultivation (especially in developing nations) in relation to issues of exploitation, land grabbing, poverty alleviation and energy security, there is a lack of empirical evidence to assess how these debates are playing out in practice on the ground. Drawing on political ecology discourse, this paper examines case studies of biofuel production in Zambia and the effects they have on environmental and social sustainability. During April and May 2011, data were collected on two case study projects involving Jatrophacurcas feedstock cultivation in Zambia. Semi‐structured interviews were used to ascertain views from affected stakeholders (local farmers, local environmental, social, and agronomic experts, and investors) on the biofuel projects and their environmental and social impacts. The findings suggest that the uneven distribution of costs and benefits are brought about by imbalances in knowledge, access to resources and the allocation of social and political influence (often associated with broader discourses of development), and this provides a likely rationale for a lack of sustainability in biofuel projects. Drawing on these viewpoints, as well as on field observations, this paper outlines the barriers and opportunities linked to Jatrophacurcas project sustainability.  相似文献

This paper proposes a model to evaluate the environmental impact of manufacturing processes. This model uses the potency factor approach to classify environmental impacts into five ecological health impact groups and uses their toxicological, cancer, and physical effects as the bases to rate the seven groups of human health impacts. The environmental impacts in each impact group are reported, and their hazard scores on ecological and human health are determined. The model also generates a single score for the overall environmental impacts of a process. This single score system helps to identify, among all the viable processes, which is the most environmentally friendly process. This model can serve as a tool to highlight the potential environmental hazards of process operations and to provide information about environmental performance for decision making. The model has been developed into a computer software program, Environmental Impact Evaluation System, and is demonstrated by using the processes employed for the manufacture of paper bags.  相似文献
